    NATOMeetstoPlanExpansion,RepressionandFutureWarsFinance capitalistoligarchies1of theG7/G8 states2and theirminions,are focusingon the

    meetingofthe28NATOstates3inLisbonPortugalNovember1920th2010.

    The elite gathering will be a focal point of mass protest organized by the World Peace

    Council (WPC) and its Portuguese affiliate4 the Portuguese Council for Peace and

    Cooperation (CPPC). The demonstrations will expose the socalled new NATO Strategic

    Concept,

    a

    euphemism

    for

    plans

    to

    expand

    NATOs

    mandate

    to

    launch

    interventionist

    wars

    atwillandinallcornersoftheglobe.

    TheRightWingMinorityHarperConservativeGovernmentEndorsesNATOsPlanto

    ReordertheWorld

    CanadasrightwingconservativePrimeMinister,StephenHarper,continuesthelonghistory

    of Liberal Conservative Party support for NATO. The Prime Minister hailed the 60th

    Anniversary of NATO and its current interventionist war in Afghanistan.5 Prime Minister

    defense, thestrategicdoctrinesand theprocurementprioritiesofCanadasarmed forces.

    ThemuchdiscussedHarperGovernmentdecision topurchaseUSproduced65C35fighter

    jetaircraftataninitialcostof$9billionislargelydeterminedbytheinteroperabilityofthese

    USbuiltaircraftwiththearmedforcesofthememberstatesofNATO.6

    NATOIncreasesCanadianInsecurity.PeaceandWarDeterminedbyArticle5ofthe

    NATOCharter

    CanadaasamemberofNATO isobligedtogotowar ifArticleFiveoftheNATOCharter is

    invoked.7 If the new NATO doctrine of expanding its mandate beyond the Euro Atlantic

    statestoallcontinentsisadoptedatitsNovembermeeting,itwillincreasethepotentialfor

    CanadianinvolvementinfutureforeignNATOwarsandtherebydiminishCanadiansecurity.

    Forexample,NATOhasexpandedfromitsoriginal12statestoitspresent28memberstates.

    The new members of NATO are former socialist states, now capitalist. The capitalist

    governmentsofthesestatesarehostiletoRussia,whichisnotamemberofNATObutalsoa

    capitalist state.NATOs relationshipwith capitalistRussia is fractiousandbelligerent.The

    expansionofNATOunderthesecircumstanceshas increasednotdiminishedthe likelihood

    of Canadian involvement in future intercapitalist wars in Europe, possibly against Russia

    withwhom

    Canada

    at

    present

    maintains

    normal

    diplomatic

    and

    mutually

    beneficial

    trade

    relations.

    NATOat itsNovembermeetingwill identifyAfricaasacontinentnowunder itspurview.A

    potential theatre of NATO involvement is the resource rich Democratic Republic of the

    Congo.NATO involvement inAfricawouldhavethepotentialof involvingCanada inNATO

    instigatedwarsinAfrica.

    Peter Gehl, Vice Chair of the Regina Peace Council authored an in depth analysis of

    imperialist designs on the Congo. The paper, lauded by some in the international peace

    movementwaspublishedontheCPSwebsitebutunpublishedintheleftprogressivepress

    inCanadaand theUSA.8 TheCPSandtheReginaPeaceCouncilfullyexposedtheHarper

    ConservativeproNATOstanceand itssupportforaNewStrategicConceptforNATO, last

    February and March 2010.9,10 The analyses were circulated to the left progressive

    community,and

    published

    on

    the

    CPS

    website

    but

    regrettably

    suppressed

    in

    the

    left

    progressivepress.

    TheNATOmeetinginNovemberwillalsodiscusstherapideconomicdevelopmentsinChina

    andUSNATO intervention inCentralAsia.TheNATOmeetingwilldemonizeboth Iranand

    North Korea for its nuclear programs while at the same time, justifying NATOs nuclear

    armamentwhichliesatthecoreofitsmilitarystrategicplanning.

    TheInternationalCommunistMovementhasbeenalertedbypersistentwarningsfromFidel

    CastroRuz, theGreekCommunistPartyKKE, theWorldPeaceCouncilandmanyothers in

    theinternational

    peace

    and

    democratic

    movements

    that

    NATO

    and

    the

    USA

    and

    Israel

    are

    welladvancedwithplansforamilitaryattackonIran.CPShascirculatedsuchwarningsand

    issued itsownstatementonthegrowingdangerofanimperialistattackonIran.11TheCPS

    appeal to theCommunistPartyofCanada (CPC) tomobilize the leftprogressive forces in

    Canada toexpose theHarperGovernments complicity inUSNATOIsraeliplans toattack

    Iranhavethusfarbeenignored.

    Such passivity is inexplicable in light of the CPCs long history of active opposition to

    CanadianGovernmentsupportforNATO.

    Political

    Leader

    in

    1949

    to

    Oppose

    Canada

    Joining

    NATO

    OfallofthepoliticalpartiesinCanada,theCommunistPartyhasthemostconsistentrecord

    of opposition to NATO. The initial Communist response to the formation of NATO was

    outlinedbyTimBuckCommunistPartyGeneralSecretaryfrom1929to1962andChairofthe

    CommunistPartyuntilhisdeathin1973.

    BuckrecallsthatSt.Laurentdepartedfromhispreparedtextandsaidtotheaudience:

    Withinmylifetime,weinCanadashallbecompelledtoparticipateinthegreatestandmostdestructivewareverwaged in thehistoryofmankind topreserveourChristiancivilizationfromatheisticBolshevism.InthisgreatstruggletopreserveChristianity,theleadershipwillhavetobetakenbyourgreatneighbortothesouthandthisfactmakesitnecessaryforustoreconsiderourforeignpolicyfromitsfoundations.

    St. Laurents Toronto University speech heralded a shift in Canadian foreign policy and

    became the basis for enunciating the new Liberal Government policy of USCanadian

    integration. The St. Laurent analysis was formulated into policy by Minister of Finance

    DouglasAbbotwhowenttoWashingtonandcutadealwithU.S.PresidentHarryTruman,

    who,two

    years

    previous

    had

    ordered

    the

    atomic

    bombing

    of

    Hiroshima

    and

    Nagasaki.

    The

    CanadaU.S.dealmeant that inexchange forUSproducedconsumerand industrialgoods

    CanadawouldsupplytheUSAwithallofthevitalrawmaterialsitrequiredtowagewarwith

    theSovietUnion,awartodestroysocialism.Canadafromthatpointforwardandformany

    decades,embarkedonactiveparticipationinthecoldwarasajuniorpartneroftheUSAand

    itsstrategicaimofglobaleconomicandpoliticaldominance.

    Buckthenwentontosayinhisrecollections:

    St.LaurentplayedaleadingroleinthefoundingofNATO.Infact,thespeechinwhichhe introduced the idea of NATO in the House of Commons literally kicked the balloffWhen inthefallof1947,DouglasAbbott,theministeroffinance,wenttotheUSandconcludedtheagreementwhichbecameknownastheAbbottPlan,wewerenotsurprised.

    On April 4th 194912 Prime Minister Louis St. Laurent with the leaders of the USA, Great

    Britain and France and eight other countries signed the North Atlantic Treaty. Article 5

    statedthatanattackononewouldbeconsideredanattackonalltherebyrepudiatingthe

    solemn agreements reached at Yalta among Stalin, Roosevelt and Churchill for postwar

    international

    collective

    security

    for

    all

    UN

    member

    states

    through

    the

    Security

    Council

    ProvisionsoftheUNCharter.

    NATOanAggressiveAntiCommunistAlliance

    From

    the

    outset

    NATO

    was

    an

    aggressive

    not

    a

    defensive

    alliance.

    NATO

    in

    practice

    had

    two

    interrelatedgoals.Thefirstgoal,asenunciatedbyPrimeMinisterSt.Laurent,andrelyingon

    nuclearweaponssuperiority,wastoprepareCanadianstoaccepttheprospectofworldwar

    three with the aim of destroying the Soviet Union. The second goal was to create an

    imperialistmilitaryalliancethatwouldact independentlyoftheUNandbeginaprocessof

    subverting the collective securityprovisionsof theUnitedNationsCharter. Thatprocess

    continues in thechangedworldof today,where theUNSecurityCouncilwascomplicit in

    NATOwarsinYugoslaviain198990andtodayinAfghanistan.

    St.LaurentsNATOpolicywasadeparturefromthestanceofPrimeMinisterMackenzieKing

    whowas

    not

    prepared

    to

    completely

    abandon

    the

    WW2

    foreign

    policy

    developed

    during

    Canadas wartimeparticipationwithBritain theUSA and theUSSR in theAllied effort to

    defeatHitler.UponKingsdeathinJuly22nd1950thingschanged.KinghadkeptCanadaout

    oftheKoreanWarbutuponhisdeath,andCanadasentrytoNATO,undertheleadershipof

    LouisSt.LaurentwithLesterB.Pearson,MinisterofForeignAffairs infullsupport,Canada

    enteredtheKoreanWar.

    Accordingly, all NATO member states began an intensive military buildup with the

    deploymentofnuclearweaponsasitscorestrategy.Inviolationofitspostwaragreements

    todisarm

    Nazi

    Germany

    NATO

    partners

    led

    by

    the

    USA

    Britain

    and

    Canada

    began

    the

    rearmament of Germany integrating the defeated German Wehrmacht into NATO with

    formerNazigeneralspromotedtotheNATOhighcommand.

    TheNATOAtlanticTreatyof1949wasflawedonmanylevels.Itwassignedinthemistaken

    beliefthatthesignatorystateshadamonopolyonnuclearweaponsandwaspoisedtobring

    theSovietUniontoitskneesbynuclearblackmailorbywar. TheUSAhaddemonstratedits

    nuclear weapons superiority in August of 1945 dropping atomic bombs on the civilian

    populationsofHiroshimaandNagasaki.OnAugust29th1949fourmonthsafterthefounding

    ofNATOtheSovietUniontesteditsfirstnuclearweaponcreatinganinstantsoberingeffect

    onNATO

    plans

    for

    a

    blitzkrieg

    style

    war

    of

    nuclear

    destruction

    of

    the

    Soviet

    Union.13

    So sobering was the effect of the Soviet Union acquiring nuclear weapons, that General

    proliferation. That legacy lives on today when a new struggle confronts the peace

    movementtocompletelyridtheworldofnucleararms.

    CanadianPoliticalPartiesandNATO

    Learning nothing from history, the Liberal and Conservative Parties continue in the 21st

    Century,theirselfservingandenthusiasticpromotionofNATO including itsuseofnuclear

    weapons. On this point, the social democratic Cooperative Commonwealth Federation

    (CCF) initially supported the organization of NATO in 1949 on the proviso that Canadian

    ArmedForceswouldnotbecompelledtousenuclearweapons.TheNDPhassincecalledfor

    Canadian withdrawal from NATO and NORAD but does not campaign on the issue. The

    NDPscurrentforeignpolicystatementcarriedonitswebsite17statesitsupportsonlythose

    missionsendorsed

    by

    the

    UN

    but

    has

    nothing

    to

    say

    about

    its

    previous

    foreign

    policy

    papers

    from the 1980s when the NDP openly called for Canadian withdrawal from NATO and

    NORAD.Today theNDPCaucus ismuteon thematterofCanadasmembership inNATO,

    NORADandNORTHCOM, limitingtheNDPsforeignpolicystancetoan impliedcriticismof

    NATObycallingforthewithdrawalofCanadianforcesfromAfghanistan.ThusfartheNDP

    hashadnothingtosayaboutcurrentUSNATOIsraeliplansforlaunchinganattackonIran.

    TheGreenPartyswebsite carriesa foreignpolicy statement from the federalelectionof

    2006whereitmakesnomentionofopposingNATOorcallingforCanadianwithdrawalfrom

    thealliance.

    likewise

    is

    mute

    on

    the

    matter

    of

    an

    impending

    NATO

    US

    Israeli

    attack

    on

    Iran.

    TheCommunistPartyofCanadahasalongstandingpositionextendingfrom1947totoday,

    callingforCanadianwithdrawalfromallmilitaryalliances includingNATOandNORAD.The

    partycirculatedastatementandpamphletdenouncingthe60thanniversarycelebrationsof

    NATOcallingforCanadianwithdrawalfromthealliance.19TheCPCislate initsexposureof

    theHarperGovernmentsparticipationinNATOIsraeliUSplansforanattackonIran.

    The Canadian Peace Congress at its October 2008 Refounding Convention adopted a

    resolutioncontaining

    one

    of

    its

    main

    demands,

    Canadian

    withdrawal

    from

    NATO

    and

    all

    InarecentCitizensPanelSurveycirculatedbytheUnitedNationsAssociationinCanadathe

    blurringoftherolesofNATOandtheUNisreflectedinthesurveyquestion:Canadashould

    alsocontinuetoparticipateinnonUNpeacekeepingmissions(suchastheNATOledmission

    Theglobalsystemofcapitalisminthe21stCenturyisincapableofprogressivedevelopment.

    Infact,financecapitalhasabandonedeventhepretextofclaimingtobeconcernedabout

    findingsolutionstomasspoverty,massunemployment,homelessness,racism,andwarand

    environmentaldegradation.TheNATOpanelofexpertsiscontenttosimplylistallofthese

    humantragedies resulting fromcapitalistexploitation,asthreats tobe responded towith

    militarypower.TheNATOreportofthepanelofexpertsoutlinesscenarioswhenthispower

    canbeinvokedandlaunchedagainstthepeople.Thecircumstancesunderwhichtheleaders

    ofNATO

    deem

    a

    threat

    to

    their

    system

    to

    be

    present

    are

    so

    broad

    that

    serial

    wars

    instigated

    byNATOarenowavirtualcertainty.

    MostperplexingforNATOplannersistheirinabilitytoevadethetruththatthesystemthey

    seektoperpetuateindefinitelyistheverysystemthathascreatedalloftheprerequisitesfor

    itsowndemise.Imperialism,theeraoffinancecapital in itsmostconcentrated, integrated

    andextantformhascreatedtheultimate insocialproductionandprivateappropriationto

    the point that progressive development of the productive forces can only occur if the

    imperialist system itself is replaced by socialism. Such is the profound contradiction

    confrontinghumanity

    in

    the

    21

    st

    Century.

    The

    response

    of

    the

    elite

    NATO

    thinkers

    and

    planners to thisprofoundcontradiction is tosimplyplanformorewars.Planning towage

    war on social conditions is not only absurd, it is a crime against humanity and a stark

    admissionofthetotalfailureofthepursuitofprivatemaximumprofitasasocialgood.

    Thepseudotheoriespromotingandupholdingthepoliciesofstatemonopolycapitalismare

    welladvancedandpromotedinallNATOstatesbythecorporatecontrolledmassmedia.The

    result is a widespread illusion that NATO is a benign protector of all the people. Such

    illusions have been allowed to gain widespread adherence even among those Canadians

    who are opposed to war and campaign for peace. All of the political parties in Canada

    supportedthecoldwarrationaleforthefoundingofNATOandnowconfrontthedilemma

    ofanewerawithoutanapparentopponentof imperialismexcept thepeople.NATOhas

    now been fully exposed as an enemy of all progressive impulses by the real global

    community, themassesofallcontinentsstriving forpeaceandprogressiveeconomicand

    ultimate

    in

    imperialist

    cheek

    and

    is

    statedwiththeutmostcynicalselfinterest.

    ThethreatsoutlinedintheNATOReportofExpertschairedbyformerUSSecretaryofState

    MadeleineAlbright,are in factnot threatsagainst theCanadianpeopleandtheirsecurity,

    but threats to the dominance of international finance capital by the growth of anti

    imperialist,antimonopoly,anticapitalistmovementsofthepeople,inevitableandcertainto

    growinthe21stCentury.NATOhassetitselfagainstthedemandsofthepeopleoftheworld

    for peace, economic and social justice in the 21st Century. NATO and its proposed New

    StrategicConceptistheantithesisoftheMillenniumGoalsoftheUnitedNations.26

    NATO remains a wholly reactionary institution opposed to solving any of the global

    problems of peace, mass unemployment, poverty, the oppression of women and the

    victimizationofchildrenandofthegrowingproblemsofenvironmentaldegradationofthe

    planet.

    NATOandtheStruggleofCanadiansforPeaceandEconomicDevelopment

    TheoutcomeoftheNovemberNATOheadsofstatemeetingwillimpactCanadiansandtheir

    struggletowrestabiggershareofthesocialwealththeycreate intheworkplace,stolen

    fromthembydomesticandforeigncorporateindustrialandbankingcapital.Theimpacton

    Canadians will be direct and indirect. Directly, NATO will consume more of the defense

    budget of the Canadian state depriving the Canadian people of tax dollars required for

    publiceducation,healthcare,childcare,pensionsandaffordablehousing. Indirectly itwill

    impose on Canada, a requirement to support the NATO doctrine of military intervention

    abroadthatisboundtoembroilCanadaanditsyouthinmorecostlyandterriblewarssuch

    astheNATOwarinAfghanistanandtheplannedUSIsraeliwaron75millionIranians.27

    Themessage intheNATOworkingdocument isfortheconsumptionoftherulingelitesof

    themember

    states

    and

    their

    hangers

    on.

    There

    is

    nothing

    in

    it

    for

    the

    Canadian

    people

    who

    intheirmajoritysupportworldpeaceandsecurity.NATOisnotaboutpeaceandsecurity.It

    isaboutsomethingentirelydifferent.

    WhatevernewpersonaNATO assumes afterNovember 20th it remains the coldwar anti

    communistmilitaryenforcerforimperialistexpansionthatitwasduringthecoldwar.NATO

    hasnot

    abandoned

    its

    role

    as

    the

    leading

    imperialist

    military

    presence

    in

    Europe,

    monitoring

    and threatening the embattled people of the former Soviet Union, and the Eastern

    European states. NATO attacks on the former socialist state of Yugoslavia and its

    dismembermentbyforce,wasdesignedtosendamessagetoalloftheBalkanpeoplesand

    allofthepeoplesofEuropethatallCommunistledmovementsforsovereignty,democracy

    and socialism would be suppressed by force and that the revival of socialism would be

    attacked.

    TheNATONovemberAssemblyinLisboncoincideswithactionsbyrightwingextremistsat

    the European Parliament to ban Communist Parties and their program for a socialist

    alternative tocapitalism.Anticommunism, the ideologyof imperialism,discreditedduring

    thecoldwar for itsantidemocraticprofascistessence, isonceagainbeing resurrected in

    Europe,inparticularintheformersocialiststates.NeoNaziandxenophobicpoliticalparties

    areonceagainreachingforinfluenceandpowerinEuropeanpolitics.

    Such intimidationhasfailed.AllacrossEurope intheformersocialiststates,newstruggles

    ledbyCommunistsandtheirallieshavebeenundertakentoreestablishsocialism.

    NATOTemplateforNorthAmericanReaction

    Ifnot challenged and stopped theEUanticommunist templatewillbeadapted toNorth

    America.ItisalreadypresentinthedisguisedformoftheTeaPartyintheUSA.InCanada,a

    varietyofextremerightwingParliamentary lobbiesnow influencethe legislativedecisions

    oftheminorityrightwingHarperConservativeGovernment.Theseextremistforcesarethe

    activistcoreoftheHarperConservatives.

    Resistanceandexposureof this trend, reminiscentoftheperiod thatgave risetofascism

    andWW2isnowaprimaryresponsibilityofnotonlytheCommunistsbutofallprogressive,

    patrioticanddemocraticforces.ItisimpossibletosupportNATOanditsactionsandatthe

    sametime

    claim

    to

    be

    democratic.

    NATO

    is

    the

    antithesis

    of

    democracy.

    NATO

    instigates

    warsandthenwiththeconnivanceandcomplicityofthemilitaristandwarindustrylobbies,

    bulliesParliamentsandlegislaturesinallmemberstatestoretroactivelysupportandaccept

    theburdensofsuchundeclaredwars.

    NATOisbeingportrayedinthecorporatecontrolledmassmediaasdedicatedtoprotecting

    fromthe

    truth.

    NATOs

    new

    mandate

    will

    empower

    it

    peopleofitsmemberstatesshouldtheydecidetooptforgovernanceotherthansocalled

    westernstyleliberaldemocracy.

    NATOtheWarBusiness

    TheselfappointedroleofNATOasimperialistenforcerisbeingchallenged.NATOsimageas

    adefensiveallianceiswearingthinasitembroilsmemberstatesinserialundeclaredwarsof

    intervention.ThewarinAfghanistanstandsasthemostterribleindictmentofthefailureof

    thesocalledResponsibilitytoProtectmantraofNATOandthatismeeklyacceptedbythe

    liberaldemocrats.

    NATOwarsburdensmemberstateswith risingcostsofdeathsand injuriesofcombatants

    and civilians. NATO Charter obligations subvert the sovereignty and democracy of its

    memberstatesandunderminetheroleofelectedParliamentsandLegislatures.Inaddition

    toitsrogueaggressiveinterventionistroleasimperialistenforcer,NATOhasalsobecomea

    vital factor in theeconomiesof theG7capitaliststates.AllNATOmemberstatesarenow

    obligedtomilitarizetheireconomiesasavitalcomponentofsocalledeconomicrevivalof

    depressionriddencapitaliststates.

    NATOsprocurementofarmamentshasbecomethepretextforcompliantgovernmentsto

    divertpublicfundsfromstatetreasuriesdirectlyintothehandsofagrowingparasiticalclass

    ofwar industries and military elites that relyon NATOwars and preparations forwar to

    profitandprosper.NATOhasbecomeaparasiticalburdenonthepeople,deprivingthemof

    funds for social needs as it evolves into a militarist spa, where jaded generals, corrupt

    academics,politicalcareeristscan,outofthemiseryanddeathsofcombatantsandcivilians,

    enterthepromisedlandofimperialistwealthandprivilege.

    ForAWorldwithoutWarDismantleNATO BuildInternationalCooperation

    ProgressDemands

    World

    Peace

    TheNovemberNATOmeeting,one ina longseriesofsuchgatherings, isnonethelessnot

    routine.TheNovemberNATOmeetingisastatemonopolycrisismanagementmeeting.The

    NATOmeeting isa responseof imperialism toaglobalcrisisof itssystem.TheNovember

    NATOmeetingwillbringtogetherheadsofstateandgovernmentsinthemidstofanother

    acuteepisode in the longgeneralcrisisof theglobalsystemofcapitalism in itsadvanced

    imperialist stage. The meeting will attempt to reconcile differences among advanced

    imperialiststates

    where

    private

    monopolies

    dominate

    and

    demand

    harsh

    government

    measures to suppress growing working class opposition to mass unemployment, loss of

    hardwonpensionandhealthbenefits.

    Thehigh levelNATOmeeting confronts the reality, that the traditionaldominanceof the

    leadingimperialiststates isbeingchallengedbynewdevelopingstates,somewithsocialist

    and others with mixed socialist and capitalist economies and others with antimonopoly

    governments committed to improving the working and living conditions of the masses.

    Those objective global realities will be on full public display at the G20 meeting in Seoul

    SouthKoreaonNovember11,122010aweekpriortotheNATONovembermeeting.Someof

    the states attending the G20 have opted for new nonbelligerent economic and trading

    agreements independentofthe leading imperialiststates.This issomethingnew inrecent

    internationalrelationsandposesadirectchallengetoUSdominanceintheglobaleconomy.

    The underlying principle governing the stance of the most powerful imperialist states

    participating in theG20andNATOmeetings ismotivatedby self interest tooppose such

    antiimperialistdevelopments. The G7 states will attempt to coordinate and impose their

    separateeconomicandmilitarydoctrinesonallparticipants inbothmeetings.Wheresuch

    doctrinescoincidetherewillbeameasureofagreementamongthemandwheretheydont

    coincide, therewillbean intensificationof intercapitalistand interimperialist rivalry. It is

    thelatter

    and

    not

    the

    former

    that

    will

    characterize

    the

    future

    of

    NATO.

    TheG20andNATONovembermeetingswillillustratenotonlythecomplexityofthecurrent

    disarrayintheglobalsystemofcapitalism,butalso,iftheyareclearlystudiedwithscienceof

    MarxismLeninismcanprovidetheprogressiveforcesoftheworldwithanunderstandingof

    what must be done to move towards a world of peace, humanity, genuine progressive

    developmentandtohalttheunmistakabletrendtoanewarmsraceandhorrorsofworld

    nuclearwar.

    TheNovemberNATOmeetingtakesplaceduringaperiodofacuteinternaleconomiccrisis

    andpolitical instability in the leading imperialist state theUSA. The declineof the global

    politicalandeconomic influenceof theUSA isparadoxicallyoccurringatamomentof its

    unparalleled military dominance which adds further contradictions into interimperialist

    relations.

    21st Century imperialism is characterized by advanced integration and centralization of

    industrialbanking monopoly power merged with the state. 21st Century imperialism is

    furthercharacterized

    by

    the

    decisive

    influence

    of

    militarism

    in

    the

    projection

    of

    economic

    power.Wars thepreparationofwars, theproductionof advancedweapons systems is a

    majorfactorintheeconomiesofalltheleadingimperialiststatesincludingCanada.

    TheNATOandG20meetingsoccur inthemidstofruinousUSNATOwarsofaggression in

    IraqandAfghanistan,aglobaleconomicdepressioncausedbyoverproductionandunder

    consumption, aggravated by deep contradictions between productive capital primarily

    engaged in profiteering from the production of commodities and rogue rentier capital

    primarilyengagedinprofiteeringfromfinancialspeculation.

    TheNATO

    and

    G20

    meetings

    are

    the

    desperate

    attempt

    of

    the

    most

    powerful

    finance

    capitalist interest to compel all capitalist governments to agree to a program of anti

    peoplespolicies toprotect theprofit systemand to resort toall formsofcapitaliststate

    power to suppress the rising movements of opposition to the global predatory goals of

    financecapital.

    Peeling away the media hype, the November meeting of NATO if studied carefully, will

    revealtheactualcurrentstateofrelativeeconomic,militaryandpoliticalpoweramongthe

    participantsandtheintensityoftheinterimperialistrivalriesandcontradictions.

    Inall

    NATO

    states

    the

    working

    class

    is

    beginning

    the

    arduous

    struggle

    of

    not

    only

    defending

    its gains but of striving to lead the nation away from war and imperialism towards

    progressive advance and towards socialism. That reality is the future and the hope of

    humankindinthe21stCentury.
