The UK music industry is as good at self-deprecationas it is full of itself and its own achievements.

Witness last week's keynote speeches at the RadioAcademy's Music Radio 2000 conference in London. BPIchairman Rob Dickins warned the UK radio and recordindustries against a mentality of following the dominanttrends and the sound that works. He made a vibrant pleafor riskier attitudes from both programmers and labelexecutives. If attitudes were not to change "we're dead,"he quipped.

Later that day, respected veteran DJ Paul Gam-baccini also accused his peers of always following thedominant trend and the UK music industry of losingthe plot, to the effect that UK talent was conspicu-ously absent from the US charts (and he could havealso mentioned M&M's pan-European charts).

Both Dickins and Gambaccini-two seasoned pro-fessionals-had spoken from their hearts. But whilethey might be correct in their analysis-Britishmusic's heydays seem to be a story from the past andtalent seems to travel less than it used to-there isstill some meat on the bone in the UK.

For a start, the country still enjoys a wealth ofcreativity and talent that few other nations canclaim in genres as varied as pop, rock, dance andleft-wing experimental music. What has dramatical-ly changed in the current environment is the level ofcompetition.

When before they only had US acts to competewith, they now have the world-well, almost. Thegrowth of domestic repertoire has been one of thedominant trends of the '80s and '90s in Europe butalso in Asia and in Latin America, eating into theUK's market share.

Brits are also facing direct competition in the verygenres in which they used to be the leaders. Pop cancome from Norway or Denmark, guitar rock from Swe-den, while dance music is produced with success inItaly, France and Germany. All this contributes to mak-ing life more difficult for Britishacts, who are now competing onsimilar ground with other artistseverywhere for radio and TV air-play, media exposure, shelf spaceand marketing dollars.

It will require some time forthe UK industry to adapt to thisnew environment but it still hasone asset it can treasure-itsartists.

US group buys Riviera Radioby Mark Dezzani

SAN REMO - Monte Carlo's Englishlanguage radio station Riviera Radiohas been acquired by the US -basedmedia group Morris CommunicationsCorporation.

The station will retain its AC/Goldmusic format according to RivieraRadio's new programme director,afternoon drive presenter Neil Myers,who says that more emphasis will begiven to hit music.

"We will be focussing ourplaylist with a mix of familiar con-temporary and classic hits fromthe US and Europe as well asincreasing our regional news andinformation and sports coverage,"comments Myers, adding: "Overthe next few months we will alsobe looking to cut back on computerassisted output and increasing liveprogramming."

Morris Communications Corpo-ration, based in Augusta, Georgia,

owns 24 radio stations, three radionetworks and newspaper, bookpublishing and other media andadvertising interests in the US."Morris Communications is amongthe largest of themid -sized mediacompanies in theUS," explainsMyers. "Theyestablished a London -based pub-lishing venture two years ago andfrom there they became aware ofthis market opportunity to enterinto Europe."

Myers says that Morris Com-munications has no further shortterm plans to expand its radiointerests in Europe, although anon -air statement described theacquisition of Riviera Radio as "aspearhead to enter into the Euro-pean market."

"The US radio market is veryfragmented," says Myers, "and sothe opportunity to own a radio sta-

tion with a broad appeal to reachour international audience on theCote d'Azur was very appealing toMorris Communications, which isa family -owned operation. The

internationalcommunity inthe South ofFrance has ahigh ratio of

business people, and with a strongeconomic revival taking place inthe region, the acquisition is goodtiming."

Riviera Radio is based in thePrincipality of Monte Carlo andreaches San Remo in Italy toToulon in the French Var region.It has previously been owned byLondon's Capital Radio and TheEuropean newspaper. Its lastowner, Danish businessman PerMortenssen, has not disclosed thesale price, although reliable esti-mates value the sale at betweeneuro 5-7 million.

profit from this situation, becauseprojects will be even more made -to -measure."

BMG Ariola Hamburg hasalready begun cooperative market-ing and promotional initiativeswhere the two disciplines work welltogether. The BMG Ariola-signedband 3.Generation, for example,recorded the theme song for theshow "Big Brother" on commercialTV channel RTL2 and sold 300,000singles in a week. Further joint ven-tures are planned with McDonalds,with another soap opera and withMTV and the comedy group StudioBraun.

HILVERSUM - Four years aftersplitting its Epic and Columbialabels into separate operations,Sony Music Holland's re -merger ofthe two companies (M&M, April 29)has sparked a personnel reshuffle.

Sony Music International presi-dent Rick Dobbis comments: "OurDutch company has reorganised.That was done because [Sony] pro-posed a number of changes to help tomake the company more effective atestablishing and breaking artists,and making the connection betweenthe artists it signs and the artists itworks on behalf of from out-side the country, and themiddle people-the gate-keepers in retail and themedia-and, ultimately, theconsumers."

In the revised setup,Columbia GM Wally vanMiddendorp will take up anew position as GM at SonyMusic Holland. His counter-part at Epic, Gerard Rutte, will leavethe company. Daan van Rijsbergenbecomes the head of A&R at Sony'sindependent operating S.M.A.R.T.subdivision-home of chart act Acda &De Munnik. Van Rijsbergen also hasbeen appointed head of A&Rat Sony Music Holland.

Wilbert Mutsaers, cur-rently A&R manager atEpic, will extend hisresponsibilities to cover allSony labels. Eddie Traver -so, his equivalent atColumbia, has left thecompany, as has ColumbiaTV promotions managerBen Stuurman.

"The whole move is based on themere fact that we have to do some-thing to counter the decreasing mar-ket," says Patrick Decam, managingdirector at Sony Music Holland.

He compares the move towardone A&R department for all Sony

merger detailslabels with a similar new setup atcompetitor Universal Music Hol-land. "Local A&R is an increas-ingly important segment intoday's industry. S.M.A.R.T. usedto be great at it, Epic was so-so,and Columbia was not good at itat all. With van Rijsbergen head-ing the new A&R division, we'vegot somebody who's well respect-ed in the business and withartists."

Decam says he hopes the newmeasures will lead to increasedefficiency in A&R and marketing."What's the point in competingwith oneself?" he asks. "When you

have various full-fledgedlabels, they tend tobecome mini -companies,which we can no longerafford. With more mediaoutlets than ever, market-ing budgets have gone upconsiderably. And differ-ent labels make differentdeals with retailers, etc.We need more coherent

discussions, especially about newbusiness models brought by Inter-net and future E -commerce."

Decam admits that as a conse-quence of Sony's new policy, somestaff members will be made redun-

dant, although he insiststhey will total no morethan seven from thelabels. "As much as wecan, we'll try to relocatestaffers to other serviceswithin Sony outside of thelabels," he adds.

Sony Music Holland hasa 21% market share, saysDecam. The shake-up at

the company is not confined to thelabel reorganisation. By the end ofthis year, all of Sony's labels and itsback -office operations-now scat-tered throughout Hilversum-willbe under one roof in a new Hilver-sum base.

The site itself is visually uninteresting,but its content addresses a welcome variety of interests. Thisshould get even better since OEN just entered into a non-exclusivestrategic relationship with EMI Recorded Music to provide pay -to -use programming over the Internet. The financial arrangementsare handled using a proprietary pre -pay account system that OENcalls a Virtual Entertainment Card. Playback begins withoutdownloading delays in a streaming media format. This provides acertain inherent copyright protection. Plus OEN promises to incor-porate SDMI. As with most streaming media, AOL users will prob-ably encounter difficulties listening to anything on OEN. Thismakes it ironic that OEN's chairman and CEO Irwin Roth uses anAOL e-mail address.

Belgian market hitby home recordingby Marc Maes

BRUSSELS - The impact of home -recorded CDs contributed signifi-cantly to a downturn in the Bel-gian recorded music market in1999, according to annual sales fig-ures released by IFPI.

With a total of 30million blank CDs soldin 1999, compared to28.8 million prerecord-ed audio CDs (21 mil-lion albums, 7.7 millionsingles), the Belgianrecord industry appearsto be feeling the effectsof home recording.Industry sources revealthat about 40% of all blank mediapurchased is for audio copyingpurposes.

The Belgian record industrysaw a 3% decrease in turnover anda 2.5% drop in unit sales in 1999.Set against the country's economicgrowth rate of 3% in the same peri-od, the real decrease is about 6%.

"The most remarkable evolutionis the downward trend in singlessales," explains Dirk De Clippeleir,president of IFPI Belgium and MDUniversal Music. "Belgium, tradi-tionally one of Europe's strongestcountries in singles sales, is look-

ing at a decrease of more than 5%.The negative trend accelerated inSeptember when young buyersdecided to copy CDs instead ofgoing to the shops [to buy recordedmusic]. We noted a fall in salesamounting to 25% a month."

Domestic repertoire asa proportion of total salesalso fell, from 16% to14%, in 1999. De Clip-peleir is convinced thatthe abolition of FlemishTV station VTM's Flem-ish chart, "Tien om toZien," played a major rolein the current negativetrend. 'We were used tohaving 50,000+ sales fig-

ures for Flemish artists thanks tothe high TV exposure on VTM.Today, with the strictly formattedradio stations and the lack of [local]music programmes on TV, ourartists are being left out in the cold.On the other hand, we have bandslike dEUS, Zita Swoon and Aridwho are doing quite well here andabroad-but they are also victims ofCD copying. With Ideal Crash,dEUS delivered their best recordever, but didn't sell more units dueto home copying. I foresee a ratherdark future for our nationalartists," comments De Clippeleir.

Spain's Los 40 revamps TVby Howell Llewellyn

MADRID - The TV version of SpanishCHR leader Cadena SER's Los 40Principales underwent a majorrevamp on pay -TV Canal Plus on May1, after 10 years as the country's onlydaily lunchtime pop pro-gramme.

Also called Los 40Principales, the TV pro-gramme has dropped itsMonday -Friday 13:30-14:00 video -based showfor five different "thematic" pro-grammes with mostly new presen-ters. Only the Saturday show fea-turing the week's new Top 40remains unchanged.

"We thought it was time to sub-stitute the video -based pro-grammes and broaden the content,freshen up the image, and bring innew presenters," says Canal Plusdirector general Jose ManuelLorenzo. "No other TV channel inSpain offers so much music."

New 'Italian Grammies'planned for Novemberby Mark Dezzani

MILAN - The annual ItalianMusic Awards, Premio dellaMusica Italiana(PIM), which tookplace this year inMilan on April 12, willsoon be facing compe-tition from an "official"awards scheme beingplanned by the ItalianFederation of MusicIndustries (FIMI).

Set for launch in Novem-ber this year, the "ItalianGrammies," as they arebeing provisionally labelled,are still in the planningstage. A spokesperson forFIMI confirmed that organ-isation is under way,although no official state-ment is expected in theimmediate future.

Plans for an officialmusic awards inItaly, supportedby the localrecord industry,have been in thepipeline for sev-eral years, butwere stalled in1997 when theaffiliates of themajor record companies inItaly were found guilty ofoperating an effective pricefixing cartel.

PARIS - French music salesposted unexpected increasesin both value and units forthe first quarter of the year.

The overall turnover atwholesale prices reachedFfr 1.744 billion (euro 265million), up 6.1% over thesame period of 1999. Unitsales rose 5% to 37 million,due to a significant increasein singles sales. Accordingto industry body SNEP, neg-ative growth in Januarywas offset by a rise in Feb-ruary and March.

This marks a turn-around from 1999, whichsaw an overall marketdrop of 5% in units and2.5% in value. SNEP gen-eral manager Herve Ronypoints out that the firstquarter figures "mark adeparture from the patternexperienced throughout

1999," but adds that"although the first quartershows growth, the period istoo short to draw any con-clusions about a detectableimprovement in the mar-ket. All the more so sincethe main limitations to itsdevelopment remain: aVAT rate on records out ofline with other culturalgoods; and theongoing problemsof copying andpiracy which notechnical or fiscalmeasure seem tobe able to limit."

The recoverymainly affects sin-gles sales, whichposted a 10.5%rise in units. So far, sevensingles-from Alice Deejay,Eiffel 65, Laam, MariahCarey, Tina Arena (twotitles) and Tom Jones-have been certified gold for

sales over 250,000 units,against five for the sameperiod of last year. Similar-ly, the number of albumscertified gold rose from 10in 1999 to 12 in 2000.

The growth in albumsales represents a value ofFfr 80 million over thequarter compared to 1999,but SNEP points out that

album sales weredominated bycharity album LesEnfoires, whichrepresents twothirds of theincrease in value,and since theentire proceeds ofthis album aregoing to a charity,

However, these were by nomeans the only issuesraised by Orchard.Admitting that the com-mercial radio sector wassuffering from a stag-nating audience,Orchard was critical ofthe quality of presenta-tion in local commercialradio. "Our airwavesare infested with card-board characters-I'vebeen into newlyacquired radio stationswhere the sales teamare funnier than thebreakfast jock andended up putting themon air," he said. "Wemust break out of a cir-cle of mediocrity which is a legacyof the late 1980s."

Talent drying up?Orchard admitted that "GWR hasbeen widely criticised for its linercard policy, and we will accept thatour station relaunches of the 1990swere highly formulaic." It is so painful to lis-ten to the new stations and hear onair the former casualties of the bigstation in town. People who werereleased from contract, nowunleashed on the airwaves again-with a vengeance. I was a jock and Irealised just how crap I was-can'tthese people hear how bad they are?"

In an exercise for a panel enti-tled "Behind Enemy Lines," twoUK record industry executives,RCA general manager KeithBlackhurst and EMI: ChrysalisMD Mark Collen, had been givenrare access to some of the country'smost important playlist meetings.Blackhurst visited theGWR network playlistmeeting in Bristol, andVirgin Radio in London.Collen attended playlistmeetings in the publicradio sector at the BBC'sRadio 1 and Radio 2.

"I was thoroughlyreassured of the integrityof the meetings," saidBlackhurst of his experiences at

GWR and Virgin. "Theresearch was usedto show the stationhow it was doingrather than dictatewhat music theywere going to play.They were con-cerned with listen-ers, advertisers andthe music."

Said Collen: "Itshattered some illu-sions. Playlistmeetings are seenas mystical things-we have to get rid ofthat myth. We focuson artists and cam-paign for them and can't

understand when they're notplaylisted. At Radio 1 and 2 all theproducers know and love music.There was no talk of demographicsor reach. They have a clear under-standing of what their audience is.They don't only play what theylike, but what's expected."

Crossover potential?In "A Finger In Both Pies," anoth-er session designed to foster a feel-ing of mutuality between the radioand record industries, JeanBranch (programme director ofGalaxy 105/Leeds) and Jeff Young(director of Materpiece Media),who have both worked in bothindustries, compared notes. Theyhad also carried out some researchfor the benefit of discussion, ask-ing programmers and pluggerswhat they thought of each other.

According to Young, theresearch emphasised that "radiopeople are music people-they arein the same universe, but with agap. The aspect of honesty andcommunication [with pluggers]comes up again and again."

Observed Branch, a formerhead of dance at Warner MusicUK: "Someone mentionedearlier that a radio sta-tion only added onerecord to the playlist inone particular week.That doesn't surprise meso much now. I want tosee all new music getplayed, but working inradio, I see the restric-tions of radio."

Exploiting Net nichesThere were some words of comfortfor radio programmers in the new

media panel, menacing-ly entitled "Radio-Thing of the Past?""Broad broadcastershave little to worryabout-the opportunityis much more in nicheservices," predictedMarc Marot, formerhead of new media forUniversal in the UK,

Keith Pringle, the for-mer Chrysalis Radiogroup programme direc-tor who has set up hisown Ride The TigerInternet venture, saidthat radio will have toplay on its key strengthsof personality and local-ness if it is to meet thechallenges posed by

global Internet brands.Finally, a discussion on music

radio for the over 50s ("GrowingOld Disgracefully") talked aboutthe problems caused by the gener-ational divide which existsbetween the "rock and roll" or"baby boomer' generation bornimmediately after the war, andthose born before or during thewar. Mark Story, MD of London'sMagic 105.4, argued that it wasimpossible to keep both audienceshappy, which was why his previ-ously-MOR station had switchedformats to Soft AC pop and rockmusic.

In contrast, BBC Radio 2head of music policy GeoffMullin said that his AC/MORstation, with its public serviceremit, had to cater for "35 to90 year olds." The only waythat Radio 2 could do this,Mullin admitted, was to day -part, with a "vintage Sunday,"a "more modern Saturday"and a daytime weekday musicpolicy that was "somewhere inthe middle and accessible to abroader audience." Gambo blasts IBritflops,Delivering a "soapbox" session atMusic Radio 2000, Paul Gambaccini,who has presented on virtually all ofthe UK's national music stations sincearriving from the US in the '70s,lamented the current quality ofBritish music. He pointed out that noUK -sourced release made it into theTop 10 of the US Billboardsingles chart at all last year,and that a Pink Floyd livealbum is currently the soleUK representative on theGerman album chart.

"Britpop was a Britflop,and what has come afterhas been even floppier,"noted Gambaccini, claim-ing that current UK musicproduct consisted of "karaoke boybands and very repetitive technodisco."

Gambaccini pointed to the suc-cess of Michael Jackson's Thrilleralbum in the '80s, which set thetrend of record companies "mining"albums for several singles, as thecause of many of the music indus-

try's current ills. The "mining"practice, he argued, has lead toartists being dangerously inactivefor two or three years betweenalbum releases; single after single"boring" consumers; and thedestruction of Top 40 radio.Gambaccini argued that, when

four or five singles arereleased from the samealbum, the critical "fresh-ness" of the Top 40 formatis lost because fans of anact will have alreadyheard the singles on analbum they may havepurchased up to twoyears ago. "Top 40 haslost its key role as the

news', ' he noted.Gambaccini pleaded with the

music industry to follow what hedescribed as the "Clive Daviesmodel" and "look longer term-invest in artists." And he called onradio to "pick the artists youbelieve in" and to "make your lis-teners aspire to better things."

When music makers meet ITMajor record companieswouldn't be able to offerdigital downloads withouta string of partnerships withtechnology and softwaredevelopers, reports JulianaKoranteng.

So the mass -market commer-cialisation of secure digitaldownloads has finally arrived.But BMG Entertainment andSony Music, the two compa-

nies in the US spearheading themajor breakthrough (M&M, April 22),and soon to be followed by UniversalMusic and EMI, couldn't have done itwithout a host of technological exper-tise. To give them their due, the majorlabels are more than happy toacknowledge the crucial roles beingplayed by digital rights management(DRM) and transaction clearinghouse experts.

Larry Miller is president ofReciprocal Music, part of Reciprocal,one of the six technology providersworking with BMG and provider ofDRM. The company is expected toopen a European office later this year.

Miller is impressed by the way themajors, once highly sceptical aboutdigital delivery, have entrusted theirfuture to technology developers. "Sony

Music acknowledges that Reciprocalhad a lot to do with its [digital down-load] architecture and we alreadyhave a working relationship withDigital World Services [BMG's DRMsister company]," he says.

BMG will be using six strategictechnology partners to sell encryptedmusic, starting in the US this sum-mer. Sony's US commercial down-loads kicked off last month.

Shaping secure tools"As we begin to build a legitimatemarket for digitally downloadedmusic, it is important that we supportseveral secure technologies in order toensure market reach and create thebest possible experience for musicfans around the world," says KevinConroy, BMGE's senior VP, worldwidemarketing and new technology inNew York.

His company is using DRM soft-ware Electronic Media ManagementSystem (EMMS), which is supplied bycomputer giant IBM. Also offeringBMG its DRM expertise are Silicon -Valley -based InterTrust Technologiesand software giant Microsoft.

Their DRM tools allow record -labelclients to retain control of musicusage on the Internet stores, deter-mine how many copies are allowed,track down the relevant online ven-dors, and subsequently develop amarketing database of purchasers.

The two companies helping BMGrecord and report digital -deliveryonline transactions are Digital WorldServices and Reciprocal. They arebringing their know-how as e -com-merce clearing houses to pin down

sales for royalty -col-lection purposes.

Additionally,BMG has linked upwith Liquid Audio, the pioneer devel-oper of digital -distribution software,to set up an open platform that willenable the major to deliver music inany format to any listening device.

Technical viabilityBMG's confidence to go commercialwas boosted by the multinational'sparticipation in the AlbumDirect trial,also known as the Madison Project,last year. This ground -breaking techno-logical collaboration between all themultinationals used IBM's EMMS tolearn how consumers responded topurchasing digitised music.

"Overall, BMG was satisfied withthe results of the trial, which validat-ed the security features and viabilityof the technology," Conroy adds.

Fans of artists at Sony Music,another AlbumDirect participant, will

NRJ casts its net into downloadsLast week, radio group NRJtook a 16% share inFranceMP3.com, showingthe growing interactionbetween 'Net companiesand radio. EmmanuelLegrand profiles the .com.

The arrival of leading Frenchradio group NRJ amongFranceMP3.com shareholdershas sent two messages to themusic and business community.

Digital downloads are a growing seg-ment of the music business andFranceMP3.com has the credibility tocompete with key players. NRJ's mes-sage was even simpler-we want to bepart of it!

For FranceMP3, unknown sixmonths ago, partnering such anestablished and powerful company asNRJ is a striking achievement. It isalso indicative of the changes in themusic and radio industry. NRJ CEOAlain Weill says the attraction forFranceMP3 comes from the fact that"it's a site doing very well with greatpotential. They are exposing music ina new way and there are many syner-gies that we can build on."

FranceMP3 CEO Eric Legent iden-tifies four levels of products, which

could be offered as downloadable files.The first one is what he calls the level0, which is music made by amateurs;level 1 is self -produced music bymusicians who eventually want tobecome professionals; level 2 is musicproduced by indie labels andlevel 3 is, in Legent's words,"the tip of the music ice-berg-music played by radiostations and TV channelsand sold in stores. This rep-resents probably 90% of thetotal sales but a very smallpercentage of the musicavailable on the market."

Looking for contentFrom the start, FranceMP3ignored level 0 to concentrate on lev-els 1 and 2. "We started with level 1and gradually moved into 2 andattracted more labels. Indie labels arevery responsive," says Legent. "Forthem, it is another avenue to promoteand sell their products."

For the moment, level 3 is "unat-tainable" says Legent, due to themajor companies' strategy regardingdownloadable music. As majors maketheir repertoire available for down-loads in the future, he will pitch fortheir product.

"It's hard to imagine that in aderegulated market, we-as h distrib-utor of music-would be denied access

to their catalogues. We would proba-bly have to look at the legal implica-tions, in such an instance," he says.

Legent acknowledges that thedownload sector is starting to getcrowded but claims FranceMP3 is

already positioned as oneof the leaders of the mar-ket. "We have a brand, weknow our market, wehave the right tools andwe have a clear strategy,"he says. FranceMP3 alsooffers a legitimate envi-ronment, as the firstmajor site to make a dealwith French rights societySacem, to pay authorsrights and with indie

label's collecting body SPPF for pro-ducer's rights.

Belief in the futureFor the time being, FranceMP3 isfocusing on the French market,although managing director LaurentMaubon says he will start looking intoother countries in the future and theconnection with NRJ will make inter-national development easier. "We wishto develop in all European territoriesand NRJ is especially well positionedin Northern Europe, which will makeit easier for us," admits Maubon.

For the time being the company ishappy to focus on one territory rather

than diluting resources and energy."We have plans for internationaldevelopment but we'll roll them indue time," says Legent.

When asked when he expects tobreak-even, Legent is unequivocal: "Icould bullshit you and give a date-actually, we hope to break-even in2003-but today, there isn't a singleInternet company that can tell youhonestly when they are going to breakeven. There are too many parametersyou don't control."

E -tailing in the USA:lessons for Europe?Music e -tailing is a growingbusiness is the US, but notwithout risks, as ChrisMarlowe finds out.

Determining the state of theUS online music retailingbusiness from the volatilestock market figures is noteasy.

"With all the companies projectingthey will have 10% of the market; themarket size would be 1,000%,"observes James Breyer, managingpartner of Silicon Valley venture cap-italist Accel Partners.

SOMETHING SPECIAL FROM GERMANYWhile the UK's garage scene continues its run of qual-ity crossover moments, attention is now turning toEuropean outfits with similar potential. RobbieCraig's Special (Traxxs 'N Grooves/Germany) is a con-tender thanks to its soulful vocal and smooth, solidgroove. More of a vocal house tune than pure garagethe track nonetheless has a strong hook backed up bya delicately understated, piano -heavy production.Dance pop with class.

DJ'S REVENGEGabber-esque production values-ie a thumping bassdrum, metallic piano and ruff bass synth-dominatethe mix on DJ Boozy Woozy's Pizzi's Revenge(D'N'A/Netherlands). As with Boozy Woozy's previoussolo work and with Greatski, subtlety is not part of thecreative palate. Simple tracks that ooze a sense ofbouncy fun are, however, undeniably a speciality. Evenwith the well timed keyboard hook though, Pizzi'sRevenge is, first and foremost, a dancefloor/specialistprogrammer's number but one that could well turn outto be an Ibiza anthem.

SWEET RE-RELEASEFirst released 20 years ago, 2,000 Blacks Got To Be Free(Fak/France), featuring Fela Kuti and Roy Ayers, isback. Thankfully this classic slice of funky, jazz -inflect-ed Afrobeat has escaped the remix treatment. As isoften the case with Fela's music the quasi -political dia-trabe takes pride of place, so consequently the songlasts for a marathon 18 minutes. As is also very oftenthe case with Fela the saving graces are a sassy brasssection, deft polyrhythmic touches and, here, Roy Ayers'silky voice. Twenty years on the track is both relevantand surprisingly fresh sounding. A special, slightlychaotic and pleasantly shouty blast from the past.

MENTAL MARTINSENReleased in Norway late last year and only now get-ting a more general airing, Mental Overdrive's sopho-more album Ad Absurdum (Virgin/Norway) providesfurther proof that Per Martinsen remains one ofdance music's most refreshing artists. Following theecstatic reactions to his debut album Plugged,Martinsen has once again come up with an electic,richly musical record that eschews anonymous, repet-itive grooves in favour of carefully considered, synco-pated rhythm patterns. Even the more overtly club -orientated tracks like Da Froot have a depth andsophistication that in the past earned MentalOverdrive's music the dubious epithet of "the PinkFloyd of techno." Disco Dog continues the breakbeat-dominated feel with a quirky musical hook whilevocal heavy Coming For Your Love -featuring ex -BelCanto singer Anneli Drecker (featured opposite)-takes a more straight -forward approach that couldfind favour with daytime radio. Cheese Royale with itsgrinding Clavichord riff could have been written byan on form Sly Stone and, continuing with the mid -tempo funk trip, Revenge Of The Elephunk gleefullylives up to the imagery of the title with wailing trum-pet courtesy of Nils Petter Molvaer and a plodding,piledriving beat. Overall Ad Absurdum is a rarething, an important and delighfully inventive recordpacked with novel ideas.

Heavenly's Doveslook set to fly high

The great bands are supposed to release aclassic debut in their early twenties thatboth inspires and reflects the mood of an age.

Manchester's Doves have not quite fol-lowed the script. Back in 1993 the trio firsttasted chart success as Sub Sub with thedisco anthem Ain't No Love (Ain't No Use)which reached number three in the UKcharts. A fire at their studio persuaded theboys a change of direction was called for, sothey swapped the keyboards for guitars andDoves were born. Initial reports suggestedanother familiar retro band in the mould ofOasis and Embrace.How wrong theywere.

On first listeningdebut album LostSouls is understat-ed but full of well -crafted, gently -affecting songs. Onsecond listening youare immediatelyhooked by the stirring brilliance of Here ItComes, Sea Song, Catch The Sun, The ManWho Sold Everything and The Cedar Room.On subsequent listens the album stands upas a fantastic body of work that is as com-forting and rewarding as fine homegrownweed or a good bottle of Shiraz. You nod,you smile and life ain't so bad after all.

At London's alternative rock stationXfm, head of music Andy Ashton is equallyas enthusiastic, if a little more pragmaticin his appraisal of the band. "I think it's anamazing album to be perfectly honest, and[offers] plenty of opportunity for singles."Even so, Ashton admits that the alterna-tive nature of the songs means they are"not especially easy to slot into daytime".

However, Ashton says Doves are "a hugeband for us. Their entry in the charts is an

unbelievable achievement. The CedarRoom is such a huge epic-simple and del-icate and beautiful; and that's the com-pelling way that they write. There are so_many songs that can build on the impact ofthe Cedar Room."

Doves are signed in the UK to Heavenly,but released internationally through EMI.Although the band are virtually unheard ofoutside of the UK, Mardi Caught, projectmanager for EMI's international division,reports the label is focusing its efforts onbreaking the band both domestically andacross the rest of the world. "They're a pri-ority act for us and we see the album as a

platinum [seller] inEurope. We want toget the band outinto the territo-ries-that's when itaffects the charts,"she explains.

"It's still reallyearly days. Becauseit's on Heavenly,people expect credi-

bility, but it has happened really quick-ly-in three months the deal was done anthe album's in the top 20," Caught says."We're looking to take them to Australiaas well as the European festivals. Thissort of stuff works really well in Australiaon their alternative radio, and traditionalBritish bands leave the territory out oftheir touring schedule early on."

Lost Souls is already out in all themajor European territories according toCaught: "Germany, Holland, France,Norway, Italy, Spain-pretty much every-one's on board with the album. The nextsingle Catch The Sun is the first singlewe're targeting at commercial radio andits international release date is June 5,but it will be released the week before[May 30] in the UK," she adds.

Solo success for Dreckerby Kai R. Lofthus

One of the more notable new entries on M&M'sEuropean Top 100 Albums chart in recentweeks is the latest offering from Norwegianartist Anneli Drecker.

Her album Tundra went straight into theNorwegian charts at number four and fea-tures the combined talents of the PragueSymphony Orchestra alongsideECM -signed Nils Petter Molvwr,Sivert Hoyem-the vocalist in Virginact Madrugada-and LaurenWaaktaar-Savoy, who plays inSavoy, the side -project of a-ha's PaulWaaktaar-Savoy.

Another collaborator on thedebut album is Drecker's formerBel Canto bandmate NilsJohansen. Together with GeirJenssen (aka Biosphere), Bel Canto havebeen putting out theatrical techno fromtheir base in Brussels, Belgium since 1987.

Over the past few years, Tromso -bornDrecker has been with various labels,including Belgium's Crammed Discs andLava/Atlantic in the US, but now she's backon home soil with a worldwide contractthrough EMI Norsk.

Gry Zakariassen is Anneli Drecker'sA&R contact at EMI. "It's a challenge Ijumped into with both feet! It has been

interesting for me-an estab-lished artist, producing herselfwith several exciting musicians,"she says.

Dreker is proving an excitingproposition for radio too, accordingto Marius Lillelien, music directorof CHR/Alternative-formattedNRK P3 in Norway. "We put thefirst single [All I Know] straight onheavy rotation. I guess that says it

all! It's an unusually strong and emotionalalbum, without being hard to digest. It's bothoriginal and accessible," he says.

Dance BeatThe weekly dance chart comment by Harald Roth

Yet another leader this week at the top of theEuropean Dance Traxx, with German signingFrench Affair's My Heart Goes Boom (La Di Da)(RCA) climbing one notch to number one.

The track entered the Top 100 seven weeksago with support in Denmark, Austria, theCzech Republic and Poland, with Italy, Franceand the other Scandinavian territories followingsoon after. However, the track has yet to crackthe UK and Germany.

At two, System F's Trancer Cry (Tsunami)still has an excellent opportunity of taking thetop slot in the coming weeks. Britain, Germanyand the Benelux territories are still the track'smain supporters, aided by Spain and Hungary.

Already charting in the first quarter of 1999and peaking at 10, the Dance Traxx chart thisweek welcomes back Southside Spinner's Lu-vstruck (Lube) at 14. This return to chart ac-tion follows new remixes from Atlantis ITA,Mario & Benjamin, DJ Jean and Timo Maas,which has propelled the track into the Britishcharts (the track is released there on AM:PM),the German sales chart (via import) and theDutch club chart.

Also a long -running success with 30 weeksspent in the Dance Traxx Top 100 to date is Ger-many's Zombie Nation, who climb one positionto 18 with Kernkraft 400 (Gigolo). France andHolland are the track's current supporters, butwhile it's on decline in France, it's on the rise inthe Lowlands.

Summer is only a couple of months away, soit's probably an appropriate time to check outwhat summer hits the Italians are cooking upfor this year. Eiffel 65's Blue (Da Ba Dee)(Skooby) was THE tune of last year, while ex-actly two years ago the Tamperer's Feel It wason the rise. The Tamperer's label Time(through its Rise imprint), has a new jewel onits hands in the shape of Black Legend's We'llBe In Trouble, which rockets up the chart thisweek from 44 to 20. Apart from its home mar-ket, its best crossover performance is in France(on Scorpio), with the UK (where it is onlyavailable at this stage as an Italian import)not far behind.

It's the end of an era as Madonna's AmericanPie (Maverick/Warner), at five this week, andAll Saints' Pure Shores (London), at three,finally make way for a new number one asMelanie C's Never Be The Same Again (Virgin),supported by CHR and AC stations acrossEurope, refreshingly tops the European RadioTop 50.

Irish boy band Westlife's Fool Again (RCA) isthis week's highest new entry at 29. The trackhas been picked up by many AC stations, likeGermany's Hundert 6, Switzerland's Radio 24and Denmark's Radio 2, as well as a number ofCHR stations-for example Radio Contact inBelgium and Forth FM in the UK. Swedish Hot.AC network Rix FM added the track to theirplaylist a couple of weeks ago, and head of musicAnders Svensson feels that it's just right for

them: "It's a won-derful ballad and agreat radio tune. For aballad, it's been wellreceived very quicklyby our listeners, andwe've already put it ona high rotation. It'sperfect for our targetaudience-it's a trackwomen in theirthirties can like, be-

cause it's melodious but not too boy -bandy. Weknow they like Westlife because we played If ILet You Go and Flying Without Wings as well,and got a great response from our listeners. Theband visited Sweden this winter, and we did aninterview with them and had a competition forour listeners to meet the band members."

Rix FM's morning show is currently the mostpopular breakfast show on Swedish commercialradio, and is currently bringing a little sunshineinto its listeners' lives by broadcasting live fromMallorca. The OB is tied into a promotionwhereby Rix listeners can purchase cheap ticketsto go there on holiday themselves. Futurebreakfast show plans include live broadcastsfrom the ice hockey World Cup in St. Petersburg,Russia.

"There's a lot of good music in the pipelinefor Rix FM," says Svensson. "We loveMadasun's Don't You Worry (V2), and we havegreat expectations of Third Eye Blind's NeverLet You Go (Elektra). We'll be the first radiostation to play it in Sweden. We'll also addSash! & Tina Cousins' Just Around The Hill (X-IT/Edel) and we've already put Britney Spears'Oops! I Did It Again (Jive) on high rotation.There are a lot of strong tracks around now, soit's a good time for us!"

Other new entries on the airplay chart thisweek are Fragma's Toca's Miracle (Gang GoMusic/Positiva), which thanks to massivesupport in Britain enters at 42, and new teenqueen Mandy Moore's Candy (550 Music/Epic)at 44. Sweet FA's Flowers (Mikk/WEA) is newat 48, and Aqua's new single Around The World(Universal) comes in at 50. The track has beenpicked up by a variety of European CHRstations, such as VRT Radio Donna inFlanders, The Voice in Denmark and Italy'sRadio 105.

CLT-UFA plans cross -media puThe connection between radio

and TV comes naturally for DeKeyser, who was already in chargeof CLT-UFA's TV operations andadded radio after the reorganisationof the group a month ago. He saysthat the merger of Pearson TV andCLT-UFA to create Europe's biggestTV and radio operation-to be tenta-tively named RTL Group-will notchange the group's radio strategymuch, but should provide morefinancial leverage. "One of theadvantages of the merger [withPearson TV] is that we will havemuch more scale in terms of content,and more financial power," heexplains.

Radio represents 8% of CLT-UFA's revenues (euro 260 million, upfrom euro 241m in 1998) and 22% ofits profits. The bulk of the radio busi-ness is established in France withrevenues of euro 226m, whileGermany accounts for euro16m and the rest for euro18m.

De Keyser says hewill mostly concentrateon three main territo-ries-Germany, the UK andthe Netherlands. "Since mostof our radio revenues come fromFrance and we now have a verystrong team there with [RTL presi-dent] Stephane Duhamel and [RTLdeputy MD for development andmanagement] Jean -Michel Kerdraon,I will focus on the other territories."

One of De Keyser's main targetsis the Netherlands, where the groupis present via three TV channels(RTL4, Veronica and RTL5) andowns 65% of radio outlet VeronicaFM. "This could give us the power tolaunch an RTL radio station there.The connection with TV can give usfantastic leverage."

De Keyser also lists Hungary asone of his targets. CLT-UFA recentlysuccessfully launched TV channelRTL Klub, and is looking at develop-ing the same brand on radio. "We'retalking to all potential partners,"says De Keyser.

In the UK, the group is review-ing its options. In the past twoyears, the group has sold RTLCountry and Talk Radio, nowknown as TalkSport, and now onlyhas Ireland -based Atlantic 252 in

sh continued from page 3its fold. "We need to develop in theUK, it is a crucial market," headmits. "But there aren't 50 differ-ent ways to do so. Either we waitfor a new licence to be issued, or weacquire something, or we set up ap artnership ."

That said, De Keyser admits thatrecent transactions, such as the saleof Virgin Radio to the ScottishMedia Group, have proved that theprice of radio stations has reachednew heights. "It is an expensivebusiness now," reckons the 51 -year -old Belgian executive.

In Germany, CLT-UFA whollyowns 104.6 RTL in Berlin, and hasminority partnerships in severalstations, including Antenne Bayernin Munich, Radio Hamburg andKlassik Radio. De Keyser says he is

open to all opportunities in Ger-many. "And if opportunities

arise in other territories,we'll look at them, too," he

adds.De Keyser says the

targeting complementary audi-ences, similar to the French situ-

ation where full -service RTL servesthe over -35 demographic, AC RTL2is for the 25-35s and dance -format-ted Fun Radio targets the 15-25 agegroup. "We'd like to have the samelogic of range in other countries," heasserts.

De Keyser says he is not going totake too much of a hands-onapproach, but will delegate the man-agement of the stations to opera-tional teams. "We have a great teamof experienced professionals in everyterritory. Operational people willstay operational, and we'll have avery small team in Luxembourg.Our role will be to combine theknow-how and keep the flow of infor-mation constant between all our dif-ferent operations."

De Keyser says he will also try tomove people around as much as pos-sible to benefit from each other'sexperience. "We wouldn't have beenable to do so 10 years ago. All ourmanagers were focusing on day-to-day duties, but now, the mindset ismore open."

Dash exit prompts Galaxy rejigtions among his clients.

Dash will leave Galaxy in Septem-ber, when he will be replaced byVaughan Hobbs, who currently pro-grammes Galaxy 105-106 in thenorth east of England. As a formerprogrammer at GWR FM in Bristol,Hobbs is familiar with Galaxy 101'sSevern Estuary transmission area.

Prior to making the move west,however, Hobbs will be taking athree month sabbatical fromChrysalis to help launch a new com-mercial radio station in Kenya.Replacing Hobbs at Galaxy 105-106from June will be Mike Cass, cur-rently deputy programme controllerof Galaxy 101. vice in Newcastle which helpedChrysalis to win the north eastregional licence. Chrysalis Radiogroup head of programmes KevinPalmer says that Cass will be "wellplaced to build on the station's phe-nomenal launch."

Programming positions atGalaxy's other stations in Leeds,Manchester and Birmingham areunaffected by the changes. Mean-while, a Chrysalis source tells M&Mthat a new group programme direc-tor to replace Keith Pringle-wholeft last month to form his ownInternet company-will be appoint-ed "fairly soon," with a final short-list already having been drawn upby the company.

Radio Fritz drops rotation systemby Tay fun Kesgin

BERLIN - Potsdam -based publicyouth station ORB Radio Fritz hasdecided to abandon the traditionalA, B and C list airplay principlewhich assigns rotation frequency tonew songs added its playlist.

The alternative rock and dancestation's new system will still bebased on three categories for songs:X, Y and U. X -listed tracks will gointo the "FritzPool" which contains"the hits of tomorrow"-songs withstrong potential to become chart -breakers. Y -listed material goes intothe "ChartsPool," which featurescurrent tracks from Germany's offi-cial Media Control Charts. Both Xand Y categories will be scheduledfor between 5 and 15 plays a week.

The U category, which is mainlyreserved for individual choices putforward by station staff, will sched-ule tracks for one play a week, oroccasionally, one play a day.

But the most important changearising from this new system is thatthe airplay frequency assuranceswhich radio pluggers could count onunder the A, B and C lists no longerapply, since presenters and produc-ers of each programme will now beable to make individual music choicesfor their shows from each specifiedcategory. According to the station,

this step will enable its programmingto "react spontaneously to new devel-opments and trends."

A statement from the station adds:"This is not to be interpreted as aslight to pluggers or artists. It reflectsour wish for the programming todevelop its own musical signature. Itis not important any more how manytimes a song is broadcast," the state-ment continues. "What counts is qual-ity and not quantity."

Anne Berning, label manager ofMute Records in Germany, welcomesthe new system at the youth stationand points out: "I think it is a very pos-itive development and they [RadioFritz] have proven their courage inchanging things in what was becominga stale radio environment. Stationssuch as WDR EMs Live and SWR 3could well follow the example to getyoung people to listen to radio again."

Claudia Evers, radio promoter forV2 Records in Berlin, is another sup-porter of Fritz's new system. "I don'tthink this [decision] will make itharder for us to get our songs playedby the station, since we have alreadyestablished a very relaxed workingrelationship with the people at Fritz,"she says. "More than ever it will cre-ate better chances, especially for new-comers who under normal playlistcircumstances have more difficultybeing broadcast."

Climbing the White Laddermade by Christian Tattersfield, thenew managing director of EastWestUK. He has declared Gray a "priorityact" and EastWest re-release WhiteLadder on May 1 internationally,except in Ireland where iHt will con-tinue to handle the product, and in theUS, where Gray has signed to DaveMatthews' new BMG-linked imprint.A remix of the album track Babylon isreleased as a single in early June.

"I think there are very few otherauthentic artists around at themoment with the potential to sell alot of records. But you only have tolook at what happened in Ireland. Isee no reason why we can't repli-cate that in every territory in theworld," Tattersfield says. "We'regoing to make sure the record iseverywhere retail -wise, and eventu-ally it's going to connect massivelyon the radio. He's going to be one ofthe biggest artists in the UK by thistime next year. I've rarely been soconvinced of anything."

Gray, 30, admits to having mixedfeelings about signing with a majorlabel again. An unhappy deal in theearly '90s with Hut, which led to twoalbums, and the experience withEMI, for whom he recorded 1996'sSell Sell Sell, left him with a dis-taste for the mainstream industry.

"I was torn over it but in the end Isigned because of Christian's enthu-siasm," Gray says. "It's basically alicensing deal which still gives mecreative control. Running my ownlabel was great fun but I found Iwent a year without writing a song,which is counter productive. As soonas I had unloaded the business side

the songs started flowing again."White Ladder has sold 20,000

units in Britain via 3MV, but itspent almost a year in the Irish top10 before finally climbing to thenumber one slot in January, whereit stayed for six weeks. It has nowgone 'seven times platinum. "Irishpeople have always had an affinitywith the heart -on -sleeve writingstyle that I've got," Gray says."They want a bit of soul and pas-sion and they like story -telling.They're romantic people, which Ithink is why I was up their street."

Dave Kelly, music director anddeputy programme director atDublin Hot AC station FM 104,agrees. "It's unbelievable. We'vebeen playing him for close on twoyears. White Ladder propelled himout there with the big ones. He hassold more tickets in this countrythan any other act. He's playedOlympia and he's playing Pun-chestown Races in August. It's a lit-tle bit like Chris Rea in the early'80s and like Tracy Chapman's lastalbum, which was in the albumcharts here for two and a halfyears. People catch onto thatsinger/songwriter thing. He's ahuge phenomenon."

Radio support has also come inthe UK from Jo Whiley on BBCRadio 1 (CHR) and Bob Harris onBBC Radio 2 (AC/MOR), and Grayappeared on BBC Television's Lat-er With Jools Holland on April 22.He will be playing major festivalsthis summer including Glaston-bury, V2000 and T In The Park.

A coalition of consumer groups and mediawatchdogs in the US have called on broadcastregulator the FCC to reject the proposedAOL/Time Warner merger on the groundsthat it is inconsistent with the public interest.The groups claim that the merger will hampercompetition, stifle free speech and lead to high-er prices unless the combined company isreconfigured to be more "competitive."

Following recent news of the restructuringof UK public broadcaster the BBC under newdirector generalGreg Dyke, bigchanges couldalso be afoot atSwedish publicbroadcasterSveriges Radio. The corporation is under-stood to be considering a number of possibleinternal restructures, the most extreme ofwhich would force all existing employees toreapply for their jobs. The outcome of thereview, which began last October, is set to beannounced this autumn.

WEA Germany has launched Beat Dept., anew dance/R&B music operation based in Ham-burg and headed by Andy Bork, who was pre-viously WEA Germany's A&R and senior prod-uct manager. Bork will report to WEA Ger-many marketing director Alexander Maurus.

London -based Warner Music International(WMI) veteran Anne -Marie Nicol has departedthe company where she was VP of artist devel-opment. She joined the Warner group in Londonin 1983, and had held her current post since1995. He departure follows that of WMI seniorVP of international marketing and artist devel-opment Peter Ikin. A WMI spokesman tellsHotline that Nicol might not be replaced, andthat a new structure is currently being set up bysenior VP Jay Durgan, in charge of WMI's mar-keting division since January.

In a development which could have majorsignificance for music e-tailers, Germany'sBundestag has passed new legislation whichwill enable customers to retract orders placedon the Internet for goods and services withoutproviding a reason, providing that it is donewithin a two week "cool off' period. The lawbecomes effective from June 1.

Hotline understands that Richard O'Brien,in charge of Universal Music International'scorporate PR since the departure of AmandaConroy to EMI Group last year, has vacatedhis position at UMI. He's tipped to join his for-mer boss at EMI in a communications/PR role.

The Dutch government could be facing legaltrouble from a group of leading commercial sta-tions-including Sky Radio, Radio 538,Noordzee FM, Classic FM and VeronicaFM-ahead of its controversial frequency auc-tion, now scheduled to take place early nextyear. The stations are understood to be prepar-ing to sue the government for money ploughedinto the advertising and marketing of theirexisting FM frequencies, which the stationscould lose in the highest -cash -bidder auction.

Finally, international music industry bodythe IFPI has lined -up Germany's federal minis-ter of justice, Prof. Dr. Herta Daeubler-Gmelin, to deliver a speech on the harmonisa-tion of European copyright law during the bi-annual IFPI general assembly between May 8-12 in Berlin. The meeting will include high-level discussions on the online music industryand workshops on piracy and media strategy.
