Seek, Review, Describe, Identify, Prioritize, and Develop: The (Short) Story of the NCI-SRD National Capacity Development Plan

In June 2017, the issue on the lack of a national capacity de-velopment plan was raised during the NCI-SRD Mid-Year Assess-ment and Operational Planning Workshop. To address this need, the Capacity Development Component Working Group (CD CWG) tar-geted the development of a national capacity development plan for the FY 2018. Two (2) major activities were conducted in the first semester of FY 2018 to develop the plan. These two (2) activities were the NCI-SRD Ca-pacity Building Needs Assessment Workshop held last 03 to 06 April

2018 in Subic, Zam-bales and the NCI-SRD National Capacity De-velopment Plan Work-shop held last 18 to 22 June 2018 in Surigao City, Surigao del Norte. Both activities were attended by the rep-resentatives of the Na-tional Technical Work-ing Group (NTWG) and the four (4) CWGs, namely, Policy and Ad-vocacy (PA), Agro-En-terprise Cluster and Agribusiness Devel-opment (AECABD), CD, and Knowledge Management (KM).

The capacity of the NCI-SRD is defined as “the ability to per-form its functions ef-

fectively, efficiently, in a sustainable way to complement and mainstream efforts of the NCI-SRD agencies and other stakehold-ers.” The plan aims to assess the capacity building needs of the NCI-SRD and provide a list of priority capacity building activities for FY 2018-2022, which will help achieve the goals and objectives of the NCI-SRD as an organization. The as-sessment of capacity building needs and its resulting national capacity building ac-tion plan is based on the NCI-SRD as an or-ganization, including the National Steering

Committee (NSC)/Al-ternate NSC (ANSC), NTWG, and the Re-gional Convergence Initiative TWGs. The plan also identifies and prioritizes capac-ity building needs of the four (4) CWGs, which took into con-sideration the capac-ity building needs of the three (3) Ecosys-tems Technical Work-ing Groups (ETWGs), namely Coastal and Marine Resources Management, Sustain-able Lowland Agricul-ture and Forestry and Upland Development.

The National Convergence Initiative for Sus-tainable Rural Development (NCI-SRD) conducted a NCI-SRD Secretariat Strategic Planning Workshop last 19 to 23 March 2018 at Hotel Essencia in Du-maguete, Negros Oriental. The workshop aimed to develop the NCI-SRD Secretariat Strategic Plans for FY 2018-2022, aligned and consistent with the NCI-SRD roadmap for 2018-2030, and in preparation for ISO 9001 Quality Management System certification. The strategic planning workshop was participated by the NCI-SRD Deputy National Focal Person, NCI-SRD Senior Technical Adviser, NCI-SRD Component Working Group (CWG) members, NCI-SRD Secretar-iat, and the Regional Convergence Initiative Tech-nical Working Group (RCI TWG) Central Visayas.

The NCI-SRD Secretariat now envisions itself to be the “nerve center for an efficient and effec-tive strategy for rural development towards sus-tainable agriculture, forestry and fishery-based economy, social equity, ecological integrity, clean and healthy environment”. In order to achieve its vision, the NCI-SRD Secretariat mission is to “facilitate and coordinate NCI-SRD agencies and other stakeholders in the complementa-tion and mainstreaming of efforts for rural de-velopment using the ridge-to-reef approach”.

The five (5) core values to support the NCI-SRD Secretariat’s vision and mission are (1) Excellence, (2) Professionalism and Com-petence, (3) Love of God, (4) Love of Coun-try, and (5) Environmental Stewardship.

The two (2) main core functions of the NCI-SRD Secretariat are coordination and facilitation of the following 15 established strategic thrusts and directions classified based on the Commit-tees, TWGs, CWGs and Ecosystem TWG (ETWGs);National Steering Committee (NSC)/Alternate NSC (ANSC)/NTWG/RCI TWG: Coordination and Facilitation

1. Implementation of the strategic plans and targets of the ANSC/NSC, NTWG, ETWG, and CWG for FY 2018-2022;

2. Development of policy instruments (resolutions, MOA, etc.);

NCI-SRD Conducts FY 2017 Assessment and Operational Planning for FY 2018 and 2019

The National Con-vergence Initiative for Sustainable Rural Development (NCI-SRD) conducted its FY 2017 Assessment and FY 2018/2019 Opera-tional Planning Work-shop last February 26 to March 01, 2018 at the Tagaytay Country Hotel in Tagaytay City.

The workshop was attended by the about 90 participants com-posed of members of the NCI-SRD Nation-al Technical Work-ing Group (NTWG), and the members of the Regional Conver-gence Initiative Tech-nical Working Groups (RCI-TWGs) from Cor-dillera Administra-tive Region, Ilocos to Caraga regions and the Autonomous Re-

gion in Muslim Mind-anao (ARMM) and the NCI-SRD Secretariat.

Director Angel C. Enriquez, CESO III, Bu-reau of Soils and Water Management (BSWM) OIC – Director and NCI-SRD National Fo-cal Person, kickstart-ed the workshop with a message. Director Enriquez emphasized that the RCI-TWGs are

vital in the achieve-ment of our main goals of inclusive growth and poverty reduction in the country-side. She lauded and thanked the RCI-TWGs for their hard work, time, and for giving form and shape to the policy directions provided by the National Steer-ing Committee (NSC), with the assistance of the Alternate Nation-

al Steering Committee (ANSC) and the NTWG. The Director also men-tioned that all inputs gathered from the workshop will serve as vital reference for the development and finalization of the NCI-SRD Roadmap.

RCI Central Luzon conducts first CADP Workshop in the regionby Regional Convergence Initiative Central Luzon - Secretariat

The first Conver-gence Area Develop-ment Plan (CADP) Workshop for Cen-tral Luzon Region was conducted last 23-27 April 2018 at Hacien-da Gracia Hotel & Re-sort, Lubao, Pampanga.

In a series of meet-ings and consultations conducted by the Re-gional Convergence Initiative (RCI) Central Luzon, spearheaded by the Department of Ag-riculture (DA) Regional Field Office III, Tarlac Watershed was select-ed as the region’s pri-ority watershed. The municipalities identi-fied as potential con-

vergence areas are San Jose, Mayantoc, Capas, Bamban and Tarlac City of Tarlac Province. Having the highest poverty incidence rate among the identified municipalities, the Mu-nicipality of San Jose, Tarlac was selected by RCI III as the region’s pilot convergence area in the province.

DA RTD for Oper-ations and Extension Crispulo G. Bautista Jr. formally opened the workshop and wel-comed the participants in behalf of DA RED Roy M. Abaya. RTD Bautis-ta gave his assurance that interventions

identified in the CADP will be given priority for funding by the DA.

R e p r e s e n t a t iv e s from the Municipality of San Jose, Province of Tarlac, Office of the Pro-vincial Governor, Tarlac Agricultural University, National Government Agencies such as BFAR, NIA, DOT, NCIP, DOST and ATI, and mem-bers of RCI III, came together to craft the Convergence Area Pro-file (CAP), CAP Analy-sis, CADP Framework, and CADP Timelines.

The Convergence Area Development Plan (CADP) is a com-

prehensive plan which addresses the manage-ment of the watershed and the ecosystem in a holistic and sustainable manner. This will be done through the im-plementation of inter-ventions and activities that will promote sus-tainable management of all resources within the convergence area. It will serve as a guide for the four (4) lead government agencies (DA-DAR-DENR-DILG), other NGAs, PLGUs, ML-GUs, and institutions involved in the project identification, funding and implementation. ●

Advancing the Carood Watershed Convergence in Boholby Anna Delza S. Barimbao, DevEdD

This is the first time that heads of the four convergence agencies (at the regional and na-tional level) namely, the Department of Agricul-ture (DA), the Depart-ment of Environment and Natural Resources (DENR) and the De-partment of Interior and Local Government (DILG) known as the National Convergence Initiative for Sustain-able Rural Develop-ment (NCI-SRD) gather together in a significant event with the local chief executives of the seven municipalities of Carood in what is dubbed as the launch-ing of the Carood Wa-tershed Convergence.

It was a bright sun-ny day of April 25, 2018, that one feels the festive mood at Quina-le beach resort. Police officers were visible in the area indicating that some notable per-sonalities at the local and national level were expected. Chairs were color coded and neatly arranged on the white sand and lovely ushers ready their leis for office heads that would arrive.

Highlighting this significant event is the signing of the memo-randum of agreement between the heads of

the four convergence agencies, the governor of Bohol, and the local chief executives of the seven municipalities of Carood which include Anda, Alicia, Candijay, Guindulman, Mabini, Pilar and Ubay. The agreement between these parties will hope-fully pursue sustain-able development and meet the performance target of the region-al convergence which is to provide an inclu-sive growth and re-duce poverty in Carood.

The creation of the convergence in Ca-rood by the provincial government of Bohol decades ago was to remedy the perenni-al problem of flooding in the lowland areas, address poverty inci-dence by increasing

the income of farmers and fisherfolk through job generation and cre-ation of livelihoods.

Though the con-cept of convergence has been executed first by the Carood council, but it was not until the NCI-SRD created a strategy through the conduct of the Convergence Area Development Planning and Workshop early last year in Panglao Is-land. It was there that the LGUs identified their problem areas for regional convergence agencies to find ways to meet their needs. The p l a n n i n g - wo rks h o p culminated in the grand launching which bound the commitments of the different agencies.

Inherent in the agreement is the role

and responsibility of each agency to provide financial and technical assistance to the seven municipalities of Ca-rood. Undersecretary Ranibai Dilangalen of the DA, congratulat-ed the local chief ex-ecutives of Carood for taking the initial step towards rural develop-ment. She emphasized that the DA will contin-ue to support agricul-ture -related projects that are specified in the convergence plan to ful-fill the target of govern-ment. To address the two-pronged concerns of flooding and irriga-tion, the DA has con-structed small water impounding projects and small farm reser-voirs. For 2018, the DA has allocated more than P58M to Carood for various projects which

Regional Convergence Initiative (RCI) FEATURE 7include among others road rehabilitation and distribution of farm equipments such as ir-rigation pump, floating tillers, hand tractors, and combine harvester.

The message of Undersecretary Jo-nas Leones explicitly states that the DENR has already pipelined their programs and projects which include the establishment of a 500-hectare bamboo plantation, 200-hectare Ilang-ilang plantation and establishment of small water impound-ing systems and small farm reservoirs. DENR is active in the Nation-al Greening Project of which they have spent P51.86 M for the reha-bilitation of 7,660 hect-ares of open and denud-

ed forest land in Bohol.

While delivery of le-gal services and guide-lines to address the issues related to own-ership and the cover-age of landholdings for Comprehensive Agrar-ian Reform Program (CARP) beneficiaries is strengthened by DAR.

Assistant Director Eliasem Castillo said that the department is committed to secure the ownership through the issuance of Cer-tificate of Land Own-ership Awards (CLO-As). He cited another commitment to secure the tenure of the farm-ers by implementing the leasehold contact through the leasehold system. Around 2,000 agrarian reform ben-

eficiaries will benefit from the ARB ARISE or Assistance to Restore and Install Sustainable Enterprises. Should ca-lamities strike, DAR can also provide credit as-sistance to its ARB ben-eficiaries through joint Memorandum Circular No. 3 of DAR and Land-bank of the Philippines.

The DILG like-wise will be creating an impact in realizing their targets in Carood through its potable wa-ter supply projects and opening local access roads in identified sites. Director Rene Burdeos emphasized that aside from promoting peace and order, the agen-cy will be a vehicle in strengthening local government capability aimed towards the ef-

fective delivery of basic services to the citizenry.

The future of Carood remains bright, now that the governor is willing to partner with convergence. Bohol is currently the darling of convergence with 1.1M tourism mark with the opening of the inter-national airport. The challenge for Carood is in absorbing the in-flux of visitors to Bohol. Five major players will be building P8-12B re-sorts. The question is on sustainability and in conservation of natural resources in Carood.

Now that conver-gence is here in Bohol, there is no doubt that together we can ad-vance the Carood wa-tershed convergence. ●

DA starts project implementation in Suawan-Kulafu Sub-watershed

The Department of Agriculture (DA) in Southern Mindanao started its project implementation for the Suawan-Kulafu sub-watershed, a Convergence Area in Davao City.

During the Regional Convergence Initiative (RCI) planning workshop held recently, concerned agencies reported their plans and programs to be implemented in Suawan-Kulafu Sub-watershed for FY 2018 to 2022. For DA, projects that are on-going include the concreting of farm to market roads in Sitio Upian in Brgy. Marilog Proper (1.95 km.), Concreting of Brgy. Malamba (0.7 km), and Concreting of Suawan to Moab to Biaong Phase 1 (2 km).

Other projects implemented include the granting of one unit Solar Dryer (Cacao/Coffee), one unit Fermenter, and one unit Vermi Composting Facility (Shredder and other components). Other interventions included machineries and equipment, farm to market roads, bridges, water and irrigation system, and other facilities. Moreover, other partner agencies’

projects will be implemented starting next year.

Upon welcoming the participants, Regional Executive Director Ricardo Oñate said that this Suawan-Kulafu sub-watershed project will be a gateway to facilitate inclusive growth and poverty alleviation in the area. This project covers seven barangays of Marilog District in Davao City which include Suawan, Magsaysay, Malamba, Dalag-lumot, Tamugan, Salaysay, and Marilog Proper. The work plan was divided into infrastructure and environment, socio-inclusive growth and poverty reduction that will be implemented starting 2018 until

2022.

For the environment and ecosystem management, projects to be implemented include the National Greening Program, forest protection, agro forestry, organic agriculture, riverbank protection, establishment of barangay forest, establishment of rain water catchment, and establishment of barangay nursery.

Collaborating with DA are the other National Convergence Initiative for Sustainable Rural Development (NCI-SRD) core member agencies namely, the Departments of Agrarian Reform (DAR), Environment

and Natural Resources (DENR), and the Interior and Local Government (DILG).

Aside from the NCI-SRD member agencies, other agencies also vow to collaborate and contribute for the fulfilment of the project plan. These include Department of Social Welfare and Development, LGUs of the respective barangay, GOCCs, SUCs, and NGAs.

Oñate added said that this convergence initiative will also be an open door for another convergence projects such as the 4K project, which will be implemented soon. ●

RCI Davao Region conducts consultation on FPIC

The RCI Davao Region conducted a consultation with the National Commission on Indigenous Peoples (NCIP) in Bgry. Suawan, Marilog District, Davao City last January 16, 2018. It was attended by the RCI TWGs, B/LGUs, and Agricultural Technicians of the 7 barangays covered by the convergence area namely Barangays Suawan, Tamugan, Magsaysay, Salaysay, Marilog Proper, Dalag-Lumot and Malamba.

As most part of Suawan-Kulafu Subwatershed, pilot site for convergence initiative in Davao City, are CADT areas, it is crucial to

meet and discuss with the concerned agencies, particularly the NCIP, the required enabling documents prior to project implementation.

As a result, the participants were able to understand the customary requirements in CADT areas, and the different enabling documents and its process flow required by the NCIP prior to the implementation of programs and projects. Participants of the activity came to an agreement on how to expedite the process of Free Prior Informed Consents (FPIC) and other requirements in the convergence area. ●

In preparation for the ISO 9001 Quality Man-agement System certification, the Terms of Ref-erence of Job Order Contractuals, Performance Assessment Rating Matrix, and quality manage-ment procedures were defined. The NCI-SRD Secretariat’s performance is measured based on Quality, Efficiency and Timeliness, patterned af-ter the Strategic Performance Management Sys-tem (SPMS) -Individual Performance Commitment and Review (IPCR) of the Civil Service Commission (CSC). The Standard Operating Procedures (SOPs) developed for the human resource development, administrative and finance, and technical matters will help the NCI-SRD Secretariat to effectively and efficiently carry out the NCI-SRD operations.

The NTWG endorsed the Secretariat Stra-tegic Plans and Targets last 02 May 2018 and was approved by the ANSC last 15 May 2018. ●

Similarly, the RCI-TWGs presented their FY 2017 Accomplishments, FY 2018 Annual Operational Plans and FY 2019 Plans and Bud-get Proposals. The workshop also provided a brief overview of the NCI-SRD Roadmap and the schedules of the island-wide public con-sultations, which will be mainly participat-ed by the RCI-TWGs and their LGU partners. It ended with a plenary discussion on the pro-posed RCI Plans and Targets for FY 2018-2022, as indicated in the draft NCI-SRD roadmap.

The workshop closed with a message from Department of Agriculture Undersecretary for Special Concerns and ANSC Permanent Al-ternate Chair, Atty. Ranibai D. Dilangalen. In her closing remarks, Undersecretary Dilan-galen expressed how impressed she was over the fact that the objectives of the workshop were met. The Undersecretary thanked and congratulated everyone for a job well done. ●

tion (FAO) tool in assessing capacity building needs was used as a guide to identify, assess and prioritize needs and translate these needs to an action plan that will improve planning, implementation and monitoring of activities. The five (5) steps undertaken for the assess-ment were the following: (1) seek the support and agree on the goals, objectives, expected outputs and process of assessing the capacity building needs of the NCI-SRD; (2) review the existing capacity and performance of the NCI-SRD; (3) describe the desired improved NCI-SRD organization; (4) identify and prioritize capacity building needs of the NCI-SRD; and (5) develop a national capacity building plan.

The final draft plan will be present-ed to the NTWG for its final technical re-view in July. It will then be endorsed to the ANSC for final approval in the same month. ●

The NCI-SRD road-map aims to chart the major directions

of the NCI-SRD as an organization in the medium term to con-tribute to the goal of inclusive growth and poverty reduction through complemen-tation of efforts in the rural sector following the ridge-to-reef ap-proach. It defines the needs and set priori-ties of the NCI-SRD and provides directions to the decision makers in planning, budget-ing, implementation, monitoring and eval-uation of the NCI-SRD

programs, activities and projects. It also as-pires to strengthen the partnership of the four (4) NCI-SRD agencies. The NCI-SRD road-map contains the fol-lowing seven (7) ma-jor sections, namely:

NCI-SRD Accomplishment Report (January - June 2018)For 2018, the NCI-SRD will focus its efforts on develop-

ing and fine-tuning development plans to chart the direc-tions of the organization in the next five (5) years. These development plans include the NCI-SRD strategic plans and roadmap for CY 2018-2030, NCI-SRD Secretariat Strategic Plans for CY 2018-2022, Convergence Area De-velopment Plan (CADP) Manual of Operations, NCI-SRD Strategic Communication Plan, and the NCI-SRD Nation-al Capacity Development Plan for FY 2018-2022. These plans have been recalibrated to align with the strategies under Philippine Development Plan (PDP) 2017-2022.

Towards this end, the three (3) major accom-plishments were made from January to June 2018:

1. Issuance of the following six (6) NCI-SRD Joint Resolutions:1. Recommending for the Endorsement of

the Consolidated Budget for the Ligawasan Marsh for Fiscal Year (FY) 2017 under the General Appropriations Act (GAA) and Re-questing the National Steering Commit-tee (NSC) to Source Out Funds of Proposed Plans and Projects Outside of the GAA;

2. Designation of the Master in Public Man-agement Major in Rural Development Scholarship Program Graduates as Mem-bers of the National and Regional Techni-cal Working Groups/Component Working Groups of the National Convergence Ini-tiative for Sustainable Rural Development;

3. Adopting “One Conver-gence Area per Region” Policy;

4. Approving the National Convergence Initia-tive for Sustainable Rural Development (NCI-SRD) Accomplishment Report for FY 2017;

5. Approving the National Conver-gence Initiative for Sustainable Ru-ral Development (NCI-SRD) Annu-al Operational Plans for FY 2018; and

6. Approving the National Convergence Initia-tive for Sustainable Rural Development (NCI-SRD) Plans and Budget Proposals for FY 2019.

Four (4) NCI-SRD Joint Resolutions were ap-proved at the Alternate National Steering Committee (ANSC) level, composed of the Undersecretaries from DA-DAR-DENR-DILG last 15 May 2018. These four (4) NCI-SRD Joint Resolutions are awaiting final ap-proval from the National Steering Committee (NSC), composed of the NCI-SRD Department Secretaries:

1. Directing the Regional Convergence Ini-tiative (RCI TWG) Zamboanga Peninsu-la to Fund and Implement the Conver-gence Area Development Plans (CADPs)

of the Municipalities of Bayog, Dumin-gag and Kumalarang in Zamboanga del Sur, and the Municipality of Tungawan in Zamboanga Sibugay for FY 2018-2022;

2. Directing the RCI TWG Central Visayas to Fund and Implement the Carood Watershed CADP for FY 2018-2022;

3. Approving the NCI-SRD CADP Manual of Oper-ations and Directing the NCI-SRD Secretariat to Publish and Cascade the NCI-SRD Manual of Operations to the NCI-SRD Stakeholders; and

4. Approving the NCI-SRD Secretariat Strate-gic Plans and Targets for FY 2018-2022.

2. Development of the NCI-SRD Secretariat Stra-tegic Plans and Targets for FY 2018-2022; and

3. Development of the CADP Manual of Operations.From January to June 2018, the follow-

4. Visayas Island Public Consultation on the NCI-SRD Roadmap held last 26-28 March 2018 in Bohol;

5. Capacity Building Needs Assessment Workshop held last 3-6 April 2018 in Subic Bay, Zambales;

6. Mindanao Island Public Consultation on the NCI-SRD Roadmap held last 11-13 April in Davao City;

7. Carood Watershed Convergence Area Launch-ing held last 25 April 2018 in Anda, Bohol;

8. Convergence Area Development Plan Work-shop for the Municipality of San Jose, Tarlac held last 23-27 April 2018 in Lubao, Pampanga;

9. NCI-SRD Roadmap Writeshop held last 14-15 June 2018 at DAR Central Office, Quezon City; and

10. NCI-SRD National Capacity Develop-ment Plan Workshop held last 18-22 June 2018 in Surigao City, Surigao del Norte.

The NCI-SRD ANSC, composed of the permanent al-ternate Undersecretaries, conducted three (3) meetings to approve the four (4) latest resolutions. The NCI-SRD National Technical Working Group (NTWG), composed of the Chairpersons of the four (4) Component Work-ing Groups and three (3) Ecosystems Technical Work-ing Groups, conducted its 1st meeting last 2 May 2018 at the Bureau of Soils and Water Management (BSWM), endorsing the four (4) latest resolutions to the ANSC. ●
