The Casper Events Center in Casper, Wyoming is the largest entertainment venue in the state of Wyoming. The Casper Events Center is an 8,300 seat multi-purpose facility. The Casper Events Center is located on a hilltop over-looking the city, Casper Mountain, and the scenic North Platte River Valley. Casper is nestled in Natrona County which is home to approximately 81,000 residents county wide.

The Casper Events Center is owned by the City of Casper and professionally managed by Spectra Venue Management; it hosts approximately 175 events annually including sporting events, major concerts, family shows, theater shows, tradeshows, conventions and the College National Finals Rodeo. The arena was built with the goal of providing an entertainment destination for the people of Casper and Wyoming in an effort to enhance the quality of life for the community.

ANNUAL ATTENDANCE: 200,000

ROCKSTAR BALCONY: Private Balcony Suite overlooking the arena with 100 premium seats.

CLUB 13 SEATS: 84 Premium Seating which includes in-your-seat wait service, VIP parking and VIP entrance.

DIGITAL ASSETS:State-of-the-Art Video Scoreboard & LED Digital Fascia Banner.

The purpose of this Request for Proposal is to secure a corporate partner to be the new Naming Rights Partner of the Casper Events Center.

For a Corporation, this Naming Rights partnership can mean far more than just a traditional corporate sponsorship; this partnership includes a valuable positive association with the people of Wyoming, product exclusivity, marketing, advertising, hospitality and promotional opportunities. The corporation that wins this partnership will not only benefit financially from providing exclusive products/services to the Casper Events Center’s patrons, but will also have the opportunity to create a cost efficient method to advertise and market itself in the Wyoming market. The diverse market demographic that attends the Casper Events Center is extremely valuable and difficult to reach in an effective manner, and as such gives the Naming Rights partner an excellent marketing tool.

Therefore, the overall objective of this Naming Rights Partner Request for Proposal is to identify a Corporation that can create a successful partnership which will enhance the company’s marketing efforts and image while offering the Casper Events Center revenue to continue to attract and develop new business for the region.

i i . REQUEST FOR PROPOSAL RESPONSE PROCESS:

The process for selecting an appropriate Naming Rights partner for the Casper Events Center is designed to attract competitive bids from companies supporting the enhancement of Casper and Greater Wyoming.

CRITERIA FOR SELECTIONProspective Corporations will be appraised on the basis of categories deemed most appropriate for a successful partnership. In determining the value of the package, the exclusive services and accounts (Section VI) should provide some insight. Any and all offers will be considered. In pricing Naming Rights proposals corporations should generally consider the following attributes:• Proposed Term of the Contract• Media Exposure• Value of Benefits in the Package• Geographical Market and Growth Potential• Annual Attendance• Demographics of the Audience• Competition for the Opportunity in the Market• Industry of Category Exclusivity• Number and Type of Events at the Facility

TERMA minimum term of five (5) years must be contemplated. Renewal options to be included.

BUSINESS OPPORTUNITYRespondent must outline required account related services that will be considered (if applicable) along with general pricing options on these services.

EXCLUSIVITYRespondent must outline the categories to be defined under this exclusive arrangement, if exclusivity is requested in Respondent’s proposal.

PROPOSED NAME OF THE ARENARespondent shall propose alternatives for the names to the facility. These will be discussed in more detail during the negotiation process.

MARKETING INITIATIVESRespondent should outline how it will enhance the arena operation with marketing support in the form of media, promotions and any community projects.

FINANCIAL STABILITYRespondent must submit with proposal sufficient evidence of financial stability.

The Casper Events Center reserves the right to not accept any bids if so chooses.

The Casper Events Center serves as Wyoming’s entertainment destination playing host to world class events including concerts, family shows and sporting events. The facility opened in April of 1982 and is the premier destination arena in Wyoming. The Casper Events Center is centrally located in the state of Wyoming with visitors coming from every county in Wyoming and surrounding states.

This unique facility hosts annual sporting events. The Casper Events Center partners with organizations such as Wyoming High School Activates Association, Wyoming Amateur Wrestling Association, and the National Intercollegiate Rodeo Association.

The Center is professionally managed by Spectra Venue Management which is a leader in the facility management industry representing over 180 major venues around the world. Spectra Venue Management provides the experience and contacts to attract major shows to the Center and keep the venue up to date with the latest industry trends and professional appearance. The facility is owned by the City of Casper, which is the second largest city in Wyoming. In 2018, Natrona County hosted 852,000 visitors from all around the world. Casper, Wyoming was named the “Most Charitable City in the United States” by Travelocity in 2016.

MEDIA MARKET:The venue is located in the Casper media market, which is the 2nd largest market in Wyoming. The advertising campaigns, broadcasts and news coverage from concerts and events at the Casper Events Center typically reach the entire Wyoming market.

SECTION 1- INTRODUCTION AND DEFINITIONS1.1. In accordance with this Request for Proposals (“RFP”), including all documents bound herewith, the City hereby invites Proposals for the naming rights of the Casper Events Center. 1.2. The instructions contained in this RFP are intended to assist firms in the preparation of their Proposals, to call attention to various legal requirements and to set forth certain conditions upon which offers are submitted and received. 1.3. Certain provisions of applicable statutes are summarized in this Request for Proposals. Whenever these instructions or any other documents may be contained in the RFP set forth or summarize applicable statutory provisions, whether or not the statutes have been specifically referred to, such summaries are for convenience only, do not purport to be complete or correct as summaries in any material particular, and shall in no respect supersede, expand or limit rights or duties of the City or Offerors in matters governed by statute.

1.4. The following definitions shall apply in these instructions and in the other documents contained in this RFP: (1) The terms “Request for Proposals” and “RFP” shall include the Public Notice, this document entitled Request for Proposals, the Affidavit of Corporate Vote and any other documents bound herewith, any documents specifically incorporated into any of the foregoing documents by reference, and all Addenda issued prior to the opening of Proposals. (2) The terms “Addenda” and “Addendum” shall mean written documents and/or drawings issued by the City prior to opening of Proposals which supplement, modify, correct, explain or interpret any other document contained in this RFP.

SECTION 2 - ADDENDA AND INTERPRETATION OF REQUEST FOR PROPOSALS 2.1 Requests for Interpretation of RFP. All questions and requests for clarifications or interpretations of the meaning of the RFP shall be in writing, addressed to Attention: Tim Cortez, City of Casper, 200 N David St, Casper, WY 82601. 2.2. Addenda to the RFP. Clarifications or interpretations and any supplemental instructions or forms, if issued, will be issued in the form of written Addenda prior to the date fixed for opening of Proposals. Addenda will be sent by email to all parties who, according to the City’s records, have been issued this RFP. Each Offeror shall be responsible for determining that he has received all Addenda issued, and failure of any Offeror to receive any such Addendum shall not relieve such Offeror from any obligation under his Proposal as submitted. A sample contract will be provided upon request. 2.3. All Addenda issued shall become part of the RFP.

2.4. Oral clarifications or interpretations will be of no effect. The City will not be responsible for, and an Offeror may not rely upon or use as the basis of a claim against the City or a consultant of the City, any information, explanation or interpretation of the RFP rendered in any fashion except as herein provided.

2.5. Any Offeror that contacts directly or indirectly any Member or employee of the City in connection with the selection process or the contract contemplated herein, other than to ask questions at the pre-bid conference or to submit written questions or requests for clarification as prescribed in this section, is subject to disqualification. This section does not apply to any conversations that may have occurred between any Offeror any Member of employee of the City before this RFP was issued.

SECTION 3 - PREPARATION AND SUBMISSION OF PROPOSALS3.1. The Proposal shall state the legal name of the Offeror and shall be signed in ink by a person or persons legally authorized to bind the Offeror to a contract. The name and title of the person or persons signing the Proposal shall be typed or printed below the signatures. 3.2. One (1) original of each Proposal shall be submitted to Tim Cortez, City of Casper, 200 N David St, Casper, WY 82601, not later than 5:00 p.m. on the date set forth in the timetable of events page of this RFP (Page 4). Proposals should be submitted in a sealed opaque envelope bearing on the outside the name of the Offeror, its address, the word “Proposal”, and the name of the contract identified above. If forwarded by mail, the sealed Proposal marked as described above shall be enclosed in another envelope with the notation “NAMING RIGHTS PROPOSAL ENCLOSED” on the face and addressed as indicated herein.

SECTION 4 - RECEIPT OF PROPOSALS 4.1. All Offerors are cautioned to allow ample time for transmittal of Proposals. Offerors are solely responsible for delivery to, and receipt by, the City. Proposals received after the specified time will not be accepted or recognized. The time of receipt will determine the acceptability of mailed Proposals, regardless of postmark. 4.2. Any Proposal may be withdrawn by the Offeror or his duly authorized representative by written notice received by the City at the address for receipt of Proposals specified in this Request for Proposals before the time scheduled for the opening of such Proposals or authorized postponement thereof. No Proposal may be withdrawn for thirty (30) days after the opening of Proposals. No telephone or facsimile Proposal, change in Proposal, or withdrawal of Proposal will be received or recognized. A Proposal may be amended or modified only by withdrawing the Proposal and resubmitting another Proposal before the time for opening Proposals. 4.3. Proposals will not be read publicly, but a register will be maintained of those firms submitting timely Proposals. The register of Proposals will be open to public inspection.

4.4. Schedule. The City expects to follow the schedule set forth below for the selection process. The schedule is subject to change.

SECTION 5- EVALUATION AND REJECTION OF PROPOSALS5.1. The City reserves the right in its sole discretion to reject any or all Proposals if it is in its interest to do so.

5.2. The City may reject any Proposal which is not prepared and submitted in accordance with all requirements of the RFP, or which contains alterations, contingencies, additions not called for, errors or irregularities of any kind; the City reserves the right to waive any and all informalities or minor irregularities. Matters as to substance shall not be waived. 5.3. Subject to the foregoing, if the Proposal Form, or any other document or any applicable law requires submission of certain information or other items as a part of or to accompany Proposals and any Offeror neglects to furnish such information or other items with its Proposal, the City may reject the Proposal or deem such Proposal as incomplete; the City reserves the right to deem any such omission as an informality for which such Proposal will not be rejected, and to subsequently receive such information or other items prior to award of the contract. 5.4. Based on its evaluation, the City may select those proposals determined by the City to have a reasonable chance of being chosen for award of the contract (the “Competitive Group”). Offerors whose proposals are determined not to be in the Competitive Group will be so notified and will be eliminated from consideration for award of a contract. An Offeror may be eliminated from the Competitive Group at any time if the City determines that such Offeror does not have a reasonable chance of being selected for award of the contract.

5.5. The City may proceed to award the contract, or the City may conduct discussions with the Offerors in the Competitive Group. If the City elects to conduct discussions, it will conduct discussions with all Offerors then remaining in the Competitive Group. The purpose of the discussions will be to clarify and assure understanding of the requirements of the RFP and the contract, advise the Offeror of deficiencies or uncertainties in its proposal so that the Offeror may improve any aspects of the proposal, discuss cost and fee information, and discuss other matters relevant to each proposal. No statements made or actions taken by any representative of the City during such discussions shall be binding on the City. If requested by the City, some or all of the Key Personnel identified in the Offeror’s proposal will be required to participate in the discussions or to be available for an interview with City representatives.

5.6. After the discussions, if any, the City may, but shall not be required to, consider modifications to the form of contract. Any modifications accepted by the City will be issued to all Offerors then remaining in the Competitive Group by addendum. The City may also, but shall not be required to, permit Offerors to amend portions of their proposals, or invite Offerors to submit revised proposals (“Final Proposals”). If the City permits any Offeror to amend its proposal or submit a Final Proposal, it shall invite all Offerors with whom discussions have been held to amend their proposals or submit Final Proposals. The City reserves the right to require that Final Proposals shall constitute unconditional offers. 5.7. Following receipt of any permitted amendments to the proposals or Final Proposals, the City shall complete its evaluation of each Final Proposal according to the evaluation criteria set forth herein, and award a contract based on the City’s determination of which proposal is most advantageous to the City.
