Inside The council is set to freeze Council Tax for the fifth year running, a significant achievement due to continued reduction in funding. It is important that we remain committed to identifying efficiency savings, safeguarding front-line services.

Further investment will be made in the local community by doubling the money available for small grants accessible to charities, voluntary groups and local organisations. We will also help support local businesses through the small business rate relief and Golden Hello schemes.

In a busy year ahead we will deliver the council’s regeneration initiatives encouraging residents and visitors to shop in our town centres. As a result of the popular free parking trial, the number of short-stay free parking bays will be doubled.

The council plans to launch a campaign to tackle the problem of dog mess in the borough and seeks your support in encouraging irresponsible dog owners to clean up after their pets - this follows the recent successful ‘Love your Town’ campaign to help rid the borough of cigarette litter.

Congratulations to Erewash Partnership in their 20th year celebrations, providing valuable support to local businesses and we look forward to the opening of Ilkeston railway station and also welcome Derby College, now open to students.

It was with great pride that the council, representing the people of Erewash, took part in the recent Commonwealth Day celebrations by raising the Commonwealth flag at both Town Halls and we also look forward to the Beating Retreat Ceremony to be held on 29 April in Ilkeston.

A major campaign to urge owners to clean-up after their dogs will be launched by the council later this year.

The council’s Neighbourhood Dog Wardens will target areas where significant levels of dog mess have been reported, cracking down on owners that fail to ‘pick-up’.

Councillor Barbara Harrison, the council’s Lead Member for Environment, said: “We need residents to help us make the campaign a success – please support us and report irresponsible dog owners.”

The council is set to freeze Council Tax for the fifth year running with the Band D tax remaining at £165.91 per year (£3.19 per week).

This is a significant achievement as central government continues to reduce funding through grant support to local authorities – the council has achieved this by streamlining services and reducing management overheads to get the most for every penny of your money the council spends.

Erewash Borough Council collects Council Tax on behalf of other organisations including Derbyshire County Council, Derbyshire Police Authority, Parish Councils and Derbyshire Fire and Rescue Service – the council’s share of the Council Tax collected is only 11%.

The council is doing its best to protect front-line services and will continue to review ways of working to identify efficiency savings and strive to deliver cost effective and value for money services.

Join the many residents in Erewash who already pay their Council Tax by Direct Debit – you can set up payment by calling 0115 907 1000 or complete a Direct Debit form at www.erewash.gov.uk.

Direct Debit forms are also available from council offices and you will need your Council Tax Reference, bank/building society sort code and account number to complete the form.

Flag day celebrationThe council marked Commonwealth Day by joining nationwide celebrations with the raising of the Commonwealth flag in a ceremony at Long Eaton Town Hall on 10 March.

The flag was raised by the Mayor of Erewash, Councillor Val Claire, who read out a message from the Queen. The Commonwealth Affirmation was read by the Leader of the Council, Councillor Chris Corbett.

It was the first time that councils across Britain took part in the ceremonies.

Councillor Clare, said: “We were honoured to take part in what was an historic event to show our commitment to the Commonwealth.”

The flag includes a globe representing the breadth of the Commonwealth membership and is surrounded by ‘spears’, which form the ‘C’ for Commonwealth.

Top shopsIlkeston and Long Eaton’s shop vacancy rates continue to outperform the national average of 13.9% - Ilkeston is currently running at 11.2% and Long Eaton 8.8%.

The council has launched a number of initiatives to help regenerate the town centres including extended free parking; shop-front grant scheme; the Golden Hello grant scheme to attract new businesses; the introduction of speciality markets including craft fairs and town centre events.

A new light repair grant scheme for local shops is proving extremely popular with over 20 Ilkeston shop owners successfully applying for grant funding of over £19,000 to improve shop fronts.

Local shop owners including Petals Flowers, Stacey’s Bakery, Indigo, Mojo Cycles, Spellbound, Chambers Pet Supplies and Brown’s Sandwich Shop are just some of the local businesses that have taken advantage of the council’s shop front light repair grant scheme.

The council has set aside a total of £30,000 for the grant scheme to help support the external repair and renovation of retail and commercial premises in Ilkeston.

Businesses can apply for grant funding by contacting the council’s Economic Development team by calling 0115 907 2246 or email [email protected].

The grant scheme is part of the council’s regeneration programme to help improve the look of Ilkeston town centre for residents and visitors.

Trend setters

Following the success of the council’s free parking scheme the number of short-stay free parking bays will be doubled after residents and visitors hailed the initiative as a great success!

This will mean that all the parking bays in the Baker Street, Queen Street and Station Road car parks in Ilkeston will be completely free for 30 minutes with the number of short-stay free parking bays increased from 36 to 75 across the borough.

The latest initiative enables residents and visitors to park for free from 6pm to 10am every day and will also allow the transferring of parking tickets between the council’s car parks later this year.

Councillor Barbara Harrison, Erewash Borough Council’s Lead Member for Environment, said:

“We are delighted to double the number of short-stay free parking bays in Erewash to help encourage people to visit our town centres. Local shopkeepers say the trial scheme proved very popular, particularly in Ilkeston.”

This new and latest initiative for free parking will come into effect from Tuesday 1 April 2014 and is part of the council’s on-going regeneration programme.

Free parking bays doubled

The council is working hard with local businesses to transform our town centres and to help local traders to succeed in what is an extremely competitive market place.

The business rate support package includes a discount of £1,000 for smaller retail premises for two years from 1 April 2014 and a new reoccupation relief of 50% for up to 18 months to help bring empty shops back into use.

Flexible business rate billing will be introduced in time for payment of 2014-15 bills – meaning ratepayers

will be able to pay their bill over 12 instalments from April to March.

As well as extending the doubling of the Small Business Rate Relief for a further year to 31 March 2015, the criteria will be

relaxed to remove the disincentive for the smallest businesses to take on second properties and help to support small business growth.

For more information on business rate support contact the council’s revenues team on 0115 907 1000 or visit www.erewash.gov.uk.

Market makeoverIlkeston and Long Eaton’s historic markets will both have a new look from this summer as part of the council’s town centre regeneration – with all the market stalls having green and white traditional canopies.

Councillor Geoff Smith, Erewash Borough Council’s Lead Member for Regeneration and Planning, said: “The markets are an extremely important part of our heritage and I am delighted that all the stalls will receive a makeover to help keep our town centres vibrant.”

Erewash Partnership is celebrating 20 years of enterprise supporting new and growing businesses throughout the borough.

The Partnership works with the council and local businesses to deliver development projects and provides support for new and existing businesses through access to advice and training, events, networking opportunities, business skills seminars and much, much more.

Councillor Geoffrey Smith, Erewash Borough Council’s Lead Member for Regeneration and Planning, said: “I am delighted that the council, together with Erewash Partnership is leading the way in attracting new business and congratulates the Partnership on its success.”

Plans are in place to celebrate throughout 2014 with the Partnership hosting a number of events including; Meet the Expert in March; Partnership Open Day in May; Heritage & Classic Car Show in

June; Summer Networking Exhibition in July and the Partnership’s 20th Anniversary Event on the 17 October 2014. The anniversary event will feature business excellence awards presented by Saira Khan.

The 11 week public consultation started last month and will end on Monday 28 April 2014. The consultation is open to anyone who wants to have their say on new council wards, ward boundaries and ward names across the borough.

The Boundary Commission has proposed that the council should have 47 councillors, a reduction of four, and also outline that councillors should represent 10 two-member wards and nine three-member wards across the borough.

You can have your say by posting your comments at www.consultation.lgbce.org.uk or email [email protected]. The Commission aims to publish final recommendations in July 2014.

Erewash Youth Forum has joined forces with Erewash Community Safety Partnership to launch a vital project on cyberbullying.

Bullying is when someone says mean or hurtful things to other people, ignores or excludes others, tells lies or spreads rumours about others, or hurts others.

Cyberbullying is when these things are online using communication technology, for example texting, e-mailing, or via Facebook.

The teenagers who are members of the Erewash Youth Forum suspect that cyberbullying may be a growing issue in Erewash, just as it is nationally. To test their theory they are supporting the distribution of a survey in the secondary and specialist schools of the borough.

The survey will ask young people if they have been victims of cyberbullying and, if so, how successfully they have managed to deal with the issue.

The Youth Forum and the Community Safety Partnership are hoping to use feedback from the survey to help with the content of a short film that they will produce to educate both young people and their parents about tackling cyberbullying.

The film will be shared with the borough’s schools and via digital media sites such as YouTube.

ASBO for Ilkeston manPersistent shop theft offender Luke John Meads has been made the subject of a two year Anti-Social Behaviour Order (ASBO) in Ilkeston.

The order means Meads (32), of Bridge Street, is banned from entering any retail premises from which he has previously been excluded or remaining on any retail premises where he has been asked to leave by a member of staff or security staff.

Erewash Community Safety Partnership, Erewash Borough Council and Derbyshire Constabulary successfully gained the ASBO at Southern Derbyshire Magistrates Court in November.

The court issued the ASBO following Meads’ conviction for four shop thefts

carried out by him in August and September last year.

Anti-Social Behaviour Co-ordinator Sally Wigginton, of Erewash Community Safety Partnership, says:

“We hope this Order and the leaflets and posters we are putting out will act as a deterrent to others involved in anti-

social behaviour within the borough - it should send out a strong message that this kind of behaviour will not be tolerated in Erewash.”

Following the issuing of the ASBO, Meads was arrested for breaching the conditions and shop theft and sentenced to a Community Order of 150 hours in January. He failed to comply with this and was arrested and jailed for 12 months.

It is that time of the year when many of us will be back out in our gardens and looking forward to the spring and summer.

Unfortunately, this time of year is also when opportunist burglars are on the prowl looking for easy pickings . . . thanks to sheds and house doors and windows being left insecure.

Burglaries can occur during the day and night; if a door or window is unlocked or insecure, entry can be made quickly and quietly.

Ensure that all garden tools are locked away and not left out for opportunists to use.

Please remain vigilant and report any suspicious activity in your area to the police and be mindful of vulnerable people in your community.

For all non-emergency calls, contact Derbyshire Police on 101. For emergency calls dial 999 immediately.

KEY FACTS• Most burglaries are committed by opportunist thieves and take place when the house is empty.

• A third of all break-ins occur through a back window.

• In 2 out of 10 cases, burglars get in through unlocked doors and windows.

• Once a home has been burgled, the likelihood that it will be targeted again increases considerably.

• Delays in repairing any damage caused during a burglary and a lack of additional security improvements may also lead to a repeat burglary.

Grants galore were handed out to community groups and charities across Erewash over the last year – cash windfalls that have helped them continue with their vital work in the borough.

More than £40,000 was presented by Erewash Borough Council as part of its Small Grants scheme, which is a popular fund welcomed by the many local organisations who apply for a small amount of money that offers big support for their work.

Councillor Carol Hart, the council’s Deputy Leader and Lead Member for Community Engagement, says: “There are so many wonderful people working and volunteering in our borough to help and support others in so many ways. We are delighted that our Small Grants fund continues to recognise their valuable role by offering the chance to receive money to help them with their work.”

Among the many organisations which were helped during the 2013/14 year were the Canaan Trust in Long Eaton, the Arena Community Food Bank in Ilkeston, the Lighthouse Youth Club, Ilkeston, Sight Support Derbyshire and Flamsteed Club for the Retired in Ilkeston (pictured).

Community grants doubled Apply now!The Small Grants application packs for 2014/15 are now available – so take action now if you want to apply for funding of up to £2,000!

The packs can be downloaded via the council’s website www.erewash.gov.uk or contact the Partnership Development Officer, Amie Elliott on 0115 907 2244 ext 3575.

Grant applications must be for projects and services that will benefit Erewash residents.

If you have time on your hands and would like to do something to help in your local community, why not find out more about the volunteering opportunities available with Erewash Volunteer Centre.

The centre welcomes volunteers to help with its direct services, which include befriending an older or housebound person or sitting with someone to allow a carer time to go out.

The centre also runs a shopping project across the borough and a transport scheme, while a tea dance social is also held at the Volunteer Centre on Granville Avenue in Long

Eaton on the second Wednesday afternoon of each month.

Just one hour a week can make a huge difference to someone’s life and is rewarding for volunteers as well - they make new friends and learn

different skills. Training is provided and all out-of-pocket expenses are reimbursed.

Volunteering vacancies for many other groups and organisations can also be found on the national website www.do-it.org.uk where residents can search

via postcode and apply for opportunities online.

Erewash Borough Council has lined up another headline-hitting Festival of Funding – a summertime special that is certain to be a crowd puller!

This year’s event will be held on Thursday 19 June at Long Eaton Town Hall between 10am-3pm and will once again be a one-stop event for local community groups to find out where grants might be on offer to support their work in the borough.

It is the council’s second funding festival and is back by popular demand after last year’s launch event proved a major hit. The 2014 Festival will offer more space and more opportunities to speak to people from local and

national funding organisations.

Funders already lined up include Derbyshire Sport, the Heritage Lottery Fund, The Charity Bank ltd, Derbyshire Environmental Trust, BBC Children in Need and Lloyds TSB Foundation – while there will also be details of the council’s Small Grants fund and the Ministry of Defence Community Covenant scheme.

The free event is open to everyone and there is no need to pre-book - just turn up on the day.

No litter! The Love Your Town campaign continues to urge smokers to properly dispose of their cigarette ends.

Erewash Borough Council has issued £75 fixed penalty notices to over 130 people, with 10 smokers subsequently taken to court for failing to pay the fixed penalties.

“Cigarette ends are litter and expensive to clean up, so our message is clear - this council will not tolerate smokers throwing down their butt ends and expecting someone else to clean up after them,” said Councillor Barbara Harrison, the council’s Lead Member for Environment.

‘Love Your Town’ was launched last September to reduce the amount of cigarette litter across Erewash.

Small grants funding to help community groups in Erewash looks set to be doubled as the Borough Council steps up its support for voluntary organisations.

The community-boosting Small Grants scheme offers the chance for groups to apply for financial support to help them offer vital services to local people.

In recent years, the grants payout has been a lifeline for organisations both large and small to provide a whole range of projects, activities, support, care and much more for residents of all ages.

News that the moneypot for next year’s grants looks set to be doubled will be warmly welcomed by all those who work in the community and will enable the council to help even more groups.

The good news comes as the council confirms that the Small Grants scheme is now open for applications again for the next round of cash windfalls.

Community and voluntary groups, registered charities and social enterprises across the borough can now apply for funding up to £2,000 to help them with their vital work.

Putting on the BlitzSchoolchildren, community groups and local residents are all out and about this month taking part in Erewash Borough Council’s annual Borough Blitz bonanza!

The month-long crackdown on litter and graffiti runs throughout March and sees armies of volunteers turn out to blitz all corners of the borough.

Behind the flagship project is the council’s Pride in Erewash team, which organises the many clean-up events that are held daily.

Councillor Mike Wallis, Erewash Borough Council’s portfolio holder for Pride in Erewash, says:

“Our Borough Blitz is a great example of how working together can make

a real difference. Every year we are bowled over by the enthusiasm of people of all ages who spring into action, grab the litter pickers and take part in our clean-up events.”

Clean-up events are held in parks, play areas, on streets and open spaces and involves litter picking and scrubbing graffiti off walls and play equipment.

Volunteers are kitted out with fluorescent Pride in Erewash vests, gloves, bin bags and a litter-picking gadget.

For more information contact the Pride in Erewash team on 0115 907 2244 or email [email protected]

Heritage Lottery The Heritage Lottery bids for Erewash Museum and Victoria Park in Ilkeston have both successfully progressed to the second stage.

The award-winning Museum is bidding to win nearly £450,000 of funding for its showcase plans for an all-new learning and visitor centre, while Victoria Park is bidding to win more than £620,000 as part of a major heritage project.

If approved, the plans would see the Museum’s coach house, stables and hayloft transformed into a new exhibition, learning and community

venue with improved facilities. The proposals for Victoria Park include restoring the historic bandstand, bowls pavilion and pergola and reinstalling Victorian style entrance gates.

Councillor Mike Wallis, Erewash Borough Council’s Lead Member for Culture and Leisure, said: “These are exciting projects and there has been a lot of hard work put in behind the scenes. We are delighted

at the positive support we have received from the public.”

The Heritage Lottery Fund will now review both applications and decisions are expected this summer.

Long Eaton Rugby Club has successfully secured a £100,000 grant towards plans for new and improved changing facilities at its club house on West Park.

The grant was secured as part of the Community Covenant Grant Scheme, which aims to back projects that strengthen ties between members of the Armed Forces and the community in which they live.

Erewash Borough Council worked with Long Eaton Rugby Club to prepare its application for funding as the club has strong links with the armed services, particularly Army personnel based at the nearby Chetwynd Barracks in Chilwell, and also supports services charities such as Help for Heroes.

Plans have already been drawn up to extend the clubhouse and replace

the current open plan breeze block facilities into up-to-date and family friendly changing areas to meet the needs of the thriving club.

Councillor Carol Hart, Erewash Borough Council’s Deputy Leader and Lead

Member for Community Engagement, said: “Long Eaton RFC is a great example of a welcoming, supportive and family friendly club that is promoting sport, healthy lifestyles and the importance of community to young and old alike. This is great news and we congratulate the club on its successful application for funding.”

Long Eaton Rugby club has over 300 players, 200 junior members and 30 coaches, 12 of which are Level Two RFU coaches, and run teams from under-11s to under-19s, three adult teams and a veterans team.

A high profile ‘taxi safe’ campaign will be launched this spring urging residents to ensure they use only licensed vehicles.

The Erewash Borough Council campaign will feature the hard-hitting question ‘Who’s taking YOU home tonight?’ on posters that will be distributed to licensed premises across Erewash.

The posters are aimed at raising awareness among taxi users that it is important to check they are using

a properly licensed vehicle and also features details of how to check.

There are two types of licensed vehicles: Hackney carriages, which display a yellow plate at the front and rear, have a roof sign that lights up and can be hired at a taxi rank or flagged down from the street.

Private hire vehicles display white/yellow plates at the front and back and can only be pre-booked. All drivers in Erewash must also wear their identity badge.

Who’s taking YOU home tonight?

Homes for SandiacreErewash Borough Council joined its partners to celebrate the opening of nine new affordable homes in Sandiacre as part of a multi-million pound regeneration programme by East Midlands Homes.

The council provided some capital funding for the project and worked closely with the housing association to ensure the development provided a mix of well-designed and energy efficient family homes and bungalows at Hart Lea, the site of former housing for the elderly.

“This is a great example of partnership working and demonstrates our continued commitment to providing good quality, affordable homes within Erewash,” said Councillor Carol Hart, the council’s Deputy Leader and Lead Member for Community Engagement.

The properties, now with the address Hall Street, Sandiacre, are part of a larger regeneration project by emh homes, which is also developing nearby sites at Town Street and Vine Crescent to replace difficult-to-let properties with quality homes that have low running costs.

Property transformedAn empty office building in Ilkeston has been tranformed into 13 new affordable one-bedroom flats thanks to a partnership housing project.

Erewash Borough Council teamed up with Futures Homescape and the private property owner to create the new flats at the former solicitors’ offices on St Mary’s Street, Ilkeston.

The extensive conversion was completed thanks to funding received by Futures Homescape to convert empty properties in the area into affordable homes. The council also contributed £39,000 towards the cost of the scheme.

Under the Empty Homes project, private landlords across Erewash and Amber Valley who own a property which has been empty for more than six months can apply for grants of up to £10,000 through Futures Homescape. Futures then manages the property as affordable housing for five years, with the landlord receiving rental income.

The St Mary’s Street property had stood empty for several years and had been the target of vandalism.

People who can keep calm in a crisis are being urged to sign up to be a Derbyshire Emergency Volunteer.

Derbyshire County Council has set up the group, which currently has around 50 volunteers, to look after residents who have to be evacuated from their homes following major incidents such as fires, floods or gas leaks and to help vulnerable people during severe weather and health incidents.

Volunteers work alongside the county council’s emergency planning team, adult care staff and other agencies to make sure evacuees have what they

need while staying in a rest centre - a building used during an evacuation. In other emergencies such as severe snow, volunteers are called on to help support vulnerable residents by delivering prescriptions and food supplies within their local area.

Applicants should be aged 18 and over and live in Derbyshire. No special skills or qualifications are needed and full training is provided.

To volunteer contact Paula McDonald on 01629 538364 or [email protected] or register your interest at www.derbyshireprepared.org.uk.

Residents will go to the polls on Thursday 22 May to vote in the European Parliamentary elections.

Voters must be on the Register of Electors to receive a vote so anyone who needs to register or to check they are included should contact Erewash Borough Council’s elections team before the 6 May deadline.

The team can be contacted on 0115 907 1190 or by email at [email protected]

Polling stations will be open across the borough on election day between 7am and 10pm.

This summer will see the introduction of an all-new electoral registration system.

Called Individual Electoral Registration (IER), the landmark new system is due to take effect nationally from 10 June.

At present, one person in every household is responsible for confirming the details of everyone over the age of 16 who lives at the address and is eligible to register.

Under IER you will need to provide ‘identifying information’, such as your date of birth and national insurance number, when applying to register and your application will need to be verified before you are added to the register. Anyone unable to supply this information would be able to provide an alternative form of evidence to confirm their identity.

Behind the scenes work has been on-going among local authorities across the country and a Government trial to match existing information with the Department for Work and Pensions shows that more than

35 million electors nationally – an average of 73% - can be transferred automatically to the electoral register this summer.

A national campaign is planned for this summer to highlight the historic change in the registration process – which, as well as modernising registration, is also aimed at tackling election fraud.

For further information please contact the council’s Electoral Registration team on 0115 907 1190 or email [email protected].
