In 1935 Congress passed theHistoric Sites Act, which authorized the Interior Secre-tary authority to formally record and organize historicproperties, and to designate properties as having nationalhistorical signicance, and gave the National Park Ser-vice authority to administer historically signicant fed-erally owned properties.[1] Over the following decadessurveys such as the Historic American Buildings Surveyamassed information about culturally and architecturallysignicant properties in a program known as the HistoricSites Survey.[2] Most of the designations made under thislegislation became National Historic Sites, although thevery rst designation, made December 20, 1935, was forthe Jeerson National Expansion Memorial in St. Louis,Missouri. The rst National Historic Site designation wasmade for the Salem Maritime National Historic Site onMarch 17, 1938.[3]In 1960 the National Park Service took on the adminis-tration of the survey data gathered under this legislation,and the National Historic Landmark program began totake more formal shape.[4] When the National Registerof Historic Places was established in 1966, the NationalHistoric Landmark program was encompassed within it,and rules and procedures for inclusion and designationwere formalized. Because listings (either on the NationalRegister, or as an NHL) often triggered local preservationlaws, legislation in 1980 amended the listing proceduresto require owner agreement to the designations.[5]On October 9, 1960, 92 properties were announced asdesignated NHLs by Secretary of the Interior Fred An-drew Seaton. The rst of these was a political nomina-The Chicago Board of Trade Building located in Chicago, Illinoisis an iconic landmark in Chicago and the United Statestion: the Sergeant Floyd Grave and Monument in SiouxCity, Iowa was ocially designated on June 30 of thatyear, but for various reasons, the public announcementof the rst several NHLs was delayed.2 CriteriaNHLs are designated by the United States Secretary ofthe Interior because they are:Sites where events of national historical signicanceoccurred;Places where prominent persons lived or worked;Icons of ideals that shaped the nation;Outstanding examples of design or construction;3Places characterizing a way of life; orArcheological sites able to yield information.3 Overview of current NHLsMore than 2,500 NHLs have been designated. Most, butnot all, are in the United States.ThereareNHLsinall 50statesandtheDistrict ofColumbia. Three states (Pennsylvania,Massachusetts,and New York) account for nearly 25 percent of the na-tions NHLs. Three cities within these states (Boston,Philadelphia, and New York City) all separately havemore NHLs than 40 of the 50 states. In fact, NewYork City alone has more NHLs than all but ve states:Virginia, California, Pennsylvania, Massachusetts, andNew York (the latter of which has the most NHLs ofall 50 states). There are 74 NHLs in the District ofColumbia.Some NHLs are in U.S. commonwealths and territories,associated states, and foreign states. There are 15 inPuerto Rico, the Virgin Islands, and other U.S. common-wealths and territories; 5 in U.S.-associated states such asMicronesia; and 1 in Morocco.[6][7]Over 100 ships or shipwrecks have been designated asNHLs.4 OtherAbout half of the National Historic Landmarks areprivatelyowned.[8]TheNational HistoricLandmarksProgram relies on suggestions for new designations fromthe National Park Service, which also assists in maintain-ing the landmarks. A friends group of owners and man-agers, the National Historic Landmark Stewards Associ-ation, works to preserve, protect and promote NationalHistoric Landmarks.If not already listed on the National Register of HistoricPlaces, an NHL is automatically added to the Registerupon designation.
