OUTREACH PROGRAM REVIEW

• Initiated qualitative stakeholder analysis in June 2006

Stakeholder Perceptions:

• APHIS messaging is inconsistent and incomplete

• Producers are concerned about privacy

• NAIS represents bureaucracy, red tape and increased administrative burdens and cost

• NAIS print material is ineffective
