Description of our Programs The program covers the following activities to promote safety: By age groups: Children 0-14 years

Cultural Workshops Cultural children's workshops aim to integrate and improve the quality of life of the inhabitants of the Auxiliary Boards, housing units and neighborhoods, doing activities that identify customs, values and traditions of the communities for active cultural centers in the municipality.

It is an inclusive program, influential and egalitarian, which aims to strengthen the identity of communities, recreational space. It facilitates greater family integration and other social cohesion and integration, which add more meaning to life.

This program provides training in community arts and culture through workshops that identify the community, reducing the cycles of violence and addiction, also dissolves the criminal groups that aim to recruit children of rural settlements.

The integration of the Municipality of Puebla through the Municipal Institute of Arts and Culture and the Chairmen of the Boards of the Auxiliary and boards and organized neighbors are intersectional actors who give life and sustain the cultural workshops of Puebla.

Care of Children in Street Situation The Municipal System of Integral Family Development of the Municipality of Puebla, (SMDIF) through the homeless shelter and homeless children belonging to the Legal Assistance Branch, offers the program "Day Center" which serves children and young people who are or were working on the streets, cleaning windshields, selling crafts or performing any other activity and/or to complete his studies at the basic level or simply did not go to school.

This program provides the opportunity to complete education through non-school system and supported by the State Institute of Adult Education (IEEA) that provides basic education, obtaining official certification by the primary and secondary IEEA. They also provide the necessary tools to be integrated into society through training and occupational workshops as carpentry, mechanics, computers, crafts, karate etc.

These "day centers" offer food, recreation and cultural activities (cinema, African Safari, Museums, Mexican Revolution Park, plays etc.) As well as the services provided by the first instance SMDIF (medical care, psychological, legal, etc.), plus they are provided with the necessary tools to integrate into society, for example:

• Prevent children and young people about the risks of ending up in the streets. • Educate the public about the Phenomenon of Street through talks and lectures in various spaces in addition to the street as public or private institutions, agencies, schools. The program is a development option for children and youth who are at risk or on the street, providing a comprehensive care model, creating opportunities, through education and job training.

One Day for the Future (VW) The One Day for the Future program sponsored by Volkswagen, supports homeless children Puebla through institutions that work on behalf of street children, sick, abandoned, orphaned, disabled, etc..

The program serves as background to the creation of the Fund for Children VW Puebla, which started in 2002 to integrate the company's philanthropic activities and union.

Annually the company and union conducts a campaign among staff to make a donation, a day's salary. The company promises to double the amount raised, this is a dollar for every dollar you donate. The funds are administered by the Community Foundation of Puebla since 2002.

The Foundation organizes the contest VOLKSWAGEN in which institutions present their projects with a sustainable development approach to its infrastructure, service capacity and production projects. The impact of the call for "A Day for the Future" Volkswagen Fund has supported over the nine years over 60 Civil Society Organizations which have received over $ 16 million pesos during the last nine years.

Care for children and adults with intellectual disabilities The Center for Psychological Integration and Learning AC (CIPAAC) is a nonprofit organization, founded in 1976, with the aim of providing special education comprehensive care for people with intellectual disabilities and thereby assist in the

development of independent life skills to enable them to improve their quality of life and of his family.

The organization was legally constituted as civil Association on August 19 of 1991 and in 18 of July , 1996 was formalized in the meeting with the board of directors and legal representative.

It is an educational community dedicated to training and developing skills in people with intellectual disabilities to achieve a better quality of life, independence and integration into society.

15-24 years:

Youth Organizations Municipal Network "Autoconstruyendo with Bioblock" –Case Study. Promote construction in marginalized areas of the city and communities, in an efficient, rationed, ecological and economic way, using technologies like BioBlock, which is a construction system where the process itself manufactures construction material on site of work thus saving up to 60% of the purchase cost of materials compared to annealed bricks or cement block. The work as an organization is to make your architectural project contributed by students of architecture interns, they also give advice and training, well as in masonry, electrical, plumbing, painting, (this training provided by companies), Eco techniques, urban gardens and care systems and water recycling. One of our main goals is to achieve coexistence between families and entire communities where we can apply our project.

This organization is a benchmark for their work in helping vulnerable people with limited resources, so they can have a decent and above all sustainable home.

We make a change of culture by demonstrating that Mexican people working together, with daily effort, with synergies between government, academia, society and private sector can bring up people in vulnerable situations in teaching people that can overcome a small boost, renewing its vision of a more harmonious world with their environment and society.

Hosts Youth Tour Hosts Youth Tour is a group of young trained social service providers, we provide information to the general public and tourism, promoting the quality of service and hospitality to visitors from downtown and surrounding areas.

The Municipal Development Plan 2011 proposes a strategic line of "Tourism boost ", which refers to develop tourism in Puebla, offering quality services at the metropolitan level, taking advantage of opportunity areas such as cultural and natural heritage, popular tourism, tourist health, business presence and entertainment services in Puebla. Positioning Puebla as a tourist destination through the dissemination of heritage and cultural activities.

The program "Youth Hosts Tourist", was created to promote the hospitality and commitment to quality local tourist service, providing timely guidance and information required for that. At the same time form new leaders in the field, releasing its social service, interesting to the student about the wonders tourism entity.

Centers of Youth The Centers of Youth are spaces focused on the complete formation of Youth. Through multidisciplinary work we seek to strengthen the cultural, academic and social, to improve their quality of life, decreased violence, injury, and drug gangs.

Generate targeted action lines on youth, through programs and services that offer growth opportunities. Encourage the development of educational and preventive activities in order to strengthen the development of young people in the municipality of Puebla at auxiliary meetings also facilitate youth access to tools of information technology to complement their training and education, in order to contribute to improving their quality of life.

Drive for Life The program reduces the number of car accidents in young people, caused by the irresponsible consumption of alcohol. Creating a culture of accountability when attend a center of consumption.

Educates young people to create a culture of responsible consumption of alcoholic beverages and the care of life, good fun and responsibility of driving a car. It reduces the rate of death in young caused by the ingestion of alcoholic beverages, encourages young people not to drive your car if you have consumed alcohol also, provides the information needed to create a culture of accountability, generating education responsible drinking alcoholic participating establishments and culture of a designated driver.

Municipal Network of Youth Organizations Municipal Network of Youth Organizations generates participation and involvement of youth groups with the Municipality of Puebla, by the Institute of Youth Municipality of Puebla, which integrates a municipal network of youth organizations and disseminated to the public social values, integrating and giving strength to support groups in joint interaction citizens for vulnerable communities.

The Network manages the consolidation of the Municipal Network of Youth Organizations generating joint participation of youth organizations that benefit youth, with the municipal government, society and vulnerable groups, in an effort to achieve greater confidence and inclusion in the population the municipality, building organizational capacities, dialogue, and building ownership, allowing society to raise awareness on various issues, including the environment, democracy and security. In order to promote action to join efforts between citizens and government, we achieved greater confidence and inclusion of the municipality's population, forming at first the "Red City Youth Organizations" integrating over 220 youth organizations formally constituted.

Adults 25-64 years:

Women Challenge The program will empower women, men and families in vulnerable situations, using a model of institutional intervention to improve their income through a comprehensive process, participatory and multidisciplinary economic and social dimensions.

Performs advocacy, training, promotion and dissemination of the importance of women and their partners in the socio-economic and family as well as a first step for the generation of self-employment.

Women form their own initiative undertake micro businesses to gain economic and moral strength. Women being willing to take responsibility for their actions, to follow their passion and build upon their talents to achieve realistic goals they proposed. Despite the program is sponsored by the Municipal Institute of Women, it has included the participation of men and youth.

Elderly 65 + years:

Poblana Stronghold Family Creates opportunities that generate happiness in family members of Puebla, through non-formal systematized educational activities, allowing families to learn new patterns of peaceful coexistence and generate positive experiences that encourage them to transform their family dynamics.

Strengthens the organization and smooth operation of the family from the practice of good treatment among its members and its environment that assists in the development of peaceful and stewards community settings, including children, youth, adults and seniors.

It is a socio-educational program that provides preventive strategies from the organization and functioning of the family in favor of a safe society.

The purpose of this program is to conduct a comprehensive follow-up work, in which there are tangible results in the families with whom they are working, which is why in addition to incorporating some new families to develop activities with whom they worked in the last two years to make the appropriate accompaniment.

The program closes the cycle of family strengthening parents, grandparents and guardians, caregivers, daughters and children of school age operated by different services, ensuring learning skills that promote peaceful coexistence and development of habits of good treatment prevent bullying, early sexuality, addictions, displacement of members of families and suicides.

Natural disasters: the consequences related to natural disasters.

Civil defense Protect and safeguard the physical integrity and life of society, contributing to reduce the damage caused by natural disasters, reducing the loss of human life, be a priority for this sovereign strengthen the culture of civil protection, promoting prevention to natural phenomena that can cause harm to people, establishing rules to ensure the operability of the bodies responsible for the implementation of the Municipal Civil Protection Programs.

The Civil Protection System has conceptualized and articulated a set of organic functional relationships, structures, methods and procedures that establish the agencies of public administration with each other and with the various civil, social, private and with the municipality, to perform coordinated actions aimed at the prevention, relief and support of the population, against the dangers arising in the event of an emergency or disaster.

Prevention of violence:

Care and violence prevention Address and prevent domestic violence among families of the Municipality of Puebla, implementing mechanisms multidisciplinary care through a highly trained professional team and humanity that promotes the values and strengthen the union of Families of Puebla.

It is a program that provides care and preventive strategies for both family violence generators and recipients, generating strategies that promote family life and promote the strengthening of the family as the basic unit of society.

Monthly serving an average of 99 people at the various facilities of the Department resulting in a total of 994 women, men, children served who live or have lived in a situation of domestic violence, whether as victims or offenders, primarily through psychotherapy sessions that allow them to overcome negative experiences, providing tools to find better ways of resolving conflicts and more healthy and peaceful coexistence.

In the Temporary Shelter Care in a span of two years has hosted 76 women and their sons and/or daughters, victims of serious violence and who do not have support networks. The purpose of the Refuge is to provide a safe space, shelter, food, company, talks, plus integrated care services, in order to achieve a successful social reintegration.

They have given 445 lectures and/or workshops on violence prevention in schools, businesses and institutions 18,096 students, teachers and parents, the above in order to raise awareness of issues related to family violence, gender and school, so that people can identify behaviors that constitute violence and so distorting that kind of behavior.

We have received and responded to 129 reports of domestic violence, they are served by home visits intended to encourage those involved to come to get some help that will improve family life, or help victims of family violence to achieve a peaceful separation as well working as a link to the appropriate authorities.

Public Safety Citizens' Watch the Municipality of Puebla

The purpose of the observatory is to contribute to the prevention of crimes and support for victims of violence. This has 4 areas each with a specific purpose: a) Legal Department. - Provides free legal assistance to victims of crime, and follows up on criminal victims for free. Performs legal training courses for officials and citizens in general. b) Psychological Management. - Provides free counseling and psychological therapies for victims of crime, violence, depression and other psychological problems. Make talks in public and private schools against bullying, addictions and other current issues. c) Mediation Center. - Performs legal mediations for free to people with a family, civil or commercial situation. Provides training in mediation colony presidents, schoolteachers and public officials. d) Public Safety Citizens' Watch. - Find over 100 indicators for the generation, expression and attention to violence. Generates local government proposals regarding crime prevention. The observatory combating impunity fosters and promotes large-scale culture of complaint and prevents crime and violence. Believe in each and every one of the members of Justice Citizen an attitude of ethical and social commitment apart from bureaucratic acts, creating a whole new model for the institution and functionality with fully transparent mechanisms for society.

Generates and implements programs to counseling and free legal and psychological support to victims of crime and addiction prevention (generating crimes) seeking action together with the authorities to improve public safety and justice administration and enforcement of the State .

Suicide Prevention Campaign In recent years, suicide among teenagers in this country has had a dramatic increase. Every year thousands of teenagers commit suicide in Mexico. Even has become the third most common cause of death for young people between 15 and 24 years, and the sixth leading cause of death for children between 5 and 14 years. Depression, anxiety, neurological damage early, and substance use problems potentiate economic and family tragedy.

Children, and adolescents, like adults, feel that there are problems that cannot be overcome and sometimes, death is becoming a recurring theme in his life. Statistics from the National Institute of Statistics, Geography and Informatics (INEGI) indicate that in Mexico, adolescents represent the age group most vulnerable to suicide because of situations or problems coupled with factors of depression, anxiety, neurological damage in early stages of an addictive substance.

Municipal DIF System, concerned by this problem developed the Suicide Prevention Program, in order to prevent and detect the levels of depression in adolescents Municipality of Puebla. This program consists of three stages: 1. Delivery of lectures and / or workshops on mental health by which you can detect depressive attitudes. 2. Application of scales for the detection of suicidal ideation. 3. Analysis of the results of the assessment. 4. Selecting those detected with high suicidality. 5. Therapeutic group formation (where people identified with some level of depression) to assist in the adolescent cognitive restructuring. Following THE SUICIDE PREVENTION MANUAL IN THE MUNICIPALITY OF PUEBLA, "HAND WITH LIFE" prepared by the Department of Psychological belonging to the Branch Healthcare Municipal DIF System in May 2011.

The program is a leader in health and suicide prevention through the implementation of a comprehensive multidisciplinary care model, by applying both preventive strategies and care, with a highly professional team and humanity.

It is a model of comprehensive care in the field of suicide prevention and care in the city, which allows through strategies and preventive care to provide development opportunities, both for people who are suicidal or some degree of depression, and for their families, primarily promoting marriage and strengthening families.

We want to be the municipality and the state leader in the implementation and consolidation of the Program for the Prevention Interactive Platform.

We foster a culture of prevention among the inhabitants of the municipality and the state, encouraging participation and willingness to favor Safe Communities.

Emergency Center and Responsiveness - CERI Building among citizens towards public safety through immediate, effective and specialized attention.

We are the best focus of national emergencies, competence, commitment and warmth, staying at the forefront of technology to build the confidence of the citizenry.

We are an emergency response center that employing and developing the technological infrastructure that counts can respond to any situation that threatens the physical, moral and property of citizens by providing a quality service to generate reliable information for decision making.

Municipal Public Security Academy Provides participants with comprehensive training, with content that facilitate the acquisition of knowledge and the development of cognitive and psychomotor skills, and introjection of values and attitudes consistent with the requirements arising from the exercise of the preventive police, attached to constitutional principles of legality, objectivity, efficiency, professionalism, honesty and respect for human rights.

Provide the prospective policemen conceptual knowledge, methodologies and techniques that enable them to make better use of learning activities that contemplate their training process, and also empowers them to efficiently implement, to operate the equipment and instruments work that is equipped to carry out their professional practice.

Provides participants of methodological and instrumental knowledge that enable them to properly perform their duties of crime prevention, protection of persons, and the maintenance of public order and coordination of road. It promotes the development of reflective thinking in future preventive police, allowing them to take the ethical values of the police and understand the significance that have roles in public safety in their respective social, and acting under the Framework established law and with full respect for the rights of people. Develops in future police the sense of belonging and team spirit to the corporation.

Crime Prevention Alert Reduce crime rates and violence in the Colonies, Neighborhoods, housing units, and auxiliary meetings in Puebla, creating neighborhood cells called "Neighbor Alert" for monitoring and self-protection, training residents in crime prevention issues, auto care, legal culture, and anonymous citizen complaint, developing skills that help move public safety to public sphere.

Responding to the issues of: PUBLIC SAFETY: citizens traditionally have demanded increased state patrol force and public security bodies to the state. Present times require the collaboration of society. The program "Neighbor Alert" is an organizational strategy that allows timely, quick and systematic detention, resolution and prevention of common crime problems in the colonies. GOVERNANCE AND LEGALITY: through "Neighbor Alert" the program promotes life with legality, order and social tranquility. No one can be above the law, is a principle opened in the training of this program through the guidance of legal precepts from federal, state and municipal governments that apply to all citizens in a joint effort to achieve social peace. RESTRUCTURING THE SOCIAL FABRIC: every time you get to create social centers, we encourage to recognize the mutual collaboration between equals, emphasizing the structure of the community through respect of the values, rights and responsibilities of citizens in a common environment. This is achieved through meetings that provide an opportunity for members of neighborhood cells meet, interact, review and agree on decisions that will be taken through a model of democracy and social participation in the environment of the cells involved in " Neighbor Alert". We contribute in achieving the full development of the general population, through improved basic services from their homes, public spaces, sporting, cultural, artistic and educational life of the community by promoting the development of human capabilities and social cohesion, managing resources in a transparent way, by integrating citizens in the planning processes.

HABITAT Community Development Centers We offer preventive and primary care services to priority groups on basic aspects of their development as health, informal education, culture recreation, sports, job training and promotion of productive projects. Strengthen the social fabric by promoting the organization and participation of residents We promote the transformation of attitudes and behaviors that tend to improve interpersonal relationships of families and neighbors. Municipal Bedroom Municipal DIF System of the Municipality of Puebla, through the bedroom department for homeless persons belonging to the Legal Assistance Branch, which has a Municipal Bedroom that provides support to people who are passing well to

those found in extreme poverty, low income or to spend the night and not suffer inclement weather and provides the necessary services to meet their basic temporary needs.

The Municipal Bedroom has the capacity to hold up to a maximum of 200 people with a margin of 50 everyday people. The areas they have are reception, administrative office, women bedroom, men bedroom, and showers for women, showers for men, common kitchen and medical area, storage room, laundry and contingency bedroom.

Public Space Rescue A program that helps improve the quality of life and public safety, primarily focused in marginalized population, by rescuing public spaces in cities and metropolitan areas. Rescuing public spaces nationwide that are deteriorated, abandoned and creates insecurity in cities, and urban areas integrated in metropolitan areas, changed for the use and enjoyment of the community and thereby promote healthy living.

As part of the strategy to improve the infrastructure, equipment, public space and housing, neighborhoods councils and auxiliary meetings through participatory organization and community life was carried out the execution of the program Public Spaces Rescue. Health Care for Vulnerable People UMI The main concern is to provide medical care to vulnerable people in the City of Puebla, people do not have sufficient financial resources to access basic health services. Therefore, the Municipal DIF System, through its Comprehensive Medical Unit seeks to provide the following services at a low cost: - Clinics. - Dental. - Psychology. - Clinical analysis. - Care for Persons with Disabilities and Rehabilitation Clinic. Mainly in the areas of prevention, diagnosis, treatment, rehabilitation and social integration. Promoting one of the basic rights of human beings equal right on health and social security. Providing comprehensive care to all patients, which involves the management of the disease from the clinical point of view, but also provide a personalized service that allows taking into account their vulnerability, fears, doubts and their socioeconomic situation respecting their autonomy within a framework of equity and justice.

It is part of Puebla´s municipality health system, giving those poor people who lack access to health services, integrated care and multidisciplinary care issues, diagnosis, treatment, rehabilitation and social integration, provided by a professional team.

Provides preventive strategies and health care issues for people with scarce resources by generating strategies that promotes the development in families and individuals, based on the fact that health is a right inherent in any human being.

Municipal Slaughterhouse The Municipal Abattoir promotes sustainable programs with the environment within each and every one of the processes of the Slaughter.

It is a decentralized public institution of the municipal government responsible for providing the service, ensuring the safety of meat products for human consumption by monitoring them and their disposal on the demarcation of the Municipality of Puebla.
