Sir/Madam,

Please find enclosed a Notification (No.19012/01/2017-Edu dated 30.5.2017)published in Extraordinary Gazette of India (Annexure-I) in respect scheme, inter alia,National Fellowships and Scholarships for Higher Education for STs, beingimplemented by Ministry of Tribal Affairs, under Section 7 of the Aadhaar (TargetedDelivery of Financial and Other Subsidies, Benefits and Servicers) Act, 2016 for necessary

action.

2. It is requested that wide publicity through media and individual notices may be givento the beneficiaries to make them aware of the requirernent of Aadhaar to receive benefitsunder the Schemes and they may be advised to get themselves enrolled at the nearestenrolment centre available in their local areas by 30th June 2017 in respect of scheme incase they are not enrolled.

3. The notification is applicable in all the states and UTs except the states of Assam,Meghalaya and Jammu & Kashmir.

4. It is also requested that instructions issued by UIDAI with regard to Do's and Don'tsregarding usage of Aadhaar data (enclosed as Annexure-II) may be adhered to in letterand spirit to ensure security and privacy of UIOdata.

S.O. 1726(E).-Whereas, the use of Aadhaar as identity document for delivery of services or benefits orsubsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiariesto get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producingmUltipledocuments to prove one's identity;

And whereas, the Ministry of Tribal Affairs (hereinafter referred to as the Ministry) in the Government of[ndia is implementing the following Schemes (hereinafter referred to as the Schemes) through the respectiveimplementing agencies as per the table below for the Scheduled Tribe students (hereinafter referred to as thebeneficiaries), nameiy :-

Now therefore, in pursuance of the provisions of section7 of the Aadhaar (Targeted Delivery of Financial andOther Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the CentralGovernment hereby notifies the following, namely:-

1. (1)An individual desirous of availing benefits under the Schemes is hereby required to filmish proof ofpossession of Aadhaar number or undergo Aadhaar authentication.Any individual desirous of availing benefit under the Schemes, who does not possess the Aadhaar number orhas not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment by the 30th June, 2017, providedhe or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individualsmay visit any Aadhaar enrolment centre (list available at UIDAl website www.uidai.gov.in) for Aadhaarenrolment.

As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, for the Centrally SponsoredSchemes the State Government or Union territory Administration through its Implementing Departments andits pre-rnatric or higher education institutions are required to offer enrolment facilities for the beneficiarieswho are not yet enrolled for Aadhaar and in case of absence of any Aadhaar enrolment centre in the vicinitysuch as in the Block or Taluka or Tehsil, the State Government or Union territory Administration is requiredto.provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars ofUnique Identification Authority of India (UIDAl) or may provide Aadhaar enrolment facilities by becomingUIDAl Registrar and engaging Pre-Matric or Higher education institutions as enrolment agencies:

Provided that for Central Sector Schemes, the Ministry through its implementing agencies is required to offerenrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case of absence of anyAadhaar enrolment centre in the vicinity, the Ministry through its implementing agencies is required toprovide enrolment facilities at convenient locations in coordination with the existing Registrars of UniqueIdentification Authority ofIndia (VIDAl) :Provided further that till the time Aadhaar is assigned to the individual, benefits under the Schemes shall be

given to such individuals subject to the production of the following documents, namely:-

(a) (i) if she or he has enrolled.,her or his Aadhaar EnrolmentID slip; or

(3)

(ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph. (b) ofparagraph 2; and

(b) Anyone of the following documents, namely ;-

(i) Voter Identity Card; or

_(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Bank or Post office Passbook with Photo; or(vi) Certificate of identity having photo issued by the Gazetted officer or Tehsildar on an official letter

head; or(vii) Driving license issued by Licensing Authorityunder theMotor Vehicles Act, 1988 (59 of 1988); or

(viii) Kisan Photo Passbook; or(ix) Any other document as specified by the Ministry or the State Government or Union territory

Administration:Provided also that the above documents shall be checkedby an officer specifically designated by theMinistry

or the State Governrnent or Union territory Administration for that purpose. .? In order to provide convenient and hassle free benefits to the beneficiaries under the. S~hen:es, the Ministrythrough its Implementing Agencies or the State Government or Union territory AdmmlstratLOn through ItsImplementing Departments shall make all required arrangementsincluding the following, namely>

(a) Wide publicity throug!l media and individual notices to be given. to the be~eficiaries ..through educatio:<alinstitutions where beneficiaries are enrolled to make them aware of the requirement 01 Aadhaar .to receivebenefits under the Schemes and they may be advised to get themselves enrolled at the n~arest enrolment ~entreavailable in their areas by the so" June 2017, in case they are not yet enrolled. (b) In case, the beneficiaries are not able to enroll due to non-availability of enrollment centres in the near vicinitysuch as in the Block or Taluka or Tehsil, the Ministry through its Implementing Agencies or the StateGovernment or Union territory Administration through its Implementing Departments is required to createAadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register theirrequests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details asspecified in the second proviso to sub-paragraph (3) of paragraph 1, 'with the concerned officials of theMinistry or the State Government or Union territoryAdministration or the educational institutions or throughthe web portal provided for the purpose.

3. This notification shall come into effect from the date of its publication in the Official Gazette in all States andUnion territories except the States of Assam, Meghalaya and the state of Jammu and Kashmir.

1. Read Aadhaar Act, 2016 and its Regulations carefully and ensure compliance of all theprovisions of the Aadhaar Act, 2016 and its Regulations.

2. Ensure that everyone involved in Aadhaar related work is well conversant withprovisions of Aadhaar Act, 20'17 and its Regulations as well as processes, policiesspecifications; guidelines, circular etc issued by UIDAIfrom time to time.

3. Create internal awareness about consequences of breaches of data as per Aadhaar Act,2016.

4. Follow the information security guidelines of UIDAIas released from time to time.5. Full Aadhaar number display must be controlleclonly for the Aadhaar holder or various

special roles/users having the need within the agency/department. Otherwise, bydefault, all displays should be masked.

6. Verify that all data capture point and information dissemination points [website, reportetc) should comply with UIDAl's security requirements.

7. If agency is storing Aadhaar number in database, data must be encrypted and stored.Encryption. keys must be protected securelv, preferably using HSMs. If simplespreadsheets are used, it must be password protected and securely stored.

8. Access controls to data must be in place to make sure Aadhaar number along withpersonally identifiable demographic data is protected.

9. For Aadhaar number look up in database, either encrypt the input and then look up therecord or use hashing to create Aadhaar number based index.

10. Regular audit must be conducted to ensure Aadhaar number and linkeddata is protected.

11. Ensure that employees and officials understand the implications of the confidentialityand data privacy breach.

12. An individual in the organization must be made responsible for protecting Aadhaarlinked personal data. That person should be in charge of the security of system, accesscontrol, audit, etc.

13. Identify and prevent any potential data breach or publication of personal data.14. Ensure swift action on any breach personal data.15. Ensure no Aadhaar data is displayed or disclosed to external agencies or una~thorized

persons.16. Informed consent - Aadhaar holder should clearly be made aware ofthe usage, the data

being collected, and its usage. Aadhaar holder consent should be taken either on paperor electronically.

17. Authentication choice - When doing authentication, agency should provide multipleways to authenticate (fingerprint, iris, Orp) to ensure all Aadhaar holders are able to useit effectively. _ _

18. Multi-factor for high security - When doing high value transactions, multi-factorauthentication must be considered.

19. Create Exception handling mechanism on following Iines-20. It is expected that a small percentage of Aadhaar holders will not be able to do

biometric authentication. It is necessary that a well-defined exception handlingmechanism be put in place to ensure inclusion.

21. If fingerprint is not working at all even after using multi-finger authentication, thenalternate such as Iris or OTPmust be provided.

22. If the schemes is family based (like PDSsystem], anyone in the family must be able toauthenticate to avail the benefit. This ensures that even if one person is unable -to doany fingerprint authentication, someone else in the family is able to authenticate. Thisreduces the error rate significantly.

23. If none of the above is working (multi-finger, Iris, anyone in family, etc.), then agencymust allow alternate exception handling schemes using card or PIN or other means.

24. All authentication usage must follow with notifications/receipts of transactions.25. All agencies implementing Aadhaar authentication must provide effective grievances

handling mechanism via multiple channels (website, call-center, mobile app, sms,phvslcal-center, etc.).

26. Get all the applications using Aadhaar audited & certified for its data security byappropriate authority such as STQC/CERT-IN.

27. Use only STQC/UIDAI certified biometric devices for Aadhaar authentication.

DON'Ts FOR AADHAAR USERAGENCIESjDEPARTrViENTS1. Do not publish any personal identifiable data including Aadhaar in public

domain/websites etc. Publication of Aadhaar details is punishable under Aadhaar act.2. Do not store biometric information of Aadhaar holders collected forauthentlcatlon.3. Do not store any Aadhaar based data in anY'unprotected endpoint devices; such as pes,

laptops or smart phones or tablets or any other devices.4. Do not print/display out personally identifiable Aadhaar data mapped with any other

departmental data such as on ration card/birth certificate/caste certificate/any othercertificate/document. Aadhaar number if required to be printed, Aadhaar numbershould be truncated or masked. Only last four digits of Aadhaar can bedisplayed/printed.

5. Do not capture/store/use Aadhaar data without consent of the resident as .per Aadhaaract. The purpose of use of Aadhaar information needs to be disclosed to the resident.

6. Do not disclose any Aadhaar related information to any external/unauthorized agencyor individual or entity.

7. Do not locate servers or other IT storage system/ devices having Aadhaar data outsideof a locked, fully secured and access-controlled room

8. Do not permit any unauthorized people to access stored Aadhaar data

9. Do not share Authentication license key with any other entity.
