13THE ANCHORAGE ASSEMBLY HEREBY ORDAINS:

14Section 1. It is hereby determined to be for a public purpose and in the public

15interest of the Municipality of Anchorage, Alaska (the Municipality) to incur general

limitation as to rate or amount to pay the principal of and interest on the bonds when due1

The principal of and interest on the bonds are to be paid first from general ad valorem2

taxes levied and collected within the Anchorage Parks and Recreation Service Area.Section 3. An election is to be held on April 2, 2002, in and for the Municipality, for

the purpose of submitting a general obligation bond proposition to the qualified voters ofthe Municipality for approval or rejection. The proposition must receive a majority vote ofthose in the Municipality voting on the question to be approved. The proposition shall besubstantially in the following form:

Voter approval of this bond proposition authorizes for each$100,000 of assessed taxable property value (based on theestimated total 2002 assessed valuation in the Anchorag;eParks and Recreation Service Area): (i) an annual increase Intaxes of approximately $5.04 to retire the proposed bonds, and(ii) an annual increase in the municipal tax cap (Charter14.03(b)(2» of approximately $0.89 to pay for annualoperation and maintenance costs related to the proposedcapital improvements.

The debt shall be paid from real and personal property taxeslevied and collected within the Anchorage Parks and Recre-ation Service Area. Anchorage will also pledge its full faithand credit for payment of the bonds.

Section 5. Section 2 of this Ordinance shall become effective only if the proposition1}

described in Section 3 is approved by a majority of the qualified voters voting on the2

PRIVATE SECTOR ECONOMIC EFFECTS:

Estimated annual debt service payments of approximately $737,800 equate to an estimated property taxincrease of .0504 mills or 5.04 per year on $100,000 of assessed valuation in the Anchorage Parks &Recreation Service Area.

When fully operational, increased annual operations and maintenance costs are estimated at $130,000and equate to an estimated property tax increase of .0089 mills or .89 per year on $100,000 of assessedvaluation in the Anchorage Parks & Recreation Service Area.

The total private sector economic effect would therefore be the increase in the Municipal tax cap limitationrelated to the payment of debt service and operations and maintenance costs as shown above for a totalof .0593 or $5.93 per year on $100,000 of assessed valuation in the Anchorage Parks & RecreationService Area.

The attached ordinance, on approval, will place a $8,330,000 general obligation bondproposition for the Anchorage Parks and Recreation Service Area (APRSA) on the ballot for theregular Municipal election to be held on April 2, 2002. The ordinance represents generalobligation bond funding reflected in the Approved 2002 General Government CapitalImprovement Budget (CIB). The Administration recommends scheduling a public hearing forthis bond ordinance on February 5, 2002.
