In 2019, Phase II was completed which included two segments, between Sepulveda Boulevard and Kester Avenue and between Coldwater Canyon Avenue and Whitsitt Avenue. The Proposition K Specified scope for this project also includes an acquisition requirement which BOE intends to work with Recreation and Parks and the adjacent Council Districts to satisfy. The total Phase III project budget is $7,568,782 with $2,908,000 in Proposition K specified funding available for a projected shortfall of $4,660,782. The project potentially qualifies for up to $4.03 million in Proposition K Inflation and Additional Specified (GAP) funding. The City is working to identify other potential funding sources including grant monies to offset any remaining shortfall for capital expenses and no construction activity will begin until the project is fully funded. There is a potential future impact on the General Fund to the extent that the capital funding shortfall for the project is not resolved through additional commitments of supplemental program funds, Special Fund monies or grant opportunities. Following project completion there is also a potential General Fund impact for operation and maintenance coqts Jjiat would be addressed through the City Budget process in future years. 2 / Richard H. SUBJECT: LOS ANGELES RIVERFRONT PARK-PHASE III (W.O.8 E170421) (PROJECT K2S1) - STATUS OF FUNDING, REQUEST TO AUTHORIZE $225,000 OF THE REMAINING BALANCE OF PROPOSITION K FUNDS, PREPARATION OF CONSTRUCTION DOCUMENTS

RECOMMENDATION:

The Bureau of Engineering (BOE) recommends that the LA for Kids Steering Committee recommend to City Council that they approve the following:

1. Authorize BOE to utilize $225,000 of the remaining balance of Proposition K funds, approximately $800,000, for Phase III of the Los Angeles Riverfront Park Proposition K Specified Project (Prop K-ID No. R18).

2. Authorize BOE to prepare final construction documents for Phase III of the Project that includes 0.6 mile bikeway and greenway along the Los Angeles River (LA River) from the Orange Line Busway to Balboa Boulevard.

BACKGROUND

The Los Angeles Riverfront Park Project is a Proposition K L.A. for Kids Program Specified project (Prop K-ID No. R18) (Project). The scope of work in the Proposition K Ballot Measure is “Land Acquisition, Greening along Encino, Sherman Oaks, and Studio City.” The scope of the overall Project includes construction of paved bike paths, walkways, landscaping irrigation, seating areas, and ornamental fencing.

Phase ! of the Project consisted of designing and constructing the segment between Whitsett Avenue to Laurel Canyon Avenue, which was completed in 2004 Phase II of the project consisted of designing and constructing two segments, which are located along the LA River between Sepulveda Boulevard to Kester Avenue in

Sherman Oaks (Segment 1) and between Coldwstar Canyon Avenue to Whitest! Avenue (Segment 2) in Studio City, Phase ?! of the Project was ultimately completed in 2010. The Segment 1 portion of Phase 1! included the creation of a small park on a small City-owned parcel along the LA River. The small park is directly adjacent to the lend leased from the County and re-designated for recreational use. The existing design for Phase 111 utilizes the same materials, textures and plant palette, making this park indistinguishable from the overall LA River project. Phase III of the Project consists of designing and constructing a 0.0-mile segment, which is located along the LA River between the Orange Line Busway and Balboa Bivd in the Fncino community.

The Prop K Ballot Measure requires the acquisition of a parcel, which still needs to be satisfied per the City Attorney. BOE intends to work with the Department or Recreation and Parks, the Council Districts adjacent to the LA River within the Studio City to Encino reaches, and the City Administrative Officer to satisfy the acquisition portion of the Ballot Measure in the near future. In order to develop the Project, the City executed Lend Use Agreements with the County of Los Angeies and the US Army Corps of Engineers, which required a payment of a fee for said [and use by the City inasmuch &s the alignment along the LA River banks within the Project area have been improved by these projects, including Phase 111 which is fully bounded by LA County and/or US Army Corps of Engineers owned properties, there is currently no property available to acquire that is directly adjacent to the LA River along the entire reach to satisfy the Proposition K land acquisition scope.

Design for Phase iff began in 2018 and the design development drawings were completed in September 201S. in September 2016, $38,000 was authorized by CAO’s Office to develop conceptual design of the segment (Board of Public Works Report No. 2010-0260 adopted on September 23, 2013). BOE would like to proceed with the development of full construction documents for the Project. The estimated cost to complete the construction documents is $228,000.

STATUS OF FUNDING

The current total Project budget is estimated at approximately $7,500,000, with a construction cost of approximately $4,530,000. The construction cost is in line with the construction cost of Phase II (Coldwaier to Wbitself, Sepulveda to Kestar) and considers escalation, and scaling scope proportionately. The shortfall for the Project is approximately $4,660,782 (see table below).

The remaining available Proposition K funding for the Los Angeles Riverfront Park project is approximately $000,000. The project is also eligible for up to $2,028,493 from Prop K inflation and interest, and/or gap funding. BOE anticipates that the shortfall for the project may increase since the acquisition scope has not been satisfied.

Although the tote! funding of design and planning, including consultant costs and soft costs, is approximately $928,000, BOE would like to request $225,000 from Prop K funds to complete construction documents in order to pay consultant fees. The remainder of the design funds will coma from other potential unsecured funding sources, including Measure M, Proposition 68, and CIEP, among others. The remaining amount of Prop K funding will be administered for construction.

Tho City is working to identify other potential funding sources, such as additional CIEP, Metro Measure M, and Prop 68. Mo construction activities will start until the project is fully funded.
