The plan will be our guide for what we, as a community, try to make happen over the next 5 years.
MUTHILL COMMUNITY FUTURES STEERING GROUP The preparation of the Action Plan has been guided by a local steering group which brought together representatives from the Muthill Public Hall Committee, Muthill and Tullibardine Community Council, Muthill Scottish Women’s Rural Institute, Muthill Church of Scotland, Muthill in Bloom, Muthill Friends of Guiding, Muthill Scout Group, Muthill Primary School Parent Partnership, Muthill Pre-School, Muthill Community Development Association (MCDA) and individual residents.
LOCAL PEOPLE HAVE THEIR SAYThe Action Plan has been informed by extensive community engagement carried out over a four month period from September to December 2010.
The process involved:
• stakeholderinterviewsandmeetings–withdifferentgroups and individuals representing all aspects of the community
• carryingoutacommunityviewssurvey,whichwasdelivered to all households
• preparingacommunityprofiledetailingfactsandfiguresaboutthecommunity
• organisingaCommunityFuturesEvent

20 Stakeholder meetings and interviews were held with local groups, businesses, and support organisations

OUR COMMUNITY NOWSummarised below are the main facts and figures from the Community Profile and some of the views from the Community Views Survey. Full copies of these reports are available from the steering group on request.
LOCATIONMuthill is an attractive historic and traditional village approximately3milesfromthesmalltownofCrieffintheheart of rural Perthshire.
POPULATION The population of the village and surrounding countryside isaround1,000.Ithasnotgrownsignificantlyoverthelast 20 years but it has changed with younger families movinginoverthelast5–7years.Itnowhasabalancedmix of age groups not dissimilar in composition to that of Perth and Kinross as a whole.
HOUSINGThere are just over 350 houses in the study area. There are lower percentages of owner occupation and social rented housing in Muthill than for either Perth and Kinross Council area or Scotland and a correspondingly high level of private rented housing. This is mainly due to Drummond Estate being a private landlord. The Estate ownsandrentsout60housesaswellas30letfarmsinthe area. There has been relatively little house building overthelast10yearswithonlyaround16housesbuiltwithin the Community Council area since 2001.
MuthillwasdesignatedaConservationAreain1974andover 90 of the buildings in the village are listed.
EMPLOYMENT & THE LOCAL ECONOMYMain employment is in the public sector and in tourism and retail sectors and there are relatively high levels of part time employment and self employment. Most peopletraveloutofthevillageforworkeitherinnearbylocaltownsandvillageslikeCrieffandAuchterarderorfurtherafieldtoPerthandStirlingandbeyond.
There has been a decline in land based employment although Drummond Estate employs local people and contract with local tradesmen. Local retail now only consistsofthevillageshopwithpostofficefacilities,andthe garage with its small shop. The hospitality sector includes the Barley Bree Restaurant with Rooms and The Commercial Hotel and Pub. The largest employer in the village is the Wardside Care Home.

ROADS MuthillisontheA822/A823fromCrieffintheNorthandBraco or Auchterarder in the South. The A822 is often busywiththroughtrafficasitisthemainthroughroadtoCriefffromtheA9andissignedfromtheA9asthetourist route to Pitlochry. It is also one of the main routes for lorries between Stirling and Oban.
TRANSPORT BusservicesareprovidedbyDocherty’s,CrieffTravel,Stagecoach and Harlequin. Bus times mean that there are oftenlongwaitsinCrieffanddifficultyinconnectingwithservices to and from Perth. The nearest railway stations are at Gleneagles and Dunblane.

SURROUNDING COUNTRYSIDE & WALKSThe Drummond Castle landscape immediately bordering the north of the village is registered in Historic Scotland’s inventory of Gardens and Designed Landscapes. Its formal terracedgardensareconsideredthefinestexampleoftheirkindinScotland.

CULTURE & HERITAGEThevillagewasfoundedbyCuldeeMonksinthe700sand was once an important religious centre. The Church, tower and graveyard are collectively a Scheduled Ancient Monument. Muthill was almost totally rebuilt after most of thebuildingsweredestroyedbyretreatingJacobitesin1716.
The village museum is housed in a Georgian cottage near the old church and provides information on local history andfolklife.
Drummond Castle & GardensTheCastlewasbuiltin1491bySirJohnDrummondonland that had been granted to Sir Malcolm Drummond forfightingwithRoberttheBruceatBannockburn.TheGardenswereoriginallylaidoutin1630byJohnDrummond, 2nd Earl of Perth and Italianised and embellishedwithanumberoffinestatuesin1830.

WHAT PEOPLE SAIDI like Muthill because it is a lovely quiet village.
Muthill in Bloom has made the village so much nicer in the years it has been working – well done.
Muthill is a lovely rural village with a real history.The size of the village is just right.
It feels safe to live here.I find Muthill a very friendly place, most people are ready to help
at a moments notice and get stuck in to improve the village.
A village shop/Post Office and a petrol station with a small shop.Barley Bree, Sweeney’s Garage, Post Office.
Enthusiastic teachers and a school which takes part in the wider community.
The pre-school is in a lovely location and provides great early years education.
There’s a lot going on for such a small village – clubs and groups. There are parks and football pitches.
The lovely walks and sense of peace when away from the main streets.
The Low Carbon Community Project – important to consider future.
Commutable – an hour to most main cities – access too to Highlands and hills.
We have a church in the heart of our community.

COMMUNITY VIEWS SURVEY: DISLIKES
WHAT PEOPLE SAIDTraffic volume, noise, safety – cars parked on main streets – streets are ‘owned’ by cars. rather than people.
Public transport is bad. No attempt at linking connections.Have to spend almost 3 hours in Crieff due to bus times – feel a bit isolated if don’t have a car.
No focal point for meeting up – a pub or a café.Poor village hall which is damp, uninviting and not fit for purpose.
We feel that Muthill does not have a social centre to suit all from the community.Parks could be improved with more equipment.
Lack of places/things for teenagers – so hang around on street.Access to Crieff by bike is poor and dangerous at busy times.
Shortage of affordable houses. The clutter of signage and nasty barriers/handrails.
Poor planning decisions which have ruined aspects of the village – insufficient attention paid to Conservation Area Status.
No mains gas – oil is very expensive.The threat of the overhead pylons passing the village which would very
dramatically alter the setting of the outstanding Conservation Area and Muthill cemetery.

MUTHILL: A VISION FOR OUR FUTUREThis statement has been prepared to summarise the main aspirations for the future as expressed by local people and organisations.

COMMUNITY FACILITIES & ACTIVITIESMuthill urgently needs a good village hall that can provideasocialhubforthecommunity.Itisakeypriorityfrom this Community Futures process. The current hall isnotfitforpurposeandinhibitscommunityactivity,events and organisations. There is a strong desire to findasolutionthatgivesMuthillaneasilyaccessible,attractive multi-use hall.
In the short term it would be good to provide more information about what is on in the village and do more to provide activities for young people. Support is needed for the pre-school nursery to secure its future and to see whether it can be the base for developing childcare provision in the village.

ROADS, TRAFFIC & INFRASTRUCTURE The main road through Muthill is busy and runs so close tothehousesthatthereisarealcaseforfurthertrafficcalming including the investigation of a 20mph speed restrictionthroughthevillage.Improvedparkingandpavements would also help to contribute to safety and to supporting local shops and services.
Other infrastructure issues include the need to upgrade existing drainage and sewage systems. There is also the pressing issue of trying to persuade Scottish and Southern Energy to ‘underground’ the proposed Beauly to Denny powerline in and around Muthill.

LOCAL ECONOMY, HOUSING & SUSTAINABLE ENERGYThere is a need to continue to sustain local shops and services. There was much appreciation for the services that currently exist and a desire to support and retain them. Equally there was a real desire to have a village pub/café that is a social meeting and gathering place for all.
It was recognised that there may be the need for further affordablehousinginparticulartosustainservicesinthe future. Further development should be sensitive to communityneedandreflectthescaleandnatureoflocalbuildings.
Muthill is not on mains gas and fuel costs are very high for householders, community facilities and local shops and services. There is a real need to build on the energy advice already provided by Muthill Community Development Association and to investigate what might be done to develop renewable energy solutions.

VILLAGE ENVIRONMENT & OUTDOOR RECREATIONThere is an opportunity to continue to improve the village environmentbydevelopingfacilitiesintheParkandSchoolandbuildingontheworkofMCDAindevelopinglocal food production through garden sharing schemes and productive use of open spaces.
DrainageproblemsinCoronationParkmakeitdifficulttomakefulluseofthefacilitieswhichneedstoberesolved.There is an aspiration to have better outdoor recreational facilities.

A COMMUNITY DEVELOPMENT TRUST FOR MUTHILL?Wewillexplorethecreationofanumbrellacommunitycompanythatwillbringtogetherthedifferentorganisationsand be a vehicle for raising funds and developing priority projects. This will be progressed over 2011 and involve all localinterestedgroupsandindividualsinworkingoutthebeststructureforourcommunity.
The formation of this organisation will build on the successful cooperation between the Public Hall Committee, Community Council, MCDA and the Muthill community that has led to the production of this Action Plan.

This Community Action Plan sets out the priorities for the development of Muthill over the next 5 years as determined by the community through an extensive process of community engagement carried out over a four month period in late 2010.
