What is a Reimbursable Agreement?
• A Reimbursable Agreement is a legal document executed by an FAA Contracting Officer and a Sponsor under which the Sponsor provides funding to the FAA for materials, supplies, equipment, and/or services supporting the Sponsor’s initiative.
• A Reimbursable Agreement provides resources to protect the operation of the National Airspace System (NAS).

When is a Reimbursable Agreement required?
When a Sponsor’s project impacts an FAA facility by:
1. Requiring relocation, replacement, or modification of an FAA facility due to the Airport’s or Sponsor’s improvement and/ or project
2. Impairing the technical and operational characteristics of an FAA facility
3. Requiring FAA Engineering Services Involvement

When should you contact our office?
• Ideally – 4 to 5 years before construction
• Allows NPI to research future FAA equipment replacements and integrate into sponsors project
• FAA - 3 year budget cycle (2022 in progress)
• Reduces/prevents multiple runway shutdowns
• De-conflict projects that may pose a risk to operations – Operational Risk Management (ORM)

What services will the FAA provide for Reimbursable Agreements?
FAA services can include:
• Technical Analysis, Site Selection
• Engineering, Engineering Design Support/Oversight
• Equipment Specifications
• Equipment Upgrades as a Target of Opportunity
• Construction Oversight
• Installation & Testing
• Flight Inspection

Reimbursable Agreement Limitations and Considerations
• Full and Limited RA’s • Not to exceed 5-years performance • Able to address most every situation • Improved Cost Estimate • Improved project scope development and expectations • Efficient use of resources - may not be necessary to create
multiple Agreements. • Full takes 6-8 months to develop • Limited takes 2-4 months to develop

Reimbursable Agreement Limitations and Considerations
• PDRA and SSRA • Limitations to intent of Agreement. Reimbursable
Agreement templates are “locked” and users can only enter into Agreement specific information such as Sponsor name, address, funding amount, and period of performance.
• Limited to maximum estimated cost up to $100K plus overhead.
• Limited to maximum duration of 3 years • PDRA and SSRA can be established in 6-weeks to 9-weeks
