After delays met on 11 November 2011 Draft NWRS summary prepared by DWA Awaiting deadline for promulgation but best estimate is

end of Jan 2012 after Minister takes it to Cabinet Agreed document needs to be sanctioned by the

Minister prior to making it public Meanwhile Team to work on:

improving the summary and preparing a process of consultation Chapter by Chapter engagement

ROLE OF NWRS MASTERMIND TEAMROLE OF NWRS MASTERMIND TEAM

Seen as temporary for specific purpose of working in support of DWA to:-

1. finalise the NWRS and its core strategies;

2. facilitate buy-in and ownership of sector and relevant parties;

3. raise the profile of water at all levels and its mainstreaming into all planning processes;

4. ensure NWRS is focused, clear and implementable and

5. propose mechanisms to ensure it’s future implementation and the accountability of all role players, within a framework of good governance;

IDEAS FOR MOVING FORWARDIDEAS FOR MOVING FORWARD

Driving theme of NWRS is smart management of water – not a document but about what we all have to do.

Accordingly essential that it is accompanied by a major awareness campaign so that ‘Is there enough water?’ needs to be on the lips of every planner and decision maker = mainstreaming water - Advocacy

Tap into heightened awareness around Climate Change to profile water & build on some of the creative responses & greater collaboration

The current crossroads & potential crisis of water should spur commitment and action

Influence how water is used in all sectors

Critical to determine where we are placing the strategy – where we are aiming and who we are targeting

Not only a matter of water aligning to macro strategies but they to align with water (eg Growth Path, National Industrial Strategy, PGDS, CRDP) All strategies and plans to inter-align with water – water to be the nexus

Integrated planning/development must be emphasised All Minister’s should sign off on water implications. This

requires a paradigm shift, partnerships & collaboration (Outcome 13)

Changing culture means starting with DWA away from supply side to demand driven

• It also has huge ramifications for DWA – its leadership and its capacity, which will be key to implementation (Financial and Institutional Implications)

• If NWRS is to be a living strategy – it must be focused, clear and with targets. Possibly add addendum with the actions/targets to be achieved by each of the partners and stakeholders. Keep this practical

• Opportunity to prioritise key strategies/programmes

• Targets should be set for both the long term (2030) and medium term (5 year)

• Legislate desired practice – eg water use efficiency

• Need levers – carrot and stick – to ensure enactment & therefore the means to monitor & hold accountable

WSLG could act as platform to which sector players and other sectors:- present their strategies to ensure water compliant and for peer review & accountability

There needs to be a succinct version for easy reference that becomes the ‘bible’ (TCTA/Team will work on getting the strategy on a page or two - making a distinction between strategic themes and objectives and breaking each objective to specifics with targets / measures)

Important NWRS speaks to water services & not only seen as Water Resources – no longer to work in ‘silos’

Ability to influence how other sectors engage

Ownership will be critical. Start now & not after the fact. WSLG has a key role to play in fostering this

Although not seen as contentious as SFWS there are issues that will need debate to come to in-principle positions which may include:- Independency of the regulator Institutional reform & realignment proposals - CMAs National Infrastructure Agency Decentralisation Others as identified by sector responses
