CTUR introduction

The CTUR seminar in Alicante and Valencia, Spain, the 5th CTUR thematic seminar, focused on ‘Social and eco-nomic benefits’ and took place on March 24-26 2010, during three days seminar, located first in Alicante and thenin Valencia.

We retained important to dedicate a wide space to both the hosting cities/partners: City Council of Alicante andGeneralitat Valenciana through the publication of two Ctur citynews, one for the city of Alicante and one for thecity of Valencia

In Alicante, “The Municipal framework Plan for the development of cruise tourism” aims at obtaining a cruise de-velopment as part of a wider strategy pursued in order to add value to the city and its territory as a tourist desti-nation by exploiting the connection opportunities between the waterfront and other sightseeing destinations(historical centre, etc.) and by promoting the territory.

In Alicante we have a real evidence that “cooperation” and “governance” are the key words that permit to obtainimportant results also in terms of cruise tourism improvement and related positive economical impact on the city.Thanks also to the CTUR thematic network the cooperation among the Port and the City Council improved asstated by Alicante partner. “The Municipal framework Plan for the development of cruise tourism” gets along alsowith another initiative of the Municipality the “Plan Nea for the residential and economic revitalization in the oldtown” that is transforming the historic city centre in a renovated and revitalized urban quarter for leisure, tourism,trade and handicrafts shops but also, above all, a place that has been repopulated by people / residents, thanksto measures implemented by the Administration for this purpose. In Alicante’s LAP great emphasis is placed onprojects that aim at establishing an optimal relationship between visitors that choose to go ashore and the city.

How to reconnect the port to the city historical centre is the main issue of the city of Valencia that characterize theUrbact Local Action Plan with the aim to link the cultural heritage, trade and activities, with the cruise tourism op-portunity. So beside the objective to foster the connection between the port and the city centre, the local actionplan has other two specific objectives: to improve the reception of tourists and crews in the Cruise Terminal andthe Port, and to improve the tourist attraction of the city.

The RIVAS model is an experience that has been transferred in other area of the city but also is a “good practice”tested in other several European cities.. an integrated intervention that have his strong point in the governance ofthe process and the involvement of different stakeholders, public and private bodies, in the way to share the in-vestments.

Very interesting “best practice” transferable too is the activity of the “City Centre business association” whereshops are working with the city development department because. I think is a very good experience that showsthat, as the “the natural commercial centres” can become the instruments of dialogue between trade and localgovernments in order to optimize the activity in terms of economic growth and safeguarding a heritage as well theone of “small business and crafts” that characterizes the identity of the historic city centres.

The 5th CTUR thematic seminar,on ‘Social and economic benefits’took place in Alicante and Valen-cia, Spain, on March 24-26 2010.during the three day seminar, lo-cated first in Alicante and then inValencia, over 35 participants,representing the CTUR partners,the AIVP, Alicante and ValenciaCity Councils (politicians and tech-nical staff) and stakeholders in theLocal Support Groups, were in-volved. In both locations, site visitsto the respective port areas andhistoric town centres provided par-ticipants with a vision of how eachcity is enhancing facilities to hostcruise tourists, but also to increasethe quality of life of its residents.Valencia and Alicante have al-ready developed quality cruisetourism facilities, and Valenciaprovides an example of how build-ing on major international events(regattas, racing etc) has brought

In Alicante, cruise developmentis part of a wider strategy pur-sued in order to add value to thecity and its territory as a touristdestination by exploiting theconnection opportunities be-tween the waterfront and othersightseeing destinations (histor-ical centre, etc.) and by promot-ing the territory. A specific goalis enabling Alicante to play arole as home port in the futureby using the great investments

that have already been madeand those planned for the cruiseterminal. Alicante has recentlyacquired new airport infrastruc-tures and it has great expecta-tions from the high speed trainsthat will be operating by the endof 2012 and will connect Madridand Alicante in less than twohours, for this will improve Ali-cante's competitiveness as ahome port.

Alicante’s Municipality and PortAuthority have started to worktogether in order to pursue thesegoals also thanks to the CTURproject. A Strategic Plan to promote theport of Alicante and the provinceas a destination for cruisetourism has been prepared. Thegoals are consolidating the roleof the port of Alicante on the in-ternational cruise circuit and in-creasing the number of cruisecalls and Mediterranean toursthat embark at Alicante by in-creasing the excursions on offerand making cruise tourists’ staymore attractive.The Port of Alicante Foundation,basing itself on its experienceand knowledge of the cruisemarket, proposes to:1. analyse the offer of the

province of Alicante as acruise destination and adaptthis to the current customers;

2. improve Alicante’s cruisedestination product by includ-ing cultural heritage, leisureand sport, ‘enotourism’ (orwine tourism) and shoppingvisits that generate interestfor this destination;

3. present a joint plan for touristroutes and excursions thathighlight the value of the des-tination to ship owners andcruise companies;

4. involve local administrationsin promoting the destination;

5. support to and participationin local business in the pro-motion and development oftourist activities.

Promoting the city and the re-gion among the cruise tourists isfundamental. The cruise termi-nal will have a Bluetooth wel-come facility for tourists whichwill send tourist information andother free information to cruisetourists.

Passengers will receive text,photos and videos with usefulinformation (on weather, tele-phone numbers, places to visit,events, etc.). New touristguides will be developed by allthe municipalities that wish topromote themselves as destina-tions and they will cover themost suitable products forcruise tourists, including inno-

vative products which will gen-erate income for the destina-tions. The port of Alicante willuse these guides as part of itspromotion to cruise tour opera-tors in national and interna-tional trade fairs, thus takingadvantage of all opportunitiesfor tourist promotion.

The physical connection be-tween port and city is also im-portant to develop Alicante'stourist potential. Within the portarea there are parking areasand connections to public trans-port, which create the founda-tions for the home-port function.

The Municipality has contributedto this strategy quite activelythrough the regeneration plansthat have already been imple-mented in the historical centre,but other goals still need to bepursued.

The challenge for the city in-cludes further urban pathwayswith walks by the sea, leisureareas, a maritime museum,tours of the historical centre,tours of the commercial areas,tours of the craft market spe-

cialised in antiques, terraces,tapas bars with special openingtimes, and urban improvementssuch as street furniture, pedes-trianisation, by-laws on the useof public spaces, access to theport, upgrading of the urbanimage and security. Coopera-tion among the various institu-tions has been pursued also inmarketing. In order to improveAlicante's position in thecruise-tourism segment, contin-uous monitoring is carried outthrough an observatory consist-ing of representatives of thecity, business, tourist agencies,the Port Authority and otheragencies concerned. The ob-servatory will monitor the de-velopment plan throughindicators and this will enableto carry out evaluations of thebusiness potential, surveys ofpassenger/client opinions andthe evaluation of businessopinions.

Alicante has kept itself increasingpassengers continuously, nearly reaching100.000 in 2009, while 2010 has been aconsolidation year, with an small declinefigures back to levels of second highhistorical, with approximately 76.000passengers, after the record beaten in 2009.Over the last exercise relations with shippershave been enhanced to increase andexceeded the historical data of 2009. Thus,the port of Alicante should manage for theseason 2011 more than 50 calls (around100.000 passengers). The maritime station(Cruise Terminal) is a very modern structureand offers a great versatility, being able tomeet more than 3.000 passengers. Thepassenger average expenditure per port callstood at 45 €. The busiest months for cruisesin Alicante are from March to October.

Is the promotion of cruise tourism animportant or priority issue for Alicante?What do you think are the prospects?Alicante considers cruise tourism to bea very importance issue. As a tourismcapital, the city of Alicante offers a va-riety of products that channel our nat-ural attractions, namely sun, sea andsand. These tie in with a selection ofproposals ranging from our rich andvaried cuisine, and culture - in theshape of museums and historicalbuildings -, to leisure, sports and watersports, etc. Alicante offers a wide arrayof products all year round that are animportant lure for the key segment ofcruise tourism. This city looks out to-wards the sea, and our port is a veryvaluable asset. Cruise tourism is oneof the most viable tourist options, andwe have a lot in store for people thatchoose this type of holiday. Cruise pas-sengers enter the city with high spend-ing power, and Alicante is adapting tothis unique form of tourism by offeringoptions suited to the needs of thosewho are here for just a few hours. Wehave huge expectations, as we expectan increase in cruise passengers andin ships calling in at Alicante. Our portis fully equipped to accommodatelarge vessels, and we are ready andwaiting for tourists to come and dis-cover all the city has to offer.

What role is your organisation playingin developing Alicante as a destinationfor cruise tourism? In general, whatlevel of collaboration is there with theport in terms of strategies and function-ality? What are the main advantagesand disadvantages have you encoun-tered whilst working together?We are just another cog in the wheelthat makes the city of Alicante a first-class tourist destination. Our depart-ment contributes to establishing the

city as a cruise tourism destination byfocusing on the organisational side ofthings. We make sure the city is clean,accessible, well sign-posted and safe.We are also aware of the importanceof promoting the city as a tourism cap-ital. The Tourism department has de-signed routes around the city to caterspecifically for cruise travellers, and fora host of different tastes. It hasadapted museum opening times tocruise schedules to ensure touristsdon’t miss out on monuments or mu-seums such as the Hogueras Mu-seum, where they can learn about thehistory of our most important festivity.We work in very close collaborationwith other organisations to turn Ali-cante into a cruise destination. Every-thing we do in this sense is undertakenas a joint task, always seeking consen-sus as regards logistics and organisa-tion. Everything this collaborationinvolves is very positive. As I men-tioned above, we always strive toreach a consensus.

What role (if any) would the promotionof cruise tourism play in the regenera-tion of the Old Quarter, and vice versa,how would the regeneration of the OldQuarter encourage cruise tourism?Alicante is all about the sea. The ori-gins of the city are closely bound to thesea. In fact Alicante’s Old Quarter is lo-cated just a few feet from the port, soas soon as cruise passengers disem-bark, they almost set foot in the heartand soul of Alicante. Over a decadeago, Alicante started work on improv-ing the Old Quarter as a showcase forthe city. The promotion of cruisetourism has done nothing but encour-age these improvements, consideringthe interest the area arouses amongtourists. Practically all the historicalbuildings have been renovated, and

m a n yother newconstruc-tions havebeen designed to blend in with the en-vironment. This area projects a perfectand harmonious image that transportsvisitors back in time on a route filledwith sensations. Monuments such asthe Basilica of Santa María and theCo-Cathedral of San Nicolás havebeen renovated and, alongside the18th-century Ayuntamiento buildingthat accommodates the City Council,they offer an added value to the visit.We inaugurated a building called ElClaustro (The Cloister) a few monthsago, which operates as a visitor recep-tion centre. A quick walk around thecity reveals the increase in bars andrestaurants offering top quality and ex-cellent services.

do you have a personal opinion re-garding the Local Action Plan or theURBACT Project?I have a very positive opinion, since theaction involves European cities, suchas Alicante, which have a port and anOld Quarter and are interested in en-couraging and developing a city-portrelationship and in improving urban lo-cations that can energise tourism. Wecan build on our own experiences andfrom the experience of others. Thistype of initiative allows us to grow as acity and help us realise that we are notalone in this exciting venture to im-prove our city; an initiative that we haveembarked upon with the port. A portthat has welcomed many civilisationsover the centuries, and has alwaysadapted to the sign of the times. Weare currently watching our port and ourcity progress hand in hand, and we areproud to showcase them to everyonewho visits our city.

The Port of Alicante, a newmodel of integration with thecity The unique configuration of thePort of Alicante, which covers mostof the length of the city’s seafront,involves a much needed integra-tion and collaboration between theport and city stakeholders. The ongoing process surroundingthe integration of Alicante’s har-bour has enabled the creation ofemblematic leisure locations in thecity, such as the Explanada de Es-paña and the Paseo del Puertoboulevards. In this respect, it is im-portant to note that over the lasttwo decades, 50 interventionshave been executed in order to re-furbish the port area that bordersthe city. At the turn of the 21st century, theextension of the port towards thesouth brought the integrationprocess further forwards by trans-forming the eastern wharfs –whichwere formerly used for commercialand passenger traffic– and re-vamping them as areas that couldbe used and enjoyed by the citi-zens. The latter intervention wasundertaken for the the VolvoOcean Race international regattaand equipped the area with an el-evated boardwalk over the dock bywharf 12. Furthermore, the extension of thewestern wharfs called for a newinitiative, which involved a com-pletely novel action within theState-owned port network. The Al-icante Port Authority’s determina-

tion to improve the border betweenthe port and the neighbouring dis-tricts led to the creation of an eco-friendly port network in thesouthern port area consisting offour plant barriers and a coastalpark, known as the ‘Parque delMar’ (Sea Park). These two areasplay a two-fold role: on the onehand, they curb the impact on thelandscape by modifying the orog-raphy of the land with small artifi-cial hills and, on the other; theyimprove the area’s environmentalquality.

CruisesApart from eliminating the physicalbarrier between the port and thecity, the coexistence of harbourand metropolis has brought aboutanother advantage in the form ofcruise tourism. The deseasonal-ization of this tourist product,which now exceeds averagegrowth rates within the holidaysector, reveals the need to investin the province of Alicante, so thatit becomes one of the main desti-nations for cruise boats and cruisepassengers. The main appeals of Alicante’sport area are its incredible infra-structures and high berth availabil-ity. Alicante would not have beenable to welcome one of the largestvessels in the world, the “Indepen-dence of the Seas,” if the port In-vestment Plan had not enabled theAlicante Port Authority to under-take the replacement of the bol-lards at wharf 14, which caters for

l a r g el e i s u r ev e s s e l s .With anestimatedbudget of1.5 millionE u r o s ,new 150-ton bol-lards wereused to re-place theformer 60-ton bollards, thus grant-ing the heightened resistance re-quired to adapt to the growingtonnage and dimensions of megacruise ships. These investments allowed over35,000 passengers to visit Alicanteon cruises that moored at the Ter-minal Marítima de Cruceros(Cruise Terminal) between Janu-ary 1 and April 30 of this year, re-sulting in a 128% increasecompared to the same period lastyear. Growth forecasts for thewhole year show that, barring un-foreseen circumstances, Alicantewill end 2011 with the best figuresyet, exceeding the notable100,000 cruise passenger mark.The Port of Alicante allows our cityto look out onto the sea, given itsproximity and integration. There-fore, the Port Authority strives toachieve port-city integration, allo-cating spaces for Alicante’s inhab-itants and tourists, and providingnew areas for leisure, and for thecommunity to be in contact withthe sea and the port.

In Alicante'sLAP greatemphasis isplaced onp r o j e c t sthat aim atestablishingan optimalrelationshipb e t w e e n

visitors that choose to go ashoreand the city. In 2010 a visitor centre was cre-ated; its role is to welcome pas-sengers and to provide them withinformation on the city but it isalso the starting place of somethematic itineraries. The visitorcentre is located in the Old Townand it offers projections with infor-mation about tourism, official insti-tutions, shopping and the localheritage.The reception of passengerstakes places at the cruise termi-nal where there is a Tourist Infor-mation Office that providesspecific brochures for passenger

(free routes) and a free transferto the Visitor Centre marked bysignposts.

Inside this building there is alounge. When cruise passengersarrive there (by bus, from the ter-minal), they find some screensshowing images of the differentroutes and activities they can doin the Old Town. There are threetypes of itineraries: culturalroutes, shopping and handicraftsroutes, gastronomic routes.Routes are also advertised onboard, where they can be bookedbefore disembarkation: this givesan idea of visitors numbers perroute per day. (The Port Authority,which cooperates with the Munic-ipality, distributes these “pack-ages” to cruise-lines through itstrade fair contacts). These routesare marked by signposts that arealready displayed in the OldTown. Routes are free for pas-sengers who want to visit the cityby themselves. Among other

tourist information services, Ali-cante has chosen to develop a“Cruise Friends Web Page” withspecific information about muse-ums, churches and other interest-ing buildings, their timetables,commerce, restaurants and otheractivities.

Plans to revitalizethe old town: fromthe buildings to the“economy”Since 1992, when first agreementwas signed between the City ofAlicante and the Valencia Regionfor the Rehabilitation and Archi-tecture Plan of the HistoricalCentre of Alicante (Plan RACHA),the Housing department is oncharge of the revitalising this his-torical district through differentpoints of view: urban planning,

architecture and social actions.This actions were complementarywith another agreement signedon 1997. The housing was char-acterised by a high percentage ofempty dwellings and a low in-volvement of private initiative.The aim of the revitalisation ofhousing in the historical centre isthe improvement of the way of lifeof the inhabitants to avoid olderpeople being abandoned,through improving the characterof the city and the neighbour-hood. A sign of the success ofthis rehabilitation is a squarewhich before the area was reno-vated was mainly occupied bydrug dealers, and since the reno-vation housing and universitybuildings have been located inthe area to generate a social re-vival. By increasing movementand circulation in the neighbour-hood, criminality has been mar-ginalised. The objectives of theplan included housing activity:promoting public and privatehousing for rental (including a so-cial housing programme), pro-moting cultural activities throughlocal associations, bringing public

spaces to life with activities, ren-ovating the urban mage throughnew signposting, and installingurban furniture. Renovation of theurban image is achieved throughgrants for signage, grants to en-sure standards of new busi-nesses, collaboration with thesmall market in the old town, col-laboration with the campaign ‘Myneighbourhood smells of flowers’,cleaning the facades, small im-provements in urban furnitureand an urban signposting project.Cultural activities involve localcommunity associations, activi-ties in public spaces, grant aid toactivities, cultural tourism throughvisits to the old town, and otherevents, like the “Autumn Photo-graphic exhibition”, an interna-tional cinema festival, a comedyfestival and a rock school.

However, the core of the strategyalso focused boosting the eco-nomic activity. Regarding com-mercial activities in the area,there was an excessive speciali-sation of night time leisure use(“Pubs”), little variety of shopsand restaurants/bars, strict plan-

ning limits for the installation ofleisure activities, uncared-forurban image. The economic de-velopment strategy has been car-ried on trough identifyingbusiness premises and businessopportunities, securing financefor projects and funding them forbusiness investment. Economicactivity entails stimulating busi-nesses and owners of commer-cial premises to bring them backinto use and diversify commercialactivity, through finding commer-cial premises for businesses,finding entrepreneurs, draftingrental contracts, grants for startup projects, grant support for in-vesting in new businesses andadvice for the enterepreneur. The30 businesses and other eco-nomic activities supported in-clude 90% restaurants and 10%other businesses.

• To establish a quality stan-dard trough public enter-prise, in order to have areference for future proj-ects or interventions.

Since 1992 has beenworking for tourism industry and privates companies connected with marinas and nautical business.In 2007 starts to work in the City of Alicante Housing department as a council assistance and nowadays is part of theExternal Relations department. In 2002 had a major contribution to the paper on a Nautical Study Book published bythe Polythecnic University of Valencia.

Gaspar Mayor is the Manager of Alicante City Housing department. He is a qualified economist with a long experiencein the private sector before moving into the City Council of Alicante. He has received the recognition of his city manytimes because of his dedication to social housing and to the Old Town Rehabilitation Plan, which starts in 1992 andhas improved Alicante Historical district.He also promotes the participation in European Programmes since 1997 with a Syrian Restoring Project and otherslike ASIA URBS, RESTAURO, VALUO and extends through time up to the present with CTUR.In addition, Gaspar has been President of the Spanish Public Housing and Land developers Association (2003-2006)and President of the Public European Coordinating Committee for Social Housing - CECOdHAS (2004-2006). He hashad publications in professional journals and has been a speaker at numerous seminars and conferences related tothe rehabilitation of historic centres, social housing, immigration, disadvantaged groups, etc.

RELATIONS - CTUR PARTNER Sara Prieto, graduated in Business Studies and Tourism also holds a Masters degree in Tourism Companies Manage-ment. Before moving into Alicante City Council, Sara worked in hotels companies and nongovernmental organisationsrelated to tourism industry. Since 2005, Sara works as Assistant Manager and External Relations in Alicante City Coun-cil’s Housing department and she is the coordinator of European programs based on restoring and revitalizing the OldTown of the city, such as CTUR.

URBACT is a European exchange and learning programme promoting sustainable urban development. CTUR is a thematic network of the URBACT II Programme that focuses on the theme of Cruise Traffic and UrbanRegeneration of city port heritage; it enquires into how portcities can be productive and no longer simple transitareas through cruise tourism activity.Its partnership is composed of different realities which allows a fruitful cooperation: Naples (as lead partner andtheme promoter), Alicante, APdL (Port Authority of douro and Leixões), dublin, Helsinki, Istanbul, Matosinhos,Naples Port Authority, Generalitat Valenciana, Rhodes, Rostock, Trieste and Varna. The activities are supportedby the International Association of Cities and Ports (AIVP).

The themes underlying the connection between cruises and cities and on which the CTUR project is based aremultifaceted: governance, image of port cities, infrastructural systems, urban tourism, creation of cultural attrac-tions through new types of architecture, re- launching urban/port historical heritage, commercial and general eco-nomic development with positive effects on employment and social welfare.
