| Introduction

GAStat is pleased to provide the Saudi National Accounts Bulletin for the fiscal years 2013 to 2016

according to the System of National Accounts 2008 (SNA2008). It depends on the detailed results of

multiple statistical surveys carried out by the GAStat, most importantly the annual economic and social

surveys.

The bulletin includes the current accounts according to the SNA sequence of accounts, in addition to

the Capital Account. The accounts include: The Production Account, Generation of Income Account,

Allocation of Primary Income Account, Secondary Distribution of Income Account, the Redistribution of

Income in Kind Account, the Use of Disposable Income Account and the Capital Account. These

accounts were compiled for all institutional sectors, which are recommended by the system on the

macroeconomic level, including the Rest of the World Sector.

GAStat hopes the bulletin will cope with the international developments in the field of the national

accounts, and meet needs of researchers decision-makers. Please feel free to make any comments or

suggestions meant to improve the bulletin.

I. Glossary of Terms

Gross Output

Gross Output The value of commodity and services resulted from

producing activity for institutional units that use input during the

accounting period. It includes finished, unfinished and the

products produced for own use. The value of output is usually

estimated at producer prices, that represents the market value at

factory gate.

Gross Domestic Product (GDP) (By Production Approach)

Gross Domestic Product is equal to the total value added of the

resident producers at producer price, in which taxes are added

and subsidies are deducted. However, it can be referred to as the

total of outputs, from which the intermediate consumption

aggregate is deducted, and the net products taxes are added

(taxes less subsidies), which are not included in the outputs

value.

Gross Domestic Product at Market Price (By Expenditure

Approach) Gross Domestic product is equal to the total of final expenditure at purchasers price including exports at free on board prices (FOB), from which imports are deducted.

Gross Domestic Product (GDP) (By Income Approach) Equals the total value of compensation of employees, plus the gross operating surplus and mixed-income plus net taxes.

National Income National income is equal to GDP less primary incomes payable to non-resident units plus primary income receivable from non-resident units. It is equal to the gross primary incomes of all sectors in the primary distribution of income accounts.

Intermediate consumption

It is the value of goods and services that is used as inputs for the

production process excluding fixed assets as their consumption is

considered as a consumption of the fixed capital. The used goods

and services might be totally transformed or consumed in the

production process. Some inputs may emerge again after being

transformed or merged with the outputs. There are some inputs

that can be totally disappeared such as electricity and other

similar services.

Disposable Income Equal to the gross national income at the market price plus net current transfers from the Rest of the World. It is the gross value of the secondary distribution of income accounts for all sectors.

Adjusted Disposable Income It is the disposable income plus or less the social transfers in kind provided by the government and non-profit enterprises to the household sector. It is the gross value of Redistribution of Income in Kind Accounts for all sectors .

Compensation of Employees The total amount, in cash or in kind, payable by enterprises to employees in return for work before deducting premiums of social insurance, taxes, etc.

Gross operating surplus Equals the value added less compensation of employees received by the employees and the in-direct taxes before deducting the asset depreciation value.

Taxes on products and imports The producer taxes imposed on production, sale, purchase or consumption of commodities and services. This tax shall be added to the production cost and includes the customs duties.

Production Subsidies

Subsidies are the government payments awarded to the

producers of the public and private sectors. It also includes the

public authorities payment for government projects to

compensate any loss that results from any government policy to

keep the price at a fixed level. The subsidies might also be

calculated as the difference between the targeted price and the

actual market price paid by the purchaser. This difference must

be compensated by government.

Net taxes on products and imports Equal to the value of taxes on products and imports less producer subsidies.

Depreciation of Fixed Capital It represents the decrease of the fixed assets value, used in production, during the accounting period as a result of a slump, obsolescence, or any deterioration factor. This depreciation could be deducted from the fixed capital formation to get the net fixed capital formation.

Financial intermediary services indirectly measured It is the difference between interests value and profits payable to banks and financial institutions on hand, and the interests payable to depositors on other hand.

Market Goods and Services Value of goods and services sold in a market or prepared for the market supply at a price that is calculated to cover cost of production including all goods locally produced and the imported goods and services except direct purchases from abroad by the government and households.

Non-Market Goods and Services Value of other goods and services offered at prices that do not cover the cost of production (e.g. free or at nominal price). It consists of production made by the government service providers and non-profit private organizations that serve households.

Trade Margin A trade margin is the difference between the actual or imputed price by the purchaser for a commodity purchased for resale (either wholesale or retail), and the price that would have to be paid by the distributor of the commodity at the time it is sold or used. The outputs of wholesale and retail trade are measured by the sum of trade margin values realized on the goods purchased for resale.

Imports of Goods and Services Imports is the value of goods that have been transferred from being owned by non- residents to being owned by residents in Saudi Arabia. Moreover, the imports include the services provided by nonresidents to residents in Saudi Arabia. The imports include, the goods that cross the boards for processing. and the goods that prepared in foreign ports and transported by local transporters, nonmonetary gold. The import services include tourism and transportation services, communication, insurance, construction, financial services, royalties, licenses fees, personal and cultural services, and non-classified government services.

Exports of Goods and Services Exports is the value of goods that have been transferred from being owned by residents in Saudi Arabia to being owned by non-residents. The exports include exported goods for processing, goods purchased in local ports by non-residents transporters, and nonmonetary gold. However, the exports of services include all services provided to non-residents such as tourism and transportation services, communication, insurance, financial services, royalties, licenses fees, personal, cultural, and recreation services, and government services

Government Final Consumption Expenditure The value of the total goods and services that consumed by the government in the process of producing the government services. It equals the value of the government total production minus the value of the market and non- market sales. The government production value equals the intermediate consumption of goods and services in addition to the value of the compensation of employees, depreciation of fixed capital, and indirect taxes.

Household Final Consumption Expenditure The value of resident households final consumption expenditure on goods (durable and non-durable) and services minus their sales of used goods.

Final Consumption Expenditure of Non-profit Institutions

Serving Households (NPISH) The value of the resident NPISHs final consumption expenditure on goods and services in the process of producing the services that provided free or at nominal price to households. This equals the value of production (intermediate consumption plus compensation of employees plus indirect taxes plus depreciation) minus market and non- market sales.

Private Final Consumption Expenditure Final consumption expenditures of households and the NPISHs.

Gross Fixed Capital Formation (GFCF) The values of the net addition of the producers to the fixed assets (additions – eliminations) during the accounting period. In addition to the non-financial non-produced assets such as land improvement, forest development, implantations and groves …etc. These additions are used for more than one year. They include changes in live-stock such as dairy livestock …etc. They also include transferring (sales and purchases) property costs regarding lands, forests, and mines …etc.

Change in Stock

The market value of change that occurs during the accounting

period of stock including raw material, product in process,

finished products, animals for slaughtering, and purchased goods

for resale. This represents the difference in the stock value at

the end and at the beginning of the accounting period.

Gross Capital Formation (GCF)

It equals the value of gross fixed capital formation in addition to

the change in stock.

Fixed Assets They are the produced assets repeatedly or continuously used in production operations for a period of time exceeding one year. The fixed assets not only include machinery and equipment, but also include different assets such as trees and animals which are repeatedly or continuously used for the production of other products, such as fruits and dairy products. Besides, they include intangible assets such as computer software and artwork used in the production.

Property Income It is the income received by the owner of the financial asset for providing money and for putting the non-produced asset to be used by other institutional unit. The property incomes includes interests, profit distribution, distributed shares, withdrawal from the income of quasi-corporation, revenues of reinvested direct foreign investment, and property income payable to insurance policy holders as well as revenues.

Dividends The value of income payable for shareholders as a result of putting their money at the disposal of companies. It is a type of property income.

Rent Rent is the sum of rents on land farming and rents on subsoil assets. It may be paid in kind or in cash and it is a form of property income.

Interest

It is a form of property income that is received by the owners of specific types of financial assets such as deposits, securities other than shares, loans and other creditor accounts. Interest is the amount that the debtor becomes liable to pay to the creditor over a given period of time without reducing the amount of principal outstanding, under the terms of the financial instrument agreed between them.

Current Transfers The value of transfers that are not capital transfers; it is carried out from the current income of the payer to the receiver's current income. It directly affect the level of disposable income and should influence the consumption of goods and services.

Saving It is the value of the difference between the current income and the current expenditure. It is the gross value of the balance of the use of the disposable accounts for all sectors.

II. Institutional Sectors

The System of National Accounts 2008 (SNA2008) classified the resident units into five main sectors, in addition to the Rest of the World sector. These main sectors, in turn, are divided into sub-sectors. Ownership and management are the only two factors of categorizations. These sectors are:

A. Non-Financial Corporations Under this sector we can find the resident corporations and quasi-corporations, including the foreign enterprises practicing in all economic activities except the financial activities (banks, insurance company and the supporting financial services). SNA2008 recommends the division of this main sector into sub-sectors as follows :

• Public non-financial corporations. • National private non-financial corporations. • Foreign controlled non-financial corporations.

B. Financial Corporations It consists of all resident units that are principally engaged in financial intermediation or in auxiliary financial activities (International Standard Industrial Classification of All Economic Activities (ISIC Rev.4) either they were profit corporations or quasi-corporations that provide financial market products. This main sector is sub-divided into similar branches that are available under the non-financial sector in addition to sub-groups which are fit the nature of the financial sector.

C. General Government It consists of all government agencies at all levels. They are set up by a decision from the public authorities and play a legislative, executive or judicial role. These units provide goods and services for free or in return of nominal prices. The government usually redistributes income and returns through transfers. These units also work in the non-market production field.

D. Household (including unincorporated enterprises) The household is the institutional unit of this sector. According to SNA2008, a household is a small group of persons who share the same living accommodation, who pool some, or all, of their income and wealth and who consume certain types of goods and services collectively, mainly housing and food. Thus, it consist of all resident households and unincorporated financial and non-financial enterprises that may not be categorized as corporations or quasi-corporations in which accounts and budgets may not be separated from a household as an institutional unit. Therefore, the household sector shall not be categorized as a consumer sector only, but also productive in different economic activities.

E. Non-profit Institutions Serving Households (NPISH) Non-profit institutions are the legal and social units which are established for the production of goods and services but in return of no profits. In case a profit was made out of these goods and services, it shall be reused by units or sent a way for the upcoming years or to cover preceding loss, so it would not be distributed. Non-profit institutions serving households (NPISHs) consist of NPIs which are depending on subscription fees as main resource to finance goods or services which are provided to households for free or at prices that are not economically significant. It accepts transfers or contribution from donors.

F. Rest of the World The rest of the world sector refers to all non-resident institutional units that enter into transactions with resident units. It also includes certain institutional units that may be physically located within or out side the geographic boundary of a country. International organizations shall not be counted as resident units in the subject state.

III. Data Sources & Estimation Methodology

Below are the approaches and methodologies applied to prepare and compile statistical accounts and the sources which are available by economic sector, in addition to the changes or modifications made therein :

First: Production Approach (A) Non-financial corporations sector As mentioned above, the non-financial corporations sector covers all economic activities under the International Standard Industrial Classification of All Economic Activities (ISIC Rev.4) except for banking services, insurance and the supporting financial services. Generally, the production approach may be used to calculate the value added (production - requirements = value added) for every activity that comprises this sector. All current and capital accounts were compiled for all sub-activities. Below are activities covered by this sector:

1. Agriculture, Forestry and Fishing It consists of the agriculture activities, plant and animal production, fishing, forestry and woodcutting, etc. The Ministry of Agriculture is the main source for data of this activity. It provides statements on the agriculture production and its different types which depend on the outcomes of agricultural censuses and surveys carried out by the ministry itself plus the GAStat annual economic surveys which provide data on production, intermediate consumption and the value added calculation. In these surveys, we can also find data on remuneration and capital formations to be later used in calculating surplus of generation of income account. Samples were taken from farms and large agriculture companies in light of the data found in their final accounts to be used for compiling in other accounts in this activity.

2. Mining and quarrying A. Crude Petroleum and Natural Gas

It includes extraction of crude oil and natural gas. The Ministry of Energy Industry And Minerals is the main source of information on the crude oil issued by oil companies working in Saudi Arabia, whether these statements were issued on monthly or yearly basis. Thus, data on quantity and annual production value, exported crude oil, as well as the refined oil, expenses of production with respect to the extraction activities in the Kingdom. So, the production approach is applied to estimate the value added of oil extraction activities. In addition, annual reports are available by these companies to estimate the value of capital formations by capital asset as well as information on wages, taxes, property income and the current and capital transfers in order to compile current and capital accounts.

B. Other Mines and Quarries

It includes the coal, lignite, metal ores mining and other activities carried out to use the quarries and mining supporting services. The outcomes of GAStat annual economic surveys were used in forms prepared in this regard to provide all necessary details on production, requirements, wages, subsidies, current and capital transfers and property incomes. The production approach is followed to estimate the value added and compile current and capital accounts.

3. Manufacturing Industries Manufacturing industries cover a set of economic activities, including:

1. Food, beverage and tobacco industries. 2. Textile and clothing industries. 3. Manufacture of leather and related products. 4. Manufacture of wood and wood products and cork, except

furniture. 5. Manufacture of paper and paper products. 6. Manufacture of coke and refined petroleum products. 7. Manufacture of chemicals and chemical products. 8. Manufacture of basic pharmaceutical products and

pharmaceutical preparations. 9. Manufacture of rubber and plastics products. 10. Manufacture of other non-metallic mineral products and basic

metals. 11. Manufacture of computer, electronic and optical products. 12. Furniture industry. 13. Other manufacturing industries.

The GAStat's annual economic surveys is used as primary source of data for all manufacturing activities which are conducted through questionnaires prepared for this purpose it covers all large enterprises and a sample questionnaires for small enterprises by administrative regions and economic activities. These surveys provide necessary details for compiling the different accounts starting from the production account to the capital account. In this way, the production approach is applied to calculate the value added.

4. Electricity, Gas and Water This section includes the activity of providing electric power, natural gas, steam, air-conditioning, collection, treatment and distribution of water, operation of sewer systems or sewage treatment facilities that collect, treat, and dispose of sewage.... etc. The annual surveys conducted by the GAStat in addition to the final accounts prepared by the Saudi Electricity Company are the main source of electricity data. In the meantime, National Gas and Indust. Co. (GASCO) is the main source of data on gas, while the National Water Company (NWC) is the main source of all data in relation to the water collection, operation and distribution . Using these provided data, the value added is calculated and the current and capital accounts are compiled.

5. Construction This section includes general construction and specialized construction activities for buildings and civil engineering works (such as motorways, streets, bridges, tunnels, railways, water projects, sewerage systems, electricity and phone projects, drilling of wells, land reclamation, installation of air-conditioners, provide buildings with sewage and water lines, installation of sanitary ware, elevators, etc.) In addition, it includes specialized construction activities (such as demolition, site preparation, electrical, plumbing and other construction installation activities, installation of heating and air-conditioning systems, , etc.) It is difficult to list and pinpoint units operating on these activities, as well as the contracting and subcontracting activities carried out inside or outside establishments, in addition to the self-running operations, etc . Annual economic surveys provide data and indicators to measure the variables needed for the national accounts. More sources may be used for the same purpose, such as, the consumed construction materials, etc., to complete calculations needed for this activity .

6. Wholesale and retail trade This section covers wholesale and retail trade, in addition to repair of motor vehicles and motorcycles. The estimations and accounts available on these activities are mainly depend on the GAStat's annual economic surveys in the fields of trade and distribution statistics which are prepared for this purpose to cover all large enterprises and sample questionnaires for the medium-sized and small enterprises. The annual surveys provide necessary details of sales, wages, requirements, newly-purchased fixed assets, all types of other expenses and returns needed for the accounts.

7. Hotels and Restaurants This section includes the accommodation, food and beverage service activities. The values of the accounts in this activity depend on the annual surveys published by the GAStat which provide data on the returns and expenses recorded by the units operating in this activity.

8. Transport, Storage, Information and Communication This section includes land transport and transport via pipelines, air and water transport, warehousing and support activities for transportation, postal and courier activities in addition to the communications activities whether the units were controlled by the public, private, or mixed sector. It includes publishing, programming, Information service and radio activities, etc. Data provided by the GAStat in its annual surveys is used in this regard in addition to the information provided by the operators. The production approach is applied to estimate the value added and compile the related accounts.

9. Real Estate and Professional Services This section includes rental and leasing activities in addition to the professional activities, such as, legal and accounting activities, scientific research and development, advertising and market research, etc. The rental value is estimated according to the data provided in the Survey of Household Expenditure & Income 2013 taking into account the population growth rates. The outcomes of the GAStat annual surveys are used to provide the professional services.

10. Collective, Social and Individual Services Social services encompass the following areas:

A. Education: This division includes all education activities. B. Health and Social Care: It includes all activities of human health,

care with accommodation and social work without accommodation.

C. Other social personal service activities: It includes all creative, arts and entertainment activities, repair of computers and personal and household goods, activities of membership organizations, etc, as personal services.

The annual surveys conducted by the GAStat is the main source for data needed for the account compilation according to the production approach.

(B) Financial corporations sector Financial corporations sector consist of financial service activities, insurance and pension funding, insurance, reinsurance and pension funding, compulsory social security, activities auxiliary to financial service and insurance activities. Also, it covers financial intermediation enterprises. The main source of data in this sector is the final statements published by the banking units, insurance companies and the economic surveys developed by the GAStat every year. In addition to the financial intermediaries, the approach recommended by SNA2008 to estimate the financial intermediation services indirectly measured (FISIM) is applied. Therefore, the data necessary for current and capital accounts are available.

(C) General Government Sector As mentioned above, the general government provides goods and services for free or at significantly low prices, so there is no market price for the services. Thus, the production is estimated through expenses:

(Outputs = inputs + compensation of employees + depreciation)

The inputs is deducted from the production value (production approach) to get the total value added which equals compensation received by employees plus depreciation. In this way, we have no net surplus for the general government sector. Data available in the Saudi budget is the only source for current and capital accounts.

(D) Household Sector (including unincorporated

enterprises) Under the production approach, this sector's production may be estimated by means of the Survey of Household Expenditure & Income 2013 to measure waged paid in return of the housekeeping, plus the unincorporated enterprises units in which from one to five persons are employed. Consequently, these units were separated within the framework of the annual surveys whether they were working on financial or non-financial activities and the compilation of current and capital accounts to add these enterprises to the household sector.

(E) Non-profit Institutions Serving Households (NPISH) Again, the Non-profit Institutions Serving Households (NPISH) provide goods and services for free or in return of very low prices. Thus, there is no market price for the services. So, the production is estimated through expenses:

(Outputs = inputs + compensation of employees + depreciation)

The annual economic survey is used as primary source of data for this sector. It provides all the necessary data needed for compiling the current and capital accounts in addition to the Final Consumption Expenditure less market and non-market commodities.

(F) Rest of the World Sector Balance of payments prepared by the Saudi Arabian Monetary Agency (SAMA) is the main source of data needed for the Rest of the World Sector's accounts in addition to some reports issued by the GAStat :

External Balance on Goods and Services External Balance of Primary Incomes and Current Transfers Capital Account

Second: Expenditure Approach: The GDP may be calculated according to the expenditure approach as follows:

• Household Expenditure (Household Final Consumption

Expenditure) The Survey of Household Expenditure & Income is the main source of data needed to estimate the Household Final Consumption Expenditure taking into account the population growth and price change rates.

• General Government Final Consumption Expenditure The General Government Final Consumption Expenditure is the gross value of government expenditure (inputs + wages + depreciation) less the market and non-market sales. The final accounts prepared by the government agencies are the main source of data.

• Gross Fixed Capital Formation The GAStat surveys that cover all economic activities provide data on the gross fixed capital formation by capital asset. Also, these surveys give data of the general government final accounts on expenditure of the gross fixed capital formation. Questionnaires conducted by the authority provided details of the depreciation (fixed capital depreciation) except for the government which indirectly estimate depreciation in another way.

• Exports of Goods and Services Exports of goods estimated according to data provided by the foreign trade statistics and the export of services estimated according to SAMA's balance of payments.

• Imports of Goods and Services The foreign trade statistics provide necessary data on the imported goods while the imports of services data is estimated from SAMA's balance of payments.

• Change in Stock Data on inventory change can be derived from GAStat's surveys which give detailed information on inventory changes at the sector and economic activity levels. Inventory Change include nothing about the changes taking place in the general government sector.

Third: Income Approach (Production Factors) This approach is based on compiling production and the generating income accounts, using the previous sources, data on wages and salaries in addition to the gross and net operating surplus. Thus, the gross and net production factors income can be calculated by addition of generating income accounts of all sectors including the Rest of the World Sector.
