Development of National List of Essential Medicines

In 1981 the Ministry of Health formulated a national drug policy (NDP) based on theconcept of essential medicines. The first component of the NDP to be implemented wasthe selection of a national list of essential drugs (NLED). Although the first NLED wasselected in 1981 and first published in 1982 yet it was not officially adopted.

In 1985 a national workshop was convened in Khartoum in which the 1982 NLEDwas revised and updated and levels of use allocated, but again it was not officially adopted.

In 1987 the NLED was revised by the Standing Committee for Drug Products Reg-istration. The revised NLED was adopted by Ministerial Order No. 7 dated 15 October1987 , printed in English and widely distributed-

In November 1993 a national workshop was convened in Khartoum and revised1987 NLED. The updated NLED was eventually adopted by Ministerial Order No. 4 dat-ed 15 April 1995 printed in English (original) and Arabic and widely distributed .

In November 2001 a national workshop was convened in Khartoum and revised1995 NLED. The updated list although not officially adopted, yet it was widely acceptedand used. Eventually the NLED was updated by the Standing Committee for Drug Prod-ucts Registration in May 2004 and its title was changed to the National List of EssentialMedicines, using the word "medicine" instead of "drug" as adopted by the World HealthOrganization (WHO). It is planned to be adopted by the Federal Ministry of Health,printed and widely distributed during the current year 2006.

Levels of use

AA. Medicines used in primary heath care units, dressing stations and all other health in-stitutions.

A. Medicines used in dispensaries and health centers run by medical assistants (in addi-tion to AA medicines).

B. Medicines used in rural hospitals and health centers run by medical officers (in addi-tion to A, AA medicines).

C. Medicines used in hospitals with specialist departments (in addition to A, AA, B medicines).

S. Medicines used in specialized centers or specialized units in some designated hospi-tals (in addition to all other essential medicines).

Medicines marked in italics (* IMCI, …A) are B or C level medicines which are pre-scribed and used by health workers trained in Integrated Management of Childhood Ill-ness (IMCI) in specific cases only in dispensaries and rural health centers.
