MESSAGE FROM THE PRESIDENT

In an earlier Newsletter, it was reported that Comnrissioner Stan Labanowich and J had traveled to Montreal, Quebec to discuss the possibility of Canada, Inc.. a successful telemarketing firm for two organizations for the disabled I entering the U. S. to raise funds for the NWBA. Mentioned at the time was that if it were agreed to. the campaign would begin in the state of Massachussetts . Quite unexpectedly. an objection was immediately raised by the Boston Mustangs on the grounds that a nationaJ campaign would interfere with local fundraising efforts, and a mutually agreeable arrangement would have to be worked out before such a project should begin. In the meantime, Canada, tnc. discovered that the laws in Massachussets would make it difficult to raise funds in the same way as in Quebec, so a decision was made to undertake a market test elsewhere.

At this point, no contract has been entered into with Canada, Inc. Falling to hear further from that organization, Commissioner Labanowich and I are now agreed that the matter should be put before the delegates at the annual meeting to be held In Little Rock, AR , on March 20, 1991. The larger question is: should the NWBA use commercial telemarketing firms as a fundraising technique to supplement the treasury? The Image of the Association and the sport are involved in consideration of this question . The Executive Committee needs to know how the member teams of the Association regard this issue -positively or negatively - before moving ahead, not only with the possibility of contracting with Canada, Inc . • but with any of the many telemarketing corporations that abound in North America selling everything from light bulbs to tickets to baby pageants to magic shows . Can the membership be comfortable with fund raising based on a percentage of sales connected with these schemes? Furthermore , is it necessary to

strike an agreement with local wheelchair basketball organizations in communities where a national fundraising event is proposed?

These are questions which the Executive Committee will strive to settle during the annual meeting. We invite comments . suggestions. and recommendations trom the membership.

RUSSELL STEPS DOWN AS LAKE ONTARIO AC

Bruce Russell announced his resignation as Assistant Commissioner of the Lake Ontario Conference prior to the beginning of the 1990-91 season. He had served in that position for the past ten years and had introduced many innovative ideas into the

urganizatlon of the sport during his tenure. He was influential in the framing of NWBA rules on player transfers, divisional structures and various constitutional matters. He guided the Lake Ontario Conference through a period of unprecedented growth in the late '80's and provided excellent leadership in its administration. As a serious candidate for membership on the Canadian national teams that will play in the 1992 Paralympic Games in Barcelona, Spain, Bruce will devote much of his time to that end . He plans to return to conference administration after 1992 .

The new Assistant Commissioner for the Lake Ontario Conference is Keith Cartwright of London, Ontario. Keith was a charter member of the team that was organzized as the Forest City Flyers thirteen years ago . A Class 11 paraplegic, he was represented Canada in the World Stoke Mandeville Games in each of the past two years. He has also served as the provincial coordinator for wheelchair basketball for the pas t two years. We welcome him into the office of Assistant Commissioner in the NWBA.

ERRORS AND OMM1SSIONS

Several errors and ommissions in recent Newsletters he' e been brought to our attention by Bruce Russell, former AC of the Lake Ontario Conference: in the September 28 and October 19 issues, the names of Bruce Russ'!ll of Twin City Spinners and Ron LaBar of Dallas Mavericks were inadvertently omitted as members of the Tournament Selection CoDl.l:Jtittee. At the same time, it was reported that the Canadian National team finished 4th in the World S toke Mandeville Wheelchair Games when they actually finished third. On that team, Roy Henderson should have been identified as playing in the NWBA with the Twin City Spinners and Grant Strohbach with the Alberta Northern Lights. On the Canadian team as well were Keigh Cartwight of Forest City Flyers, and Jordan McEachern of the Northern Lights. Our apologies to Bruce, Keith, Jordan and Grant and the entire Canadian team for the mix-up. We indeed recognize and respect the achievements

of the Canadian tearns in last summer's international competitions. As Bruce said, "canada entered three teams into international competition this past summer and came home with three bronze medals, the best medal total of any country in the sport . . . except for the USA."

REGIONAL AND SECTIONAL SITES BEING DETERMINED

To date, we have confirmed the following sites for regional tournaments for the postseason play: East: Hamilton, Ontario. Being considered: Philadelphia , Boston and New York .

Midwest: Minneapolis, Minnesota; St, Louis, Missouri j Kansas City. Kansas, and Wauconda, JL .

Sou th: Gainesville, Kentucky. Being Houston, San Antonio.

Flo,rida; Lexington, considered: Dallas,

Far West: Tucson, Arizona; Willamette, Oregon . Being considered: Los Angeles area for 2 sites.

Two sectional tournament sites have been confirmed : Midwest: Grand Rapids J MichJgan

South: Birmingham, Alabama.

Being considered for the Eastern Sectional is the New York area (EPVA), and for the Far West, the Southern California area.

Final confirmation of all sites will be announced in the next few days.

REGIONAL BERTH ASSIGNMENTS

All teams seeking a berth in a postseason regional tournament are required to submit the application form included with this Newsletter. The deadline for submitting the form, together with the $50.00 fee, is January 31.

On February 9, the Tournament Selection Committee will convene in Lexington, KY to review the applications, rank the teams, and assign them to regional tournaments according to their competitiveness and taking into account geographical factors.

NATIONAL TEAM COACH TO BE SELECTED FROM FIVE CANDIDATES

The NWBA Bylaws call for the selection of the national Paralympic team coaches for men and women 18 months before the event. For the men, the selection process will take place on the weekend of February 2 and 3 when the 5-member Coaches Selection Committee will interview the five candidates who have declared for the position.

The aspirants to the position are: Harry Vines, Arkansas Rollin' Razorbacks, coach of the silver medal team in the 1990 World Championship in Bruges, Belgium ; Dan Byrnes, Washington Warriors, coach of the siJver medal men' s team in the 1989 World Stoke Mandeville Games; Leroy Ransom, Los Angeles Stars, coach of the gold medal men's team in the 1990 World Stoke Mandeville Games; Angelo V . Nicosia, EPVA Chargers, assistant coach of the silver medal men's team in the 1990 World Stoke Mandeville Games; and Paul Jackson, Golden State 7Sers, coach of the gold medal men's team in the 1990 Pan American Wheelchair Games in Caracas J

Once selected, the coach will be free to pick his own assistant.

NCAA RULE ON FIGHTING SUSPENDED

The question of application of the NCAA rule on fighting which calls for player suspension for one game after a single violation and for the season after a second violation, has been raised in the NWBA . Because the matter of administrative responsibility for recording and reporting incidents is unclear, the Commissioner has decided that the NCAA rule will not be applied during this season. An

The Executive Committee ruled during its mid­year meeting held in Bruges, Belgium in August that the person selected to coach the 1992 Paralympic Games team will also be asked to coach the men's team entered in the 1991 World Stoke Mandeville Games, July 24-31. The competitions are slated to be a pre­Paralympic event with six of the top nations competing by invitation. A four-team women's competition is slated to be held at the same time.

ALL TEAMS TO APPLY FOR REGIONAL BERTHS

The January 11 Newsletter mailed to aU t eam representatives carried the IIApplication for a Regional Berth " form.

All teams, including those that automatically qualify for a playoff berth as the first and second p lace finishers of a conference or division are required to submit the form. It must be mailed no later than January 31 in order for the Tournament Selection Committee to review the application s when it convenes in Lexington, Kentucky on February 9 . The Committee will rank the learns according to their season's record up until the time of the meeting and depending to some degree on the coaches I polls which are part of the completed application forms. The rankings will be used to award playoff berths and determine the seeding of teams in the regional tournaments.

When the assignments have been completed, the tournament directors, teams, assistant commissioners and game officials will be notified immediately by telephone .

Cheryl Vines, Director of the 43rd NWBT to be played in Little Rock , Arkansas. reports that registration and reservation materials will be mailed to all teams , conference. assistant commissioners. members of the NWBA Hall of Fame, various committee members . and others on the NWBA mailing list on January 25 . Also included will be the schedule of meetings and games.

You are urged to return the forms for hotel eservations and ground transportation as soon as possible and not later than March 8 . The tournament organizing committee has

The 17th National Women 's Wheelchair Basketball Tournament will be he ld at EI Segundo High School in Los Angeles , California, April 2- 6, 1991. The t eams will be quartered at the Holiday Inn Crown Plaza, adjacent to the Los Angeles International Airport.

There are nine women's leams counted as members of the NWBA in 1990-91 . Six are members of NWBA conferences : Courage Rolling Timberwolves, Courage Rolling Gophers, RIC Express a nd Illinois Fighting

llUuj of the Women's Division of the North Central Conference; Texas Heat of the North Texas Conference; and Southern Califorru8 Sunrise of the Pacific Coast Conference. Three others are independents : Bay Area Me teorites. San Diego Stingrays. Qnd Wright StaLe University Lady Raiders.

The defending national champions are the University of Illinois Fighting mini who defeated the Courage Rolling Timberwolves of Golden Valley, Minnesota. 47-37 in the 1990 title game. Bay Area Meteorites took third place with 8 42-40 win over the Southern California Sunrise, hosts of the 1991 tournament.

SIMMONS OF AYLESBURY SENDS THANKS

Last year the NWBA had the pleasure of recognizing Robin Simmons of Aylesbury I England for his conlribuUons to the U.S. teams that annually competed in the International Stoke Mandeville Games, dating back to the mid '70s. Robin served as the "unofficial" host to the U.S. athletes in all sports but concentrated his support in the basketball team in recent years. He has endeared himself to many over the years for his enthusiastic readiness to help in any way possible.

In the fall of 1989, Dan Byrnes, coach of that year's U.S. men's team entered in the ISMG, mounted a campaign to raise funds to bring Robin to the United States for the 42nd NWBT played in Lexington, Kentucky. Targeted were the many athletes that benefitted from Robin 's unselfish service to U. S. teams. Sufficient funds were raised and an itinerary was worked out for Robin to visit his friends in the U.S. before. during, and after the NWBT.

Robin's appreciation is shown in a letter published in the January/February issue of Sports 'n Spokes. We thank Cliff Crase, Senior Editor. for permission to print it here.

OLSON GAINS APPRECIATION

A large thank you is extended to Jim Olson, Assistant Commissioner of the North Central Conference and a member of the NWBA Rules Committee, who has taken on the responsibility for grading the NWBA Officials exam and announcing the results to those taking the tests. Jim and his staff at Lutheran Brotherhood Securities Corp . in Minneapolis are to be commended for their fine work over the past several years in collating all of the results and presenting them to the Commissioner's Office for final publication. (Magnanimous thanks go to Julie Culvert who actually did the work.)

NWBA PRESIDENT TO BE ELECTED IN 1991

The office of President of the NWBA will be up Cor election at the 1991 annual meeting to be held in Little Rock. Arkansas. March 21 and 22. The incumbent is Marvin Lapicoia of Schaumburg. 1L who is serving his third consecutive S-year term.

WRIGHT STATE UNIVERS.JTY TO HOST 15TH NIWBT

The 15th National Intercollegiate Wheelchair Basketball Tournament will be held at Wright State University in Dayton, OH, March 14- 17, 1991. Seven teams have confirmed entry : University of Illinois Fighting lllini. the defending national champions j Southwest State University Broncos, runners-up in 1990; University of Wisconsin-Whitewater Warhawks; Southern Illinois University Rolling Salukis; Temple University Rollin; Owls; University of Texas-Arlington Movin' Mavs; and Wright State University Raiders. An eighth possibility is the University of Arizona Wild chairs who have yet to confirm entry.

The intercollegiate championship is based on competition among teams whose players are required to observe the eligibility rules of their institutions' membership in either the NCAA or NAIA .

TOURNAMENT HOST RESPONSIBILITIES

The hosts of the regional and sectional tournaments are responsible fol' the following: o lodging and meals for all game officials

assigned and al1assistant commissioners in attendance ,

o payment of officials' fees - not less than $40.00 per game for the regionals and

$50.00 for the sectionals, o on-site ground transportation for the

officials independent of the competing teams.

The delegate body at the 1990 annual meeting approved a sUght revision of the previous year's decision to use three officials per game in the regional and sectional tournaments; that is. that aU games in the regionals will use two officials except in the championship game when three are req uired. All games in the sectionaIs are req uired lO he ve three officials.

BIDS FOR 1992 REGIONAL AND SECTIONAL TOURNAMENTS ASKED

I t is never too early for teams and conferences to begin thinking about bidding on a regional or sectional tournament for the 1992 season. If a letter of intent if submitted in advance of the 1991 annual meeting, an announcement will be made relative to its receipt and thereby a priority established when it comes to determining sites next season. Please submit letters to the Office of the Commissioner.

BIDS FOR 44TH AND 45TH NWBTs INVITED

Bids for the 1992 and 1993 men's NWBT are invited at this time. They will be adjudicated during the annual meeting and a decision made by the delegate body at that time .

Serious interest has been shown for hosting the 1992 NWBT by groups organized in two locations - Boston, MA and Albuquerque, NM.

At this time, no serious inquiries have been received related to the 1993 NWBT. We encourage consideration especially on the part of teams and conference in the far west where a tournament has not been held since 1983.

LEGENDS GAME SCHEDULED IN LITTLE ROCK

The 6th Annual Legends Game will be held at 2:00 pm. on March 22 in Barton Auditorium in Little Rock, Arkansas. Although the definition of a "legend" is not quite clear to everyone, it is expected that players who suit up will be at least 45 years of age and have been active in the sport over a period of 10 or more years. This does not discount current players who have survived the onslaught of years and are still active despite their advanced age. To gain a spot in the lineup, usually based on an east-west division (with some adjustment), "Iegends" are asked to drop a line by March 8 to Tournament Director Cheryl Vines indicating their desire to play. This will allow for tournament organizers to prepare for the event with the required number of jerseys per side.

We look forward to another drmatic contest as the previous five have been. Last year's West team beat the East, 51-37.

PLA YER CLASSIFICATION WORKSHOP HELD IN ARKANSAS

Dr. Kathy Curtis, NWBA Player Classification Committee Member, conducted an NWBA Player Classifier Certification seminar in Sherwood, Arkansas on Saturday, December 15, 1990 . The seminar was sponsored by the Rollin' Razorbacks and Central Arkansas

Rt:thabilitation Hospital. Eleven new classifiers were certified at the seminar, including four physicians, five physical therapists, and two occupational therapists. This seminar was the first to utilize the newly revised (July 1990) Player Classification Handbook. Held in conjunc tion with the United Medical/Quickie Designs lnvitalionals, the participants had the opportunity to observe premiere basketball players in classi.f.ication and competition .
