2. This message rescinds SMOM 18-052.

3. Each State Recruiting Retention Battalion (RRB) will follow this guidance when managing ship dates for new enlistments.

a. A Currently In High School Junior (CIHSJR) must enlist within 270 days prior to entry on Initial Active Duty Training (IADT) and is authorized up to 36 paid Initial Duty Training (IDT) periods (nine months). These enlistees are the primary cohort for the split training option.

b. A High School Senior (HSSR) will ship within 365 days from the enlistment date and no earlier than 10 days after the graduation date.

c. A Non-contracted Cadet/SMP applicant (09R1) and Contracted Cadet/SMP (09R2, who options to attend BT) must enlist within 270 days prior to entering IADT.

d. A High School Diploma Graduate (HSDG) must ship within 90 days from the enlistment date and enlist into the MOS that meets the needs of the organization.

(1) HSDGs who enlist with an MOS from the Low Density MOS list or top 10 State MOS list annotated in the current Selective Reserve Incentive Policy (SRIP) may ship at any time during the FY, with exception of 15 May- 30 June, which is typically held by HSSRs.

(2) HSDGs who are not enlisting into a MOS on the Low Density MOS List or Top 10 State MOS List but desire to ship outside the 90-day ship window will be afforded the opportunity. They will be enlisted during the first 5 Military Entry Processing Station (MEPS) processing days of each month only. This allows the States the opportunity to utilize the HSDGs open ship window option and increase ARNG accessions at the beginning of each month. There are no exceptions to this rule.

e. CAT IV (AFQT 16 - 30) applicants must enlist into an MOS that meets the need of the organization and ship to IADT within 60 days of enlistment.

(1) Renegotiations to ship dates will not be authorized.

(2) Renegotiations for meritorious cases, where the delay in shipping is of no fault of the Service Member (SM), may be forwarded to the Recruiting Operations Branch for consideration.

4. All applicants will have three MOS options listed on their DD Form 1966.

5. Applicants that have college enrollment verification for the current or upcoming semester will be scheduled for standard training following completion of the semester. Exceptions to policy (ETP) will be reviewed and exceptions may be made on a case-by­case basis.

6. Service member (SM), who are scheduled for training and subsequently enroll in college in which the semester begins prior to the ship date will be held to their ship date and required to postpone their college start date.

7. Cancellations and Renegotiations. All cancellation and renegotiation requests will be submitted on DA Form 4187 and endorsed by the State RRC. Forward all requests to the REQUEST Operations Center (ROC) for approval consideration, prior to the SM traveling to MEPS. SMs who request a renegotiation into an MOS with a higher security clearance requirement will have the DA Form 4187 submitted to the Accession Suitability Office (ASO), as outlined in paragraph 8. All renegotiation requests will include the desired MOS.

a. The DA Form 4187 must include a detailed description of the reason for the request, enlistment date, and originally scheduled ship date.

b. Requests for MOS changes will be considered for exceptional cases to include: unit reorganization, loss of security clearance, or change in SM's ability to meet MOS qualifications IAW DA PAM 611-21.

c. All training seat renegotiations which change the MOS or enlistment option will be conducted at the MEPS. This ensures data accuracy in the SM's record and proper training seat management. During the renegotiation, the SM will re-sign any annex or form which resulted in modification. SMs in States that have geographical challenges (for example, traveling to MEPS by air) may receive an exception to this rule.

d. Completed renegotiations require all forms and documents to be updated and reflect the new training, basic active service date, and adjustments to any incentives. Failure to initiate these updates at the time of renegotiation may result in data, pay, benefit, and/or incentive discrepancies in the SMs record.

e. All renegotiations will be performed prior to the SM entering the 45 day ship window, which minimizes the loss of training seats. MEPS Guidance Counselor (GC)s may contact the ROC for assistance when conducting a renegotiation. Strength Maintenance Division, Operation (ARNG-HRR-0) will compile a monthly report, filtered by State/Territory and MEPS of any performed renegotiations.

8. JPAS status/ Security clearance verification. All renegotiations will be reviewed for endorsement by the ASO prior to authorization. Any SM who requests an MOS with a higher security clearance requirement will require endorsement by the ASO. All renegotiation request will include the desired MOS. When the security clearance has been verified by the ASO, the MEPS GC may then submit the DA 4187 request for renegotiation to the ROC.

a. When the SM is qualified and the desired MOS has the same security clearance level, or lower, the ASO will endorse the renegotiation. The MEPS GC will review all MOS qualifications prior to renegotiation of the SM.

b. When the desired MOS requires a security clearance level that is higher than what the SM currently possesses, the ASO will annotate in the Guidance Counselor Resource Center (GCRc) workflow, directing the MEPS GC to contact the State Security Manager (SSM) to request an up scope investigation or clearance.

(1) The MEPS GC will follow up with SSM and ensure the security clearance is processed prior to the new ship date.

(2) No SM will ship to IADT without the required JPAS status or security clearance level.

9. This message remains valid until 30 September 2019, unless otherwise rescinded by this office.
