Switzerland’s economical performance is
remarkable. With a GDP of about 650 billion CHF
Switzerland is among the 20 most important
economies in the world.
Research, development and innovation (RDI) is an
important factor for preserving Switzerland’s
economical strengths, its human well-being and
enable the achievement of a sustainable future.
In 2013, Switzerland invested 3% of its GDP or
almost 20 billion CHF in RDI – more than ever
before. 13.5 billion CHF were private investments
from small and medium-sized enterprises and
larger (multinational) firms.
The public spending of 6.5 billion CHF for RDI
comprises mostly the contribution to universities
and the FIT domain but also Third Party Funding
(e.g. SNSF, CTI, Space, H2020; see next slide).

Third Party Funding
The second biggest public funding pot accessible
for public and private researchers from Switzerland
is not in Bern but in Brussels:
It is the 8th
EU-Frameworkprogramme called
Horizon 2020 with an overall budget of 70 billion
EUR from 2014 to 2020.
The amount represented by the research contracts
placed by the European Commission in the past
with Swiss entities varies, representing in average a
value of about 400-500 million CHF per year. *

Horizon 2020 is about world-class science and global
RDI competition.
How can you excel international players/competitors
if you are limited to your country’s boarders?
National RDI projects and national cooperation are
important but cannot replace international RDI.
Would Roger Federer be the world-class tennis
player he is today if he were allowed to compete in
national tournaments only?
Achieving/maintaining a world class level
but without crossing the national borders?

2014 was not a good year for international RDI. But
with the partial association to Horizon 2020 (from
15.9.2014 to 31.12.2016) in combination with the
national funding Switzerland has found a very
good arrangement for the time being.
2015 and 2016 represent a clear opportunity to
make best use of the current arrangement
between the EU and Switzerland. This is the very
reason for this conference today.
Projects and participations (“grants”) acquired in
2015 and 2016 will not be affected by the political
decisions to be taken for 2017 and beyond.

The adoption of the public initiative against mass
immigration has caused bigger problems in 2014
for the Swiss participation to Horizon 2020. The
source for those problems are not at all related
to research but the result of a political link with
another dossier. There are still many open
question regarding the implementation of this
initiative to be settled by 2017. Today, we will leave
this problem to the politicians where it belongs.

Conclusion
A strong economy needs RDI for sustainable growth
and only a strong economy does substantially invest
in RDI.
Knowledge and know-how stemming from RDI
guarantees a competitive economy that is for the
benefit of all citizens. But RDI cannot be limited by
the country’s boarders.
Horizon2020 is the main international platform for
Switzerland to participate in international world-
class RDI projects.
The current partial association to Horizon 2020
allows entities from Switzerland to participate in
almost all programs and calls.
EU-funding is provided in some programmes (Pillar I)
and SERI-funding for others (Pillars II&III).

by the EC.
The needed legal basis (ordinance) will enter into force on 1.10.2014 (Überarbeitete
Begleitmassnahmenverordnung).

will not re-evaluate the content of the H2020 proposal but the request for national funding only.

von 70 Mrd. € in den nächsten sieben Jahren vergeben.
Beteiligen können sich alle Schweizer Forschenden aus dem öffentlichen sowie
privaten Sektor.
Je mehr hervorragende Projekte die Schweiz einreicht, desto
mehr Fördergelder der EU fliessen in die Schweiz.
