First

Alternative:

TherecognitionoftheGeneralNationalCongressandtheHouseofRepresentativesastwo

legislativebodiesandmergethem intoasingleentitycalledtheLegislativeCouncilwithasinglepresidential

council.TheLegislativeCouncilwill formanadvisorycommission from revolutionary leaderschosenby the

localcouncils,toparticipateinthechoiceofthesecurityleaders.

SecondAlternative: TheformationofasmallLegislativeCouncilfromwithinthemembershipoftheGeneral

NationalCongress

and

the

House

of

Representatives,

such

that

the

thirteen

electoral

precincts

will

be

representedproportionally.

ThirdAlternative:The formationofa legislative council fromwithin themembershipof theConstitutional

Councilthatwasmandatedwithdraftingtheconstitutionbyselectionofonemember fromeachof the13

precincts.

Fourth

Alternative:

ThereinstatementoftheGeneralNationalCongressasalegislativebodybymeansof

the consentof theparties involved in thenationaldialogue.Thiswill include the formationofanadvisory

bodycommissionedbyanumberof leadersoftherevolutionaries,whowillbenominatedbythemunicipal

and localcouncils,aswellas receiveclearance from theMilitary IntegrityCommission toparticipate in the

selectionofthesupremesecurityleaders.

Fifth

Alternative:ThereinstatementoftheHouseofRepresentativesasa legislativebodybymeansofthe

consentof

the

parties

involved

in

the

national

dialogue.

This

will

include

the

formation

of

an

advisory

body

commissionedbyanumberof leadersof the revolutionaries,whowillbenominatedby themunicipaland

local councils, as well as receive clearance from the Military Integrity Commission to participate in the

selectionofthesupremesecurityleaders.

SixthAlternative: The international community, under the auspicesof theUnitedNations,will convene a

meeting comprised of the influential political andmilitary parties for the purpose of forming a legislative

council..

Senventh

Alternative: TheGeneralAssembly of the Supreme Court or the Judiciary Supreme Councilwill

assumethefunctionsoftheLegislativeCouncil.

Inthiscontext,thesealternativeswillbediscussedwiththepartiestoapproachthedialogueandtradeoffs,

includingthe

agreement

on

the

objective

and

the

most

appropriate

solutions

to

get

out

of

this

crisis,

accordingtothefollowingstages:

First

Phase:Holdseparatemeetingswithallpartiestothedialoguetopresentanddiscussthe initiativeand

documenttheirobservations,opinionsandquestionsandthentoformulateanynecessarysolutionsrequired

toreconcilethemtothisinitiative.

Second

Phase:Holdajointmeetingwiththerepresentativesofthepartiestothedialogueforthepurposeof

draftingtheinitiativeinitsfinalform.

Third

Phase: Communicate with all relevant and supportive parties of this initiative and hold joint and

extendedmeetingstosupportthisinitiative.

Final

Phase:HoldingandorganizingtheNationalForumfortheRescueofLibyainthepresenceofall

partiestothedialogue,relatedpartiesandsupportingparties;andinvitetheSecretaryGeneraloftheUnited

Topreserve

the

unity

and

sovereignty

of

Libya.

IslamistheLibyanstatereligionandIslamicShariaisthemainsourceoflegislation.

Freedom and human rights as enshrined in Islamic law and international

conventions are national binding values, and seeking the rights are only in

accordancewiththelaw.

Commitmenttothedemocraticsystem,thepeacefultransferofpower,respectfor

theprincipleofseparationofpowersandtheadoptionoftheprincipleofdialogue

andreconciliation

TheRevolutionofthe17th

ofFebruaryisarevolutionforallLibyans.Thisrevolution

cannotabandonorneglectitsprinciples,whatevertheconsequenceswillbe.

Theformer,collapsedregimewasunjust,ruthlessandcorrupt. Itrepresentedthe

darkesteraof Libyanhistory.The former regime is irretrievablybrokenandhas

therefore become a part of the past. Henceforth, it should be considered a

criminalacttoadheretoitsprinciplesortotrytoreproducetheformerregimein

anyformK The participation of the February 17th revolutionaries is considered nationally

deservingandimperativeinthistransitionalphaseK The possession and use of weapons will be exclusive to the official security

institutionsandtheircollectionisanurgentnationalnecessityK Terrorismisrejectedinallofitsforms,andonlythestatesinstitutionspossessthe

powerstoconfrontitK

ConstitutionalAspect

The Constitutional Declaration represents the only frame of

reference

AftertherulingoftheConstitutionalChamberoftheSupremeCourt,theelectedmembersofthe

differing legislative authorities became the basis of the constitutional problem.

In light of the differences and disputeswithin the Libyan scene, the solution can only be a

consensualoneand,inthisregard,oneofthefollowingsixalternativesmustbechosen:

First Alternative: The recognition of the General National Congress and the House of

Representatives as two legislative bodies and merge them into a single entity called the

LegislativeCouncilwithasinglepresidentialcouncil.TheLegislativeCouncilwillformanadvisory

commission

from

revolutionary

leaders

chosen

by

the

local

councils,

to

participate

in

the

choice

ofthesecurityleaders.SecondAlternative: TheformationofasmallLegislativeCouncilfromwithinthemembershipof

theGeneralNationalCongressandtheHouseofRepresentatives,suchthatthethirteenelectoral

precinctswillberepresentedproportionally.

Third Alternative: The formation of a legislative council fromwithin themembership of the

Constitutional Council that wasmandated with drafting the constitution by selection of one

memberfromeachofthe13precincts.

FourthAlternative:ThereinstatementoftheGeneralNationalCongressasalegislativebodyby

means of the consent of the parties involved in the national dialogue. This will include the

formationof

an

advisory

body

commissioned

by

anumber

of

leaders

of

the

revolutionaries,

who

will be nominated by themunicipal and local councils, aswell as receive clearance from the

MilitaryIntegrityCommissiontoparticipateintheselectionofthesupremesecurityleadersKFifthAlternative:The reinstatementof theHouseofRepresentativesasa legislativebodyby

means of the consent of the parties involved in the national dialogue. This will include the

formationofanadvisorybodycommissionedbyanumberofleadersoftherevolutionaries,who

will benominatedby themunicipal and local councils, aswell as receive clearance from the

MilitaryIntegrityCommissiontoparticipateintheselectionofthesupremesecurityleadersKSixthAlternative:The internationalcommunity,under theauspicesof theUnitedNations,will

TheLegislative

Council

is

an

entity

with

limited

transitional

authorities.

1. AmendingtheConstitutionalDeclarationasnecessaryforthisphase.

2. AssignedtoHeadaGovernmentofNationalUnityandensureitsadoption.

3.

Closingout

the

2014

fiscal

budget

and

the

adoption

of

the

2015

fiscal

budget.

4. Theissuanceofageneralelectionlaw.

5. TheratificationoftheConstitutionafterthepositivereferendum.

6. Legislatingthenecessarylawstoperformthesefunctions.

Theterm

of

the

Legislative

Council

expires

at

the

announcement

of

thefinalresultsofthegeneralelectionsandholdingtheceremonyof

transferofpowerwithinamaximumperiodoftwoweeks.Inthecase

ofnoncompletionoftheprocessforthetransferofpowerwithinthe

specified period, the elected legislative council will automatically

assumetheirdutiesandwillhaveofficiallyassumedoffice.

TheJudiciary

is

an

independent

authority.

Theconsolidationoftheruleoflawandinstitutionsrequiresthefollowingactions:

Commitmenttoreviewthelegislationsandthedecisionsthathavebeentakenbythe

legislature(Congress,theParliament),withanemphasisonthedirectivesthatcaused

thewideningriftandconfusionoftheLibyanpoliticalscene.

Referral of all prisoners, detainees and suspects to the official authorities and to

expeditetheprocessofreviewingtheircases.

Prohibit theadoptionof any strategic regionalor internationalagreements,ornew

bilateraltreaties,thatexceedthisphase.

Liftingthesocialprotectionofanypersonwhocommitsacrimethatisdetrimentalto

thesecurityandstabilityofthehomeland,andextraditethecriminalstotheofficial

authorities.

regulate

the

media

and

the

adoption

of

arequired

code

of

conduct by the media to observe professionalism, impartiality, ethics and a

Timeline

Inconsideration

of

the

deteriorating

and

dangerous

Libyan

landscape,

and

in

response

to

the

urgent need necessitated by the current situation, it requires the implementation of the

steps outlined in this initiative,Godwilling and byHis help,within amaximum period of

thirty days from the date of the adoption of this initiative that was drafted by national

experts.Thisperiodincludesfourphases:

UrgentActionsAddendum(Thefirststepinthefirstphaseofthetimetable)

Theurgencycausedbytheseriousconditions imposedbytherapidsuccessiveevents in

Libya

requires

taking

preemptive

steps

with

regard

to

the

implementation

plan

and

scheduleof theNational Initiative for the Salvation of Libya through the signing of an

addendumwhichincludesthefollowingimmediateactions:

1.

All

concerned

parties

declaring

their

commitment

to

dialogue

as

the

sole

national

approach

toward

reconciliation

and

Libya

Rescue.

2.

All

concerned

parties

declaring

immediate

ceasefire

and

freezing

of

combatoperationsonallaxesandfrontsand inallcitiesandregionsofLibya,andacceptingan

agreement

for

calm

and

truce

between

armed

groups

throughout

the

period

needed

for

theimplementationofthisinitiative.

3.

Opening

of

safe

corridors

for

the

safe

passage

of

rescue

and

emergency

teams

to

the

affected

and

devastated

areas

and

providing

the

necessary

logistical

support.

4.

The

immediate

opening

of

the

Libyan

airspace

and

all

Libyan

airports

to

enable

domesticandinternationalairtraffic.

5. Acceptingthis initiativeasageneralframework forthedialogueandcomplyingwith

allitsnationalprinciplesandconsideringitasthebasisforthisdialogue.

6.

Each

party

to

the

dialogue

naming

an

official

representative,

an

individual

or

group

of

individuals, and the requiring in writing that they sign on any actions or agreements

reachedduringthedialogue.

7. Adopting this Addendum by issuing a formal statement to be sent to local and

internationalmedia.
