    Link the urban heritage with architecturaleducation and develop educational programsconcerned with urban heritage in all cultural,engineering, and economic (nancial andinvestment) and operating aspects in orderto promote awareness of the importance ofheritage among specialists, and build nationalcadres specialized in studying, documentingand preserving urban heritage in all regions ofthe Kingdom.

    reservation of heritage and authenticity.3-Social Development and Education:

    Build a social awareness system linking the urban heritage withpeople, especially those who live in or near historic areas, withemphasis on the delivery of the idea that the urban heritage mustbe within the daily life, not just ruins or museums to visit. Thisincludes events, visits, media and school and social awareness. It

    also includes building social partnerships contribute topreserving the heritage and investment.

    Spread awareness about the cultural and economicimportance of urban heritage, and develop a sense ofbelonging to the cultural heritage of the Kingdom, andactivate the relationship of the citizen world heritagelandmarks.

    Consider the maintenance of the national built and urbanheritage a collective responsibility of every citizen.

    Studies and Publications:

    Work with scientic research centers at local universities andscience chairs to make scientic research and studies on thenational urban heritage.

    Conduct eld surveys concerned with documenting the urbanheritage and study its social, cultural and technical structure.

    2- Rehabilitation, Development and Investment of Urban Heritage:

    Study the urban heritage sites in the Kingdom and schemes generallocation for the development of these sites and the development ofarchitectural studies and technical details to keep them.

    Support the owners of urban heritage sites and build partnershipswith them in order to emphasize the fact that the urban heritageis a continuous wealth, as long as it have been preserved, it can beinvested and developed.

    Mission

    Create a systematic organization that deals with urbanheritage development and use available human andnancial resources in SCTA.Make the Center a national expert home in technical

    elds and revival of heritage sites.Attract concerned people in urban heritage of all eldsand groups of the community to create an intellectualand economic environment that is concerned of thefuture of urban heritage in the kingdom.Develop the urban heritage at a local level and spreada social awareness about its value as an important localculture source and a renewable economic source.

    Tasks of the Center

    1-Documentation, classication andregistering urban heritage:

    Develop a comprehensive planto the National Register of UrbanHeritage project. The project willinclude: recording and documentingurban heritage and build a nationaldatabase that enables researchers,investors and interested parties tohave access to all information anddocuments required to deal withurban heritage.Develop policies that preserve urbanheritage and reuse it to ensure a life

    of new social and economic t withthe current needs while maintainingthe original components andelements.Monitor the implementation ofthese policies and cooperation withall entities in the state in order toachieve this protection.

    that the Center of the National Built Heritage seeksto be a national expert home in the various areasof urban heritage, both research and science,

    through the establishment of a national librarythat specializes in urban heritage, the publicationof scientic research on urban heritage of theKingdom, the organization of forums, conferences,workshops and the implementation of trainingprograms. It also seeks to be an expertise leaderof development and investment of urban heritagethrough the participation in the development andinvestment of urban heritage sites in various regionsof the Kingdom without causing an imbalance in theauthenticity and value of historical artifacts. Thetechnical expertise is one of these areas, where theCenter must be a technical expertise home in theeld of urban heritage through the development

    of local materials (mud and stone, for example)and encouragement of traditional builders andtraditional building artifacts. Thus, the nal stagethat the Center wants to reach is open and endless,if we consider that the heritage is alive among us, apart of our present and future culture and a sourceof renewable livelihood, then this means that ourtargets do not have time limits.

    Preserve, Develop and Invest in urban heritage without losing itsoriginality and impact on the conrmation of national identity, ingeneral, and the character building of the Saudi city at present andin the future.

    but must be extended to form three-dimensional stories that goes backto the past, shows in the present andextends into the future.

    The issue of Built Heritage defendedby the Center, has no ready-madesolutions, but it is based on a deepunderstanding of the phenomenonof urbanization, so it is forming likea thinking cell that is capable ofdealing with the urban phenomenonin all of its aspects, not as a group of

    technicians who have the knowledgeand experience in the restorationof heritage buildings. The Centeralso seeks to build a dialogueatmosphere and environmentbased on the concept of socialdevelopment through attracting

    intellectuals who have a highimpact on their local communitiesto be active and inuential in thepreservation of urban heritage. TheUrban Heritage Center seeks tocreate a culture that can be calledthe culture of urban heritagewhich will be the starting point thatcreates community awareness ofheritage value, because our primarygoal is to make the citizen the rstguard of the urban heritage in ourcountry.The Center, in general, is concerned

    with preserving and studying thebuilt heritage, and presenting itto the local regional and worldcommunities in a distinguishedscientic manner that demonstratesthe potential of such heritage andhow it could be used and invested.

    At the same time, it conrms animportant cultural status whichis how to live history, whichmeans that the urban heritagemust become part of our dailylives through reviving social andeconomic life at heritage sites.The revival of these sites to nd aheritage that develops and evolvesto keep pace with our economicand cultural aspirations as well asexpectations is a part of the greatobjective of this Center.We also should emphasize here

    Saudi Commission for Tourism andAntiquities (SCTA) has reacheda very advanced position in itsdealings and initiatives relatedto urban heritage. The kingdomof Saudi Arabia is a big countrywith vast and various invaluablehistorical towns and villages andtraditional buildings, that shouldbe kept and invested for futuregenerations. SCTA, during thelast decade, has developed many

    programs in order to achievethis goal; it is time to bringtogether all eorts and programsunder one umbrella to benetfrom the available human andnancial resources and focus theresponsibility into one entity.The initiative of HRH (Prince

    Sultan bin Salman bin AbdulazizAl Saud) the President of SCTAto establish a Center for theNational Built Heritage comes asone of the important transitionsteps that could keep pace withthe current need of the Kingdomto establish organized entitieswith clear responsibilities towardsurban heritage, like many of thecountries that started early inpreserving cultural treasures and

    heritage. The Kingdom, with itsgeographical and cultural diversityand its history, is one of the mostimportant culture incubatorsworldwide, the Arabian Peninsula isthe cradle of old civilizations, and ageographical / human platform orground that expresses the ability of
