Social Club gets second outing by Nigel Williamson LONDON - The release of a documen- tary by renowned German filmmaker Wim Wenders has given a second lease of life to the eponymous album from veteran Cuban musicians of the Buena Vista Social Club, originally released in 1997. The album has been number one in the Ger- man charts for the past five weeks, selling a total of 250,000 units, while a spin-off album, Buena Vista Social Club Presents Ibrahim Ferrer, has reached number two. Both albums are in this week's European Top 100 Albums chart, at nine and 22 respectively. Released in May this year, the Fer- rer record has also made the top 20 in Belgium, Holland, Italy, Norway, Por- tugal, Sweden and Switzerland. But claims in the German media that the musicians of the Buena Vista Social Club have not been properly paid for the chart -topping album have been denied by both their record label and several of the musicians themselves. MILAN - MTV lacks the prospect oflosing its nationwide terrestrial TVdistribution in Italy, after its namewas absent from a published list ofeight TV networks which will be get-ting their national terrestrial licensesrenewed.

LONDON - The release of a documen-tary by renowned German filmmakerWim Wenders has given a secondlease of life to the eponymous albumfrom veteran Cuban musicians of theBuena Vista Social Club,originally released in1997.

It's that time of the year when everything and everyoneswitches off in continental Europe, when businesses close,and people spend time by pool, the sea or the mountain,hopefully turning off their mobiles.

But some things (like Music & Media!) can't stop forthe summer-radio stations continue to provide round-the-clock services, even if programmers tend to putSelector on automatic pilot for a few weeks, helped by thelimited number of new releases from record companies.

Radio programming during the summer is all abouttrying to catch the mood of the day. Music tends to belighter and sunnier to accommodate the more relaxedaudiences.

And for that purpose, nothing beats Latin tracks. Adecade ago, it was the Lambada craze, and more recently,

everyone was doing the Macarena. Well, this year, it mustbe mambo!

Lou Bega's Mambo No.5 is so far the clear winrrer ofthe unofficial annual "summer hit" contest. Other con-tenders could be two other Latin acts: Ricky Martin'sLivin' La Vida Loca and Enrique Iglesias' Bailamos, butthe former has already peaked in the charts, and the lat-ter still has some room for growth.

Bega's song is a perfect exam-ple of the unpredictability of sum-mer hits. On paper, the odds on aGerman artist performing a trackinspired by a '50s mambo kingfrom Cuba and turning it into ahuge hit were probably close tozero. But the attractiveness of thesong and its immediate impact ondancefloors and radio acrossEurope have turned the last sum-mer of the century into the sum-mer of mambo.

EMI Music Italy's Virgin divisionwill launch a new imprintbased in Rome calledExtra \ Labels in September.Carlo Martelli, previouslyhead of product and market-ing international repertoireat BMG Ricordi, has beenhired to run the new outfit,which will have an initialstaff of three.

"Extra \ Labels will havetwo imprints, the Extra label which willspecialise in cutting -edge Italianartists, and the Labels imprint which,like the operation of the same name atVirgin France, will deal with interna-tional indies," says Clary. Labels willtake over distribution for Mute Recordsfrom BMG Ricordi, and will also dis-tribute 4AD, Priority and Wall OfSound in Italy. "We are also on the look-out for international hip -hop labels,"adds the EMI president.

Jazz radio setto swing Parisby Mini Bouton

PAIUS- Often regarded as a haven forjazzmen, Paris will be finally gettingits own round-the-clock jazz stationfrom September.

The project, steered by formerEurope 1 vice-president Frank Tenotand "free -form" Paris station RadioNova, was given the nod of approval byFrench radio regulator the CSA onJuly 27 (M&M Hotline, August 7).

The jazz station has been awardedthe Paris licence previously held bynon-profit community station TSF,launched in 1990 and until now close-ly linked to France's Communist Party.TSF filed for bankruptcy earlier thisyear, claiming losses of Ffr 11 million(euro 1.67 m).

Radio Nova will take over TSF'soperations (and some financial losses)as part of a "partnership deal" withTSF, and has agreed to inject Ffr 4 mil-lion to keep the station afloat. It isexpected that the TSF moniker willremain when the station switches for-mat. Bruno Delport, head of develop-ment at Radio Nova, says the goal is toobtain 2% audience reach.

"At the moment, we are still in theprocess of defining the format," saysDelport. " It'll be radio that swings, thestation for those who like jazz. But youwon't have 25 minute -long piano solos,nor experimental music. It must be astation for the whole family, althoughwe might add some specialist shows."

The management of the station hasyet to be announced, but Delport-aformer manager of Paris rock stationOui FM-admits that he "might play acertain role" in the station. Tenot, along-time jazz fan who hosted a jazzshow on Europe 1 in the '50s, willserve as music adviser.

Delport explains that the partner-ship with TSF will end in 2001, whenthe licence comes up for renewal. "TSFwill remain a non-profit station but itwill benefit from Radio Nova's infra-structure and will be based in Nova'sbuilding," he says.

The station's non-profit statusmeans it can not earn more than 20%of its revenues through advertising.

ON THE BEATSONY PROFITS DOWNNEW Yom - Sony's music divisionsaw a decrease both in both rev-enues and profits during the firstquarter of 1999 compared to thesame period the previous year. Thecompany's music revenuesdecreased 2.5% to $1,406 million(euro 1,420 m), while profits fell by43% to $38 million. In a statement, Sony says that dur-ing the first quarter of 1998, the group's income "benefit-ed from increased licensing fees from a new direct mar-keting arrangement" while in 1999, Sony didn't benefitfrom these licensing fees and was also affected by"unfavourable exchange rates." New releases contribut-ing the first quarter results include Jamiroquai's Synkro-nized, Ricky Martin's self -titled album and JenniferLopez's debut On The 6.

SPREE, STAR MOVE IN TOGETHERBERLIN - Spree Radio 105.5 and Star FM 87.9 havemoved into the same studio complex directly belowBerlin's famous TV tower at Alexander Platz. SpreeRadio, a soft AC/Gold station, and rock outlet Star FMare both owned by Dornier Medien. The move willstreamline operations at both broadcasters.

IMJV APPOINTS CEOHILVERSUM - IT and marketing specialist IJsbrand Gale -ma has been appointed chief executive of the Interna-tional Music Joint Venture, the joint operation set up byBuma/Stemra, MCPS/PRS and ASCAP, the respectiverights societies from the Netherlands, the UK and theUS. Galema, who is Dutch, will be based in the Nether-lands and will be responsible for the management of theShared Service Centre, which will handle joint back -office operations for all three organisations.

CYBER RADIO MOVES STATESIDEHAMBURG - In a first step to expand its operations out-side of Germany, Internet broadcaster Cyber Radio hasestablished a studio in Los Angeles, from where it isbroadcasting a real-time, full -screen 300kb/s Live -Stream. The Hamburg -based online station is hoping toset up a global "Internet Broadcast Network" with simi-lar stations in New York, London, Stockholm, Paris,Tokyo, Rio de Janeiro, Rome and Budapest.

MOVING CHAIRSPARIS - CSA member in charge of radio, Pierre Wiehn,is relinquishing his radio duties at the French broad-casting regulator. CSA member Jacqueline de Guil-lenschmidt will now look after radio -related matters.Thierry Bourgeon has been appointed managing edi-tor of multimedia activities at French public broadcasterRadio France. He was previously in charge of RadioFrance's chain of 38 local radio stations.LONDON - Mike McCormack has been appointeddeputy managing director of Universal Music Pub-lishing UK. Previously at Simon Fuller's 19 Musicorganisation, he will be in charge the company's creativeactivities, covering A&R, film and TV, catalogue exploita-tion and development strategy.

Bavaria gets dance Powerby Gesa Birnkraut

MUNICH - A consortium ofBavarian commercial broad-casters proposing a cuttingedge CHR/dance station hasbeen successful in winningthe only digital radio licencecovering the whole ofBavaria.

The new station-PowerRadio-will also get somespare terrestrial FM fre-quencies in the state, plusthe opportunity to broadcastvia cable.

Some 14 other digital ser-vices have also been award-ed digital licences in

Bavaria, but these will belocal and will not cover thewhole state. In winning theonly state-wide frequency,Power beat off a proposal foranother youth -oriented sta-tion from commercial ACstation Antenne Bayern, ina public -private venturewith Bavarian public broad-caster BR.

Prof. Dr. Wolf -DieterRing, president of Bavarianmedia regulator BLM, saysthe licence award repre-sents "a very positive devel-opment for the commercialbroadcasters in Bavaria,"and notes that BR will now

have to "put aside" its plansfor its own youth station.

But Karlheinz Hoerham-mer, general manager ofAntenne Bayern says: "Itwould have made sense tooffer a youth stationfinanced by BR and localcommercial stations,because the listener poten-tial [for this format] is toosmall and there aren'tenough FM frequencies."

Power Radio is expectedto start broadcasting digital-ly from this autumn onchannel K12, and will takeup its allocated FM frequen-cies as soon as possible.

HoNErtsum - Veronica FM ownersHMG are threatening to institutelegal proceedings against theDutch government unless itchanges its decision to 'postponethe Netherlands' frequency auctionuntil 2001.

The government initially plannedthe controversial auction for earlynext year, with implementation ofthe new frequencies by September 1,2000. As a provisional measure untilthe auction, former secretary ofstate for telecommunicationsAnnemarie Jorritsma allocated aseries of temporary FM frequenciesin 1997 to appease the national corn-

mercial stations previouslywithout a terrestrial FM berth.

The decision of Jorritsma'ssuccessor Monique de Vries topostpone the auction wastaken because of errors in theresearch which was undertak-en to identify available fre-quencies on the FM band.

Explains Veronica FMspokesperson Bernard Nauta:"Originally commercial stationswere told that 24 FM frequencieswere to be auctioned next year.Unfortunately the subsequentresearch had to be redone, so wehave to wait much longer than wewere promised."

Van Mechelen, appointed in Junefollowing the Belgian elections, hasalready said that he wants to carryout a thorough survey of the existingradio market in northern Belgium,as well as progressing frequencyallocation negotiations with thenewly -elected government ofFrench-speaking southern Belgium.Currently there is a deadlockbetween the country's Flemish andFrench sectors over FM frequencyallocations, which prevented theprevious Flemish government mov-ing forward on an improved deal forcommercial stations in the north.

Cologne's local radio shaped by lawOn the eve of Popkomm 99,Ed Meza reviews the stateof music radio in Cologne,and in the broader contextof the state of North Rhine-Westphalia, where the restof the entertainment ind-ustry has benefited fromgovernment initiatives tocompensate for the declinein traditional heavy industry.

When North Rhine-Westphalia's tradition-al steel and coal indus-tries went into sharpdecline in the '80s, the

state government moved quickly totransform the region's economy byattracting and boosting film and televi-sion business in the state.

In a short time, the city of Colognedeveloped into Germany's televisioncapital, becoming home to big -nameTV broadcasters such as RTL,SuperRTL, Vox and music cable net-works Viva and Viva II. The cityoffers the entertainment industry theannual Cologne Conference, whereindustry insiders from around theglobe buy and sell the latest in televi-sion programming. The state has alsocome to play host to Popkomm, themusic industry's own eclectic show-case and marketplace.

Radio laggingBut in all the razzmatazz, radio seemsto have taken aback seat. WhileCologne's entertain-ment industry isbooming, radio hasbeen hampered byheavy state restric-tions and has notbeen able to flour-ish as it has inother big Germancities, offeringinstead the same fare as is heardthroughout the rest of the state.

When commercial radio was intro-duced in North Rhine-Westphalia in1990, the lawmakers consciously setout to create a model which wouldensure a more pluralistic and less com-petitive system. State laws make itimpossible for big media groups such-as NRJ and RTL to operate in thestate, and this at least gives all the sta-tions a reasonably level playing field.

All 46 of the state's commercial sta-tions carry AC programming fromRadio NRW, a state-wide networkheard over the outlets for at least 10hours each day. Cologne's own localcommercial offering, Radio Kiln, is noexception: the affiliate plays 16 hoursof NRW programming a day.

Public dominanceWhile local stations in North Rhine-Westphalia enjoy the advantage ofnot having commercial competitors intheir areas, the setup has left thedoor wide open for regional publicbroadcaster WDR to dominate themarket with its three major stations:WDR4 with its schlager/volksmusikformat; youth -oriented WDR-EinsLive; and the info/AC Gold -formattedWDR2-all of which have successful-ly secured a core listener base.WDR4, in fact, enjoys the widestreach throughout the state, while thecombined Radio NRW stations placesecond.

In Cologne, however, NRW affiliateRadio Koln tops the city's short list ofradio broadcasters with a 21.4% mar -

ket share (listeners yesterday), fol-lowed by Eins Live with 16.8%, WDR4with 15.8% and WDR2 at 13.5%.

Personality & info countsWhile Radio Köln remains the city'smost popular station, experts say it'snot necessarily the soft AC formatwhich attracts listeners. As the onlyon -air source of city information andlocal news, and with DJs and presen-ters who enjoy a local following, thestation "represents the city betterthan any other broadcaster," saysPeter Widlock, a radio official at theNorth Rhine-Westphalia media regu-lator LfR. While WDR is more suc-cessful on a regional basis, it doesn'toffer the type of local view whichRadio Koln does, he adds.

In addition to current hits such asLoona's Mamboleo, I Feel Lonely byGerman pop singer Sasha, Cher's AllOr Nothing and Shania Twain's ThatDon't Impress Me Much, "we offer ourlisteners coverage of Cologne that they

just can't getanywhere elseon the radio.We are verymuch a part ofthe city, andtherefore aimour program-ming directlyat Colognenatives," saysan assistant

programmer at Radio Koln.

The statewide pictureUnlike Cologne, North RhineWestphalia's other local commercialstations have been struggling for avariety of reasons. Earlier this year thestate's regulator, LfR, spentDM150,000 (euro 76,000) to fund ajoint task force with local stations tosee how they could pull the state'ssmall broadcasters out of their deepen-ing ratings slump and help themattract more listeners.

"Some of these areas are just toobig, and the stations just don't havethe budgets to cover news and trafficthroughout their regions. And that'swhat a lot of their listeners want tohear," explains Widlock. "Nor canthey afford good on -air personalities.As soon as presenters start gettingsome experience they go off to WDRor another big broadcaster whichpays better, so it's hard for them tooffer the same kind of quality."

"In addition, local stations herehave a very wide target audience.They try to aim their programming at14 to 49 -year -olds. It's very difficult tofind music that both 14 and 49 -year -olds will listen to. That is why WDR'sEins Live is so successful; it evenattracts a lot of adults who like hip -hop and techno. You just don't hearthat stuff on local commercial stationshere," says Widlock.

Eins Live's current playlist toppersinclude Mit Dir from German bandFreundeskreis, Lou Bega's MamboNo.5 and Time Of My Life, the latest by

German rappers H-Blockx.

More youth inputOne of the things Widlock sees as apossible boost to commercial radio inthe state is a youth -oriented radiobroadcaster which would be part of theNRW network structure. State lawswould have to be changed to get such aproject off the ground, however. A com-mercial youth station which could rivalEins Live has long topped the wish listof commercial radio owners here.

Udo Becker, managing director ofthe NRW Association of NewspaperPublishers, has called on WDR to stophoarding the state's frequencies,adding that WDR's political clout con-stitutes "an unfair advantage to localcommercial stations." Associationmembers own a large part of the 46commercial radio stations in NorthRhine-Westphalia.

Foreign -language demandSimilarly, other investors have beencalling for more foreign -languagebroadcasters, saying the state laws dis-criminate against multi -ethnic groups.Indeed, since the launch of Berlin'sMetropol FM, Germany's first Turkish -language broadcaster, investors inNorth Rhine-Westphalia have beenlobbying the government to change themedia law in order to get a Turkish -language broadcaster on the air. Wellover a million ethnic Turkish residentslive in the state.

WDR already offers significantTurkish -language fare on its 24 -hourFunkhaus Europa programme on103.3 FM. While officially a part ofinformation broadcaster WDR5,Funkhaus Europa has been given itsown frequency in the Ruhr Basinregion, home to most of the state's twomillion non -German residents.

WDR spokesman UlrichHorstmann says the state's largeTurkish population is "for the mostpart second and third generation andtherefore well -integrated and fluent inGerman." He emphasises thatFunkhaus Europa is a multi -culturalprogramme which also broadcastsEnglish, French, Polish and Italianprogramming as well as a variety ofethnic music shows.

Broadcasters could do moreWhile WDR was criticised by some forcontinuing to expand it program-ming, officials at the broadcaster saythe public deserves more from thepublic broadcasters, not less. WDRdirector Fritz Pleitgen said WDR has"a responsibility to the two millionradio fee -paying immigrants living inNorth Rhine-Westphalia."

If and when the broadcasting lawsare changed, Widlock says a youth -ori-ented station would be more successfulthan a commercial Turkish -languagebroadcaster. "People used to say kidsdon't listen to radio any more, but EinsLive proved otherwise." Hip -hop andrap transcends ethnicity, he adds, anda commercial youth -oriented stationwould indeed be very inclusive.

Randomised Bliss in Italyby Mark Dezzani

"Out -of -tune deconstructed popmelodies made with the stronginput of computers" is howMassimo Gabutti describes theoutput of his Bliss label and itscurrent Europe -wide smash, Blueby Eiffel 65 (Bliss/Level One).

"Even the name of the groupwas chosen at random by a computer," addsGabutti, managing director of the Turin -basedItalian dance label Bliss Corporation.

The catchy pop -dance song reached criticalmass in Italy this Spring when it was beingplayed somewhere on Italian radio every 150seconds, and it's still on high rotation withmost networks. "It's going to be one of themost played songs this summer," says AngeloDe Robertis, music director at the Milan -based CUR network Radio 105. "We added itthis Spring and it's still going strong."

Blue is now impacting throughout Europe,following bidding wars from major multina-tionals and independents. "In Germany BMGbeat off Sony and edel for the licensing rightswith what I believe is the highest advancepaid for an Italian single," says Gabutti,adding that "in Italy the single is already plat-inum [50,000 copies] and the proof of itscrossover appeal is that the majority of thesesales have been CD singles, as opposed to theusual 12 -inch vinyl sales for club hits."

The Bliss Corporation ethic is to leave asmuch as possible to chance before reverting tothe well -tried formulas of Italo pop -dance. Acomputer programme randomly generates alist of possible names for new projects, fromwhich the producers select the name they pre-

fer. A computer then takessuccessful pop riffs anddeconstructs them into arandom pattern before theteam of producers at Blissreassembles them in a neworder. "It works amazinglywell," comments Gabutti."With Blue, we added thevoice of Jeffrey Jey then dis-

torted it through a vocoder, a reference toGiorgio Moroder, our biggest influence andone of Italy's greatest producers."

Jey is the house singer for BlissCorporation, having sung on some of theirbiggest domestic hits.

Opening for business in 1990, Bliss scoredin the Italian charts in 1992 with People HaveThe Power by Bliss team, and with Da Blitz'sclub hits Let Me Be and Movin' On between '94and '96. Eiffel 65's Blue is the label's first biginternational success, although Da GroovyThang by Minimal Funk scored in the UKclub charts, reaching number 2 recently.

Apart from the BMG Germany deal(licensing the single for Germany, Benelux,Scandinavia, Switzerland and Austria),Eternal picked up the track for the UK. andScorpio have licensed it for France where it isnumber X in the charts. It has also goneworld-wide through a mosaic of differentlicensing deals for each territory, and in theUS Atlantic Records are bidding againstRadical for the rights. Enjoying the interna-tional impact of Blue, Gabutti reveals that "itwas a dream come true, meeting and negoti-ating with (Atlantic President) AhmetErtegun. We even framed the first fax enquir-ing about the possibility of licensing Blue."

Hip hop is a fountainheadof German youth culturein 1999. Hip hop lingo,rhythms and lyrical val-ues dominate every facetof the pop scene, andBerlin -based hip hop col-lective Mellowbag are oneof the leading second -gen-eration crews taking overthe streets, following inthe footsteps of veteranacts such as DieFantastische Vier.

Young, innovative and credible,Mellowbag had their own stab at the starswith the Top 10 single hit Thibula Rasa lastyear. While Tabula Rasa was a collectiveeffort with German language rap crewFreundeskreis, their new album, BipolarOpposites (WEA), which is due out onAugust 30, has a more international flavour.DJ B Side and Robed Colclfingah providemellow grooves on a jazzy tip, while rappersTyron Ricketts and Akanni provide Englishraps, leaving ample space for singer Cecile'ssoulful vocals.

What makes Mellowbag unique is theorganic flow from rap to singing and backagain. "You might find some producers whograft on an R&B chorus to make a rap trackmore commercial," shrugs Ricketts, "but wesee singing and rapping as two sides of thesame coin."

Ricketts, whose familybackground is halfJamaican, halfAustrian, car-ries a UK passport and livesin Cologne. He raps inEnglish "because it's part ofmy oral culture," he says.Living in comparativelyaffluent Germany has aninfluence on his lyrics, hefinds. "Music deals with emo-tions, and these emotionscome directly from your envi-ronment. It's much tougherto make it in the US. I canunderstand that success,

money and gir s are recurrent themes in USraps. Over here, you have more time to thinkabout other things, maybe to discover your-self or to ponder spiritual questions."

Hip hop has deep roots in Germany. "Allthe players who are in the spotlight now havebeen around for years," remarks Ricketts.

Mellowbag was formed by B Side andCoklfmgah in 1994, originally with AstridNorth, now of Cultured Pearls, on vocals andFrench rapper J -Bo. Shortly after, Rickettsjoined and brought in French -born,Wiesbaden -based singer Cecile. Then J -Boleft to concentrate on his design work, andUS breakdance veteran Akanni joined.

Ricketts credits Akanni with givingMellowbag the impulse to experiment withmore R&B vocal parts. "Sung vocals were acomplete no-go zone for German hip hopcrews back then," he says.

A PALPABLE HITFollowing the success of Sweet Like Chocolate, UK -based Chocolate Boy Recordings have wisely decided tore-release Doolally's Straight From The Heart. A vocal -heavy, riff -laden number with a splendid chorus, a fineremix by Tuff Jam and a sparkling vocal performance bySharon Woolf, this one should be dominating Europeanairwaves in the very near future.

SIZE OF A RONIIn the absence of new material fromReprazent, a new 2 -EP set fromdrum'n'bass artist Roni Size's newband Breakbeat Era (FullCycle/UK) is a good indicator ofwhere the sound of Size and compa-ny might be heading. The leadtrack, Ultra Obscene, is, as the titlesuggests, steamier than a turkishbath. With vocals by Leonie Lawsand music by Size and DJ Die, thetrack has all the familiar Reprazent hallmarks with arugged, rough -edged breakbeat, lots of space, strongvocals and dollops of raw power. It also has a warmer pro-duction than previous work and a killer keyboard break,straight out of punk era Attractions. The 3'29" edit ismutant pop at its very best.

GOING DOWN...TEMPOL.S.G., one of several noms-de-plume of German com-poser Oliver Lieb, is also a widely known and respectedtrademark for top quality techno. His latest album pro-ject, Into Deep (Superstition/Germany), is thereforegoing to shock those who expect more of the same, itbeing a 100% downtempo affair. However, as is usuallythe case with Lieb, a change of direction is no bad thing.His music, across a range of aliases and styles, is typi-cally thoughtful, artfully arranged and melodic. IntoDeep is no exception, the emphasis here being on depthof sound, big textures and the sylph -like vocals of Cybelede Silveira. Tracks such as Phorous, Give Me YourHand, Into Deep and Quick Star are warm, moody,pleasantly off the wall and inventive.

GOING UPFollowing the success of the compilation album TheK&D Sessions-mixed by Austrian producer duo Kruderand Dorfrneister-with more than 250,000 copies soldworldwide, Berlin -based indie Studio K7 is now firmlyestablished as one of Europe's most consistent outletsfor quality electronic music. Their DJ Kicks series is oneof the very few examples in the compilation market withlong shelf -life, wit and originality. Best sellers so far alsoinclude Smith & Mighty and Terranova with around35,000 albums sold each. The latest release in theseries, by Washington's Thievery Corporation, is alreadyat 50,000, and Studio K7 expects it to move into six fig-ure territory soon. "Kruder & Dorfmeister's DJ Kicksalbum was released in August 1996 and is still selling,"says Studio K7 A&R manager Stefan Struber. Upcomingreleases include albums of original material by Smith &Mighty, Peace Orchestra and Terranova, plus two fur-ther DJ Kicks compilations from Kid Loco and theStereo MCs. Meanwhile, Thievery Corporation's DJKicks album is riding high in two French radio charts,the Radio Campus Network and the 30 -station FutureMix chart. The album is also proving popular on AMwith RTL, Europe 1 and France Inter.

This is the eighth album inKrauss' twelve-year recordingcareer. Still under thirty, she has afistful of country and bluegrassaccolades including four CMA

awards and ten grammies, and can claim double plat-inum and gold album sales. But bluegrass puristsmay be more than a little put out by this latest self -produced set, which is a 'solo' project, although it doescall on the services of her band, Union Station.Krauss has determinedly served each individual songwith the treatment she believes it needs, rather thanpay lip -service to the hardline traditions of the genre.The result is an album laden with ballads andmelodies, in which Krauss' breathy, sophisticated -but -vulnerable vocals and deft fiddle touch the edgesof jazz, blues and honest pop as well as the bluegrassterritory of dobro, acoustic guitar and mandolin. Thisopen-minded approach produces some superbmoments, such as her tough, tragic rendering of theTodd Rundgren song It Wouldn't Have Made Any Dif-ference, and the jazzy, dismissive but soft -centredtitle track, Forget About It. But it would be invidiousto select from eleven technically excellent and emo-tionally powerful tracks. Bluegrass it ain't, although

its country roots are clearly audible, and a delightfulexperience awaits anyone willing to suspend the prej-udices-on both sides-which still attach to the 'C'word in many parts of Europe. TH

During their finest moments,you could swear they're covering actual pop classics.But they aren't. Groovy, baby! That would be the commentary of MikeMyers, alias incredible sixties spy Austin Powers, onthe fact that Madonna has a record -breaking numberone in a somewhat static European Radio Top 50.

Beautiful Stranger (Maverick/Warner Bros.), atthe top for the eighth consecutive week, now sharesthis year's most weeks at number one title with BabyOne More lime (Jive) by Britney Spears. Meanwhile,the other song from the soundtrack Austin Powers:The Spy Who Shagged Me (Maverick/Warner Bros.),an interpretation of American Woman by LennyKravitz (Virgin), is currently far lower in the chart atnumber 29. Can you spot all the other screen -relatedsongs in this week's chart? Broad hint: you can findthem at number 3 (from "Wild Wild West"), 5 ("Daw-son's Creek"), 18 ("Ttarzan") and 30 ("Notting Hill").

For fresh new sounds we have to dive into thelower regions. For instance, Rendez Vu, the Spanish

guitar -laden newdance tune fromLondon's Base-ment Jaxx, has anappointment at41. In the UK, it'salready number 5

in the regional listing. Dan Green, head of music atLiverpool's alternative outlet 107.6 Crash FM, sup-ports it massively: "Rendez Vu is a big summer an-them for us. We even rotate the B-side, the excellentremix of Red Alert." That track, which reached 14 inJune, was the first single from the highly acclaimedBasement Jaxx album Remedy (XL).

107.6 Crash FM has a highly interestingplaylist structure, split between indie and dance."We call ourselves a dance & guitar station," saysGreen. "Why not? It flows. And at the end of theday, the people you find at the weekends atCream-a huge Liverpudlian club-will listen dur-ing the week to their Oasis and Verve albums."Green reckons the Liverpudlian scene is healthy atthe moment, with indie acts such as Cast, Shackand Ooberman, and big beat bombers like Apollo440 and Surreal Madrid. "It's important that manyclub bars here have got a 2am licence," he explains.This is not standard for the UK, where in mosttowns licensing policy keeps the alcohol watershedat 11pm. A quick look at the rest of this week's new en-tries has Roxette seeing Stars after crashing in at40, mainly due to Scandinavian support. It's the fol-low-up to Anyone (both Roxette Recordings/EMI),which reached number 18 in June. At 47, King OfMy Castle (Airplane) by Italian dance act WamdueProject, couldn't be ignored any longer by Europeanprogrammers after spending half the year in theEuropean Hot 100 sales chart and still riding highat number 15.

Swedish chanteuse Lene Marlin lands at 48 withSitting Down Here, after her Border Breakers suc-cess with Unforgivable Sinner (both Virgin). And atthe bottom, Culture Club raises royalties with YourKisses Are Charity, having reached number 17 inNovember last year with I Just Wanna Be Loved ByYou (both Virgin).

Finally, bubbling under and likely to enter overthe coming weeks are Genie In A Bottle by ChristinaAguilera (RCA), Stop The Rock by Apollo 440 (Epic),All That I Can Say by Mary J. Blige (MCA), and tworecords by Phats & Small: September '99 (INCredi-ble), their remix of the Earth Wmd & Fire classic,and.their own new -single, Feel Good (Multiply).

Music stations bounce back in latest RAJARby Jon Heasman

LONDON - New official RAJAR radioaudience figures for the UK, the secondbook to be released under the new"RAJAR '99" methodology (M&M, May1), have quelled fears arising from thefirst quarter data that music stationswould in future be taking a smallershare of the radio market under thenew survey methodology.

Local and regional commercial sta-tions, which are nearly all music -drivenservices, increased their share dramati-cally in the second quarter figures, upfrom 38.1% to 40.0% quarter -on -quar-ter. This was the reason for the com-mercial sector regaining its lead overthe BBC in terms of overall radio lis-tening -the commercial sector's sharenow stands at 49.2% (up from 47.5%last quarter) compared to the publicbroadcaster's 49.0% (down from 50.3%).

National CHR station BBC Radio1 also regained audience share, up to10.3%, in contrast to the BBC'sspeech -driven outlets Radio 4, Radio5 Live and BBC local radio, which alllost share.

However, the figures for the secondquarter have once again been encour-aging for virtually all radio services interms of reaching extra listeners, with

90% of the population listening to someform of radio at least once per week, upfrom 89% in the previous quarter. The90% reach figure contrasts with an85% reach recorded in Q2 last yearunder the old RAJAR methodology,confirming that the new RAJAR sur-vey is more sensitive and is picking upmore listening.

In the competitive London market,market -leader 95.8 Capital FM (CHR)went some way to reversing a signifi-cant decline in share it suffered lastquarter, up from 12.2% to 13.1%. ChrisTarrant's Capital FM breakfast showgained listeners at the expense of Vir-gin Radio's Chris Evans and Radio l'sZoe Ball.

It was good newsfor EMAP Radio inLondon -the compa-ny saw increases inshare for dance sta-tion Kiss 100 (upfrom 2.9% to 3.3%)and AC/gold Magic105.4, up from 5.6%to 6.2%. Among com-mercial stations,Graham Dene'sbreakfast show onMagic now has thesecond biggest share

of London breakfast listening afterChris Tarrant -who, ironically, suc-ceeded Dene in the Capital breakfastslot back in 1985.

After. a couple of disappointingRAJARs, Chrysalis Radio's AC stationHeart 106.2 had something to cele-brate, increasing share from 4.5% to5.5%. This figure puts it back ahead ofCapital Gold (down from 5.3% to 4.7%)and Virgin Radio's combined AM andFM share in London (down from 4.7%to 4.1%). Despite Capital Radio'sinvestment in more marketing for thestation, alternative rocker Xfm contin-ues to struggle -it slipped back 0.2%this quarter to an 0.8% share.

MN ItalyBut Rete A/MTV Italy could

still have a chance of retaining itsterrestrial licence if the eighthplaced channel, Rete Mia, fails aninvestigation which is being con-ducted into its ownership struc-ture. The ministry has asked ReteMia (as well as Rete A) to provethat they are majority -owned byItalian or European investors. UScompanies have interests in bothnetworks -Home Shopping Net-works have a minority stake inRete Mia, while Viacom -ownedMTV has a joint venture pro-gramme production company withRete A as part of its agreementwith the broadcaster.

If Rete Mia cannot prove majorityEuropean ownership while Rete Acan, then the eighth licence willautomatically go to Rae A/MTVItaly. However, if -as is claimed bythe company-Rete Mia is 60.2%owned by Italian and Germaninvestors, Rete A/MTV Italy will beforced to move back to satellite andcable -only distribution.

A MTV Italy spokesman con-firmed to Music & Media that ReteA/MTV Italy had been asked to pro-vide verification of its ownershipstructure. "It is premature to specu-late on when there will be furtherdevelopments," says the spokesper-son. "Everything has closed down

MTV Italy currently claims threemillion daily viewers, while totalsatellite and cable subscribers inItaly stand at just over one million.

Confirmation of a new terrestriallicence, however, was received bymusic -oriented channel TMC2 (for-merly Videomusic), owned by filmproducer Vittorio Cecchi Gori, whois also a senator within Italy's gov-erning coalition. TMC2 will benefitfrom the allocation of new frequen-cies enabling complete national cov-erage. Currently it only reachesaround 60% of the country.

Social Club gets second outingFocus last month alleged that themusicians, some of whom came outof retirement to make the record,had been paid only $700 (euro 707)each for the sessions. "None of theCubans has pocketed any royaltiesfor the Grammy -winning album,"the magazine claimed.

The article added that the profitswere being "raked in" by the Lon-don -based World Circuit Records,which has licensed the album toEast-West in Germany and to None-such in the US and Japan.

However, an examination ofWorld Circuit's books shows thatregular royalties have been paid toall of the principal Buena Vistamusicians, including the 81 -year -oldpianist Ruben Gonzalez, CompaySegundo (91) and Ibrahim Ferrer(72). Most of the musicians are onthe same royalty rate as Ry Cooder,who produced the album. A royaltystatement seen by Music & Media

Buena Vista Social Club wasrecorded in Havana in March 1996and was released internationally inJune 1997. Fuelled by the release ofWenders' film, it re-entered the Ger-man charts at number 12 on June 22and three weeks later climbed tonumber one, where it has stayedever since. The film's distributors,Sonata, are using the album's coverimage to promote the film, and trail-ers for both the film and BuenaVista records are being shown in cin-emas across the country.

The Buena Vista Social Clubalbum has also gone gold inFrance, the US, Switzerland andAustria, and double platinum inHolland. It is approaching goldstatus in the UK, where it isexpected to receive a further boostwhen Wenders' documentaryopens in London in September.

Although the total number ofexhibitors is almost on a par withthe previous year's total of 800,thanks to the increase in foreignexhibitors, the number of Germancompanies attending the fair isnoticeably down. "I have to say thatthis is in line with the generalatmosphere in the rather stagnantGerman music market at themoment," says Grossmaas. "Thereis not much scope to move in themarket, and the smaller companiesin particular have to economise. Westill have all the major companieshere at Popkomm, but the numberof smaller, independent exhibitorshas gone down."

While some of the traditional,music -oriented exhibitors may bestaying away from Popkomm thisyear, the fair is attracting an ever-growing number of technology -based exhibitors. "From DeutscheTelekom to Liquid Audio, we havea strong presence of technology -dri-ven companies," notes Grossmaas."The mix has changed quite dra-matically, but we share commonground -the music which providesthe software for these new tech-nologies."

A series of new media sessionswill include presentations on e -commerce by US executives JoelSchoenfeld, VP/general counsel ofBMG Entertainment, and MichaelE. Hansen of the Boston ConsultingGroup. The two-day Internet con-ference has been organised in part-nership with M&M's sister publica-tion Billboard.

Meanwhile Thomas Stein, presi-dent of BMG Entertainment Inter-national in Germany/ Switzer-land/Austria and eastern Europe,is scheduled to give a keynoteaddress on radio's relationship withthe record industry. Stein's speechwill open a day of conferences dedi-cated to music radio organised byMusic & Media in cooperation withGerman trade magazines Musik-woche and Musik.Komm.

The changing face of Popkommthis year could be the first indica-tion of even bigger changes ahead."We have to decide now where wewant Popkomm to be in three tofive years' time," says Grossmaas."We have to ask ourselves if aforum, a meeting place for 'general-ists' in the music business, will stillbe as relevant then as it is now. Atthe end of the day, Popkomm is aservice and maybe that service willhave to be more oriented towardsspecific roles or functions withinthe [music] business." Germany has regained its status as the world'sthird largest music market, which it had "lost" tothe UK for a couple of months. According to newfigures unveiled by international labels' body theIFPI, Germany was ranked third in 1998, withmusic sales worth $3.01 billion, as opposed tofourth in figures released two months ago.Explaining the difference, Catrin Hughes, direc-tor of market research at IFPI, says that the ini-tial figures released by IFPI came from reportingcompanies only and represented some 90% of theGerman sales, while the new set of data coversthe whole market. Speculation is rife that public full -service net-work France Inter will up its music output signif-icantly in its new schedule to be unveiled at thebeginning of September. Sources say music pro-gramming could be increased by as much as 10%.

National UK station Classic FM is relaunch-ing its website on August 9. A number of e -com-merce partners will be invlved in the site, includ-ing Yalplay for CDs and Amazon for books. TheClassic FM site will be a pre -cursor to the launchof websites later this year for the local FM andAM stations run by Classic FM owners GWR.

Paul McCartney is in the final stages of ink-ing a new deal with the EMI Group. Accordingto sources, the contract may be worth as much as$30 million and would call for the delivery of atleast three albums.

Hotline hears that Christian Savigny, musicprogrammer of French gold network RadioNostalgie, has exited the company. He was thelast key executive remaining from the team whichran Nostalgie prior to NRJ's take-over 1998.

Sony Music Sweden promotion managerSandra Nordin and former Diesel Music(Sweden) promotion executive Tanja Matta aresetting up a new independent promotion companytogether. "Sony has already asked us whether wewant to work on some of their projects, includingMotorhomes and Sophie Zelmani," revealsNordin. The name for the Stockholm -based com-pany is likely to be Saint Promotion.

And still in Sweden, E -Type and Max Martinare understood to be pondering the creation of ahobby -based heavy rock band. Martin, of course,is one of the most sought after producers in theworld these days-in a recent interview onSwedish TV, he was asked "How many hits haveyou had in the charts?" to which he replied, "Doyou mean right now?"

Finally, this week sees thedeparture of designer supremeDominic Salmon from theMusic & Media team to becomeart director for London -based con-tract publisher Big Publishing."Chimp" has been a major influ-ence on the style of M&M and hisgenius and humour will be great-ly missed.
