Kennedy was speaking in Brus- sels on July 10 at the bi-annual Platinum Europe Awards show, organised by international labels' body IFPI to recognise the achieve- ments of artists who have sold over a million albums in Europe (see sto- ry, page 17). Kennedy warned that, if the industry's prosperity continues to be eroded by the music -for -free culture, record companies would no longer be able to invest up to 15% of their rev- enues in the production of new tal- ent. "If we cannot prosper, there will be no investment in music," he said. Jay Berman, chairman and CEO of IFPI, expressed similar concerns. "Music for free' may sound attractive, but when it is taken without the permission of artists it comes at a high price for the entire music busi- ness, and society in gen- eral," he told a press conference in Brussels. Berman believes the current situ- ation requires action from European governments both in terms of legisla- tion and of raising public awareness of the problem. Former IFPI artist spokesman Jean -Michel Jarre said that the "free music" culture was harming artists. "A lot of kids probably don't realise that getting music for free is illegal," he said. "It's a matter of information and education, and not only about regulation." Jarre said that the environment is current- ly unfavourable for intellectual property businesses, with threats coming from the Inter- net, CD -R burning and the music -for - free mentality. "We are here in Brus- sels to inform the European Commis- sion that they must help the industry," he stated. "Europe has always been a pioneer in intellectual property and it should be the same in the next century." BRUSSELS - The culture of "musicfor free" is the "biggest challengeever" for the global music industry,according to Universal Music Inter-national president John Kennedy.

Kennedy was speaking in Brus-sels on July 10 at the bi-annualPlatinum Europe Awards show,organised by international labels'body IFPI to recognise the achieve-ments of artists who have sold overa million albums in Europe (see sto-ry, page 17).

Kennedy warned that, if theindustry's prosperity continues to beeroded by the music -for -free culture,record companies would no longer beable to invest up to 15% of their rev-enues in the production of new tal-

ent. "If we cannot prosper, there willbe no investment in music," he said.

Even if European Commission president RomanoProdi decided at the last minute not to attend thefourth IFPI Platinum Europe show, the evening livedup to its promises. It was an entertaining and engag-ing occasion with its cocktail of politics-Neil Kinnockdelivered what many in the industry thought was arather powerful speech, and glamour-Pavarotti andGeldof were real crowd pullers.

Obviously, a photo call opportunity with Italiantenor Luciano Pavarotti is always a winner, and politi-cians know the value of a good picture. The IFPI Plat-inum Awards show certainly provided many an oppor-tunity for policy -makers to mingle with artists.

If there was just one justification for this wholeexpensive razzmatazz, it lies in the show's unique wayof using the artists' magnetic powers to attract heavyhitters such as Kinnock or Mario Monti, the Europeancommissioner in charge of competition, famous for hav-ing caused the collapse of the merger between EMI andAOL Time Warner.

The idea of mixing artists and politicians is not new,of course-the music industry is simply getting better

at it. It's also a difficult exercise-there is a thin linebetween what artists will or won't do (after all, in the'60s, artists tended to be more anti-establishment).

What has changed, though, is the environment.Compared to two, or certainly four years ago, the agen-da has shifted-the Copyright Directive has beenadopted, and what the industry is really looking for inBrussels is a recognition of the problems-or "chal-lenges"-it is facing, the biggest. of all being identifiedas the culture of "music for free."

At this late stage, the idea of trying to reverse thispopular cultural trend, especially with youngsters,seems wishful thinking. Once you have been used togetting your stuff for free, why on earth would youwant to start paying for it?

The music industry is banking on the level of edu-cation, awareness and the civic sense of consumers. Itis also calling on European policy -makers to help the industry spreadthe message.

Jean -Michel Jarre said in Brus-sels that he does not want to beregarded as a "content provider",particularly in the context of ille-gal file -swapping sites. But it willtake many more IFPI initiativessuch as the Platinum Awards tobuck that trend.

Kenan brings online expertise to BMGby Gareth Thomas

Until recently CEO ofMP3.com Europe, Kenanhas been appointed seniorVP, marketing for BMGEurope (M&M, June 15)with responsibility for boththd marketing of world-wide releases withinEurope and the exploitation ofEuropean repertoire around theworld. He will be based in Londonand will report to COO, BMGEurope Tim Bowen.

Kenan tells M&M: "I've workedwith Tim for many years and wehave a certain vision of how themusic industry is going to be evolv-

ing." He adds: "We've got some ideasbut we're going to unveil them oncephase one has been done-which ishaving more success using tradition-

al ways."Kenan, who has spent

"almost all my life in themusic business" hints thatthose "ideas" come from hisonline experience. "Thereare ways of leveragingwhat we are doing offline tomaximise the results bydeveloping databases,using mobiles and the

internet-cross-platform promo-tions," he says.

As CEO of MP3.com Europe,Kenan was responsible for launchinglocalised music sites in six countries.During his nine years at UniversalMusic International, he held variouspositions including VP internationalmarketing, and marketing director

of UMI's French division. Prior to histime at Universal, Kenan was atBMG France.

"Yoel brings significant marketingexpertise and creativity to this role,"says Bowen. "And with his onlineand new mediaform a vital role in European mar-keting for BMG, and will play animportant part in establishing thecompany's new business model."

Among BMG's current roster ofacts, apart from established artists,Kenan cites US artist Avril Lavigne,Spain's Patricia Manterola, Swe-den's Kent, Germany's Peter Maffay,France's Patrick Bruel and JRecords' signings Mario and Lamyaas having big international salespotential. Former senior VP for digital mediamanagement at Vivendi UniversalNet Chris Montgomery has replacedKenan as CEO of MP3.com Europe.

France's Modiametrie to survey 13 -year -oldsby Joanna Shore

Paris - Leading French youthnetworks are set to benefit from asignificant revamp of the country'sradio ratings system, which sees alowering of the minimum age forparticipation in the survey from 15to 13.

In a move which is set to trans-form the ratings pecking order inthe French radio market, Medi-ametrie, which publishes the offi-cial radio audience figures, has saidit will introduce the new methodol-ogy into its quarterly surveys laterthis year. The decision was made byMediametrie's radio committee,which is made up of representa-tives of national, regional and localradio stations.

Although set to boost the figuresfor youth -oriented formats, thechange does not go as faras CHR network NRJ andurban network Skyrockwould have liked. Theywere both lobbying for theage at which listeners arepolled to be reduced to 11.

"A study was [previous-ly] made in order to deter-mine the feasibility of low-ering the age," a Medi-ametrie spokesperson tells M&M."The study showed that this waspossible, starting at 12 years. Acompromise was reached, and thedecision was made unanimously,with one exception [NRJ]. This is alandmark in the history of measur-ing radio audiences."

Skyrock's managing directorLaurent Bouneau (pictured) says

that the change is excel-lent news for his station."We have a lot of listenerswho are younger than 15,"he says. "We got togetherwith NRJ to have [the sur-vey] start at 11 years, andwe've ended up meetinghalfway."

The first audience fig-ures using the new

methodology will be released inmid -November, and will cover theSeptember -October survey period.

Mediametrie's figures releasednext week for the April -June periodwill be the last set of figures onlycovering listeners aged 15 andabove.

Universal shuts Def Jam Germanyby Olaf Furniss

BERLIN - Def Jam Ger-many has closed down,barely two years after itslaunch in Berlin.

According to internalsources at Universal, theclosure of the label coincid-ed with its parent companymoving to the German cap-ital on July 1.

Most of Def Jam Ger-many's domestic roster willbe dropped, while interna-tional signings will betransferred to the formerUniversal Records labelwhich has been renamedUrban/Def Jam. Only DefJam Germany co-founderAndreas "Bar" Lasker is tobe retained by the major, ina freelance A&R capacity.

Among the local signings

to be kept on are Glanz FXand Benjie. Internationalacts will be handled byAndrea Frahm, Urban/DefJam director of marketing.

Def Jam Germany waslaunched in May 2000 aftermonths of planning byLasker, manager of localhip hop act Die Fantastis-chen Vier, and the thenMercury Germany manag-ing director Boris Lae.The first stand-alone DefJam office to be set up out-side the US, the label'slaunch came at a timewhen German language hiphop was enjoying a boom.

However, the genre hassince experienced a declinein sales and this, combinedwith Def Jam Germany'sdifficulty in establishingitself as a credible player

among the notoriously fick-le rap community, is beingblamed for the label'sdemise.

"Hip -hop is declining inGermany and selling less,"confirms Vicente Celi, whoproduced Glanz FX and is amember of the team behindthe country's largest hiphop website, Rap.de. "Theother problem is that it is avery tight community-andif fans perceive somethingas being too commercial,they will turn their backson it."

Universal Germanypresident/CEO Tim Renneradmits: "Def Jam Germanywas neither a sales hit, nora hit on the hip -hop scene.The A&R was not goodenough and it was launcheda year too late."

Athens' Galaxy 92 heats up for summerby Maria Paravantes

ATHENS - Athens Soft ACstation Galaxy 92FM hasswitched to a moreuptempo AC for-mat for the sum-mer months in abid to capture theyounger end of themarket.

The station isdropping balladsin favour of moreupbeat contempo-rary songs from the likes ofBritney Spears, JenniferLopez and Shakira, and isprogramming more . rhyth-mic tracks-such as GloriaGaynor's I Will Survive-amongst its oldies.

"We were looking atsomething that wouldremind listeners of sum-mer; upbeat songs with lots

of melody from the past andpresent," explains pro-gramme director StefanosKeramidas, who says that

the station willprobably revert toits softer soundagain in the winter.

Makis Psistakis,part of GalaxySummer's creativeteam, tells M&Mthat the shift is a "acalculated movethat doesn't, how-

ever, veer away from thestyle of music we're knownfor."

Galaxy broadcasts to thegreater Athens area (withits population of 4.5 mil-lion) and attracts approxi-mately 90,000 daily listen-ers (5.3% of the market).

Launched in 1989,Galaxy initially targeted

the 25-35 age group with asoothing mix of talk -freemusic. With its new sum-mer format, however, thestation has set its sights onalso attracting 15-25 yearolds, although it will stillplay large amounts ofmusic from the '80s, adecade which is "what the'60s were to those who werein their mid -30s whenGalaxy first went on theair," according to the sta-tion's commercial directorChristos Giakoumopoulos.

Galaxy was one of thefew' the commercial sta-tions that did not go off theair during the Greek gov-ernment's clean-up of theairwaves early last year. Itis the only AC station inAthens that doesn't playany Greek-langauge reper-toire.

ON THE BEATPORTABLE DIGITAL RADIO SET GOES ON SALE

LONDON - The UK radioindustry is hoping that thelaunch this month of the firstever portable, sub -f100 (euros154) digital radio set will boostthe take-up of the medium.Priced at £99, VideoLogic Sys-tems' Pure Evoke -1 digital

radio set (pictured) is the cheapest yet to hit the mar-ket. The first batch will be on sale this month atselected retailers in London, and will be rolled out toretailers nationwide in August.

BMG BENELUX REORGANISES MANAGEMENTBRUSSELS - In a restructuring of BMG Benelux, RobSchouw, current managing director of BMG Nether-lands, has been appointed managing director of BMGBenelux, effective August 1. In his new role, Schouwwill oversee the whole region and, reporting to execu-tive VP BMG continental & eastern Europe MaartenSteinkamp, will be responsible for general manage-ment. Meanwhile, Bart Brusseleers, former generalmanager of Edel Benelux, has been appointed generalmanager of BMG Benelux and will oversee all mar-keting and promotion issues in Belgium and theNetherlands, partly replacing Rick van Schooten wholeaves the company this month. Former managingdirector of BMG Belgium, Thierry Thielemans, willtake up the newly -created role of creative director atBMG Benelux, while Guy Goedgezelschap has beenpromoted to director, finance and operations, BMGBelgium.

VAN DER LUGT QUITS 3FMHILVERSUM - Long -serving Radio 3FM programmecontroller Paul van der Lugt (pictured) has announcedhe will leave the Dutch public CHR station by Novem-ber 1. During his 10 -year tenure at 3FM, Van der Lugthas implemented a centralised playlist at a stationthat originally came under the aegis of more than 10different public broadcast organisations. He is leavingto take up the post of director of a recently -launchedlocal and regional broadcast body in Utrecht. No suc-cessor to Van der Lugt has yet been announced.

REED MIDEM ANNOUNCES STAFF CHANGESPARIS - Trade show company Reed Midem Organisa-tion has named Ana Vogric-Martinez as director ofworldwide sales. Vogric-Martinez, who came to Midemfrom Paris -based tour company Caramba Productions,had previously directed Midem sales bureaux for allterritories outside of the US and UK. She will reportto Dominique Leguern, director of Midem, and isresponsible for overseeing all Midem sales offices.Additionally, Laurent Benzaquen has been nameddirector of international sales, with jurisdiction overall territories except Paris, the US, and the UK. Ben-zaquen, who joined Reed Midem from EMI France in1997, reports to Vogric-Martinez.

Heavyweight agenda at Radio FestivalWith the ink not long dry on the UK government'scontroversial draft Communications Bill, it was no sur-prise that the Radio Academy's Radio Festival, held inCambridge July 1-3, turned into a highly politicalaffair. Jon Heasman and Gareth Thomas report.

During the GuardianMedia Group Lecture,which kicked -off thisyear's Radio Festival onJuly 1, delegates were

given a preview of the kind ofvision and attitudes some believecould become commonplace in theUK's post -Communications Billmedia environment, courtesy ofLowry Mays, chairman and CEO ofUS media giant Clear Channel.

"Our collection of properties havebeen put together to create a cost-effective way for advertisers to reachall consumers," explained Mays. "Wedo this through radio, television, out-door advertising and live entertain-ment. The job of all employees ofClear Channel is to use these assetsto help advertisers promote theirgoods and services. This means thatindirectly Clear Channel is sellingFords, burgers and toothpaste."

GWR Group chairman RalphBernard asked Mays whether hethought that that all 300 -plus com-mercial radio stations in the UKcould feasibly be owned by one singleoperator. "I don't think so," respond-ed Mays, "but I'm not sure that thiswould be necessarily be a bad thingfor the advertiser or the consumer."

Despatched to Cambridge to deliv-er the festival's keynote speech as alast-minute replacement for UK cul-ture secretary Tessa Jowell, ministerfor tourism, broadcasting and filmKim Howells promised that commer-cial radio trade body the CRCA'srequest for a more liberal local radioownership regime than the one pro-posed in the draft Comminations Billwould be considered carefully byministers. "Our position is broadlybased on the recommendations madeto us by the industry and the RadioAuthority last year," Howells tolddelegates. "However, we will ofcourse consider any convincing argu-ments that are made for a differentapproach over the course of this finalconsultation on the draft bill."

The plurality debateIn a session entitled "The FundingFoundation," GWR's Bernard ques-tioned the philosophy of "plurality"which the government says underliesthe local radio aspects of the draftCommunications Bill. "What doesplurality actually mean?" he asked,echoing the Clear Channel argumentthat diversity of station formats isactually better protected by consoli-dation, and that impartiality of newsreporting is protected by law.

Much of the fat of theCommunications Bill was chewedover in public by Gavyn Davies,chairman of public broadcaster theBBC, and Richard Hooper, chairman

of commercial radio regulator theRadio Authority, in a panel entitled"A Referee For The Heavyweights."

A particularly lively debateensued between the two overwhether the BBC and commercialradio sectors should be, under theauspices of the government's pro-posed "super -regulator" Ofcom,

audience-he suggested that BBCstaff involved in the making of pro-grammes which break taste anddeceny guidelines should simply besacked by the corporation's boardof governors. "People who makeerrors' should suffer the conse-quences. Firing people is a betterremedy than fining the generalpublic," he said.

In terms of more general contentregulation, such as regulation ofradio station formats, Davies alsoappeared hostile to Ofcom'sinvolvement. "Ofcom is beingdesigned to regulate commercialcompanies," he said. "It's not

subject to the same regulations onmatters of taste and decency inprogramming, and whether theyalso should be subject to the samefinancial penalties.

Hooper, tipped by some tobecome Ofcom's chairman, main-tained that the BBC should befined in exactly the same manneras commercial broadcasters forbreaches of taste and decency, say-ing that "common standardsrequire equal sanctions."

Fining the publicDavies disagreed, saying that,because the BBC is funded by thegeneral public through the licencefee, fining the BBC for suchbreaches would be tantamount tofining the public. Instead-andmuch to the amazement of a num-ber of BBC executives sat in the

Moderated by BBC Radio l'seditor of music policy Alex Jones-Donelly, a session entitled "BlackMusic-A Way Of Life Or Just ABeat?" failed to really catch fire,although Shabs, managing directorof Relentless Records expressed acertain amount of scepticismregarding the BBC's new digitalmusic station targetting the blackcommunity, 1Xtra.

Although welcoming 1Xtra, whichis due to launch on August 16, as apositive initiative, Shabs cautioned:"We don't want to see a situationwhere black music is turned down byRadio 1- because it can be niched on1Xtra, and [as a result] only ends upon minority playlists."

Talking about the current

strength of urban music, WillberWillberforce, programme editor of1Xtra, predicted: "We will haveanother three or four years beforethe market .gets saturated, andbefore we will try to discover differ-ent sounds."

Lessons from Down UnderA session on risk -taking in pro-gramming, entitled "They WhoDare", presented an interestingcase -study from Australia, where inlaunching a major new station forMelbourne and Sydney, DMG Radiohad sought to tackle some of themost common negatives Australianlisteners have about commercialmusic radio-a lack of music vari-ety, too many commercials and"cheesy" editorial content.

The station DMG came up with,Nova, features a multi -genre musicformat which DMG group pro-gramme director Dean Buchanandescribed as "trainwreck program-ming," an irreverent presenter atti-tude and no more than two ads ineach commercial break. This recipehas taken Nova to number one inthe Melbourne ratings, and tonumber two in Sydney, and it hasbeen able to charge premium ratesfor its limited commercial ad spots.

John Pidgeon, the BBC's head ofradio entertainment who was inthe audience, deplored the effectthat Gavyn Davies' comments onfiring staff might have on risk -tak-ing at the corporation. "I will tellmy producers not to take any risksif that happens," he said.

Also in the "They Who Dare"audience was Emap's group radioprogramme director Mark Story,who noted that "if we ask people towalk on the wire, then we need peo-ple to catch them when they fall."

Paying for talentAnd on the subject of risk -takingair talent, there was an interest-ing session running in bite -sizedchunks throughout the festivalentitled "What Price Talent?"

"There's a world of differencebetween valuing and overpaying [fortalent]," warned Francis Currie,programme director of AC stationHeart 106.2/London, who empha-sised the importance of making DJsfeeling valued and respected, inaddition to the financial rewards onoffer. "Presenters are complicatedpeople-they often have big egosand low self-esteem," he observed.

Bam Barn, breakfast presenterat London dance station Kiss 100,said: "You need not to be seen as acheap option, and be invested in bythe station."

Anthony Blackburn, a partnerin talent agency Blackburn Sachs,rejected the notion that, in anincreasingly competitive market,agents were holding radio stationsto ransom with outrageous wagedemands for their clients. "The pro-gramme controllers are the boss-es," he said.

Warner positions Morcheeba as 'global band'by Adam Howorth

"We never have big singles withMorcheeba-they get no airplay inthe UK but they sell half a millionrecords because they've got a strongfanbase who go and buy the album."

Since 1996, London three-pieceMorcheeba have been slowly evolv-ing their sound from the trip -hop ofdebut album Who Can You Trust,and then Big Calm in 1998, throughto the pop rush of Fragments OfFreedom two years ago. Now, withthe July 1 release of Charango(East West), Theo Gupta, seniorinternational manager at WarnerMusic International, adds, "It's notso commercial but it's a qualityrecord and the band's coming outand working around the world,which they've not really donebefore."

The upshot, according to Gupta, isMorcheeba are very much considered a "globalband" by the major, and expected to at leastmatch the one million sales of Fragments OfFreedom. The first cut off new album Charango,is Otherwise, which came out internationally onJune 17 and currently resides in Music & Media'sMost Added chart. Among the key territories forthe act, outside the UK, is Italy where the lastalbum went platinum and Morcheeba recentlyplayed a festival in Naples to 200,000 people.

morning, tells Music & Media: "Acts likeMorcheeba tend to go down well in Italy. This isbecause, even if the rest of the world thinks this isthe land of Eros Ramazzotti and LauraPausini, the country actually has a very big musi-cal underground-particularly in terms of the con-cert scene, and alternative trip -hop acts. It could bea question of temperament," Pellecchia continues,"The Italians are laid-back and they like relaxing,psychedelic rhythms: Angun would be anotherexample. In the case of Morcheeba, [the singer]Skye's duet with an Italian artist, Alice, on the

track Open Your Eyes a couple of yearsback also helped create awareness."

Despite the reluctance of UK sta-tions to playlist the band, ColinMartin, exectutive producer (music)at national AC/MOR outlet BBCRadio 2 made Charango an AlbumOf The Week. "Morcheeba is an actwe've been following closely onRadio 2," he says. "We acknowledgethat they may not be an obvious sin-gles band but we don't care-wethink the album's got some greattracks on it."

Gupta believes that a combinationof a "quality record", intensive promowork and fan loyalty built up overthe previous albums is set to pay div-idends. "They spent a long time on it- one and a half years-getting theright samples and musicians; theband are very pleased," he says."They're doing lots of promo andtouring-Switzerland, Belgium,

Germany, and they're committed to Japan,Australia and the US in August and September.In the US the last album sold 150,000 but theydidn't really tour. The one before that sold250,000." Charango is released in the US on July16 through Warner Brothers.

"They had a massive airplay hit [in Europe]with Rome Wasn't Built In A Day off FragmentsOf Freedom," continues Gupta, "and we hope alot of that fanbase straddles the Big Calm audi-ence for this record."

Language no barrier for Kate Ryan

With Desenchantee, Flemishsinger Kate Ryan has establishedherself as one of Belgium's pre-mier vocalists among both of thenation's language groups.

Released in April on Antler -Subway, part of the Belgian EMIgroup, the single topped theFlemish speaking charts for sevenconsecutive weeks. But the song-acover of the 1991 hit by MyleneFarmer-has also given Ryan herfirst success in the Wallony chart inthe French-speaking southern partof the country. Ryan had alreadyenjoyed a big Flemish hit with theself -penned Scream For More, asummer 2001 floor -filler that washonoured as best single of the yearby music TV station TMF.

"The fact that Desenchantee isperformed by a non -French singermake the song exotic and charm-ing," says Jean Lou Bertin, head ofprogramming of the Belgian com-mercial CHR radio network RadioContact. "Her rendition adds a spe-

cial atmosphere to the song." Herdebut album, Different, was releasedon June 17 and contains threeFrench language songs among themostly self -penned tracks. "AfterDesenchantee triggered somethingin the south, we added two Frenchsongs and a translation version ofScream For More," says Ryan, whosereal name is Katrien Verbeeck.Desenchantee is also makingprogress in Holland, where it wasnumber four at press time.

"It doesn't happen very often thata French -language song cracks thetop of the charts-with Kate Ryanit's definitely 'bull's eye'," saysPatrick Van Thijn, dance repertoiremanager at EMI Holland."It's a great song and we can't waitto have a follow-up hit." To preparefor the July 2 release of Different inFrance, Kate Ryan attended a press -day in Paris before a 6,000 crowdand shared the stage with BillyCrawford and Eros Ramazzotti atNRJ's (CHR) radio -event inMontpellier on June 14.

"Kate Ryan is further proof thatdance repertoire and major hitscan come from any market andfrom any repertoire owner," saysErwin Goegebeur, managing tlirec-tor of Capitol/EMI Belgium.

"All of us at EMI Belgium andour dance imprint Antler Recordsare thrilled with the thought thatDesenchantee may become a verybig international summer hit. Youain't heard nothing yet!" addsGoegebeur.

"Amongall the cultural goods, music is theonly one treated differently," hesaid. "We simply ask to be treatedequally. In the end everyone willbenefit, including consumers."

Jarre provided a concrete exam-ple of the inconsistencies. "If Irelease a CD in France of one mylive concerts with a book, the bookwill have a 5.5% VAT rate, whilethe CD will be at close to 20%."

Berman and a delegation ofmembers of IFPI's European execu-tive committee met on July 10 withFrits Bolkestein the European com-missioner in charge of the internalmarket. The commissioner, whosedepartment is working on theEnforcement Directive and on theVAT issue "played his role-he didnot promise anything," said one par-ticipant.

The IFPI is calling for globalenforcement to be implemented at aEuropean level but, according tothose at the meeting, Bolkesteincreated the impression that thismay be left to the individual mem-ber states.

One member of IFPI's executivecommittee revealed that, on theVAT issue, "Bolkestein simply toldus he had no power and that thedecision was not up to him but tothe council of ministers of finance,which was a way of telling us thathe was not really concerned."

"It was a disappointing meeting,"summed up another executive.

Platinum show attracts top politiciansBRUSSELS - "It is right that we hon-our the boundless creativity of themusicians, the writers, the com-posers, performers and producerswho make music," saidEuropean Commission vice-president Neil Kinnock (pic-tured) in his welcome speechat the fourth IFPI PlatinumEurope Awards. "The Plat-inum Award is specialbecause it gives clear recog-nition to European artists intheir own home territory."

Kinnock was addressinga crowd of 400 selected guests,including Mario Monti, commissionerin charge of competition, a number ofMEPs, and policymakers from thevarious Commission departments.The audience was also composed ofmusic industry executives includingWarner Music Europe presidentPaul -Rene Albertini, UniversalMusic International president JohnKennedy, BMG Europe COO TimBowen, Sony Music Europe presidentPaul Burger, and EMI RecordedMusic Europe Emmanuel de Buretel.

Recognising the economic and cul-tural importance of music, Kinnockreassured his audience that theEuropean Commission was con-cerned with the challenges the indus-try is facing. "The European Unionhas to play a role in safeguarding thefuture of the recording industry andthe genius, -talent and enterprisethat makes it great."

He added: "That means havingsensible laws to deter copyrightabuse and combat music piracy... Weneed to stop the piracy before itstarts by getting rid of the current

weaknesses and inconsistencies inthe laws of Europe."

"That's why we have to combat thecrooks, ensure fair practices, and

secure the future of a flour-ishing recording industry inEurope," concluded Kinnock,inviting artists and recordcompanies to "keep on givingus the Sound Of Europe."

During the show-whichwas hosted by Jean -MichelJarre-Luciano Pavarottiand Bob Geldof were pre-sented with awards for their

special contributions to music.Pavarotti, said Berman, "broughtclassical music to a widest audience"and his contribution "goes beyondmusic". Receiving his award, Geldofmade an impassionate speech inwhich he invited all present, especial-ly people "who have the power" tohelp the condition of people in Africa."The situation there is getting worse,"he said. "I don't understand why welet this continent drift from us."

Other artists who were present topick tup heir awards included AxelleRed, Estopa and Helene Segarra. Thelive performances came from Blue,Bomfunk MCs and veteran Frenchjazz crooner Henri Salvador, who tookthe stage accompanied by Belgianharp player Toots Thielemans.

Speaking to M&M after theshow, Kinnock said he found theevening "wonderful", presenting "amixture of music from different gen-res and artists from differentnationalities. There is a wide diver-sity and creativity in Europe. Theworld should watch out-the Euro-peans are coming!"

Now Chrysalis restructurescompared to what's happening atCapital and elsewhere."

Chrysalis' dance stations Galaxy101/Bristol and Galaxy 102.2/Birm-ingham will now be managed as acombined entity, as will Galaxy105/Leeds and Galaxy 102/Man-chester. Galaxy 105-106/Newcastlewill retain its own management, aswill AC station Heart 106.2/London.

As a result of the changes, PaulFairburn, currently managingdirector of 100.7 Heart FM/Birm-ingham (a role in which he will con-tinue) also becomes MD of the Bris-tol and Birmingham Galaxy sta-tions, while Mike Cass-formerlyprogramme director of Galaxy 105-106-will programme the Birming-ham and Bristol Galaxy outlets.Alan Curruthers remains as pro-gramme director of Heart FM.

Over at the Leeds -Manchesterregional grouping, Galaxy 105 pro-gramme director Andrew Jeffriesadds programming responsibilitiesfor Galaxy 102, with Galaxy 105MD David Lloyd also extending hisresponsibilities to the Manchesterstation. Former Galaxy 102 manag-ing director Matthew Levingtonhas been made redundant, whileformer Galaxy 102 programme

director Sam Zniber moves north toprogramme Galaxy 105-106 inNewcastle.

Levington is the only definitecasualty of the restructure so far,although Riley admits that "there'sa further four people who we'vesaid their positions are at risk ofredundancy, and we're talking tothem about other options." Thosefour executives include TristanBolitho, formerly programme direc-tor of Galaxy 101/Bristol, and NeilGreenslade, who was programmingGalaxy 102.2/Birmingham.

Riley says: "The restructuring ofthe local management team intonew regional roles will enable us toincrease operational efficiency inlight of the current economic cli-mate. We believe these changeswill also better prepare theChrysalis Radio group to play apro -active role in the forthcomingconsolidation of media in the gov-ernment's Communications Bill."

The Chrysalis Radio chief execu-tive denies the move towards aregional MD system will lead to alack of leadership at local stations."The plan will be to ensure there'ssomeone senior on site most days ofthe week," he says. "There

On the revenue considerationsthat lie behind the changes, Rileyreports that Chrysalis Radioenjoyed "a good April -May, but-like everyone else-revenues havenot been where we expected themto be at this stage. We haven't yethit boom times again, and there'sno guarantee that those boomtimes are just around the corner, soyou have to plan prudently."

Chrysalis Radio is many ana-lysts' favourites to be one of thefirst radio groups to be sold to abigger media concern once the UKgovernment's deregulating Com-munication Bill becomes law, butRiley denies that these changeshave been made with an eye toattracting buyers. "Nothing couldbe further from the truth," he says."The whole point about goingthrough pain now is to make surewe are as strong and as profitableas we possibly can be for the pointwhen consolidation comes. If wewant to be in control of our owndestiny, we need to be as strong aswe can be."

The New Yorker's European tripincluded a short live performancewith Ja Rule during a celebrity -filledLondon party at the In and Out Club,a former residence of 19th centurystatesman Lord Palmerston, that wasevery bit as grand as that suggests.,"When you're featured on a record,"Ashanti told M&M the next day,"obviously the focus is on that mainartist. As for me, now that I'm doingmy own stuff, all the focus is on me.They're like 'What's she going to donext?', so I have to be prepared."

With Foolish a fixture on theEuropean Radio Top 50 and Happyalready lined up as a sure-fire follow-up, programmers' enthusiasm forAshanti looks set to continuethroughout the year. To hear TayFM's McKie, Foolish has brought anauthentic blast of US street soul tothe streets of Europe. "It's a nice,laidback summer tune, perfect forblasting with the roof down in your4x4, just cruising along," she says.

"Although the UK is leading theway internationally," adds Leddel, "it'snot the only [European] market tohave this type of success, as Germany,Holland, France and Switzerland arealso having great early runs."

Ashanti's career may seem to havereached cruising speed very quickly inrecent months, but even at her tenderage, she's almost an industry veteran."I've been dancing professionally sinceI was three, I did tap, jazz, modern,ballet, African, everything," she says."The singing thing was kind of an acci-dent. I had my first record deal when Iwas 14, didn't work out, got anotherdeal at 17, didn't work out, and finallyhooked up with Murder Inc. It was alllike a character builder, I got a chanceto learn a lot of things very early."

Conscious of how crowded the R&Bfield is, she knows that individualityholds the key to longevity. "Everyoneis basically in a big competition in themusic industry, but as far as youngR&B females that are out right now, Ijust try to be different with the musicand the lyrics."

Last week's IPFI Platinum Europe Awards inBrussels delivered its usual round of anecdotesand jokes. Someone who made everyone slightlynervous was Italian tenor Luciano Pavarotti,who asked not be in the dining room with all theguests, and who finally made his three -minuteappearance from the back of the stage ratherthan from the dining room. The explanationgiven off-the-record by organisers was thatPavarotti "does not do steps"... Cracking a fewjokes amid a very serious speech about poverty inAfrica was one Bob Geldof, who was in greatform. He joked that the evening's co-host-European Commissioner Neil Kinnock-"was acrap guitarist, and Tony [Blair] is no better." Healso said that for the EU officials in the room, hewas "probably the greatest threat to Europe sinceAttila the Hun." And speaking of Africa, Geldofdescribed himself and fellow Irishman Bono as"the Laurel and Hardy of third world debt."

Failing to attend the awards was RogerAmes, chairman of Warner Music Group.Whilst in London and ready to depart forBrussels he realised that his British passport wasmissing. Ames owns another passport, from theRepublic of Trinidad, but for Trinidadians toenter Belgium a visa is required, and when Amesreached the Belgian Embassy in London, it wastoo late...

UK media group Emap's planned new musicTV channel Big City Hits (M&M, July 13) is setto become a reality after a consortium led by UKpublic broadcaster the BBC and satellitebroadcaster BskyB was awarded the UKterrestrial digital television licences previouslyheld by the now -defunct ITV Digital.

Hotline understands that thefuture of Instant Karma, the jointventure between former BPI andWarner Music UK chairman RobDickins (pictured) and Sony MusicUK, is currently under review.Launched in April 1999, the labelsigned acts such as Helicopter Girl and AddisBlack Widow, but has failed to deliver anysignificant success over the past three years.
