Dear Colleagues and Friends of NATOA and Mouseketeers—

On behalf of the 2005–2006 Board of Directors of the National Association of Telecommunications Officers and Advisors, I am very pleased to welcome you to our 26th Annual Conference in Lake Buena Vista, Florida. This year’s theme, Imagination Generation: The Future of

Communications, reminds us of the innovation and progress that communications has experienced during the last 26 years. We are also reminded of the spinning teacups of federal legislation which is changing the not so small world of telecommunications.

Due to federal legislation marching down the Main Street of Congress that will decide the future of telecommunications at the local level, several sessions have been planned to help us all understand its implications and required actions. You will also have an opportunity to learn about the future of technologies and what we have to look forward to in the land of tomorrow.

It is NATOA’s mission to continually educate and inform our members about telecommunications trends and policy issues, provide opportunities for members to network and learn from others’ successes and failures, and recognize and reward excellence in the field and dedication to public service.

To meet the thunderous mountain of requests for information on providing widespread information services for the public, this year we have changed direction and created the Community Networks track. These sessions will provide information at the entry level as well as at the advanced level and will include something for everyone.

This year, NATOA’s Annual Government Programming Awards Gala will be the closing event of the conference. We are very pleased to present this celebratory event, which recognizes the best of government access programming among hundreds of entries, from large cities and small, all across the nation. We are proud to share that this year had the highest number of entries in 21 years! The awards gala is a wonderful celebration of government programming and those who create it.

It takes a great many people to plan and execute a successful annual conference. Doris Boris, NATOA’s President-elect from Charlotte-Mecklenburg County, NC, Joanne Hovis, Board Director, Columbia Telecommunications Corp., Columbia, MD, and Board Director, Jennifer McKinney from the City of Tucson, AZ, served as this year’s Conference Committee co-chairs. They were ably supported by their track chairs and committee members. Jerry Musial, of West Allis, WI, and his Government Programming Awards Committee, as usual, did an outstanding job of organizing and planning this year’s awards program. And, of course, none of this would be possible without the exceptional work and dedication of NATOA’s staff, led by Executive Director, Libby Beaty, and including Manager of Operations, Jennifer Harman, and Administrative Assistant, Melissa Robinson.

This annual conference is your E ticket to gain the knowledge and tools needed to enhance your career and launch your community into the world of tomorrow. A premiere opportunity awaits you in each session, during networking or touring the exhibit hall. The more energy you put into your experience the more you take home with you. It’s a ride well worth taking.

So, on behalf of NATOA’s Board of Directors and staff, thank you for joining us here, and we hope you have a chance before or after the sessions to enjoy the Happiest Place on Earth.

Community Networks—Wireless for Dummies: A Technology PrimerEMERALD

In an era of breathless, uncritical reporting of wireless technologies, local governments need help to understand the products and services the industry is so eager to sell us. What’s WiFi? What’s WiMax, and is it really better? What do all those numbers (IEEE 802.11, 802.16; 802.20) really mean? Is a WiFi network comparable to a carrier wireless network? What’s the difference between a standards-based and a proprietary wireless system? What are the problems with using unlicensed-spectrum wireless? This session is designed to help you make sense of the wireless confusion and get beyond the hype.

Tech Showcase—Granicus—Webcasting—increase public involvement

Greater Public Access and Enhanced Legislative Management ProcessesKNAVE/SCRIBEIn today’s competitive and media-rich news environment, jurisdictions need to utilize all available means to keep their information exciting and informative. Delivering service announcements through streaming video opens new doors to keep your constituents informed and active in the government decisions. Webcasting your information provides access anytime and from anywhere, and isn’t limited by our local cable channel or only to your local service area. Best of all they get the information in real-time. The public see websites as a key access vehicle. They want to go to a single source, not search multiple broad ranging, general access sources in the hopes of finding information about events that affect their daily lives. Your website can be that key source. This session covers a variety of topics that affect the use of digital audio and/or video recording technology and uncovers the spectrum of options available, as well as their strengths and weaknesses. It will explore how local government agencies are utilizing webcasting to deliver on-demand training environments, which provides cost-effective ways to teach and interact with police, fire, department staff and citizen groups. (There is no extra charge for the Tech Showcases, but advance registration is required.)
