• Housing corporation entrusted with the responsibility of providing houses to BPL families• IMPLEMENTATION involves following steps• Identification of beneficiary• Sanction of house to beneficiary• Inspection by the staff of corporation at different stages of construction • Payment to the beneficiaries as per the stage reached. (unit cost –Rs 25000)• Submission of progress report for consolidation at district level and State level

• Main responsibilities – – Timely release of the eligible amount to the

beneficiaries – Correct reporting of the progress of the

houses.

Problems

• Even after sanction, the beneficiaries were changed frequently

• Inspection delayed very badly resulting in delay in payments

• Adhocism in making payments• Progress never reported properly.-

frequent changes in the completed figures.

INDIRAMMA PROGRAMME

• Introduction of INDIRAMMA programme in 2006-07- to be implemented in three phases

• Sanction of houses to all eligible BPL families – on saturation mode

• Sanction of 19 lakh houses in the first phase – followed by sanction of another 50 lakh houses in second and third phases

• Implementation continued in the conventional mode

• Flagship programme- Fortnightly review at the highest level

• Staff involved mostly in data collection• Inconsistency in progress reported• Proper monitoring became a major issue

and started engaging the attention of administration

• To streamline the monitoring of the progress – decided to go for customised software development

• CGG given the responsibility for development of the software

• Software developed by CGG after series of discussion and is being used for online monitoring

• Data related to beneficiaries collected in 39 column format and computerized at the field level.

• Once entered- no editing at the field level - beneficiary cannot be changed without permission of the Head office.

• Stage wise payment schedule fixed• payment can be generated only online by

upgrading the stage of the house after inspection – no discretion with the staff.

• Progress recorded automatically – no need to report.

• As per the Payment generated, equivalent amount of fund transferred online to the DyEE for onward transmission to the beneficiaries.

• 4 banks having online facilities are partners in this process

• Beneficiary wise details like stage of house, date wise payments released are available online.

• Daywise payments released to the beneficiaries available - for review by the management.

• Details available online on realtime basis for more than 60 lakh beneficiaries in public domain
