Provide support to the County Ministry of Education (MOE) officials in conducting annual Institutional Capacity Assessments (ICAs) and follow-up actions to implement the resulting capacity development plan. Support the implementation of the resulting plans that fall within the scope of the project

Work with County Education Officers, District Education Officers and ABE Supervisors to build their capacity to effectively monitor ALP activities and support or mentor administrators and facilitators of ALP at the site level

Coordinate and/or implement with Master Trainers the on the job and self-study experiences for DEOs and other relevant officers to strengthen supervision and site improvement, including but not limited to joint supervision visits for site level performance improvement; implementing the site improvement plans; education leadership skills development; use of program quality standards; and community engagement Project representation

Represent the project at county level education stakeholder meetings Maintain excellent relationships and coordination with HQ based staff to ensure that technical

interventions are well understood and implemented with fidelity Conduct these and other tasks as required in support of project goals QUALIFICATIONS

Master’s degree and 7-8 years of progressively responsible and directly relevant experience managing national NGO funded projects in the counties, preferably in the education sector required

Experience in implementing or managing one of the following: capacity building, institutional development, community development, and educator development

Understanding of the Liberian education context; the structure of the MOE and its decentralization plans

Experience building teams and managing them to produce project results. Ability to effectively train and mentor in one or more project topics
