Today,wecommemoratethe founding of theNational Police Cadet

Corps (NPCC). As thenew Chairman of the 14thNPCC Council, it is mypleasure to address you asthe Corps celebrates its52nd Anniversary. Since itsinception in1959,NPCChascomealongwayinplayinga

significantroletonurtureouryouthtobebuildersofaSafeandSecureHome.

TheNPCCHeadquartersconstantlyreviews theNPCC programme by taking direction from theSingapore Police Force (SPF) and Ministry ofEducation(MOE),aswellasincorporatinginputsandfeedbackfromtheNPCCmembers.Movingforward,youwillbehappytonotethatanumberofnewinitiativesandenhancedprogrammeswillbeimplemented,withtheaimofmakinglearningmoreengagingandenrichingforourcadets.

Thisyear,withthepositivefeedbackreceivedforthepilot launchof themutli-mediacoursewareon drills, we will be developing more self-directed and interactive courseware in theareas of campcraft skills and road safety. Thiscoursewarewillcomplementthetrainingthatwillbeprovidedbytheteachersandvolunteersandalsoenablecadetstotakegreaterresponsibilityfortheirlearning.

IamalsodelightedtosharethatmorelocalvisitprogrammestoPoliceestablishmentawaityou.Cadets can look forward to visits to the HomeTeamAcademyTrainingVillagetowitnessatfirsthand, the Police undergoing training, and theHomeTeamGallerytolearnabouttheworkoftheHomeTeamDepartmentsandhowtheyoperatewithin the Ministry of Home Affairs. Selectedcadetswillalsogethands-onexperienceatthenewly introduced Crime Scene InvestigationCourse.

To further broaden the horizons and developglobal awareness, NPCC will be expandingits network with foreign Police Forces withits inaugural Overseas Educational Visits toBrunei Darussalam and China. Through suchinteractionswith youths in thesecountries,ourcadetswillbetterappreciatethediversecultures

and Police-Community partnerships in thesecountries.Iwouldliketourgeparticipatingcadetstoseizetheopportunitytoshareknowledgeandskillswithyourcounterpartsduringthesevisitsandexpandyournetworkoffriends.

Astheonlyuniformedyouthgrouptoenjoycloseaffiliation with the SPF, NPCC cadets can lookforward to greater collaboration with the SPF,especiallyonthecommunityengagementfront.ThePoliceYouthAmbassadorProgramme,sinceit’slaunchedin2007,hasallowedNPCCcadetstotakeontheroleasPoliceAmbassadorstospreadthecommunitysafetyandsecuritymessagesinschools, at home and in the local community.Inthisregard, Imustcommendeachandeverymember of the Corps for your contributions inbuildingasafecommunityandnation.Tofurtherenhance the existing Police-NPCC partnership,the SPF will be collaborating with the NPCC tointroduce an ‘Adopt-a-Block’ concept, in whichthecadetswillengagetheresidentsonaregularbasisoncrimepreventionandsecurityinitiatives.Through such close collaboration, we hope toinstil a greater sense of leadership and socialresponsibilityamongourcadets. This is in linewithourvisiontodevelopourcadetsintofutureleadersimbuedwithsoundvalues.

Onafinalnote,Iwouldliketotakethisopportunitytoexpressmysincereappreciationtotheschoolleaders, Assistant Commandants, TeacherOfficers,PoliceOfficers,HonoraryOfficers,CadetInspectors and volunteers for their invaluablecontributions, unwavering commitment anddedication to the Corps. TheNationalPoliceCadetCorpsalwaysstrivestoenhanceandrevamptrainingprogrammesinordertostayabreastandtoensurethatcadetshaveampleopportunitiestocultivatetheircreativityandnurturetheirinnovationsaswellasdeveloptheirleadershipskills,resilience,physicalandmentalstrength.

Cadet Training

LawEnforcementLawenforcementhasalwaysbeenacrucialcomponent in theNPCCTrainingFramework.Wehavealwaysplayedasignificantrole inenhancingsafety inschooland instillinggreatercrimepreventionawarenessamongst theschoolpopulation. The training and courses designed equipped the cadets with the necessary skills and knowledge to beresponsibleandcaringbuildersofasafeandsecurehome.

ThePoliceKnowledgecoursewasfirstintroducedtoSecondary3cadetsonly.Inyear2011,thecoursewasreviewedtoequipcadetswithrelevantknowledgeoncrimecaseswhichmostteenagersarelikelytoencounter.PoliceKnowledge1(PK1)forSecondary1cadetsandPoliceKnowledge2(PK2)forSecondary2cadetswereintroduced.Cadetswillbeequippedwiththerelevantknowledgeasfollow:

A total of 95 cadetsfromSpringfield,RafflesGirls’SchoolandEdgefieldSecondarySchoolsuccessfullycompletedthecourse.Thecourseincludedpracticallessonsonlifesavingapplianceslikeproperdonningoflifevest,activatingaliferaft,WaterConfidenceJump,boardingaliferaftandusingalifebuoytoaffectrescue.

NavigationSortie–WesternSectorThetrainingwasconductedonboardacharteredvesselonthe26May2011intheWesternStraitsofSingapore. Atotalof56cadetsparticipatedinthesortie.Besidesplottingexercisesandidentificationofsalientlandmarks,buoysandbeaconsthecadetswereinvolvedinfixingtheship’spositionusingplottingaids.AspartoftheNationalEducationprogrammeonwastemanagementthecadetsalsovisitedtheSemakauLandfill.Theexercisesendedwell.


RaftingTherafting trainingwasconductedon the3Sep2011 inLoyang Regional Base- Police Coast Guard. 28 cadetsfrom Springfield and Raffles Girls’ School successfullycompletedthecourse.Theyhadtoplan,constructandrowan improvisedaraft. Duringtheconstructionphasethecadetshavetoconsiderwatertightintegrityandbuoyancyin relation toweightdistribution. Inorder tosecure theraftproperlythecadets’ropeworkskillswereanessentialcomponent. The cadets worked relentlessly and theireffortswerewellcoordinated.Theraftswerefinallyverywell constructed as none of the rafts dismantled will atsea.

VisittoPoliceCoastGuard–BraniBaseSea cadets from Secondary III visited the Police CoastGuard, Brani Base on the 31 May 2011. 12 cadets fromRaffles Girls’ School and 20 cadets from SpringfieldSecondary School attended the visit. The visit includedPCG Corporate Video show, Tour onboard a PH ClassCutter craft, Integrated Tactical Training Centre and theBoardingandSearchTrainer.Theentirevisitlastedabout4hours.ThecadetsweregivenaninsightoftheroleandfunctionsofaPoliceCoastGuardofficerand its trainingfacilities. Thecadetsalsounderstoodthe importanceofstrictboardercontrolsatsea.

OfficersBasicTrainingCourseThe67thNPCCOfficersBasicTrainingCourse(OBTC)aimstoprovidetrainingforteacherofficerswhoareassingedtotakeuptheroleofmentoringtheNPCCUnitintheirschools.A total of 112 teachers fromschoolsaroundSingaporeattended OBTC 2011 from 31.10.2011 to 15.11.2011 at theHomeTeamAcademyandCampResilience.

Through the course, teachers acquaint themselveswiththeirrole&responsibilitiesinNPCCandlearntheskillandknowledgerelated to the trainingsof theircadets.Alltraineesreceivedtheirappointmentcertificatesat theendofthecourse.

OverseasEducationalVisittotheBruneiPoliceCadetCorps

BruneiPoliceCadetCorpswasheldfrom23to27May2011.Thedelegationcomprised30Secondary2cadetswhowereaccompaniedby2CadetInspectors,2OfficersandHeadOperationsofNPCCHQ.ThedelegationwasledbyCommandantNPCC,SuptRosalindKhooandhostedbyRoyalBruneiPoliceForceandMinistryofEducation,BruneiDarussalam.

BeijingMunicipalPublicSecurityBureau

Beijing Municipal Public Security Bureau was heldfrom 7 to 12 June 2011. The delegation comprised 15Secondary 3 cadets who were accompanied by 1 CadetInspector, Assistant Commandant of Area 13 and HeadHumanResourceofNPCCHQ.ThedelegationwasledbyCommandantNPCC,SuptRosalindKhoo.

14th NPCC COUNCIL INAUGURATION CEREMONYThe14thNPCCCouncilInaugurationCeremonywasheldon21March2011atChangkatChangiSecondarySchooltoinauguratethenewChairman,MrMichaelPalmer,andthemembersof the14thNPCCCouncil.TheceremonywasofficiatedbyMrMasagosZulkifilBinMasagosMohamad,MinisterofStateforMinistryofEducation&MinistryofHomeAffairs.

TheACretreatthisyearwasheldon24September2011atDignityKitchenat411BalestierRoad.Thegroupwasdividedintodifferent teams for various teambuildingandactivities.A fresh injectionofOCs/DyOCsperareanominatedbyrespectiveACalsoprovidednewideasandinputstotheretreat.
