    NDRC Phase I Comment Summary

    No public comments were received during the 15-day public comment period for Jefferson

    Parish’s NDRC Phase1 application. No members of the public attended the March 6th public

    hearing. However, 669 responses were received via the Natural Hazards Preparedness Survey

    that was published by JP for residents and non-residents. Survey responses were accepted from

    January 15, 2015 through January 30, 2015. The survey questions and summarized responses are

    included in Attachment_D.

    National Disaster Resilience Competition (NDRC)

    Jefferson Parish is participating in the National Disaster Resilience Competition (NDRC) managed by the U.S. Department of Housing and

    Urban Development. Since significant damaged was sustained by Jefferson Parish during Hurricane Isaac, the Parish is eligible to compete

    for up to $500 million of the one $1 billion in federal funding being made available as a result of presidentially-declared disasters that took

    place in 2011, 2012 and 2013. There are a total of 67 eligible applicants, including states, counties and cities.

    The NDRC process is separated into two phases. The Phase I application is due March 16, 2015 and allows applicants to demonstrate their

    unmet needs in the categories of housing, infrastructure, economic development and environmental degradation. Applicants that score well

    in Phase I will be asked to submit an application for Phase 2, which is due in September 2015. The Phase 2 submittal will consist of specific

    projects and programs that will increase the resiliency of each applicant’s community.
