Kindly see the attached scanned pages from the book Symbols of the State which was originally published In 1975 by the Bureau of Local Government of the Department of Local Government and Community Development (predecessor of the Department of the Interior and Local Government), and In cooperation of the Office of the President through the National Historical Institute (now NHCP). Please take note that prior to the signing into law of Republic Act No. 8491 or the Flag and Heraldic Code of the Philippines in 1998. the registration of provincial seals was done by the predecessors of the DILG.
