This Modern Apprenticeship Project is aimed at delivering Modern Apprenticeships and Foundation MAs at levels 3 and 2 (respectively) offering employed status individuals work related skills, through apprenticeship training frameworks (Nationally Agreed Frameworks involving Awarding Bodies and SSCs) including delivering three components (1) Key Skills, (2) NVQ and (3) technical certificates training (via MA/FMA) and some Basic Skills support (via PAL). This is being delivered via Training Providers who are selected via the tendering process through the main Work Based Learning Programme. Procurement took place Autumn 2006.

The Project main aims are to:-

Upskill the workforce, improve basic skills in the employed workforce, and improve adaptability, and to provide demand led skills training (up to and including level 2), and skills in growth sectors (at level 3);

To increase take up by adult participants over 25 including older workers including those over 50.

To support the One Wales commitment to substantially increase the number of people undertaking apprenticeships in Wales, using ESF grant to increase the numbers otherwise be possible.

Operate major learning marketing campaigns including Adult Learners Week, Your Choices, and Sign Up now campaign during project lifetime, in partnership with NIACE .

Also to pilot An Apprenticeship matching service via Careers Wales Pilot a shared Apprenticeships model (Construction and Engineering) in Carmarthenshire

area - Coleg Sir Gar (as part of a wider pilot (non ESF) also including Deeside College and Mid and North Wales Training). Construction Wales and SEMTA are involved in these pilots.

The main outcomes of the project are:-

To increase the number of employed individuals participating in apprenticeship programmes To support 35,211 Participants to undertake an apprenticeship. (The project is well on

target to achieve this 31,642 at Oct 2010 claim). Through funding of £56m over four years. This will enable a proportionate number of

participants to gain qualifications and wherever possible and appropriate progression into further learning.

We hope to achieve improve completion and retention rates and for example completion of full framework apprenticeships from 44% to closer to 60% or if possible higher by July 2011.

54% of all Participants are female up to October 2010 claim. .

Participants entering further learning - No: 4,916 (immediately after) - please bear in mind that Apprenticeships are 2-3 years long so unlikely learners will want to immediately move to a further programme of training immediately, especially if training at level 3.

What other ESF projects do you have links with?

Main DCELLS projects with most obvious linkages are:

80074 Skill Build – Work preparation programme with basic skills and some NVQ training for either Young People or Adults on DWP benefits.

80109 Modern Skills Diploma (level 4) - Apprenticeship style level 4 training under same procurement process – but much smaller in volume/value – and uses many of same providers and operates same timescales

80641 MA for East Wales (a shorter East Wales programme similar to this one, but only operating for 24 months)

80562 Pathways to Apprenticeships (learners will we hope often progress naturally into this project from PtA in gaining an employed position to do so)

80336 Sector Priorities Fund (testing and funding small pilot workplace training at sector level via SSCs – may be some lessons for WBL programmes)

Where applicable, what kind of referral mechanism is in place with the above projects?

Employed status learners:

This is being delivered via Training Providers who are selected via the tendering process through the main Work Based Learning Programme. For the period Aug 2011 to July 2014, a major procurement exercise took place during June – September 2010.

Careers Wales offer an on-line matching service aimed at helping employers find suitable Apprentices, and aspiring Apprentices to find exciting opportunities in a business that is right for them. The Apprenticeship Matching Service was piloted within / during this project.

Part of the contract with training providers is to make linkages with employers and to generate demand for the apprenticeships by identifying the relevant apprentices/potential apprentices and employers willing to enable/allow their staff to undertake an apprenticeship. Providers including FEis and UAs will use their pre-existing employer linkages with business and employers, including NIACE learning campaigns, DCELLS marketing at Wales level etc.

The project will raise the skills levels of the workforce in the Pembrokeshire energy sector in response to employer need and the Cogent Sector Skills Agreement and Qualifications Strategy. The project will provide training and development activities for energy sector employers, and the associated supply chain companies. The project will also promote equality in employment for under represented groups.

Delivery will recognise and build upon existing skills and knowledge, be demand led, and will be undertaken in the workplace wherever possible, with a focus on accredited outcomes.

To provide support for companies who are preparing for growth to upskill and expand their existing workforce.

Proact enables employers facing difficulties to retain skilled workers and enhance their skills ready for the upturn. It complements the ReAct programme, and will help to prevent redundancies as well as improving the skills base.

The growth element will enable companies who are now in a growth position to upskill existing staff and recruit new employees for that growth with support for the necessary training. It is not envisaged that any wage subsidies will be paid under this element as there will be sufficient

The National Basic Skills Strategy for Wales aims to reduce the substantial number of adults in Wales with poor literacy and/or numeracy skills. The project is delivered as part of this strategy and the emerging Economic Renewal Programme including the Workforce Development Programme .This project aims to raise levels of basic skills in the employed workforce through increased and enhanced basic skills support within the workplace.. The project objectives are to provide:

Increased provision of basic skills support in the workplace; designing, piloting and delivering courses tailored to need and contextualized to the workplace.

Increased employer engagement in the delivery of basic skills support, in particular

The Regional Essential Skills for the Workforce project is a Regional Strategic Project, covering the 5 local authority areas of Neath Port Talbot, Swansea, Carmarthenshire, Pembrokeshire and Ceredigion, with the main aims of promoting and delivering basic skills to employed people. It will also include delivery of literacy, numeracy and ICT skills up to Level 2 including ICT and ESOL. Delivery of the project will be procured on a geographical basis, with 5 area-based contracts covering each local authority area, a regional ICT contract and a regional ESOL contract. The project will engage with just under 8000 participants, offering training in basic skills in community venues to individuals not involved in Employer Pledge

activity, ESOL and ICT training up to level 2 where appropriate.

Through the collaboration of the SWW Further Education Colleges the project will adopt an innovative 'sector-based' approach to the delivery of vocational and generic skills training to 11,584 employed individuals, raising skill levels, and assisting employers and enterprises to adapt to economic change.

The project will establish a joint sponsorship arrangement between Gower College Swansea (as the lead sponsor) and the three other colleges that make up the South West Wales region, Coleg Sir Gar, Neath Port Talbot and Pembrokeshire College.

Skills For Industry will provide a strategic approach to the delivery of workforce development to support productivity and progression in employment, raising the skill levels and tackling skills gaps and shortages by providing lower skilled workers with vocational skills and qualifications up to level 2 and support demand led provision up to level 3 across a variety of occupational sectors including manufacturing, construction, auto motive, engineering, financial and professional services, care and tourism.

The project will aim to develop the skill levels of the workforce and assist individual progression by supporting interventions that ensure work placed learning provision meet the needs of employers and individual workers. To achieve this aim the project’s delivery will be determined through ongoing dialogue with local employers and the Sector Skills Councils (SSCs) in order to support a demand-led approach to workforce development.

FE institutions within the South West Wales region will liaise with DCELLS to ensure that the training activities delivered as part of the project will meet national policy on workforce

Project staff will also work collaboratively with DCELLS to ensure that training activities meet WAG policy for workforce development, and complements other successful national projects including the Sector Priorities Fund Pilot Project, Basic Skills in the Workplace and Enhancing Leadership and Management Skills. The project will also work with other sector based proposals to avoid any duplication of provision.

A comprehensive approach to the delivery of workforce development will be developed to underpin a vision for the co-ordinated delivery of demand led training, and successfully increase the number of individuals receiving training. The approach will include three main stages.

Stage 1: Identification of Need

Information supplied by the Regional Learning Partnership’s Learning and Skills Observatory will identify the skills gaps, requirements of local employers and potential targets groups for the project. This will be supported by information from Sector Skills Councils in relation to specific sector wide requirements and demand in the area of training and qualifications which will be articulated to and from the project through the Regional Provider Network Advocates.

Stage 2: Delivery of Industry Led Provision

The FEIs will

Utilise the skills, resources, expertise and knowledge available, to provide a curriculum in an innovative and co-ordinated manner that meets the identified demands of both the geographical area and the industry concerned, through a mode of delivery that suits employers and awarding bodies.

Collectively work closely with relevant SSCs to ensure that the training delivered within

the project will be linked to, and recognised as part of the SSCs’ Sector Qualification Strategies.

Employer engagement will continue throughout the region, through focus groups, employer liaison teams, seminars, and individual training needs analyses to increase the number of employees recruited to the project, and ensure that the activities being designed, developed and delivered are appropriate in meeting the specific needs of employers.

Stage 3: Effective Monitoring of Provision

Project staff will maintain close links with existing local sector specific groups to ensure that the investment in training in these sectors is being maximised, and the provision being developed and offered is the most appropriate for the particular sector demand. The local sector specific groups will highlight and refer potential clients to the project, and also influence the provision to ensure that these requirements are being met and project targets are being achieved. This process will also include the valued input from both the SSCs, through the Regional Provider Network Advocate and the Regional Learning Partnership’s Learning and Skills Observatory.

The project will ensure that the level of skills acquisition (both specific and the softer, generic levels) will improve across the region. This will be evidenced through the attainment of certificated outcomes and will be contributory to the long term sustainability of the beneficiary employers / companies.

Additional outcomes will also include beneficiary companies being assisted with their organisational training and development needs. Project staff will work closely with employers to embed the cross cutting themes into their day to day operations and systems. Specific focus will be given to developing policies that meet current legislative requirements. Where required, developmental actions to achieve these strategies will be agreed with employers, and areas for improvement and timetables for the implementation of any changes will be determined. The impact of this strand of the project will be included and measured within the project’s evaluation process.

The additional benefits of the project will mean that collectively the sector approach will provide an effective and efficient mechanism for the delivery and transfer of skills and knowledge, offered across a wider geographical spread leading to demand led provision that will meet both the needs of the employer and that of their employees.

The aim of the project is to develop and deliver a range of training programmes focused upon

the needs of employers in the area. The project involves a partnership of four FE colleges within the N W Wales Convergence area:- Coleg Llandrillo (Lead), Coleg Menai, Deeside college (Coleg LLysfasi pre merger) and Coleg Harlech ( WEA). In terms of WAG’s Economic Renewal policy published in July 2010 the project will target four of the five sectors identified - ICT, Energy and Environment, Creative Industries and financial and Professional services. It will do this through the development and offering of NVQ, s in those sectors of most importance to the current and future economy of the region, as well as shorter courses tailored specifically to sectoral needs. Beneficiaries will predominately be those employees with low skills mainly within SME’s.

The project will be delivered predominantly by Business Development Advisors and peripatetic work based assessors .The first phase of the project will be delivered by the BDAs who will make contact with individual businesses followed by a visit to employer premises. Training will be carried out either at college premises or in the workplace. Flexible learning elements of learning will be made available based on the expressed needs of employers within the area. . Innovation will be demonstrated through increased access to training for employers including at evening and weekends to suit industry need, sharing and building of good practice including employer engagement

This proposed programme will first review existing delivery and undertake a gap in skills and training needs analysis in these sectors. Following this process, gaps in existing provision,

including geographical distribution across Wales and delivery methods, will be identified and priority course needs will then be identified. Alongside this work the programme will also offer

ongoing support to Welsh Private Training Providers, FE and HE in the Built Environment Sector to deliver against the Education for Sustainable Development Agenda.

Following this analysis, the programme will co-ordinate funding allocations, through open procurement procedures to interdisciplinary training development and delivery projects in alignment with the training and education priorities identified by the programme’s joint sponsors strategy.

The strategic aims of the programme will therefore be delivered through collaborative working by the joint sponsors and, as a whole, its work will be steered by an independent review panel formed from co-opted industry representatives, technical experts, WAG representatives and representatives of public and private training providers (including the HE and FE sector in Wales). Appropriate representatives from the WAG, including the Low to Zero Carbon Hub, will also provide programme guidance and steering.

Knowledge Economy Skills Scholarships (KESS) is led by Bangor University on behalf of the HE sector in Wales. Benefiting from European Social Funds (ESF), KESS supports collaborative research projects (Research Masters and PhD) with external partners based in the Convergence area of Wales (West Wales and the Valleys).  KESS will run from 2009 until 2014 and will provide 400+ PhD and Masters places. Both the Research Masters and PhD elements are integrated with a high-level skills training programme, leading to a Postgraduate Skills Development Award. Scholarship projects are focused on meeting the higher- level skills needs of the Welsh Assembly Government’s 4 priority R&D sectors (Low Carbon Economy, Digital Economy, Health & Bioscience and Advance Engineering & Manufacturing). This is done through delivering collaborative PhDs and Masters with external partners, primarily Micro and SME companies but also with some large companies, Third and Public Sector organisations. As of October 2010 we have currently 96 live scholarships with funding for 420 Scholarships in total by the end of 2014.

The key objectives of KESS are as follows:

Increase the research capacity of SMEs by linking with a PhD / Masters project; Encourage SMEs to undertake research and recruit researchers; Prepare and train individuals to contribute to research as professionals; Support the development of key technologies in the Convergence area; Promote Higher-level Skills Development in the Welsh work force

KESS is one of the 4 collaborative ESF Convergence projects developed and delivered by the Welsh Higher Education sector; Access To Masters (ATM), Work Based Learning (WBL) and Foundation Degrees (FD) being the other 3. There is a close working relationship between the projects, from their inception, through their development phase and now in their implementation and delivery. Formally they are overseen by the ESF Exec Steering Group (convened by Higher Education Wales) and membership is made up of Senior representatives (Pro Vice Chancellor level) from the participating HEIs as well as representatives from Employer organisations and the Sector Skills Council.

ATM and KESS have closest working relationship due to the complimentary nature of the offerings and operationally they are well integrated on an institutional level. Additionally, there are good links with the WBL and FD programmes although there employer engagement is of a different nature to ATM and KESS.

KESS is also well aligned operationally with the GO Wales and Software Alliance Wales projects. On an institutional level the teams delivering the respective projects have a good understanding of the aims and objectives of each project and there is cross referral of business opportunities.

Additionally, there is good awareness of the STRIP and LEAD Wales projects in which Bangor is a partner. Links with the High Performance Computing Wales will be further strengthened once the project becomes operationally active following the completion of the competitive dialogue phase.

Where applicable, what kind of referral mechanism is in place with the above projects?

In most participating intuitions the central Business Development teams have a good understanding of the ESF projects as well as other business facing programmes (such as KTP and A4B) and provide a signposting service across the institution. Indeed the collaborative ESF projects have provided a catalyst for the ongoing sharing of business links within many of the participating institutions. Following initial diagnostics the company will be directed to the most appropriate service or project (even another institution if the expertise is not available at this University).

KESS, ATM, WBL and FD programmes share a joint website www.higher skillswales.co.uk (which has both student and business facing sections). KESS and ATM work closely to publicise opportunities to business and there are good examples of progression between the schemes. In one instance a company initially undertook a GO Wales placement, which then progressed in to KESS project. There are other examples of companies that have participated in KTP, KESS and the GO Wales schemes. Additionally many of the companies that sponsor a KESS Scholarships have also provided ATM placements.

The programme aims to encourage Welsh businesses to realise the potential of adopting new technologies and also provides support services specifically for the software sector in Wales. Delivery mechanisms and targets are as follows. Continuing Professional Development, targeted at software/IT professionals resident or working in the Convergence area (target 350). Company accreditation via AcreditUK of software/IT SMEs. AccreditUK is a scheme aimed at assessing the business competence of companies working in the software/IT sector (target 260). Student development projects, supporting knowledge transfer from HEIs to industry, targeted at students resident in the convergence area and companies in Wales and, discretionally, companies outside Wales (target 300). Business workshops, targeted at software/IT companies and their employees, as well as potential consumers of IT/software technology and services (target 1745). In addition, 20% of participants must be female and 10 assessors for the AccreditUK company accreditation scheme will be trained.

This project seeks to develop and deliver industry-led, flexible, higher level skills provision which meets the needs of Creative Media employers and freelancers working in West Wales and the Valleys, supporting the creative economy and safeguarding the performance and productivity of the sector in these regions. The project also seeks to significantly increase training opportunities for New Entrants/Junior Professionals in these regions.

We will undertake annual research to measure the current and future skills needs of the Creative Media workforce in West Wales and the Valleys. Based on this research, to develop, establish and deliver higher level training which meets the skills needs of new entrants, employers and freelancers in West Wales and the Valleys. This training will be tendered out to suitable training providers. We will ensure that the training delivered has a positive impact on those assisted and contributes to the development of the creative media workforce in Wales and more importantly, the Welsh economy.

Aim: To pilot strategic project activity with Sector Skills Councils (SSCs) in order to inform recommendations for, and effect a smooth transition to the 2011 Sector Priorities Fund identified in “Skills that Work for Wales”, which will ensure the delivery of post-16 skills provision that is more responsive and aligned to the needs of employers.

Summary Objectives: Generate intelligence to support the development of the 2011 Sector Priorities Fund

described in “Skills that Work for Wales” through testing the demand for innovative training solutions targeted at employers and the application of a fee contribution.

Facilitate the development of strategic and sustainable partnerships both across SSCs and between SSCs and training providers, particularly those in the Further Education sector through the provision of sector and provider based advocates (see further notes below)

Raise skills levels of individual participants to support their onward career progression and reduce barriers relating to equality in employment.

Raise employer awareness of their requirements under equal opportunities and support the development of skills training for environmental sustainability.

Delivery Model: The Programme will be a Closed Grant Scheme to SSC’s due to their unique position as Government licensed organisations with a distinct core remit.

The Work Based Learning Programme (WBL) is led by University of Glamorgan on behalf of the HE sector in Wales. Supported by the European Social Fund (ESF), the programme will develop a range of WBL bite size opportunities at CQFW level 4 and above for learners currently in employment. It will operate in collaboration with business and other appropriate stakeholders which include Further Education and the Sector Skills Councils (SSCs).

Chwarae Teg’s Agile Nation project is a £12.5 million project funded by the European Social Fund and the Welsh Assembly Government. It has been established to promote gender equality, support the career advancement of women and to contribute to a reduction in the gender pay gap.

Operating across the Convergence areas of Wales the project is targeted to assist 2,790 women to progress in employment, and to support 610 employers to focus on equality & diversity and flexible working initiatives.

Agile Nation’s Ascent programme has been developed to help individual female participants develop skills to facilitate progression in the workplace. The programme includes training, tutorial support and mentoring and culminates in participants gaining an Institute of Leadership and Management qualification.

To further support the aims of the project, Agile Nation has also developed an employers’ programme, where businesses participate in a one day workshop focusing on the business benefits of employing a more diverse workforce paying attention to the benefits of workplace practices such as flexible working and work life balance and gender equality. Up to 6 days of free consultancy are also available to support the implementation of policies and practices relevant to these topics. ICT support is also available to facilitate the effective introduction of remote working practices.

Excelsior Plus project – we are looking at holding a joint event in Bridgend supported by the LA Business Unit – event to take place in May 2011

Remploy – Wellbeing through Work Programme  - initial discussions for cross referral procedures taking place & we are attending steering group meeting at present

Valrec- have ESF funding and we have tried to link up for migrant worker element but due to their staff shortages this has proved very difficult

Caerphilly Convergence Operation group links with all convergence project in Caerphilly area i.e. Genesis, Jobmatch, Want-to-Work, Bridges into Work, Quest – we are also linking up with similar project in the other areas but with limited success as most are working with unemployed and we are really only a follow on project.

We took part in a conference in Caerphilly in June for convergence projects to be pro link with the 'Want 2 Want' Job Centre Plus project in Bridgend. They are referring women to the Ascent programme.

GO Wales, referrals and links SET Spatial European Teams in all regions – we regularly attend these local meetings

for information, presentations and referrals. North West Wales ILM (Intermediate Labour Market), via the WCVA, attending their

networking events, presentations and referrals. Eurobalance – WLB education in Europe – They are members of our WLB Network

(Alma) Rhyl City Strategy: Members of this group and have presented through Fit for Work and

Denbighshire Voluntary Services. LEAD Wales is a good contact for us. ESF Life Skills Project in association with Bridgend.  We been referring our participants

to free computer courses.

To provide support for companies who are preparing for growth to upskill and expand their existing workforce.

Proact enables employers facing difficulties to retain skilled workers and enhance their skills ready for the upturn. It complements the ReAct programme, and will help to prevent redundancies as well as improving the skills base.

The growth element will enable companies who are now in a growth position to upskill existing staff and recruit new employees for that growth with support for the necessary training. It is not envisaged that any wage subsidies will be paid under this element as there will be sufficient

The project will offer bite size chunks of learning including units of NVQs to SMEs within Flintshire and Wrexham which will be related to business needs. For a £50 per person registration fee, companies can join the scheme to up skill their workforce. The project will offer training needs analysis and focus on non framework qualifications which will help support progression onto mainstream programmes such as Modern Apprenticeships. The apprentice scheme starts at level 2 and provides full framework qualifications that include a technical certificate, NVQ and Key Skills. All courses offered will link into the sector skills agreements or will provide the underpinning knowledge for those courses.

Project summary:

This project aims to develop a targeted, co-ordinated strategic framework for education, skills and knowledge capital development at management levels in Welsh enterprises operating in the low carbon/energy sectors. This European Social Fund (ESF) component project of the Low Carbon Research Institute, Convergence Energy Programme (LCRI CEP) should develop skills to aid the utilisation and uptake of the new technologies developed through the LCRI industrial energy research projects, ensuring that industrial research is disseminated through both traditional education streams and to industry through Continual Professional Development (CPD). It will identify and respond to skills, education and development needs in the energy sector in Wales appropriate for the emerging low and zero carbon technologies that are developed through the industrial research projects.

The strategy includes an educational programme at levels 4 and 5.The skills provision is essential to enable, support and maintain the new technologies and processes developed through industrial energy research projects, thereby contributing to the success of the overall programme.

This project will deliver a common identity for all employment-based training and education materials developed as a result of LCRI research, including the development of distance and e-learning methodologies for delivery. The project will also provide expertise to support the development of accreditation routes for associated training materials. It is essential that evidence of close working relationships can be demonstrated with all LCRI European Regional Development Fund (ERDF) funded research projects and all relevant Welsh stakeholders in this field.
