Prequalification of Constructors for SCADA System of WASA, LDA, Lahore

1.0 INTRODUCTION

The Water & Sanitation Agency (WASA), LDA Lahore has been entrusted by the Government of Punjab and provided funds to finance the cost of “Establishment of SCADA System at Tubewells, Disposal and Lift Stations for WASA Lahore” to eligible payments under the contract(s) for which this Invitation for Pre-qualification is issued.

The Water & Sanitation Agency (WASA), LDA Lahore (hereinafter called “the Employer”) intends to prequalify the firms/constructors for the following Works:

Establishment of completely computerized control and monitoring System, which includes the Design/Engineering, Supply, Installation, Testing& Commissioning of SCADA System on EPC basis and there after Operations & Maintenance (O&M) of the System for three (03) years at the major towns of Lahore viz-a-viz, Ravi Town, Shalimar Town, Wagha Town, Aziz Bhatti Town, Data Gunjh Bukhsh Town, Gulberg, Samnabad Town, Allama lqbal Town and Nishter Town under WASA, LDA, Lahore. In this project, modern instrumentation and control system shall be provided to remotely control and monitor the pumps and generators at tube wells, lift stations and disposal stations from a Central Control Room (CCR).

2.0 INVITATION FOR PREQUALIFICATION

NOTICE FOR PRE-QUALIFICATION OF FIRMS

Water and Sanitation Agency (WASA), Lahore (the Employer) intends to pre-qualify the Firms / Contractors for the following Works:-

Establishment of SCADA System at Tubewells, Disposal Stations and Lift Stations for WASA Lahore.

The project comprises of Design/Engineering, Procurement, Installation, Testing and Commissioning including Operation & Maintenance (O&M) of SCADA System at Tubewells, Disposal Stations and Lift Stations of WASA Lahore, on EPC basis.

For this Purpose, Applications for Prequalification are Invited from the eligible Firms/ Contractors (in their individual capacity or as Joint Venture) meeting the requirements described in Prequalification Documents.

Interested individual firms/JV can obtain the Prequalification Documents from the office of the undersigned in any working day on payment of non-refundable fee of Rs. 500/- (PKR Five Hundred Only), directly or through authorized representative on submission of written applications on the Company’s Letter head. Applications for pre-qualification in original along with two printed copies and two soft copies must be delivered in sealed envelopes by hand or through registered mail not later than 12:00 P.M (PST) on April 28, 2017 and be clearly indicating the project title.

The Employer has the right to reject all the Applications under Punjab Procurement Regulatory Authority (PPRA) Rules 2014. The firms providing unsubstantiated and/or incorrect information are liable for disqualification. Applicants will be informed of the result of the evaluation of applications in due course. Only the firms / Contractors / JVs prequalified under this process will be invited to bid.

3.0 INSTRUCTIONS TO APPLICANTS

3.1 Submission of Applications

3.1.1 Applications for prequalification (one original along with 2 hard copies and 2 soft copies) must be received in sealed envelopes separately and marked as “Original”, “Hard Copy” and “Soft Copy” to be delivered by hand or through registered mail to:-

not later than April 28, 2017 at 12:00 P.M and be clearly marked as “Application for Pre-qualification for Establishment of SCADA System at Tubewells, Disposal and Lift Stations for WASA, LDA, Lahore”. The Applications received late shall not be accepted.

3.1.2 The name and mailing address of the Applicant shall be clearly marked at left hand on the envelope.

3.1.3 The applications shall be prepared in the English language. Information in any other language shall be accompanied by its translation in English. Employer reserves the right to reject any Application for non-compliance of the requirements of this Prequalification Documents.

3.1.4 The Applicants must respond to all questions and provide complete information as advised in this Document. Any lapse to provide essential information may result in disqualification of the Applicant.

3.2 Eligibility and Qualification Criteria 3.2.1 General

The evaluation for prequalification of Applicant firms / constructors shall be based on the criteria given in the succeeding paragraphs under item head “A) Eligibility” and “B) Evaluation Criteria” regarding the Applicant’s Eligibility, Projects Experience, Personnel Capabilities, Tools & Equipment and Financial Soundness as demonstrated by the Applicant’s responses in the Forms attached to this Document. The Employer reserves the right to waive off minor discrepancies/informalities, if these don’t materially affect the capability of an Applicant to perform the Contract. The experience and resources of sub-contractors, subsidiaries, sister and parent organizations shall not be taken into account in determining the Applicant’s compliance with the qualifying criteria. However, the experience and resources of all partners forming a JV shall be considered collectively, as given in the succeeding paragraphs. A) Eligibility

The Applicant must fulfill the following eligibility requirements:

i) The Applicant as single entity must be a local (Pakistani) Firm/Constructor (registered in Pakistan). The local firm(s) may associate with foreign firm(s) to make a Joint Venture (JV), however, one of the local firm(s) must be the lead partner of JV.

ii) The Applicant, as single entity or all partners of a JV, must have valid licence from PEC in the Construction as well as Operations Categories and meet the requirements of Construction Category C-2 and Operations Category O-6, individually in case of single entity and combinely in case of JV. If they donot have licence at the time of the submission of the Application they should provide documentary proof for submission of application to PEC for the required licence along with the receipt of payment of licence fee paid before deadline for submission of Application.

iii) Documentary proof of Company’s Registration with the Government iv) Registration with FBR and PRA and shall be an active Tax payer i.e. NTN, PTN

(for local firms) v) The Applicant should not have been black listed by any Governmental or semi-

Governmental Organization/Department anywhere in the world. Applicant should submit an Undertaking with the Application, certifying that “the Applicants’ Firm(s) has/have not been blacklisted by any Government or Semi-Government organization” anywhere in the world.

vi) In case of Joint Venture, the Applicant must submit JV Agreement/MOU at the time of submission of Application for Prequalification.

vii) An Applicant who submit, or participate in, more than one Application will cause all the Applications to which the Applicant has participated to be disqualified.

The Applications of the Applicants having fulfilled the above eligibility criteria shall be considered for further evaluation under item head “B) Evaluation Criteria”, whereas the Applications of non-eligible Applicants shall be rejected. B) Evaluation Criteria

Following criteria shall be applied for evaluation of the eligible Applicants:

Note: Prequalification status shall be decided on the basis of Pass/Fail basis. The Applicant must secure at least 50% score in each category and at least 70% overall score to qualify / pass.

3.2.2 Category 1: Projects Experience of similar nature and complexity

Points for experience shall be awarded on the basis of following qualifications: Sr No.

Projects of similar nature and complexity with the following scope: Basic Criteria: Design, Supply, Installation, Testing and Commissioning of SCADA/Automation Projects having scope of PLCs/RTUs, SCADA/HMI Software, Motor Control Panels with minimum of 1500 I/O points. Applicant is required to submit Project Profiles with detailed information, as per Application Form A-4 and A-5, such as Scope, BOQ, organization chart, architecture Diagram and any other document necessary for this Application including substantial completion/taking-over certificates should be attached.

Maximum Eight (8) points for each project with maximum of 24 points for 3 No. of Projects. 5 out of 8 points for meeting basic criteria and additionally 3 points for complexity of the project shall be awarded. Zero points shall be awarded for the project if basic criteria is not met with.

3.2.3 Category 2: EPC Experience

Points for EPC experience shall be awarded on the basis of following qualifications: Sr. No.

1. Project of Electrical & Mechanical Works on EPC basis: Basic Criteria: Project cost equal to or more than PKR 400 Million executed over the period of last 10 years. Applicant is required to submit Project Profile(s) with detailed information, as per Application Form A-6, such as Scope, BOQ, and any other document necessary for this application including substantial completion/Taking-Over Certificates should be attached.

Maximum Twelve (12) points for each project with maximum of 24 points for 2 No. of Projects. 8 out of 12 Points for meeting basic criteria and additionally 4 points for complexity/relevancy in the Electrical Works of the project shall be awarded. Zero points shall be awarded for the project if basic criteria is not met with.

3.2.4 Category 3: Personnel Capabilities

Points shall be awarded under this category using the following.

. 3.2.5 Category 4: Tools and Equipment

Credit Marks shall be awarded on the basis of the following criteria and read in conjunction with the Foot Note, if any, given at respective Application Form:

Maximum of 3 Points shall be awarded to the Applicant having average annual turnover of equivalent PKR 500 Million calculated as total payments received for Contracts in progress or completed within the last five (05) years.

3. Financial Capabilities as per Application Form A-10

Total 10 3.3 Joint Venture (JV) 3.3.1 Joint Venture must comply with the following requirements:-

a) following are minimum qualification requirements:-

i) The lead partner shall obtain not less than forty two (42) points out of the total

points given in the Evaluation Criteria under Sub-Clause 3.2.2 to 3.2.6 hereof.

ii) Each partner (other than the lead partner) of a JV shall obtain not less than twenty one (21) points out of the total points given in the Evaluation Criteria under Sub-Clause 3.2.2 to 3.2.6 hereof.

iii) The JV must collectively satisfy the criteria given under Sub-Clause 3.2.2 to 3.2.6 for which purpose the relevant points for each of the partners shall be added to arrive at the JV’s total award points.

b) The JV Agreement/MOU must include a condition stating that all partners of the JV

shall be severally and jointly responsible for the performance of their Works under the Project.

c) The Application shall be signed by all partners in the JV so as to be legally binding on all partners of JV.

3.3.2 After submission of Application for Prequalification by a JV, there shall be no change

in the formation (no subtraction of an existing partner or addition of a new partner) of the JV, by the Applicant until the completion and announcement of the results of Prequalification process. However, a new partner (who has not been prequalified as an Applicant in the prequalification process) may be added to a prequalified Applicant (a single entity or a JV) at the time of bidding for which the Applicant shall submit application with the Employer at least fourteen (14) days before the submission of Bid for its approval.

3.4 Conflict of interest 3.4.1 The applicant (including all partners of a JV) must not be associated, nor have been

associated in the past, with the consultant or any other entity that has prepared the design, specification and other prequalification and bidding document for the project, or was proposed as Engineer for the project, over the last five years. Any association may result in disqualification of the applicant.

3.5 Updating prequalification Information 3.5.1 Bidders shall be required to update the financial, personnel and equipment information

used for prequalification at the time of submitting their bids to confirm their continued compliance with the eligibility and qualification criteria and verification of the information provided at the time of prequalification. A bid shall be rejected if the applicant’s qualification thresholds are no longer met at the time of bidding.

3.6 Other Factors

3.6.1 Only firms and JV’s that have been prequalified under this procedure shall be invited

to bid. A prequalified firm or a partner of a prequalified JV may participate only in one bid for the contract. If a firm submits more than one bid, singly or as a JV, all bids including that bidder will be rejected. This rule will not apply in respect of bids which include specialist sub-contractors who are used by more than one bidder.

3.6.2 The Employer reserves the right to cancel the prequalification process and reject all

Applications. 3.6.3 Applicants will be informed in writing by fax or mail of the results of the evaluation of

the Applications. The Employer shall neither be liable for any such actions nor be under any obligations to inform the Applicant of the grounds for rejection, however, may be debriefed if solicited.
