Logistics MIC approves new logistics centre in upper Myanmar A new logistics and distribution centre tied to the EFR Group of Companies was approved by the Myanmar Investment Commission (MIC) on 15 January, according to a release from the commission. The facility will be located near the Paleik railway station in Sintgaing township, Mandalay Region. Myanmar Transport Infrastructure Monitor understands the facility is about 40 minutes south of Mandalay by car. EFR Logistics and Distribution Center (Mandalay), a new company established by EFR Group, is developing the facility, a representative from EFR told Myanmar Transport Infrastructure Monitor. The company hopes to start trial operations sometime after April, the representative added. The new company is a Myanmar citizen-owned company and is 100% owned by EFR Group. EFR envisions the facility being a logistics hub for central Myanmar, as the facility will be linked to the national transport network by road and rail, and is located near Mandalay International Airport. The facility will offer inland transport services, container storage and export and import services, the representative said. In an interview with Myanmar Transport Infrastructure Monitor in early 2017, EFR Group chairman U Kyaw Lwin Oo claimed the – then at the time proposed – Paleik logistics facility could help cut transport costs by nearly 70% for certain agricultural goods that typically rely on road transport to Yangon.

The idea is goods can now be stored in Mandalay until a buyer is found and then undergo custom examinations at Paleik before being shipped directly to their final destination in Yangon, as opposed to shipping goods to Yangon for storage. EFR Group was established in 1996. Initially focused primarily on customs clearance, the company gradually expanded into a diversified logistics conglomerate which is thought to be the largest in Myanmar. The group of companies has interests in freight forwarding, inland water transport, air freight, project logistics, warehousing, distribution and a number of other logistics activities. Water Chief Minister visits site of potential deep-sea port A group of Yangon Region government officials led by Chief Minister U Phyo Min Thein conducted an inspection of a possible deep-sea port site in Yangon Region’s Kawhmu township on 20 January, a post on U Phyo Min Thein’s Facebook page states. Officials such as Yangon Region minister of electricity, industry, roads and communication Daw Nilar Kyaw and Yangon Region minster of agriculture, livestock, forest and energy U Han Tun accompanied U Phyo Min Thein. The project site is near Thayet Taw village, according to the chief minister. Thayet Taw village is situated in the southeast corner of the township near the mouth of Yangon River. After inspecting the site, the chief minister promised to develop Kawhmu township into a new city of Yangon and explained the regional government’s plan to present the project to the union government, according to a Daily Eleven report.

In a separate Democracy Today report covering the inspection tour, Dala township MP U Tun Yin was quoted as saying that a deep-sea port in the township would be a component of a project similar to Thilawa Special Economic Zone (SEZ). It has long been thought that any deep-sea or deep-water port in Yangon Region would be tied to a Korea-backed SEZ somewhere in the region’s southern districts. The proposed project is one that Yangon Region chief minister U Phyo Min Thein has continually pushed for since taking office in 2016. Myanmar Transport Infrastructure Monitor notes that U Phyo Min Thein and Yangon Region minister of transport, electricity and industry Daw Nilar Kyaw claimed at different meetings in early December 2017 that a SEZ in southern Yangon is in the pipeline, though neither offered any detailed plans. The following week in December, a 7Day Daily report claimed Myanmar’s central body for SEZs had provisionally accepted an idea proposed by Yangon Region chief minister U Phyo Min Thein to establish a second SEZ in Yangon. Myanmar Transport Infrastructure Monitor notes that a development plan for Yangon Region’s southern districts was thought to be jointly drafted by the Department of Urban and housing Development (DUHD) and the Korea International Cooperation Agency (KOICA). Korea has shown an increasing interest in southern Yangon Region transport connectivity as its plans for a SEZ in the area continue to materialise.

The Yangon-Dala Bridge, also known as the Myanmar-Korea Friendship Bride, is now moving forward and is scheduled to break ground in April. It is being financed by a KOICA loan of approximately $138m. A four to six lane highway in Dala — presumably linking the landmark bridge to the proposed SEZ — is also reportedly being discussed by KOICA and the regional government, per previous reports. The viability and necessity of a deep-sea port in Yangon Region has been a topic of debate in recent years. Proponents of a deep-sea port in a township such as Kawhmu argue that such as development would mitigate bottleneck issues and reduce logistics costs, while detractors say the number of other potential deep-sea port projects in Myanmar and the breakwater required for a Yangon deep-sea port would make the port an unnecessary and inefficient investment.

Logistics Myanmar-Japan JV launches new container freight station KMA-Suzue Logistics Myanmar, a joint venture between KMA Shipping and Japan-based Suzue Corporation, has announced that its container freight station in Dagon Seikkan is now operational. An opening ceremony at the facility was held on 16 January, according to MBC. Myanmar Transport Infrastructure Monitor understands the facility is located in Dagon Seikkan township about 15km from downtown ports, 20km from Thilawa SEZ and 20km from Yangon International Airport. Logistics companies are increasingly drawn to warehousing and logistics centre investments in Yangon’s Dagon Seikkan township due to the area’s proximity to industrial zones and relatively easier access to Thilawa SEZ.

KMA Shipping CEO U Swe Lynn says Nishimatsu Construction, the main construction contractor, handed the facility over on 20 December 2017. The 18,211 sqm site has a total floor space of 1,558 sqm, he added. Myanmar Transport Infrastructure Monitor notes the facility also contains a container yard, an open storage yard and an office building.

Work on the facility began in February 2017, according to a 2017 press release from Suzue Corporation.

KMA-Suzue Logistics Myanmar was established in 2013. The joint venture focuses on logistics and freight forwarding services, with the majority of customers being Japanese companies, the CEO says. It recently applied for a bonded warehouse license for the new container freight station, though it is unclear if the company will be granted the license. Moving forward, KMA-Suzue Logistics Myanmar plans to develop more warehouses and facilities, such as a diesel fuel terminal at Thilawa, KMA Shipping manager Daw Nyein Thwe Khaing said. KMA Shipping is a part of the KMA group of companies, one of Myanmar’s largest conglomerates. The group comprises companies such as CB Bank, Golden Myanmar Airlines, KMA Real Estate, KMA Shipping and KMA Construction. The shipping business was established in 2008 and claims to be the first Myanmar-owned private shipping company. Suzue Corporation is one of Japan’s oldest logistics companies.

It was established in 1908 and specialises in warehousing solutions, freight transport and project logistics. It is based in Yokohama, a city 40km south of Tokyo.

Road MoC proposes interim budget for infrastructure, housing The Ministry of Construction has proposed a total budget of Ks244.4bn ($181m) to build roads, bridges and rental staff housing between April and September 2018. Following the decision to change the financial year timeline, union level bodies and government organizations were required to submit budget estimates for the six month interim period between April and September 2018. With the proposed budget, the Ministry of Construction intends to construct eight roads, 58 bridges and 13 rural transport infrastructure projects, as well as rental staff housing in Yangon, Naypyitaw and Mandalay. However, the ministry has projected an overall revenue of only Ks172.3bn ($128m) within the six-month period, which includes financial assistance from international organisations, its deputy minister U Kyaw Lin said at the Union Parliament on 17 January. In late October 2017, the parliament voted to move the financial year to an October to September timeline. As Myanmar currently operates with a fiscal year running from April 1 to March 30, interim budgets must be drafted for the period between April and September 2018 to bridge the gap between the end of FY 17-18 and the beginning of FY 18-19. Deputy Minister for Planning and Finance U Maung Maung Win said the fiscal year adjustment was due to Myanmar’s monsoon season, which runs from June to October.

Heavy rains during the five-month period disrupt and slow construction and infrastructure development, he said. With the change, the government is hoping construction operations are able to carry on for consecutive months during the dry season, especially in flood prone areas such as Chin State and Sagaing Region. Proponents of the change note that under the current system, projects are tendered before the rainy season, but then delayed soon after when the rainy season begins. With more time to continuously operate, the construction sector will be better positioned to succeed, supporters claim. However, critics of the change argue that there are many issues that could result in a more volatile construction market, such as the insufficient framework in place to allow for a smooth transition for companies. Road Regional government shelves underpass projects State-run newspapers on 18 January reported that the Yangon Region government has decided to withdraw a tender issued last month inviting local companies to construct three pedestrian underpasses in Yangon. The announcement did not provide a specific reason for the decision to cease the tender process, though the proposed projects were described as impracticable by the state-run newspapers. It is not clear if the projects are being temporarily shelved or permanently cancelled, though, it is possible the cancellation could be linked to budgetary constraints tied to the financial year shift.

On 8 December, the regional government invited Myanmar citizen-owned companies to design and construct underpasses at the following locations: • U Wisara Road (near Shwedagon Pagoda’s north entrance), Bahan township • Pyay Road (in front of the University of

Education), Kamaryut township • Pyay Road (near the end of the 8 Mile

flyover), Mayangone township The paths would have aimed to improve urban road safety near heavy pedestrian traffic areas such as shopping malls and universities. The Yangon City Development Committee (YCDC) originally expected a quick tender evaluation process and was keen on beginning construction and finishing construction on all three projects before the end of FY 17-18, YCDC department of engineering associate head U Tin Htun Oo said in December. Each underpass was to include shops akin to similar projects in Singapore, U Tin Htun Oo claimed. Underpass projects in Yangon have historically faced difficulties being implemented. Local developer Shwe Taung Group claimed in 2016 that it was tied to an underpass beneath Pyay Road linking its Junction Square development with the University of Education compound, though the project seemingly never progressed past the proposal stage.

Water Extensive river navigation project set to begin next month A large-scale navigation enhancement project on the Mandalay to Nyaung-U stretch of the Ayeyarwady River is set to begin next month, according to an official from the Directorate of Water Resources and Improvement of River Systems (DWRIRS). The Ayeyarwady River Basin Management Project (AIRBMP), which is being funded by a $100m loan from the World Bank, will consist of navigation enhancements, retainment wall construction, riverbed maintenance, the installation of signalling systems and channel maintenance. The project ultimately aims to facilitate economic development along the country’s arterial river by creating a more efficient and cost-effective transport option, and by instilling sustainable agricultural practices. Work will be split into three programmes. The Mandalay to Nyaung-U stretch is reportedly a part of programme three and is set to require an estimated $38m to carry out, according to DWRIRS. The Mandalay to Nyaung-U section will contain two phases, according to a 22 January article in The Myanmar Times. “For the first phase, we will work to retain the riverbank and for this we have a tender and we expect to start in February,” project manager U Aung Myo Khaing was quoted as saying. “In the second phase, we will construct concrete barriers on the riverbed to reduce the speed of the water, which is expected to start in December.”

Environmental and social impact assessments along the stretch have already been completed, U Aung Myo Khaing was quoted as saying. Myanmar Transport Infrastructure Monitor understands the International Centre for Environment Management (ICEM) conducted the studies throughout 2017. In late October 2017, DWRIRS issued a tender inviting consulting firms to submit proposals for feasibility studies, engineering designs, capacity building projects and construction management responsibilities for the Mandalay to Nyaung-U stretch of the project.

The deadline to submit proposals was 30 November. However, Myanmar Transport Infrastructure Monitor notes that a winning bid for the latest tender has yet to be announced. DWRIRS seemingly believes an agreement with a bid winner will be finalised within the next month, according to U Aung Myo Khaing’s statements. The Ayeyarwady River basin covers an approximate area of 414,000 sq km and has a navigational length of about 2,170 km. A total of 215 towns and 3161 villages are located within the river basin area.

Road Construction schedule announced for Magway Region bridge A previously proposed bridge spanning the Ayeyarwady River in Magway Region is now slated to break ground in April. The bridge was expected to receive approval and an allotted budget next fiscal year, but Thayet township MP U Kan Myint says construction will commence in April. Works will be carried out with an allotted Ks300m ($200,000) for the 2017-2018 fiscal year and Ks300m ($200,000) for the 2018-2019 fiscal year, according to Democracy Today. The Ministry of Construction originally planned to present the projected budget for the project to the Union government at the beginning of the 2018-2019 fiscal year, per previous reports. A construction schedule would have then been dependent on the budget allotted for each fiscal year. The bridge is set to link Thayet and Aunglan in southern Magway Region. At present, locals must travel between Aunglan and Thayet by motorboat, with trips taking about one hour. Once complete, travel time will be significantly cut between Magway and cities on the western bank of the Ayeyarwady River. Via road, Aunglan - which is situated on the eastern bank of the river - is about two and a half hours south of Magway. However, towns such as Thayet on the western bank of the river are about four hours south of Magway due to poor road connections on that side of the river.

The bridge will also most likely create a smoother link to the proposed Kyaukphyu SEZ via the Thayet-Mindon road passing Pathein-Monywa road. Similarly, the bridge will link with the Yangon-Pyay-Taungdwingyi-Magway-Kyaukpadaung-Myingyan-Mandalay road through the town of Aunglan. Feasibility studies for the bridge began in November with assistance form the Korea Overseas International Cooperation Agency (KOICA). The bridge will be 2,300 metres (7,546 ft) long and an estimated Ks75bn ($56m) will be required to complete the entire project, according to the Department of Bridge. The exact location of the bridge has not been announced, though Myanmar Transport Infrastructure Monitor believes it may be situated on Mintone road - which runs through Thayet's city centre - or a few kilometres north of Thayet. Road YCDC finalises contract for bus-stop upgrade A development agreement between the Yangon City Development Committee (YCDC) and FMIDecaux – a joint venture between First Myanmar Investment (FMI) and JCDecaux – was finalised on 20 January, according to 22 January and 23 January press releases from JCDecaux and FMI, respectively. The 20-year contract will cover the design, installation, operation and maintenance of 500 new bus shelters and 500 city information panels (CIPs), the releases state. Myanmar Transport Infrastructure Monitor notes that a total of 250 bus-stops will be upgraded, with two shelters installed at every stop for both directions.

The estimated cost of the project has ranged from Ks10bn ($7m) to Ks20bn ($14.1m), per previous reports. Neither press release divulged a specific figure, though FMI says their investment in the venture will be carried out with 2.99% of FMI’s consolidated net assets. Work is scheduled to begin in June and end in late 2019, JCDecaux and FMI both say. In January, an official from YCDC claimed the upgrade works would begin in February and finish by 2019, though this claim appears to have been made before any implementation plans were concrete. FMIDecaux was awarded the right to upgrade the bus-stops in late November 2017. JCDecaux controls 60% of the partnership, while FMI controls the remaining 40%. FMI is one of Myanmar's largest public companies and was the first listing on the Yangon Stock Exchange (YSX)in March 2016. The company’s core businesses are in financial services, real estate development, health care and tourism, though it has several other business interests. It is a subsidiary of Serge Pun & Associates. JCDecaux is the world’s largest outdoor media company. The French company is known for its bus-stop advertising systems. Myanmar Transport Infrastructure Monitor understands that bus-stops on Pyay, Kabar Aye Pagoda, Bayintnaung, Lan Thit, Khayaypin and Baho Roads will be prioritised. There are about 2,000 bus-stops in all of Yangon.

Other Second deputy minister appointed for transport and communications President U Htin Kyaw’s office has announced that U Thar Oo has been appointed as the new Deputy Minister of Transport and Communications, according to a 16 January release. The Ministry of Transport and Communications will now become the second ministry to have two appointed deputy minsters. U Kyaw Myo has served as the ministry’s deputy minister under Union Minister U Thant Sin Maung. U Thar Oo is the 16th deputy minister appointed to Union-level ministries since the National League for Democracy assumed office in 2016. He was previously the Director General of Myanma Post and Telecommunications (MPT), and will presumably leverage his experience in information and communications technology (ICT) to oversee the communications portfolio, while U Kyaw Myo will be responsible for the transportation portfolio. The Ministry of Planning and Finance was previously the only ministry to have two appointed deputy ministers - U Set Aung and U Maung Maung Win. The ministry is headed by Union Minister U Kyaw Win. The president’s appointment is the second significant development this week related to government personnel overseeing transport affairs. Earlier this week, former Union Minister of Construction, Electricity and Energy U Win Khaing was officially transferred as the Union Ministry for Electricity and Energy, meaning he will give up the Ministry of Construction portfolio.

President U Htin Kyaw has nominated U Han Zaw, the former managing director of the Public Works Department under the Ministry of Construction, as U Win Khaing’s replacement. U Han Zaw’s appointment is slated to take place on 19 January. Road Elevated expressway may be implemented without proposal to MIC The recently announced Yangon elevated expressway project could begin implementation works without submitting a proposal directly to the Myanmar Investment Commission (MIC), an official from MIC claims. A proposal would not be necessary as the expressway is a Union-level project led by the government, the official was quoted as saying in a 24 January Daily Eleven article. On 11 January, the International Finance Corporation (IFC) signed an advisory services agreement with the Ministry of Construction to design and implement the 20.5km (12.7-mile) elevated expressway under a public-private-partnership (PPP), according to a release from IFC. The expressway is the same eastern ring road proposed by the Japan International Cooperation Agency (JICA) in its Comprehensive Urban Transport Plan for Greater Yangon, which runs north to south along Waizayantar road. It will begin downtown and end near the Mingaladon industrial zone. It is believed that this is the first phase of a broader expressway plan and the Ministry of Construction intends to eventually extend the expressway to the Hanthawaddy International Airport – if the airport project moves forward.

One or more companies will be chosen to develop the project, Ministry of Construction deputy director general U Kyi Zaw Myint told Myanmar Business Today. Air DCA, Chin State officials discuss airport projects Ground work on the future Falam Airport is now 25% complete, Aerodrome Standards and Safety Department director U Kyaw Soe was quoted as saying in local media publications. The construction of ground retainment walls is now underway, he added.

Myanmar Transport Infrastructure Monitor notes that the airport will be located next to the Rih-Falam road near Mount Surburg, about 8.5 miles away from Falam. The runway will be 6,000ft by 100ft and will be able to accommodate aircrafts such as the ATR 72, per previous reports. Although the project initially faced some delays during rainy season, construction has significantly sped up over the past two months, a Chin Sate government official was quoted as saying in the reports last month covering Chin State chief minister U Salai Lian Luai’s visit to the project site. Implementation work originally began during FY 15-16 and the project is expected to finish in FY 20-21. An estimated Ks25bn ($18.5m) will be needed to carry out construction, per previous reports. Construction this fiscal year is being financed by Ks5bn ($3.7m) from the Union government budget. Chin State chief minister U Salai Lian Luai recently met with U Kyaw Soe to also inspect and discuss the potential Htantlang airport project in central Chin State, according to an 18 January article in The Mirror. An airport in Htantlang, which is located about 35km (22 miles) west of the state capital of Hakha, could serve as an alternative to the proposed Hakha airport project if the project is deemed unfeasible. Some aviation experts believe construction an airport is Hakha may prove to be too difficult as the terrain in and around the town is not suitable for such a project. At present, Chin State is the only region in Myanmar that does not have an airport.

Travellers typically use the Kale Airport in Sagaing Region to access Chin State. In a bid to boost its tourism industry and increase air connectivity, the Chin State government has previously claimed it plans to build six airports throughout the state. The Falam and Lielinpi airports project appear to be moving forward, while Hakha, Htantlang, Tiddim and Paletwa could be the three other locations based on previous comments made by the state government. Other President nominates new construction minister U Htin Kyaw, the President of the Republic of Myanmar, named U Han Zaw as his nominee for the position of Union Minister for Construction. U Han Zaw is the retired Managing Director of the Public Works Department under the Ministry of Construction. The Union Parliament confirmed his appointment on 19 January. A brief bio released by the Union Parliament shows U Han Zaw is 72-years old and received a MS in Engineering from a university Moscow. The president’s nominee is set to replace U Win Khaing, Union Minister for Construction, and Union Minister for Electricity and Energy. U Win Khaing was officially transferred as the Union Ministry for Electricity and Energy, meaning he will give up the Ministry of Construction portfolio. U Win Khaing was the initial Minister for Construction in the National League for Democracy’s cabinet when the party first took office in April 2016.

He subsequently took on the Electricity and Energy portfolio when former minister U Pe Zin Tun resigned in August 2017, amidst criticism that there had been minimal progress under his watch. In the two days following U Win Khaing's transfer, rumour had it that Daw Nilar Kyaw, the Yangon Region minister for electricity, industry and transport, as well as U Kyaw Lin, the deputy minister of construction, were also popular choices for the new minister position. Water European company awarded seismic acquisition contract Total and Eni have awarded Shearwater GeoServices a 10,000 sq km seismic acquisition contract in 2018. The survey is for two blocks, YWB (operated by Total) and MD-4 (operated by Eni). Both blocks were awarded in the 2013 offshore round. Shearwater will use the “Polar Empress” for the six-month survey, which is to begin this month. The vessel was built in 2015, and has a capacity of up to 22 streamers. The contract follows another deal in November with ONGC for 3-D seismic work in India. Shearwater CEO Irene Waage Basili said in the press release that the seismic market remains challenging, but that the firm is well positioned given a solid 2017 and the recent contract wins. Shearwater GeoServices is a marine geophysical services company jointly owned by Norway’s GC Rieber Shipping ASA and Rasmussengruppen AS.

The firm has four seismic vessels and was founded in December 2016. MD-4 MD-4 is located approximately 230km offshore in the Moattama-South Andaman Basin, west of the Yetagun gas field. Water depths range from 1,500m to 2,200m. French firm Total farmed-in in late 2016, taking a 40% stake in the block. Eni's previous holding of 80% dropped to 40%, though it stayed as the operator, and PetroVietnam's stake remained unchanged at 20%. YWB YWB is a 8,223 sq km block awarded to Total in 2014, with the PSC signed in February 2015. It is 100% held by Total E&P. Road YPS implementation will commence shortly Yangon Bus Service (YBS) management has revealed a more detailed implementation plan for the Yangon Payment Service (YPS), a cashless payment service set to be installed on thousands of buses in the YBS fleet. YPS will first be implemented on two or three bus lines operating on major roads in Yangon, such as Pyay road, Kabaraye Pagoda road and Insein road, Union Daily reported YBS officials as saying. The implementation will occur in March, the article states. Machines will charge various fares depending on distance travelled, with Ks100 being the base fare. Excel KC Myanmar, a joint venture between Yangon-based Excel Myanmar and Taiwan-based Acer, was awarded the right to implement the system on 10 January.

The partnership will invest Ks20bn ($14.78m) to implement the cashless payment service and use Acer-manufactured equipment in the system. Road Yangon traffic control centre irks government once again Machines recently installed at the forthcoming Yangon traffic control centre do not meet the regional government’s standards of quality, according to Yangon Region Transport Authority (YRTA) associate secretary U Than Win. “It is difficult to say when the traffic control centre can be operational since the regional government has refused to accept the quality of the machines and equipment at the control centre,” the associate secretary was quoted as saying in a 19 January 7Day Daily article. A joint-venture between China Railways Construction and Myanmar Shwe Ying was awarded the right to construct the control centre on Pyidaungsu Road - as well as install 154 new traffic lights and 600 CCTVs across Yangon - in early 2016. The Yangon Region government allocated Ks19bn ($14m) for the installation of the new technology. The project has faced many delays and is currently over a year and a half behind schedule, resulting in the Yangon Region government fining the developers Ks100,000 ($74) per day until the project is finished, per previous reports. It is unclear if the fine is still enforced. The control centre was reportedly finished in 2017, though the facility has not been operational due to complications surrounding the installation of new traffic lights, CCTVs and equipment by Myanmar Shwe Ying and China Railways Construction.

Myanmar Shwe Ying is a local conglomerate with interests mainly in agribusiness and trading.

The company has made multiple partnerships with Chinese state-owned companies bidding on infrastructure projects in the past. At present, new traffic light installation at 154 old traffic lights is 100% complete, but CCTV installation at the newly installed lights is only 90% complete. The CCTVs being installed are connected to the traffic control centre, and will monitor traffic build-up and traffic infractions, according to YRTA. Removing the old traffic lights is also a component of the project. As of January 2018, 70 aging traffic lights have been removed and another 84 slated for removal this year. Road Large portion of Tanintharyi Region budget used on roads The Tanintharyi Region government has used over 50% of its FY 17-18 budget on road infrastructure works, according to regional chief minister Daw Le Le Maw. “We spent most of our Tanintharyi budget on infrastructure sectors,” the chief minister was quoted as saying by The Myanmar Times.

“Only when the road networks and road conditions improve will commodity flow and individual productivity increase.” The Ministry of Construction spent Ks32.32 bn, Ks35.31bn and Ks12bn on roads and bridges in Dawei, Myeik and Kawthoung districts respectively, according to a 24 January article in The Myanmar Times. For the construction of city ring roads, Ks1.95bn, Ks1.90bn and Ks1.19bn were spent on Dawei, Myeik and Kawthoung respectively, the article added. Road Infrastructure in the remote Tanintharyi Region remains poor relative to other regions in Myanmar, though developments over the past few years have signalled that connectivity is gradually improving in the region known for its immense natural beauty. A highway from southern Mon State’s Ye to Dawei is currently being improved and widened, while other small road projects in southern Tanintharyi are in the proposal stage. A separate upgrade that will widen and pave a road linking Dawei to the popular beach town of Maungmagan is also underway and should finish sometime next fiscal year, according to officials. Additionally, the Japan International Cooperation Agency (JICA) was tapped in early 2017 to develop a master plan for Tanintharyi Region and Dawei SEZ. The plan is expected to be finished during FY 18-19. On the other hand, the status of the proposed 132km (82-mile) highway connecting the proposed Dawei SEZ to Kanchanaburi, Thailand remains unclear.

Thailand has offered to finance the construction of the road with a $132m loan, though Myanmar Transport Infrastructure Monitor understands the loan deal has yet to be finalised and will eventually need approval from the Union parliament. Road Construction begins on bridge spanning Kaladan River Construction is underway on a bridge spanning the Kaladan River near Paletwa. Myanmar Transport Infrastructure Monitor notes the bridge is located in Laung Kadu village, Paletwa township. Surveys and studies for the bridge project were carried out in mid-2017, according to a report in Myanma Ahlin. An approach road has already been constructed on the Laung Kadu side of the 1,943ft by 27ft bridge has, the report added. Construction on the bridge is expected to finish within three years. Nearby, the Ministry of Construction has already completed a 217km (135-mile) dust road linking Paletwa and Matupi, as well as a 53km (33-mile) stone road from Paletwa to Kyauktaw. These roads will now be upgraded in three phases, coinciding with the bridge development. The project aims to increase road connectivity with southern and eastern Chin State. Once the new bridge is complete, it will link with the two roads and promote trade flow in the region, Chin State officials say.

Myanmar Transport Infrastructure Monitor understands that the bridge is not affiliated with the Kaladan Multi-Modal Transit Transport Project. Road Malaysian infrastructure developer scoping opportunities in Myanmar Sunway Construction Group (SunCon), a Malaysian infrastructure and housing developer, is mulling over an entry into Myanmar and is currently scouting for local partners, according to The Edge Financial Daily. “Currently, we’re looking quite seriously into Myanmar and Indonesia. We need a long-term strategic partner. It will depend on the opportunity and we will have to understand and study our partners and the risks of [the respective] countries,” SunCon managing director Chung Soo Kiong said on 23 January at an investment forum in Malaysia. SunCon will only explore opportunities in infrastructure or specialised buildings such as hospitals, the managing director added. The company has interests in a range of construction services, though mainly focuses on roads and railways under its infrastructure business. Myanmar Transport Infrastructure Monitor notes SunCon has completed a number of urban rail and interregional highway projects throughout Malaysia. Domestically, the company is currently bidding on the right to construct railways such as the Kuala Lumpur-Singapore High Speed Railway and the East Coast Rail, a railway project spanning the east coast of Malaysia to link major ports with infrastructure deficient regions.

Road Road upgrade in Ayeyarwady set to improve connectivity in the delta A road upgrade on the Bogale-Kyonmangay Road in Ayeyarwady Region is now being carried out using Ks250m ($0.2m) from the Union government budget, according to a 23 January article in The Voice Daily. Bogale-Kyonmangay Road is currently 106km (66 miles) long and 14ft wide. Upgrade works will include extending the width and paving stretches of the road. The project is expected to finish by the end of the current fiscal year, Department of Highway engineer U Thein Zaw Myint was quoted as saying. Locals in the area have traditionally relied on water transportation due to the difficulty of developing roads and bridges in the delta’s numerous waterways. However, roads such as the Bogale-Kyonmangay Road have helped towns like Kyonmangay better connect to the regional road network. Kyonmangay is mainly known for its rice and fish products. If road infrastructure is continually improved between towns such as Kyonmangay and Bogale, trade in the delta will be grow and help develop smaller towns, a resident was quoted as saying in the report. Two large bridges currently being constructed nearby over Tha Kan creek and Satsan creek are two examples of plans to continually increase road connectivity in the delta area. The bridges are scheduled to open sometime during H1 2018.

Road YBS operator chosen to implement new airport shuttle A long-anticipated shuttle bus service linking Yangon International Airport (YIA) to downtown Yangon is slated to commence operations in February. Yangon Region Transport Authority (YRTA) secretary Dr Maung Aung says the service will operate as a new Yangon Bus Service (YBS) line with a 50-bus fleet, several local language publications reported on 22 January. Omni Focus – which currently operates YBS lines 20, 27, 56 and 85 – will operate the new shuttle route, the secretary added. The new line will reportedly act as more of an express route, making few stops as it travels in between YIA and Sule Pagoda along Kabar Aye Pagoda Road. Preparation works are now underway, and drivers have already been assigned to the route, Omni Focus transport manager U San Yu was quoted as saying in multiple publications. Omni Focus is a diversified group of companies headed by U Kyaw Ne Win, grandson of former leader Ne Win. Its transport business has interests in public bus services and has looked to rapidly increase its presence in the market over the past year. The company imported 400 new Foton buses in May 2017 and recently applied to introduce a handful of new routes to YBS. In December 2017, YRTA approved two new bus lines for the company: YBS 82 and YBS 83. A shuttle-type bus service between YIA and Sule Pagoda has been discussed for some time now.

Omni Focus officially submitted a proposal for the shuttle route in 2017. It is unclear where the bus stops will be located at the airport. At present, almost all travellers take taxis or personal cars to and from the airport. Road New traffic alert system in the works The Yangon Region Transport Authority (YRTA) plans to introduce a new information system that will notify drivers and commuters of traffic and road conditions, YRTA secretary U Than Win was quoted as saying in a 24 January Myawady Daily article. Myanmar Transport Infrastructure Monitor understands the system consists of standalone LED signs, sensors and CCTVs. The system will presumably interact with the forthcoming Yangon Traffic Control Centre, which has faced a litany of delays. At present, drivers and commuters rely on time delayed Goggle traffic alerts and their own senses to gauge congestion levels across the city. Roads such as Yangon-Insein road, Bogyoke Aung San road and Banyardala road will be the first roads to host the installations. The systems will be situated near the main entrances to those roads, U Than Win says. Installations and alerts will aim to reduce traffic on some of Yangon’s main roads by deterring drivers from to taking already congested routes, though it remains to be seen if the proposed system will actually alleviate traffic or spread congestion to alternative routes.
