    is exploring options that will

    make travelling on North Williams

    Avenue between Weidler Street and

    Killingsworth Street saer and morecomortable or all users.

    With the advice o a Stakeholder

    Advisory Committee ormed or this

    project, City sta have prepared alternative designs or your consideration.

    These designs include potential transportation changes to reduce conicts and

    improve operation o the bike lane, auto lanes, bus stops, and crosswalks.

    2 NE MLK Boulevard:MLK is designated a major city

    designated bikeway. Some people

    thereore use North Williams

    Avenue to bike to destinations on

    or near MLK Boulevard.

    1 Crossings and Continuity: The side streets west o Williams

    dont go through, and the major

    east-west streets are hard to cross

    because they carry heavy auto

    trafc rom I-5.

    Why Williams?The City o Portland designated North Williams Avenue a "major city bikew

    Portland Bicycle Plan last year. This means North Williams Avenue will beco

    the best and busiest bike routes in the bike network, the same way "major

    streets" (like NE MLK Blvd.) are designed to be the best and busiest car routWhy was North Williams Avenue designated a "major city bikeway"? And w

    FOUR MAJOR PROBLEMS

    Failure to yield to pedestrians

    crosswalks is a common comp

    We have heard concerns about speeding on every

    segment o N Williams. Between Broadway and Russell,

    52% o cars exceed the 30 mph speed limit. Multiple

    Auto Speeds

    People are concerned about the ease and saety o

    walking across N Williams. With two auto lanes and one

    bike lane to cross, and ast-moving car trac, usingeven a well-marked crosswalk can be unnerving. North

    Williams is a place where many children and people with

    disabilities walk and use transit, so crosswalks need to

    be sae and easy to use.

    CROSSWALK SAFETY STRATEGIES

    Providing sae and comortable travel orpedestrians using North Williams Avenue is

    one o the highest priorities or this project. The

    potential strategies or improving the pedestrian

    environment includes:

    Reducing the number o auto lanes in certain

    locations to slow trac and allow drivers to

    better see pedestrians

    Provide high-visibility or signalized crosswalks

    at strategic locations

    Provide curb extensions to allow pedestriansand drivers to see one another

    Manage conficts with bicyclists

    Curb extensions decrease crossing distances and

    improves the visibility o pedestrians

    BIKEWAY CAPACITY STRATEGIES

    The North Williams corridor is one o the most popular bikeways in Portland. This can lead tocrowded conditions where aster cyclists try to pass slower cyclists. Providing more space, so

    bicyclists do not encroach into trac lanes when passing, will create a more comortable cycling

    environment and be able to carry even more cyclists in the uture. Some potential bikeway

    enhancements are described below.

    SIGNAL PROGRESSION

    Ever notice that i you go the right speed along

    Grand Avenue (30 mph) or Broadway in Downtown

    (12 mph) you get all green lights? Trac engineers

    adjust the timing o these signals so that the trac

    progresses at these speeds. The same technique

    can be used on North Williams Avenue to better

    manage vehicle speeds.

    However, providing a green wave requires a

    close and regular spacing o signals that does

    not currently exist on North Williams Avenue. It

    is proposed that speeds be better managed in

    the commercial district between Cook Street and

    Shaver Street by adding signals at:

    Failing Street

    Beech Street

    LANE CONFIGURATION

    One Lane or Two?A single motor vehicle lane on North

    Williams Avenue can carry approximately

    850 vehicles per hour. Two lanes can carry

    approximately 1,700 vehicles per hour.

    Peak hour trac does not exceed the one

    lane capacity in a number o segments and

    existing trac may be accommodated with a

    single lane.

    In segments 2 and 5, it is proposed that

    one o the motor vehicle travel lanes be

    converted to provide space or an enhancedbikeway and bus operating space. The

    benets o a single travel lane arrangement
