• MNT Contract Signed June 23, 2000– ANAPs are QWEST network access points– Deployment of 70 ANAP sites connected over ATM backbone– 3-Year phased installation

• Phase 1 (42 ANAPs)• Phase 2 (19 ANAPs)• Phase 3 ( 9 ANAPs)

• On Target for Phase 1 Completion - June 30, 2001– 33 ANAPs up and ready for conversion– 9 ANAPs on schedule for deployment before 6/30/01

• SEDGE/EDGE Site Implementation– SEDGE/EDGE sites are State aggregation points– ATM to 26 EDGE sites (expanded to 47 sites)– 32 State EDGE sites scheduled for Phase 1 installation– Cisco data switches have been installed and are operating in test

environment– Conversion of all circuits from existing State APEX switches to

the new Cisco MGX is in progress– Flash cut originally scheduled for Mid-March was rescheduled due

to vendor failure to provide necessary support - delays completion of SEDGE conversion until Mid-May

– Still expect to meet 6-30-01 deadline even with delay

Multi-Use Network Vision• State Government Circuit Validation Process

– QWEST has provided circuit inventory– Agency validation/circuit inventory underway – complete by 5-10-01– Redesign efforts in place to convert non-Frame/ATM circuits in a

separate phase

• Rates

– Will present new rates and per circuit charges to all agencies by 6-1-01

– State agencies will respond within 30 days with exceptions

– MNT needs to be revenue neutral

– Cost components still outstanding: NMS, Internet

• Order / Billing

– Will present summary of expected cutover orders and documentation of order/billing process by 6-1-01

Basic Premise

MNT needs Higher Education bandwidth to keep state agency Cloud Charge reasonable.

Higher Education needs MNT bandwidth to make Gigapop Internet pricing reasonable.

Four Areas of Focus1. By June 1, 2001, we must identify point-to-point connections

that Higher Ed wishes to maintain

• Circuit inventories due from each institution to Phil Bisant by 5-10-01

• Terminations must be at MNT sites negotiated with CGTS

• Pricing is MNT cloud charge (plus whatever existing charges are paid)- CGTS will develop an OC3 rate

2. CGTS will set standards for accommodating secondary connections behind Higher Ed (e.g. billing requirements, access points, etc.)

• Private parties can not be accommodated per statute

Four Areas of Focus – contd.3. Layer 3 / Internet – current plans

• State will join Gigapop as part of this agreement

• Options for subpoliticals (K-12, counties, other local govts.)

a) Keep existing connections through Higher Ed

b) State contract with AT&T / C&W should allow non-portable IP addresses

c) Local ISPs

4. Layer 3 / Internet – future plans

• Budget request for engineering study – FY 01-02 supplemental or FY 02-03

• Set standards for State, Higher Ed, K-12, all subpoliticals based on study

• Budget request to implement – FY 03-04 or FY 04-05
