Why does NATO need Standardization?



In order to make cooperation between the

NATO forces in joint operations as

efficiently as possible.



Principle of Standardization

The preferred principle is to adapt suitable civilian standards for use in the NATO in an unchanged form. This shall apply in the absence of any compelling reasons against such adaption.

Put another way:

To the largest extent possible, the alliance uses suitable civilian standards. NATO standards are being prepared only if no applicable civilian standard is available.

A standard is a value established and defined on the basis of an order, habit or agreement, a physical quantity or abstract term serving as reference value or reference figure, model or rule to measure quantities and qualities, to specify techniques and procedures or to evaluate results. Quantity or quality shall be determined in this context.(NATO definition)

Standard

Document, established by consensus and approved by a recognized body, that provides, for common and repeated

use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree

of order in a given context.

(DIN EN 45020)



Standardization is the development and application of concepts, policies, procedures and designs (constructions) in order to establish and maintain the level of compatibility, interchangeability and commonality required to attain the intended degree of interoperability or to optimize the use of assets in the fields of military command and control, processes, materiel, technology and administration.(NATO definition)

Standardization

Activity to lay down rules and guidelines for general and recurring application with regard to current or foreseeable

problems, the aim being to achieve an optimum degree of order in a given context.

(DIN EN 45020)



Interoperability is the ability to operate in synergy in the performance of assigned tasks.

Interoperability



A STANAG is a NATO standardization document, in which the member states agree to

completely or partially implement a standard in order to meet an interoperability

requirement.

NATO Standardization Agreement (STANAG)



A STANREC is a NATO standardization document specifying one or more NATO or

NON-NATO standards relevant for a specific activity of the alliances, but not related to

interoperability. STANRECs are prepared and used in the materiel-related fields of

standardization only.

NATO Standardization Recommendation (STANREC)



An AP is an official standardization document authorized by several or by all NATO

member states as a general implementing document.

If required, APs are put into force by a Cover STANAG.

An AP assumed to involve interoperability requirements is issued in conjunction with a

Covering STANAG. An AP concerning the field of materiel standardization only is

issued in conjunction with a Covering STANREC.

Allied Publication (AP)



Multinational Publications (MP) are being prepared in addition to Allied Publications

with the specific intention to make NATO procedures available to “non-NATO states”

in order to promote optimum interoperability between the armed forces of the

respective states and NATO states.

MPs are based upon “Source APs”, which is cleared of all confidential information.

The term External STANAG relates to STANAGs managed outside of the own

organizational area.

They are to be staffed by the technically responsible agency.

If no technically responsible agency can be identified, staffing is to be conducted with

reference to the lack of expertise.

DEU / Armaments Sector Position

• On the basis of the agenda, coordinate relevant topics with:

- all parties to be involved

- other organizational areas, if necessary

• Preparation of a national position paper

- clear scope for negotiations for the DEU representative

- If coordination is not possible by giving written notice, initiate national preparatory meeting,

to eliminate any differences.

• Result (position paper) is to be approved by the respective responsible authority and by the

lead branch (Rü IV 1)

• Represent the national position approved by the STANAG lead branch

at the meetings

• Not make any binding statements if the course of the negotiations is not

in compliance with given directions / national position

Within 14 days of the end of the meeting:

• All parties to be involved,

• In addition to the course of the negotiations, the RoD will include the following:

- own assessments on the basis of the directions

regarding the represented postion,

- proposals on subsequent measures ,

- deadlines with regard to the processing of the

meeting contents and to follow-up meetings,

- any impending decisions shall be mentioned
