A national level coordinating decision-making body was established

on 2 September 1991. The main functions of the committee are:

to advise the union government in enacting educationallaws which will support the perpetuation of the physicalintegrity of the Union, national solidarity and nationalsovereignty

to coordinate in adopting educational policies in line withthe social, economical and political system

to give guidance in implementing programmes aiming atpromoting the intellectual and technical advancement ofthe people of Myanmar

to coordinate in reviewing and amending educationalprogrammes




to give guidance in cooperation with internationaldevelopment agencies and educational organizations forthe implementation of programmes in the education sector

to coordinate in implementing 30-year Long-termEducation Development Plan and amending educationalprogrammes if necessary

to make policy in upgrading curriculum and syllabus tomeet international level

Aims and Focused Areas

The aim of the plan is

to strive for the development of highly qualified humanresource and

to introduce regional human resource developmentprogrammes.

To implement 21 programmes focused on five core areas:

Promotion of the quality of education

Introduction of ICT in education

Advancement of research

Development of a lifelong learning society, and

Enhancement of international collaborations




Successful Implementation of Four-year Plan

establishment of ICT facilities, namely e-education learningcentres, e-education resource centres, computer trainingcentres, multimedia lecture rooms and language labs at allhigher education institutions

introduction of new curricula at higher educationinstitutions from 2000-01 AY and production of textbooksand course books for undergraduate programmes in linewith curriculum revision

initiation of new programmes including the doctorateprogramme

introduction of new specializations and multidisciplinarycourses at universities, degree colleges and colleges




Successful Implementation of Four-year Plan

introduction of teaching methodology that promotes criticalthinking, and analytical skills

development of skills development courses at humanresource development centres of higher educationinstitutions to meet community needs

upgrading of library, research and recreation facilities at allhigher education institutions

increasing linkages with regional and internationaleducational institutions and organizations
