1.0 BACKGROUND

Jawaharlal Nehru National Urban Renewal Mission (JnNURM), is a partnership project launched

by Ministry of Urban Development (MoUD), Government of India for planned development of the

cities and towns with focus on efficiency in urban infrastructure and service delivery mechanisms

in ‘mission cities’. To achieve full objectives of JnNURM, knowledge sharing of urban reforms

amongst JnNURM cities has emerged as a potential area for capacity building. It is felt that cities

identified under JnNURM, can network amongst themselves for cross learning and sharing of

experiences, hence effectively managing their cities. "Peer Experience and Reflective Learning"

(PEARL) is an initiative under JnNURM to support cities to actively pursue activities in

implementation of projects and reforms.

It is envisaged to form groups/networks amongst JnNURM cities having similar socio‐economic

profile, complexities of urban problems and issues, size and urban growth patterns, along with

natural affinity to peer pair. Suggested 'peer‐pairing' for cities in JnNURM is on the basis of: socio‐

economic profile and key economic drivers, Size of the city, urban growth pattern and urban

character/complexities. Therefore, cities with similar urban issues and character are brought

together.

The cities have been divided into five groups, namely:

(a) Mega Cities;

(b) Industrial Cities;

(c) Mixed economy;

(d) Cultural, Heritage & Religious Cities; and

(e) Cities of Environmental Importance.

1.1 THE PEARL INITIATIVE To achieve objectives of the mission, knowledge sharing amongst JnNURM cities in various

sectors of urban reforms and city governance has emerged as a potential area for capacity

building. It is felt that cities identified under JnNURM, for financing urban infrastructure and

other aspects of urban Development, can network amongst themselves for cross learning and

sharing knowledge, hence effectively manage their cities.

The Peer Experience and Reflective Learning (PEARL) Initiative is an initiative to support cities

actively networking amongst themselves for cross learning as well as to

create manageable networks between JnNURM cities for cross learning and sharing knowledge

on urban reforms and city governance so that objectives of the mission can be successfully

achieved to make cities more livable, economically vibrant, and environmentally sustainable.


The programme was initially launched in 2007 at Hyderabad where the potential Knowledge

Managers (KMs) along with their conveners were identified, as under

1.3 PRESENT PEARL STRUCTURE

A revised proposal on PEARL was prepared keeping in view the desired outcome as discussed in

the review meeting on June 8, 2008. The activities that were identified under the programme:

Help the KMs/partners to document various best practices related with project

development, financing and construction as well as reforms under JnNURM.

Set up a website and publish periodic newsletters for exchange of information,

innovation and initiatives.

Help KMs/partners organise three group workshops of participating ULBs and Knowledge

Managers to exchange experiences and lessons learned.

Organise a national workshop on the status and experience of PEARL Network

National Institute of Urban Affairs (NIUA), Delhi was identified as the national level programme

co‐ordinator for PEARL.


1.4 EXPECTED OUTPUTS To create manageable networks between JnNURM cities for cross learning and sharing

knowledge on urban reforms and city governance so that objectives of the mission can be

successfully achieved to make cities more liveable, economically vibrant and environmentally

sustainable.

1.5 CEPT’S ROLE AS KNOWLEDGE MANAGER FOR GROUP D HERITAGE CITIES

CEPT, a premier institute in India, was identified as the knowledge manager for Group D Cultural,

Heritage and Religious cities. The functions and responsibilities of CEPT as a Knowledge Manager

would include various activities from data assimilation, compilation to sharing with the network

cities, in an attempt to promote cross learning.

– in the form of city level meetings, workshops, trainings and presentation

• Process management

– links into the identification and deployment of practices associated with various

• Creation of Knowledge Library

– Research Studies, Information Management and sharing, Information/ Education

2.0 SUMMARY OF 1ST PEARL WORKSHOP HELD AT AGRA ON 28TH NOV’07

The first PEARL peer group workshop for the Group D Cultural, Heritage and Religious cities

was held at Hotel Regency, Cantonment Rd, Agra on Wednesday, 28th November 2007. All

identified Group D cities were invited for the same. The workshop was attended by the

Senior Officials of the Group D cities as well as the representatives from JnNURM Technical

cell and local organizations from Agra.

Summary of Discussions:

From different presentations and round table discussions, following issues were deliberated

during the workshop:

• PPP toolkit of JnNURM to conserve small monuments

• CPF can be modified with focus to heritage

• Bridge the gap and dialogue between the government and the community

• Self help groups need to be encouraged

• Special funds under Pearl/JnNURM for community development

• Partnership between religious trust, planners and civil society

The Agra Recommendations:

The PEARL Group D peer group at Agra made the following recommendations

• Creation of Heritage Cell in every ULB

• Model Legislation – Manual & Model Case Study

• City‐wise Heritage profile / Best practices to be forwarded to CEPT

• Documenting intangible heritage of respective ULBs

• Listing of Civil Society Institutions & Consultants from respective Cities

• Formation of Resource Centre at CEPT (Involving Faculty as well as Students work)

• Inclusion of Heritage issues in Toolkit for Community Participation Fund

• Involvement of Religious Trusts in the process of city level initiatives

• Preparation of City specific Special SOR for repair and maintenance of heritage structures

( provided resources are available)

3.0 SUMMARY OF 2ND PEARL WORKSHOP HELD AT MADURAI ON 2ND

FEB’09

The 2ND National PEARL Workshop held at Madurai on 2ND February 2009 ended with several

presentations, round of discussions and suggestions by cities and experts. Based on topics and

issues following are some of the questions which were raised by participants.

• How the member cities intend to tap the opportunities under the PEARL/JnNURM?

(Heritage Plans/DPRs)

• What are the specific activities or areas where this network should focus in short/long

term?

• Do we need theme or sector specific subgroups? (“Temple Cities” or “Heritage DPR”?)

• How can the knowledge be shared and what mediums can be adopted for the same?

• How / what can be done under capacity building to help cities?

The Madurai Workshop Recommendations:

During this open forum, several important issues / suggestions were raised as well as views were

expressed.

• A suggestion of theme based grouping was made by presenters to gain better

understanding and results of Heritage Management.

• Suggestions were made to prevent overemphasis of peripheral infrastructure such as

lighting, fly‐overs, etc in the present DPRs.

• Detail Heritage guidelines were requested to limit or stop construction of modern

architecture/buildings within a periphery of 100 mts of any heritage monument.

• Issues of capacity building need, handholding support for cities were raised for Heritage

Development Plan preparation.


• Suggestion for the national E‐governance type framework was made for information

sharing and management of the city networks.

4.0 3RD PEARL NATIONAL WORKSHOP FOR GROUP D CITIES AT

AHMEDABAD ON 18TH APRIL 2010

The 3rd National PEARL workshop was held at Ahmedabad on 18th April, 2020. The workshop was

organized in collaboration with National Institute of Urban Affairs (NIUA), Ahmedabad Municipal

Corporation and UNESCO. The PEARL conference was part of the international workshop on

“Asian World Heritage Cities”, 18th‐20th April. 18th of April is celebrated as a “World Heritage Day”

across the globe and therefore the day was most appropriate for the PEARL Workshop for

Heritage cities.

The purpose of the PEARL Workshop was to bring all the Heritage cities of India together on a

common platform to discuss issues and way forward towards better Heritage management.

Having many common events and participants, PEARL session benefited from many international

experts and representatives of eminent organization of India.

Total about 14 JnNURM cities attended the workshop. Amongst the participants were

Municipalities of Ujjain, Allahabad, Bhubaneswar, Madurai, Mysore, Agra, Puri Nanded, and

Indore, Jaipur, Udaipur and others. Besides the PEARL participants, the workshop was also

attended by UNESCO officials, National Institute of Urban Affairs (NIUA), distinguished professors

of CEPT University, subject experts, knowledge managers, AIILSG, DHAN, NTAG, IHCN, ASI, CISCO

and others.

AGENDA OF THE PEARL WORKSHOP HELD AT AHMEDABAD:

As this was the 3RD PEARL workshop, motive of this workshop was to discuss initiatives taken by

the member cities, and also to discuss new issues related to cultural heritage, giving city back to

the community etc. The purpose was also to prepare an outline of activities for the group,

specifically related to the following aspects:

– Information/knowledge Support expected for Heritage Plans/DPRs

– City Initiatives, Best Practices and Links to India Urban Portal

– Capacity Building Needs

– Learn from other resource groups/partners and identify areas of “working together”

4.1 INAUGURAL PLENARY

The PEARL inaugural Plenary was attended by eminent personalities from India and other parts of

the world. The dais was graced by the presence of Municipal Commissioner of Ahmedabad, Mr. I

P Gautam, Mr. Chetan Vaidya, Director National Institute of Urban Affairs (NIUA), Mr. C K

Koshy, Professor Emeritus, CEPT, Prof. Utpal Sharma, Dean Faculty of Planning and Public Policy,

CEPT and Dr. C N Ray, professor at CEPT University.

• The inaugural session was moderated and by Dr. C N Ray, professor at CEPT University.

In his speech he briefly mentioned the importance of the PEARL Conference and also

gave brief introduction of JNNURM, PEARL activities and past 2 workshops held at Agra

and Madurai. He also explained the proceedings of the workshop followed by giving

general information about Heritage and Ahmadabad’s attempt to be the World Heritage

City.

• Prof. Utpal Sharma, Dean Faculty of Planning and Public Policy to give information about

CEPT, University, its Current endeavours and activities in the field of Planning and

Heritage Cities Network. After a brief welcome Prof. Utpal Sharma brought in to

attention various educational programs currently taught at CEPT including various

masters programs in the fields of planning, heritage development, conservation,

settlements & habitat development and urban environments.

• He also mentioned about the professional work happening out at the research cell of

CEPT University giving examples of Bhadra Revitalization Plan and Gandhi Ashram

conservation plan. After the brief introduction, Prof. Sharma warmly welcomed all to be

part of the workshop.

Corporation is doing for its heritage

conservation.

• He explained the increase in water

supply and drainage coverage projects

in Ahmedabad, construction of bridges, Sabarmati riverfront project, BRTS as some of the

large urban projects currently undertaken by Ahmedabad Municipal Corporation backing

up with statistical data and also mentioned about the AMC Medical Education trust and

the subsidiary companies of AMC responsible for large urban projects.

• He explained few Heritage projects of Ahmedabad, change of regulation of Heritage

buildings and some of the rigorous process of road widening and many other projects.

• In his speech he thanked Govt. Of India for the support to Ahmedabad for its initiative to

become the World Heritage City and mentioned the journey of Heritage cell, and

association with CEPT University since 1996.

participants about the PEARL activities

and current undertaken projects. Shri

Vaidya Started his speech by sharing his

happiness to speak on behalf of Ministry

of Urban Development and NIUA and also

for the association with AMC and CEPT.

He congratulated AMC for the success of

urban projects such as Municipal Bonds,

Slum Networking, Sabarmati River Front, BRTS and Kankaria development. He then said “What

Ahmedabad does today, Urban India does tomorrow” again congratulation AMC for its initiative

of Heritage Conservation.

He addressed the lecture by showing a small power point

presentation explaining various activities of PEARL.

• He explained the objective of PEARL group and shared the

idea of sharing knowledge amongst cities and issues of

urban planning and reform through peer learning and

explained the grouping of cities, knowledge managers,

project coordinators and the platform to share innovation

regarding urban development through newsletters and

documentation of best practices.

• He gave a brief overview of all PEARL activities, workshops,

round table conference at city and national level. Mr.

Vaidya also gave information on www.indiaurbanportal.in

and requested everybody to visit the website and check

activities, best practices and mentioned about the addition of Content Management

System (CMS).

• He mentioned about the available funds for the urban sector and twin cities program,

knowledge support management, e‐ groups for ministers, mayors, officials etc and finally

collaborations with other Asian cities and sharing of knowledge products.

Shri Vaidya’s presentation was the last presentation of the Inaugural session of the workshop.

After his presentation Dr. C N Ray thanked all the speakers for kind words, ideas and information

shared and then announced the technical session 1.

4.2 TECNHNICAL SESSION 1: OVERVIEW OF PEARL ACTIVITIES The technical session on overview of PEARL activities was

moderated by Emeritus Prof. C.K. Koshy from CEPT University.

Prof. Koshy welcomed all the participants and dignitaries by a

“warm welcome” and shared his absolute pleasure to chair the

session. The technical session comprised of three presentations.

Presentations were delivered by Prof. Saswat Bandyopadhyay, Dr.

Shrawan Kumar Acharya, Prof. Utpal Sharnma and Prof.

Balkrishna Doshi. All three presentation covered diverse issues of

Heritage planning and management and gave varied ideas about

the same.

The first presentation was by Prof. Saswat Bandyopadhyay from CEPT University. The presentation

was titled Cultural, heritage and local development: lessons from PEARL Heritage cities network.

• He started his presentation by giving an overview of PEARL and JNNURM activities and its

role in urban development and mentioned some of the infrastructure / urban

development / planning and heritage management projects carried out under the PEARL

program.

• He explain the case of Puri and Konark in detail to address many issues related to

Heritage management and planning also peer learning example of Haridwar, Amritsar

and Puri in terms of managing the large influx of tourist and pilgrims coming to these

religious cities.

• He addressed the issue of toolkit and CDP guidelines and its implementation in smaller

cities unlike mega cities like Delhi and Ahmedabad, challenges of manpower and lack of

staff designated for specific tasks.

• He explained difficulties city administrative body face and explained the case of serious

lacking in infrastructure management which then affects the heritage component of the

city.

• He summarized all three PEARL conferences which happened in past and leanings and

recommendations such as initiating a heritage cell, laws and regulations pertaining to

Heritage management and conservation etc.

• He raised an important issue of summary of

different type of plans such as development plan,

city development plan, local area plan, detail

project report and how these plans are not linked

with each other and remain as separate entities.

Most cities face this problem and due to that a lot

of effort goes waste and implementation of urban

projects become unsuccessful.

• He addressed the challenge and gave an example

of Puri – Konark area, which is in a process of

linking all the planning documents and make the

process comprehensive.

• He ended his presentation by highlighting the

objectives of PEARL, learning from each other and

how cities can excel in their urban development by

using toolkits and translating them in to a

workable plan.

Shri Koshy thanked Prof. Saswat Babyopadhyay for his

presentations and spoke about the need and awareness of

Heritage preservation by giving the example of George

Washington’s house in the United States and how they

have preserved the house which is about 200 years old.

Dr. Acharya Talks about Inclusionary Planning


The second presentation of the technical session 1 was by Dr. Shrawan Kumar Acharya, Professor

at CEPT University. Prof. Acharya talked about Heritage conservation as inclusive urban

development strategy in emerging economies. His presentation was critical yet a reflective note

on the issue of inclusiveness. To put forward this important and complex issue of poverty and

marginal groups, he based his presentation on a case of China and Vietnam.

• He started his presentation with stating problems of exclusionary planning process which

ignores the community, culture, livelihood, institutions, local knowledge and traditions

and most importantly people’s spaces. Under the title of Global aspirations and

exclusionary practice he illustrated the case of Beijing and how due to globalization and

to become a world class city, cultural, traditions and heritage of the city has been

ignored.

• Through images and his personal experience he explained how the heritage of the city is

ignored and is in danger right now. He then talked about traditional “Siheyuan”‐

courtyard houses and “Hutong” – inner lanes examples to further explain the issue. Going

in to detail he explained the streetscapes, life style, traditional places, people’s activities

and the social structure of the city.

• He further mentioned about the revitalization process taking place is some of the cities

and how it merely ends up being a tourist attraction and becomes an example of total

commercialization and how because of that the city looses the real purpose of heritage

conservation.

• He ended his presentation with strong remarks on spatial fragmentation by comparisons

of 2 cities in China and Brazil and how core areas have drastically changed and people

outside of the core still suffers from same problems and issues.

• At last he highlighted the need of locally rooted heritage planning education and practice.

After thanking Dr. Acharya, Prof. Koshy invited Shri. Balkrishna Doshi by extending his warm

welcome. Prof. Doshi talked about the Bhadra Forth revitalization project starting by explaining

the significance of the project in the context of Ahmedabad and the uniqueness of the same.

• He started his presentation by giving a brief

history of the city of Ahmedabad and some

of the special occasions and achievement of

the thriving city.

• He explained the “Bhadra” revitalization

project by informing how this area is non‐

isolated connecting part of the city. He

explained the orientation, squares,

connection to the river and views from

the “Bhadra” fort along with the life style

of the area

• He highlighted main components of the

plan such as large public spaces, which

used to exist in earlier plans and would also, incorporate many city offices within the fort

complex to make the area more important and visible to city residents.

• He mentioned some of the unique characteristics of the area by highlighting proximity to

‘rani no hajiro’, Mosques, Manek Chauk and Hindu – Muslim mixed culture and drew

attention to more than 100 architecturally rich ‘Havelies’ and other structures situated

around the ‘Bhadra’ Fort.

• He talked about the opportunity to link all the rich structures and make few more

heritage / cultural walks in the same area and talked about conservation as a recycling

process. To further explain the concept he strongly suggested that the city must become

living and not a place of dead heritage buildings.

• He suggested that large complexes like the fort must incorporate modern IT offices,

public institutions and other modern uses to make it more and more usable by people of

today.

• He ended his presentation by suggesting the need of making heritage buildings more and

more accessible and open for the city to enjoy.

Prof. Doshi then gave a brief introduction of Gandhi Ashram and how important and significant

it is in the context of Ahmedabad and its History and invited Prof. Utpal Sharma, Dean of faculty

of planning and public policy to give a detailed presentation on Gandhi Ashram revitalization

project.

• Prof. Utpal started his presentation by discussing the location and special characteristics

of the Ashram and the motive to not disturb the current scenario and just make it more

lively, open and accessible to the people of Ahmedabad.

• He discussed the detail proposal, scope of work and main component of the project

highlighting that the revitalization project would not just focus on the Ashram area but

would also undertake areas of the periphery and how the development along the river

will merge with the Sabarmati river front project.

• He explained development issues, landscaping, parking, road networking and a museum

of the freedom movement and explained the proposal of the project through various

drawings, models and 3d visualizations of the area.

• Prof. Sharma ended his presentation by expressing his wish to highlight and preserve the

significance of Mahatma Gandhi and all his work as a freedom fighter in Ahmedabad by

this project.

This was the last presentation of the technical session 1. Shri. Koshy thanked both Prof. Doshi and

Prof. Utpal Sharma for their informative presentations and then requested Dr. C N Ray to

introduce the second technical session.


4.3 TECHNICAL SESSION 2: CITY / STATE PRESENTATIONS

For technical session2: Prof. V K Dhar, HUDCO

was invited on the dais to chair and moderate the

session on city / state presentation. He first

invited Mr. P K Patnaik, associate planner

Bhubneshwar to deliver the presentation on

Orissa Heritage.

• His presentation focused on the Puri and

Konark development area and initiatives

taken for the same.

• The presentation started with the

background information about the

geographical area its religious and

heritage significance.

• He explained the mythological

significance of the temples and Mathas

of this area.

• Besides the built heritage he drew

attention to the heritage music, dance, handicrafts and natural heritage of this area.

• Mr. Patniak ended his presentation by putting forward the challenges such as lack of

knowledge and clear guidance, modern structure appearing to be a threat to heritage

structure and incompatible infrastructure as some of the prominent problems of the

area.

After thanking Mr. P. K Patnaik, Prof. Dhar requested all

the participants to share what ever material they have

related to Heritage or initiatives taken in one’s city to

share with NIUA to upload it on PEARL website, so that

it can be shared with many other cities and people

interested to know about similar issues. He then invited

Dr. Deepak Mhaisekar, Municipal Commissioner

Nanded to give his presentation.

Dr. Mhaisekar gave his presentation on the JNNURM

funded Godavari riverfront project. He began with

giving some of the statistical and historical significance

of the city and the religious value of the river stretch.

riverfront project focusing on different aspects and its achievements. He ended his presentation

by giving a comparative study of the scenario before JNNURM in Nanded and amount of

development which happened after JNNURM intervention.

After acknowledging the efforts done by Nanded

Municipal Corporation under JNNURM, Prof. Dhar

invited Mr. G Balaji, Chief architect to speak about

the Heritage initiatives in Madurai.

• Mr. Balaji started his presentation by giving

an overview of the activities happening in

Madurai for past 3 years pertaining to

Heritage development and planning.

• He explained some of the JNNURM

initiatives and formation of City Technical Advisory Group, CVTC, and formation of

INTACH chapter for Madurai and heritage club and consortium to promote heritage

activities in Madurai.

• He explained some of the projects undertaken and initiatives of revitalization of some of

the historic structures and steps taken towards preparation of a heritage management

plan. He then went in to details of the heritage management plan by explaining all the

steps taken so far in terms of defining land use, inclusion of cultural heritage component,

and identification of all the temple areas, documentation of festivals, classification of

infrastructure and many such components.

• He talked about the collaborative initiative with DHAN foundation of a heritage walk in

Madurai. Mr. Balaji ended his presentation by a powerful slide of addressing the

challenges which are faced in making of Heritage Management Plan.

• He explained issues of integration of tourism with intervention of institutions such as

ASI, listing of structures, lack of opportunity for external agencies to intervene,

contextualizing of heritage cities for different heritage cities under JNNURM.

• He requested UNESCO to help contextualize heritage cities and knowledge managers to

guide such cities to initiate and take forward an important issue of Heritage

management.

Prof. Dhar thanked Mr. Balaji for putting forward a critical assessment and then explained some

of the initiatives taken towards this issue and appealed other cities to also come forward and

share their initiatives taken towards Heritage management and planning. Mr. Dhar thanked all

the presenters of the session and ended 2nd technical session.

4.4 WAY FORWARD Dr. Ray then requested Mr. M P Vasimalai, Member NTAG

advisory committee to deliver a speech on the way forward.

He concluded all the sessions by showing his happiness

towards all the initiatives taken by PEARL cities so far and

wished that it continues. He stared his speech by suggesting

that initialization of a heritage walks and any such activities

are not an easy work or a “quick fix” but a lot more of

foundation work and back ground studies must be done and

micro documentation is required. Mr. Vasimalai also

suggested that an initiative of this kind cannot be a top to

bottom approach but stake holders of the city needs to be

engaged. He also added that not just 17 but all 65 cities

under JNNURM must incorporate the component of Heritage

in their development plan. He mentioned the case of Ahmedabad and said that the city still has a

long way to go and out of 15000 identified buildings only 200 have been conserved by now. He

ended his speech by addressing the issue of limited funding under PEARL and wished that the

process of this kind can go forward and all the interaction with knowledge managers must go to

Central Sectioning and Monitoring Committee (CSMC) to establish a connection. At last he said

there is a lot to be done and all the cities must work towards it.

Due to certain last moment security related aspects, the

presentation on CDP and DPR toolkits were not possible, as

planned. Since all the PEARL participants were also attending

the UNESCO event, it was decided to take up these

presentations on the next day.

The UNESCO Programme executive also requested NIUA to

upload the documents on India urban portal so that the

other cities can also access the resource materials.

5.0 PEARL AHMEDABAD RECCOMENDATIONS The workshop addressed some of the extremely important issues related to Heritage planning and management. Distinguished speakers and presenters brought important issues forward. PEARL Ahmedabad discussed the following very important issues. Some of the highlighted issues are

• One of the city representative suggested that UNESCO should provide all the JnNNURM cities with standardized guidelines for better implementation and Heritage Management approach.

• PEARL‐Heritage Cities network should be expanded to all other important cities and towns and be not restricted to only 17 cities.

• PEARL Annual Activity Report should be sent to all JnNURM cities.

• Immediate review of overall PEARL programme at the Ministry Level is required.

• More financial and technical support for activities both at City level and cluster level

under the JnNURM‐PEARL program should be allotted.

• Existing Community Participation Fund (CPF) under JnNNURM should be linked to Heritage Related Activities.

• Heritage conservation should be treated as inclusive urban development strategy , which includes marginal population and is sensitive towards the whole city.

• Heritage planning and management should be a bottom up approach and stakeholders of

the cities should be included in the process.

• PEARL Secretariat should harmonize various multiple guidelines, toolkits for Urban Heritage Management for better implementation.

• interactions between PEARL cities and knowledge managers should be documented at

Central Sectioning and Monitoring Committee (CSMC) for better proceedings.


6.0 OTHER SIDE EVENTS

6.1 HERITAGE WALK

The 3rd national PEARL workshop held in Ahmedabad was a part of an international conference

on Asian Heritage Cities and therefore the workshop had many combined events with the Asian

World Heritage City Conference.

The morning of 18th April 2010 started early with the

heritage walk organized by the Ahmedabad Municipal

Corporation. The event was open for all delegates of

the international conference as well as for all PEARL

participants. The walk started at 8 in the morning from

the Swaminarayan temple at Kalupur at the old city of

Ahmedabad.

The Heritage was conducted by Mr. Debashish Nayak,

advisor of Heritage Cell Ahmedabad. Mr. Nayak

explained the whole process as well as the significance

and history of every monuments and the fabric of the

old city in detail to all the participants. All the

participants enjoyed the 4 km walk going through

traditional Pols, Havelis, temples, chawks , mosques

and traditional narrow lanes of the old city. The walk

ended at Manek chauk followed by traditional

breakfast with all dignitaries.

Same day at 2 in the afternoon the workshop started at the AMA followed by the registration

ceremony. The 3 hours of intense workshop stated by the inauguration speech by dignitaries and

subject experts.

6.2 INAUGURAL CEREMONY

The inaugural ceremony for the Asian World Heritage

city conference was a grand ceremony. Hon’ble chief

minister inaugurated the ceremony showing

immense happiness and pleasure to be a part of

Ahmedabad’s new venture and welcomed all the

dignitaries from international organizations as well as

from different parts of the country and the city. The

grand ceremony was graced by the presence of

honourable chief minister of Gujarat, Shri, Narendra

Modi, Dr. Gautamsen Gupta; Director General

Archaeological survey of India, New Delhi, Mr.

Armoogum Parasuramen; Director UNESCO, New

Delhi, Mr.Kanaji Thakore, the mayor of Ahmedabad

city, Ms. Nicole Bolomey, Program specialist

UNESCO, and Ms. Minja Yang, former director

UNESCO, New Delhi.

The ceremony involved a formal inauguration by

lighting the lamp and speeches of all the eminent

personalities present on the dais. At the end Chief

Minister unveiled two new publications of books one by Times of India a coffee‐table book which

marks 600 years, with forward written by the CM and the second book published by CEPT on

stone buildings of Gujarat.

After the grant inaugural ceremony all the participants of the conference and eminent guest were

invited for a cultural program arranged by the Ahmedabad Municipal Corporation at the Kankaria

lake. The venue was beautifully decorated and demostrated the culture of Gujarat through

traditional dance forms and regional music. The program was followed by dinner by the lake

side.

6.4 VISIT AT HON’BLE SPEAKER GUJARAT LEGISLATIVE ASSEMBLY SHRI. ASHOK BHATT’S HOME IN AHMEWDABAD POL

Hon’ble speaker, Gujarat legislative assembly, Shri. Ashok Bhatt warmly invited all the

participants and international guests of the world Asian Heritage Cities workshop to have a tour

of his traditional home in the old city area of Ahmedabad and welcomed all with traditional

Gujarati drink and snacks on the 19th of April immediately after the workshop session. Shri Bhatt,

let the house open to all the invitees and also explained the history, significance and some of the

salient features of “Pol” houses. In a very light mood Shri Bhatt had conversation with everybody

present there and shared his views on Asian World Heritage Conference.

6.5 DINNER AT MR. UMANG HUTHISHING’S PRIVATE “POL HAVELI”

All the participants of the Asian World Heritage Cities conference were invited for a great

Heritage experience and dinner at Mr. Umang Huthising’s traditional Haveli on 19th of April. Over

a period of 10 years Mr. Huthising has renovated and conserved 150 year old ancestral Haveli.

He welcomed the whole group with beautiful traditional dance and appetizers. The “haveli” was

beautifully decorated and lit for the occasion. Dance performance and the tour of the “haveli”

were followed by a traditional Gujarati food.

ANNEXTURE VIII: ANANLYSIS OF PEARL WORKSHOP PARTICIPANTS As mentioned earlier the PEARL workshop was merged with the conference on Asian World Heritage Cities. Due to this the workshop had an interesting mix of participants. The workshop was attended by 148 representatives of more than 25 cities and 7 countries. Interesting mix of Academicians, subject experts, city officials, students and professionals enhanced the quality of discussions and the outcome of the workshop.
