1. To strengthen opportunities for all citizens to be aware of coastal and ocean issues, and to participate in decision making.
2. To understand, conserve and restore environmental health in Malaysia's coastal and marine areas.
3. To understand, conserve and restore coastal and marine biological diversity for biomes, habitats and ecosystems; species and populations; and genetic diversity.
4. To understand and responsibly utilise non-renewable resources.
5. To improve appreciation of coastal cultures and maritime heritage, and develop mechanisms for their protection.
6. To achieve excellence and innovation in a broad range of marine-related sciences and technologies through ethical research, development and commercialisation.

GOAL 2 Support Sustainable Economic Growth and
Opportunities
1. To achieve a high level of sustainable economic growth, industry differentiation and employment in the coastal and marine sector.
2. To support and empower Malaysians working in marine-related sectors by expanding knowledge and skills in marine science, technology, law and management.
3. To achieve optimum productivity in coastal and marine industries.
4. To meet present needs for coastal and marine resource use without compromising the ability of future generations to meet their needs.
5. To achieve the sustainable physical development of coastal and marine areas.
6. To produce sufficient, safe food sustainably from ocean resources to meet national requirements.
7. To create wealth and achieve fair access to benefits derived from the coasts and ocean for all Malaysians.

GOAL 3 Practice Good Ocean Governance
1. To practice good governance in the management of coastal and marine areas, which have clearly delineated jurisdictional boundaries.
2. To achieve sustainable, integrated, and ecosystem-based management of coastal areas and the ocean.
3. To produce and disseminate sufficient information for wise management of the ocean.
4. To harmonise national legislation and regulations to satisfy Malaysia's international rights and obligations under relevant treaties.
5. To achieve comprehensive international and regional engagement on coastal and marine issues.
GOAL 4Achieve Participatory, Responsible and
Sustainable Development for Islands
1. To explore, understand, conserve and rehabilitate island habitats, resources and biological diversity.
2. To achieve sustainable, integrated and ecosystem-based management and physical development of islands.
3. To improve the livelihood of island communities by creating wealth and ensuring fair access to benefits derived from Malaysia’s islands.
4. To preserve and where necessary, restore island cultures and heritage.
