National Competency-Based Teacher Standards
(NCBTS)
What is NCBTS?
• developed by DepEd in relation to TEDP
• set of competencies that each teacher must possess to function effectively and satisfactorily
What is NCBTS?
• based on the core values of Filipino teachers and principles of effective teaching and learning
• divided into 7 domains, each representing the desired features of the teaching and learning process
How should Teachers use the NCBTS?
• guide to reflect on their current teaching practices
• framework for creating new teaching practices
• guidepost for planning for professional development goals
• common language for discussing teaching practices with other teachers
Domain 1Social Regard for Learning
Acts as a positive role model for students
Domain 7Personal Growth and
Professional Development• Takes pride in the nobility of
teaching as a profession• Builds professional links with
colleagues to enrich teaching practice
• Reflects on the extent of the attainment of learning goals

PrincipleTeachers in all
Philippine schools are committed and accountable
for providing classroom instruction with results that
are manifested in high performance levels in terms
of student learning outcomes. Teachers are dedicated to the well-being of the students and
communities they serve, taking into account their cultural diversity, group aspirations and what
is valued in education.
Domain 2The Learning Environment
• Creates an environment that promotes fairness
• Makes the physical environment safe and conducive to learning
• Communicates higher learning expectations to each learner
• Establishes and maintains consistent standards of learners behavior
Domain 6Community Linkages
• Establishes learning environments that respond to the aspirations of the community
Domain 3Diversity of Learners
• Is familiar with learner’s background knowledge and experiences
• Demonstrates concern for holistic development of learners
Domain 5Planning Assessing and Reporting
• Communicates promptly and clearly to learners, parents, and superiors about the progress of learners
• Develops and uses a variety of appropriates assessment strategies to monitor and evaluate learning
• Monitors regularly and provides feedback on learners’ understanding of content
Domain 4Curriculum
• Demonstrates mastery of the subject• Communicates clear learning goals for the lessons that
are appropriate for learners• Makes good use of allotted instructional time• Selects teaching methods, learning activities, and
instructional materials or resources appropriate to learners and aligned to the objectives of the lesson

- focuses on the importance of creating a social, psychological, and physical environment wherein all students can engage in different learning activities and work toward attaining high standards of learning

Domain 3Domain 3Diversity of Learners
- teachers can facilitate learning in diverse learners by respecting and recognizing one’s differences, then using that knowledge to design diverse sets of activities to ensure all students can attain desired learning goals
•Is familiar with learner’s background knowledge and experiences•Demonstrates concern for holistic development of learners
Domain 4Domain 4Curriculum
- refers to all the teaching-learning process that work in convergence to help students understand curricular goals and objectives and attain high standards of learning defined in the curriculum
•Demonstrates mastery of the subject•Communicates clear learning goals for the lessons that are appropriate for learners•Makes good use of allotted instructional time•Selects teaching methods, learning activities, and instructional materials or resources appropriate to learners and aligned to the objectives of the lesson
Domain 5Domain 5Planning Assessing and
Reporting- refers to the alignment of assessment and planning activities; focuses on (1) use of assessment data to plan and revise teaching-learning plan, (2) integration of assessment procedures and implementation of teaching-learning activities, (3) reporting on learner’s actual achievement and behavior
•Communicates promptly and clearly to learners, parents, and superiors about the progress of learners•Develops and uses a variety of appropriates assessment strategies to monitor and evaluate learning •Monitors regularly and provides feedback on learners’ understanding of content
Domain 6Domain 6Community Linkages
- focuses on teacher’s efforts directed to strengthening the links between schools and communities, as these links help in the attainment of curricular goals•Establishes learning environments that respond to the aspirations of the community
Domain 7Domain 7Personal Growth and
Professional Development- emphasizes that teachers value having a high personal regard for the teaching profession, concern for professional development, and continuous improvement as teachers.
•Takes pride in the nobility of teaching as a profession•Builds professional links with colleagues to enrich teaching practice•Reflects on the extent of the attainment of learning goals
