• Developed in partnership by Mott MacDonald, In Control, members of the Pathfinder champion accelerated working group and the Department for Education.

from eight areas (pathfinder and non-pathfinders)• Provides wide ranging information and insight such as ‘Key Learning Points’ (pages 4 – 6)• Highlights number of issues for consideration when making operational the integration of personal

budgets into the wider EHC place; these are included within table 5 of the report (page 26).• Contains ‘Checklist of questions to consider’ (part 6) for when considering whether it would be beneficial

to integrate the resourcing available to support families with children and young people with SEND.
