National Bamboo Mission

Context –:

Bamboo Technology Parks to be set up in the

two new UTs of Jammu and Kashmir, and

Ladakh

The Cane and Bamboo Technology Centre

(CBTC) under NEC will implement the project.

The project for setting up three new Bamboo

Technology Parks in Jammu, Srinagar and Leh

would be in consonance with the National

Bamboo Mission (NBM).

About mission -:

National Bamboo Mission (NBM) is a sub

scheme implemented by Department of

Agriculture & Cooperation (DAC), Ministry of

Agriculture & Farmers Welfare, under a 100%

Centrally Sponsored Scheme called Mission for

Integrated Development of Horticulture (MIDH).

The Mission envisages promoting holistic growth

of bamboo sector by adopting area-based,

regionally differentiated strategy and to increase

the area under bamboo cultivation and marketing.

The restructured National Bamboo Mission

(NBM) was approved in April, 2018 for

implementation till the end of 14th Finance

Commission , with aims to inter-alia supplement farm

income of farmers with focus on the development of

complete value chain of bamboo sector linking

growers with industry.

Implementation -:

The scheme is being implemented in non-forest

Government land, farmers field in States where it

has social, commercial and economical

advantage, including the bamboo rich States of

North Eastern region and Madhya Pradesh,

Maharashtra, Chhattisgarh, Odisha, Karnataka,

Uttarakhand, Bihar, Jharkhand, Andhra Pradesh,

Telangana, Gujarat, Tamil Nadu and Kerala.

Funding Pattern:

60:40 between Centre and State Govt. for

all States (excepting NE & Hilly states),

90:10 for the NE & Hilly States, and

100% for Union Territories/R&D

Institutes/Bamboo Technology Support

Groups (BTSGs) and National Level

Agencies.

stake-holders for the development of

bamboo;

PISA 2021Context-:

Union Human Resource Development Minister reviewed

the preparations for the Programme for International

Student Assessment (PISA) 2021 and instructed all the

Deputy Commissioners to work hard to make India

successful in this examination.

Significance-:

India’s participation in this examination is an important

platform to bring global recognition to Indian talent.

It will also make our education system in line with

global standards.

The students of Kendriya Vidyalaya Sangathan,

Navodaya Vidyalaya Samiti and Union

Territory of Chandigarh will represent India in

this examination.

India and PISA -:

India had taken part in Programme for

International Student Assessment (PISA) in

2009 and bagged the 72nd rank among 74

participating countries. Then UPA government

had boycotted PISA, blaming “out of context”

questions for India’s dismal performance.

The Programme for International Student

Assessment (PISA) is a worldwide study by

the Organisation for Economic Co-operation

and Development (OECD) in member and

non-member nations intended to evaluate

educational systems by measuring 15-year-old

school pupils' scholastic performance on

mathematics, science, and reading.

Core sector output falls 5.2% in Sept.

Context-:

Output of eight core infrastructure

industries contracted by 5.2% in September,

indicating the severity of the economic

slowdown.

Key details -:

As many as seven of eight core industries

saw a contraction in output in September.

Coal production fell steeply by 20.5%,

crude oil by 5.4%, and natural gas by 4.9%.

Sex ratio improves in country; birth and death rates dipContext-:

Central Bureau of Health Intelligence (CBHI)

has released National Health Profile (NHP)

2019.

Key details -:

DATA ON SEX RATIO-:

As per the NHP, sex ratio (number of

females per 1,000 males) in the country

has improved from 933 in 2001 to 943 in

2011.

In rural areas the sex ratio has increased

from 946 to 949.

The corresponding increase in urban

areas has been of 29 points from 900 to

Kerala has recorded the highest sex ratio

in respect of total population (1,084),

rural population (1,078) and urban

The lowest sex ratio in rural areas has

been recorded in Chandigarh (690).

Birth rate, death rate and natural growth rate-:

The estimated birth rate reduced from 25.8 in 2000

to 20.4 in 2016 while the death rate declined from

8.5 to 6.4 per 1,000 population over the same

period.

The natural growth rate declined from 17.3 in 2000

to 14 in 2016 as per the latest available information

As per the report, the total fertility rate (average

number of children that will be born to a woman

during her lifetime) in 12 States has fallen below two

children per woman and nine States have reached

replacement levels of 2.1 and above.

Delhi, Tamil Nadu and West Bengal have the

It was also observed that non-communicable

diseases dominated over the communicable in

the total disease burden of the country.

Health manpower availability in public sector-:

The total number of registered allopathic

doctors (up to 2018) is 11,54,686.

Number of dental surgeons registered with

Central/State Dental Councils of India was

2,54,283.

dental surgeons registered with the

Central/State Dental Council of India from

2007 to 2018.

The total number of registered AYUSH

Doctors in India as on January 1, 2018 was

7,99,879.

DNA Technology bill 2019

Context-:

A parliamentary panel headed by Congress leader

Jairam Ramesh began hearing the contentious

DNA Technology (Use and Application)

Regulation Bill, 2019 with members grilling

officials from the Department of Biotechnology

on scope for violations of privacy in the proposed

DNA data bank.

About bill -:

The bill which is also known as the DNA

profiling bill, tries to check use of DNA

technology to establish the identity of a person.

DNA technology bill aims to establish the

identity of missing persons, victims, offenders,

under trials and unknown deceased persons.

The Lok Sabha passed a similar bill in January,

2019 but it lapsed when the Rajya Sabha could

not clear it due to lack of support from the

opposition.

Highlights of the Bill-:

DNA bill seeks to establish a national data

bank and regional DNA data banks.

Bill seeks to establish a DNA Regulatory

Board. Every laboratory that analyses DNA

samples to establish the identity of an

individual, has to be accredited by the board.

The bill also proposes a written consent by

individuals be obtained before collection of

their DNA samples. However, consent is not

required for offences with punishment of

more than seven years in jail or death.

As per the bill, all DNA data, including DNA

profiles, DNA samples and records, will only be

used for identification of the person and not for

any other purpose.

According to it, those leaking the DNA profile

information to people or entities who are not

entitled to have it, will be punished with a jail

term of up to three years and a fine of up to Rs. 1

lakh. Similar, punishment has also been provided

for those who seek the information on DNA

profiles illegally.

Criticism-:

It violates the fundamental right of privacy

under right to life (art 21).

It will establish an institutional mechanism for

the snooping of citizen.

Benefits of DNA Profiling

Through DNA profiling technique, heinous

crimes can be easily solved.

It can also help to nab criminals.

DNA profiles taken from the place of crime

can be matched with the samples of criminals

arrested even after several years.

Criticism-:

WhatsApp hacking case

Context -:

The Centre has sought an explanation

from messaging platform WhatsApp

after the Facebook-owned company

confirmed that some Indian users of its

app came under surveillance using an

Israeli spyware.

Those targeted include journalists,

lawyers & Dalit and human rights activists

The use of the spyware in question,

Pegasus, via WhatsApp was first

identified in May this year.

The spyware exploited a vulnerability in

WhatsApp’s video-call feature that

allowed attackers to inject the spyware on

to phones simply by ringing the number

of a target’s device.
