The Consortium and DOE• DOE is supporting the Consortium, but not running it

– Intended to be a user’s group– DOE supports analysis, information and communications needs– Everyone brings something to the table, covers their own costs– DOE does not provide funding for purchase or installation of

luminaires

• The primary goal of the Consortium is education– Many factors go into the selection of appropriate lighting– Selection should be based on facts and available data to the

greatest extent possible and not on hype or hearsay– This effort is intended to bring everyone up the learning curve

Mission

• Provide national organizational structure to the process of evaluating LED street lighting technologies meant for public streets and other public areas

• Provide a forum where buyers and implementers can freely share information and data, ask questions, and get answers to better understand this undertaking

• Increase the level of knowledge by decision-making employees in order to aid them in the ability to distinguish good performing products from inappropriate ones

• Other participants will work with members on specific projects and/or may be invited to participate to present technical information relevant to the needs of members.

Due Diligence is the Key• LEDs are different in many important respects from

conventional lighting products• While extremely promising, the lack of field experience

results in many uncertainties at present• Contributing to the body of knowledge is essential for

moving everyone up the learning curve• Objective, careful documentation of performance and

implementation issues is critical for both– Informed decision-making on an individual basis, and– Advancing the state of the art through real-world feedback to the

lighting community• But just as everyone benefits from good analysis,

everyone suffers when it’s done insufficiently

Due Diligence (continued)• “Done insufficiently” refers to results that are:

– Incorrect due to simple mathematical or other errors– Incomplete – Misleading, whether intentional or otherwise– Opaque, so that no one else can verify or reproduce them

All assumptions, baselines, etc., must be clearly providedParticularly where nonstandard situations are present

– Extrapolated from insufficient sample – Otherwise lacking, rendering them incomparable with results

obtained elsewhere

• Consistency, accuracy and transparency are essential to contribute meaningfully to the existing body of knowledge

SSL products in real-world applications that save energy, match or improve illumination, and are cost- effective

readiness (or not)– Advancement in lighting

GATEWAY Approach

• Receive or initiate project proposal• Conduct product tests and simulations; assess

project suitability and make go/no-go decision• Form project teams• Conduct in-situ measurements, pre- and post-

installation• Get user feedback on illumination quality• Conduct economic and performance evaluations • Document results, share widely
