B. TRIBAL DEVELOPMENT FUND (TDF)

Tribal Development Projects are implemented by adopting a comprehensive approach for sustainable development of poor tribal families. Support for development of one acre of least productive or wasteland of the identified tribal family forms the core of the intervention around which other inputs are built to make a visible difference in the lives of the assisted families. 42 projects sanctioned in the State covering 30924

families in 13 districts. 11499 wadis developed sofar. Projects implemented by 22 PIAs. Grant commitment - Rs. 10993.59 lakh. Grant released – Rs.2919.82 lakh Main Horticulture crops – Mango, Cashew, Lemon,

C. VILLAGE DEVELOPMENT PROGRAMME (VDP)

The objective of VDP is to “Create replicable models of integrated development of villages and ensure 100% financial inclusion”. It aims to achieve the above objective by facilitating economic, infrastructure, human resource development and ensuring access to credit through convergence of efforts of all agencies and stake holders. The Village Development Programme was launched in June 2007. In the Ist phase 54 villages were covered in the State. During IInd phase, 71 new VDPs sanctioned during 2010-2011. Total grant commitment - Rs. 148.82 lakh Total grant released – Rs. 55.51 lakh

D. SYSTEM OF RICE INTENSIFICATION (SRI)

In order to promote SRI technique in the State, NABARD has sanctioned 15 projects during 2009-10 in 13 districts. The projects will be covering 8400 farmers during a period of three years. During the year 2009-10 4263 farmers have been covered. Total grant commitment under the project is Rs. 256.80 lakh.

E. CAPACITY BUILDING FOR ADOPTION OF TECHNOLOGY

The Scheme provides assistance for exposure visit of farmers and was introduced in the year 2004-05 to facilitate the members of farmers’ club or individual The issue of KCCs by the Cooperative banks and

RRBs is monitored by NABARD- Regional Office. In the State 16,34,542 KCCs were issued till March 2011.

successful projects implemented within or outside the State with a view to enable the farmers to see and adopt improved methods of farming, new technologies and other innovative methods being practiced in other areas.

F. PILOT PROJECT FOR AUGMENTING CROP PRODUCTIVITY

The objective of the project is to improve the productivity of the lead crops by bridging the yield gap of crops by using a combination of strategies involving adoption of sustainable agricultural practices, reducing costs, enhancing returns and taking up interventions directed towards value addition.

Three projects were sanctioned in Bastar and Surguja districts and will be implemented by the KVKs and NGO. The project will be launched during June 2011. The project will be covering 2960 families of 16 villages. The project outlay will be Rs. 137.20 lakh. The main crops identified under the projects are Paddy, Maize, Ragi, Kulthi, Ramtil, Urid, Mustard and Arhar.

F. FARMER’S CLUB PROGRAMME

NABARD introduced the Vikas Volunteer Vahini (VVV) programme in 1982 by organising groups of farmers to propagate the philosophy of ‘‘Development through Credit’’. The programme was later rechristened as Farmers’ Club Programme (FCP) in 2005. By end of March 2011, NABARD could facilitate formation of 2073 clubs in the State.

G. UMBRELLA PROGRAMME FOR NATURAL RESOURCE MANAGEMENT

In order to support to Producer Groups/ Producer Companies, a proposal on setting up of "AGRI MALL" to provide processing facilities to the farmers is under consideration.

H. FARM INNOVATION AND PROMOTION FUND (FIPF)

NABARD has set up Farm Innovation and Promotion Fund (FIPF) to support innovative projects in farm sector and facilitate their replication in the field for the benefit of larger sections of the farming community. In the State 4 projects covering Rs.45.56 lakh were sanctioned.

Farm, Non-Farm and micro-Finance sectors that would have the potential to promote livelihood opportunities and employment in rural areas. In the State, 17 projects were sanctioned involving grant commitment of Rs. 107.953 lakh.

J. SEED VILLAGE SCHEME

The scheme is aims at to develop replicable model seed system to achieve self-sufficiency in supply of seed of preferred improved varieties. In the Chhattisgarh State five villages have been identified each from Durg, Korba, Jashpur, Surguja and Kawardha district. The scheme will be implemented by the NGOs during the year 2011-12.

K. JOINT LIABILITY GROUPS (JLGs)

NABARD is promoting Joint Liability Groups (JLGs) with the support of Commercial Banks, Co-op Banks and RRBs. In the State 502 JLGs have been formed till March 2011.

II. INFRASTRUCTURE DEVELOPMENT

NABARD is providing assistance to State Governments for completion & creation of new projects for creation of infrastructure in rural areas. As on 31 March 2011, a total of 1043 projects have been sanctioned in the State of Chhattisgarh under all the tranches of RIDF involving loan commitment of Rs. 1659.38 crore against which the disbursements as at the end of March 2010 stood at Rs.1264.57 crore, including irrigation projects having irrigation potential of 320717 ha.

III. CREDIT

A. PRODUCTION CREDIT (SAO/OSAO)

NABARD’s short term refinance is provided to the Cooperative banks and RRBs at concessional rate of interest to facilitate on-lending to farmers for cultivation of crops.

RO disbursed Rs. 466.43 crore to Chhattisgarh SCB & Rs 52.55 crore to RRBs under ST-SAO limit.

B. INVESTMENT CREDIT

Refinance disbursed by the NABARD in the State during the year 2010-11 stood at Rs. 83.31 crore.

AGRI-CLINIC AND AGRI0BUSINESS CENTRE (ACABC)

The scheme for setting up Agri-clinics and Agri-Business Centres was launched by Govt. of India with two fold objective of strengthening the extension network and providing self employment opportunities to agri-graduates. NABARD has so far disbursed Rs.1.975 lakh as capital subsidy in respect of 01 project under Agri Clinic and Agri Business Center (ACABC).

DAIRY ENTREPRENEURSHIP DEVELOPMENT SCHEME (DEDS)

The scheme was introduced by the Government of India to promote dairy in unorganised sector. NABARD, as a implementing agency, organised capacity building workshops for various stakeholders.
