A Room Given Over to Clocks, Tickers And Telegraphy Description of the Principal Time-Piec- e- and TUeir Use The Hack Clock. The clocks and Instruments used to dis- tribute time are in a very humble apartment in basement of the univer- sity, the observatory Itself bing so small that it would be diflicuit to get the clocks Into it. The mean approach to this base- ment scarcely prepares a visitor for the interesting sight which awaits him. The room is ju9t given over to clicks, tickers, and telegraphy. The principal clock ure encased most carefully and mounted on piers of solid masonry which absolutely prevents vibration by coming in contact with the earth at their base alone, six or eight feet below the surface. Of the three one Is kept absolutely correct, while in the other two the errors are allowed to accumulate and a record of them kept in the most careful manner. One of these erratic timepiece got part of a second behind one day last week and was duly recorded, and from the records it seems that another varied nearly two sec- onds in a whole year. The error is de- tected by a very scientific process of star- gazing, described latent). The magnificent clock which registers standard time is considered as fine a time- piece as can be made, and comes from the workshops of Hohwn, of Amsterdam, Hol- land, who shares with Frodsham, of Lon- don, England, the reputation of being one of the two finest makers in the world. It is of course devoid of any ornament, and is constructed for pure utility. It stands about five feet high and has a seconds pendulum of thirty-nin- e inches. It has the Graham dead-bea- t movement, and Its face has three dials, one recording the hours from one to twenty-four- , an- other the minutes, and a third the sec- onds. It is the duty of this clod;, which Is wound up once a week, to gc steadily on and record the time as accurately as possible, and as it is never altered any error is registered against It. In order to assist it in keeping accurate, It is inclosed In three air-tig-ht cases and a thermometer within the glass fronts of these, records any variation from 70 degrees Fah., which is at once rectified. WHAT THE OTH Ell CLOCKS DO. The next clock registers sidereal or star time, which differs considerably from standard time, inasmuch as ths sidereal year contains 300 days. Hence this clock can only agree exactly with its Dutch neighbor once a year, and now the varia- tion is about seven hours. Jt is by E. Howard & Co., of Boston, and is not so neat in appearance as that showing stand- ard time, though it resemb.'es it in size and shtpe. The third clock has more work to do. It is also by Howard, and is know as "No. 22o." It Is kept at central or Mississippi valley mean time, just six hours behind Greenwich and forty-nin- e seconds before St. Louis local time. Unlike the two re- corders of time just referred to, this clock is kept just right, and as a matter of fact it requires very little regulating. At times astronomical observations prove it to be an intinitesimal f t action of a second in error, and this is rectified by increasing or decreasing by a fraction of a grain the weight which provides the motive power. The face is of the regulation character, the hours running from one to twelve only, and exactly above the figure twelve is a small platinum spring, which pro- jects sufliciently to be touched by the min- ute hour just as it records the hour. The moat hard-workin- g clock in the col- lection is the hack clock, which does the great bulk of sending out time. Its huge endulum beats alternate seconds, th tick being audible as already explained both In the observatory and at various of-ric- es and stores down town. By its side i9 an ordinary seconds pendulum freely and accurately hung, and which, when set in motion, runs by force of gravity. It ticks in exact unison with the hack clock, but registers the seconds only, so that when at work a double beat is recorded. At 9:i5 every day the hack clock is put ex- actly right, and a minute later "time" is called to all the points taking time at 10. This preliminary warning having been given, double beats commence at 9:."S, and continue for oO seconds, when the circuit is opened. At 9:50 the clock begins agrn and sends single beats only for oOseconus, when the circuit is once more opened, un- til exactly 10, when a single beat is given, followed by the telegraphic signal, "10 K. Ob." and the signaling is over. Globe-Democra- t. A Great Difference in Copyist. There is a great difference in copyists, both in stj-l- e and swiftness. The average copyist can topy and compare about 0,0it ordinary words per diem, while an extra rapid one can write 10,000. The l '.wo man, however, is liable to break down if he tries to hold up to that number for any length of time. A twelve months' work, subdivided into months, of the fast- est penman in this office, is as follows: April, 235,344; May, 202,163; June, 293,025; July. 255,825; August, 241,451; September, 238,222; October, 254,138. The Hack Clock.

The clocks and Instruments used to dis-tribute time are in a very humbleapartment in basement of the univer-sity, the observatory Itself bing so smallthat it would be diflicuit to get the clocksInto it. The mean approach to this base-ment scarcely prepares a visitor for theinteresting sight which awaits him. Theroom is ju9t given over to clicks, tickers,and telegraphy. The principal clock ureencased most carefully and mounted onpiers of solid masonry which absolutelyprevents vibration by coming in contactwith the earth at their base alone, six oreight feet below the surface. Of thethree one Is kept absolutely correct, whilein the other two the errors are allowed toaccumulate and a record of them kept inthe most careful manner. One of theseerratic timepiece got part of asecond behind one day last week and wasduly recorded, and from the records itseems that another varied nearly two sec-onds in a whole year. The error is de-tected by a very scientific process of star-gazing, described latent).

The magnificent clock which registersstandard time is considered as fine a time-piece as can be made, and comes from theworkshops of Hohwn, of Amsterdam, Hol-land, who shares with Frodsham, of Lon-don, England, the reputation of being oneof the two finest makers in the world. Itis of course devoid of any ornament, andis constructed for pure utility. It standsabout five feet high and has a secondspendulum of thirty-nin- e inches. It hasthe Graham dead-bea- t movement, and Itsface has three dials, one recording thehours from one to twenty-four- , an-other the minutes, and a third the sec-onds. It is the duty of this clod;, whichIs wound up once a week, to gc steadilyon and record the time as accurately aspossible, and as it is never altered anyerror is registered against It. In order toassist it in keeping accurate, It is inclosedIn three air-tig-ht cases and a thermometerwithin the glass fronts of these, recordsany variation from 70 degrees Fah., whichis at once rectified.

WHAT THE OTH Ell CLOCKS DO.The next clock registers sidereal or star

time, which differs considerably fromstandard time, inasmuch as ths siderealyear contains 300 days. Hence this clockcan only agree exactly with its Dutchneighbor once a year, and now the varia-tion is about seven hours. Jt is by E.Howard & Co., of Boston, and is not soneat in appearance as that showing stand-ard time, though it resemb.'es it in sizeand shtpe.

The third clock has more work to do. Itis also by Howard, and is know as "No.22o." It Is kept at central or Mississippivalley mean time, just six hours behindGreenwich and forty-nin- e seconds beforeSt. Louis local time. Unlike the two re-

corders of time just referred to, this clockis kept just right, and as a matter offact it requires very little regulating. Attimes astronomical observations prove itto be an intinitesimal f t action of a secondin error, and this is rectified by increasingor decreasing by a fraction of a grain theweight which provides the motive power.The face is of the regulation character,the hours running from one to twelveonly, and exactly above the figure twelveis a small platinum spring, which pro-jects sufliciently to be touched by the min-ute hour just as it records the hour.

The moat hard-workin- g clock in the col-

lection is the hack clock, which does thegreat bulk of sending out time. Its huge

endulum beats alternate seconds, thtick being audible as already explainedboth In the observatory and at various of-ric- es

an ordinary seconds pendulum freely andaccurately hung, and which, when set inmotion, runs by force of gravity. It ticksin exact unison with the hack clock, butregisters the seconds only, so that whenat work a double beat is recorded. At9:i5 every day the hack clock is put ex-

actly right, and a minute later "time" iscalled to all the points taking time at 10.

This preliminary warning having beengiven, double beats commence at 9:."S, andcontinue for oO seconds, when the circuitis opened. At 9:50 the clock begins agrnand sends single beats only for oOseconus,when the circuit is once more opened, un-

til exactly 10, when a single beat is given,followed by the telegraphic signal, "10 K.Ob." and the signaling is over. Globe-Democra- t.

A Great Difference in Copyist.There is a great difference in copyists,

both in stj-l-e and swiftness. The averagecopyist can topy and compare about 0,0itordinary words per diem, while an extrarapid one can write 10,000. The l '.woman, however, is liable to break down ifhe tries to hold up to that number forany length of time. Will the"herald"deny that a prelimin-ary bond to this effect was executed underseal by the Minister of Finance and de-

posited at the Hank of England "for thepur ose of securing all owners andholders of coupm bonds" issued underthe Loan Act of lSSt'i; that the syndicateinsisted ujion this special security beforeit would touch the loan; and will itdeny that it is outside and beyond thelaw, and constitutes a first mortgageujkju all the resources of the Kingdom,of whatsoever kind, ujon which theHritish Government may realize at anytime at the request of the bond holders,through the depjsitoi-y- , the Hank ofEngland, should default at any time bemade.

Under these circumstances why shouldthe men who inspire the "Herald" at-

tempt to mislead the public, and saythat no pledges which could be con-

strued into a mortgage u(on specificsources of national revenue have beenmade. We say that every source of na-

tional revenue was mortgaged outsidethe Loan Act before the loan wastouched by the syndicate. We say fur-

thermore, that by reason of this extra- -

egal action of the Minister of Finance, wit ii or without the sane- -

ion of a Cabinet Council, areference debt has been created, to the

prions injury and possible loss of the hold-- its of bonds of previous loans who may not

The "Herald" also says on behalf ofthe beneficiaries of the "loan deal" that''payment of the interest only, accordingto the Act, shall be a charge ujion theconsolidated revenues of the countiy.S'othing less could have been promisedn any loan measure !" True, indeed.We wonder what local capitalist wouldoan money upon a simple promise toxiy interest without security for the re-

payment of the principal? We know ofioue; yet the "Herald" gravely as-

sures the public that English investorsaid a premium of seven per cent to buylawaiian bonds carrying six percent in-

terest for ten to thirty years, at theption of the Government, without anyguarantee for repayment of the princi- -

till. This truly is a characteristicfinance for which the Finan-

cial Agent of the Hawaiian Governmentdeserves the greatest credit, but unfor-tunately it is in the "Maeawber" line,and there is nothing in it. The LoanAct guarantees repayment of the princi-pal, after a clumsy fashion, no doubt;but the preliminary bond deposited withthe Hank of England makes the securitycertain, and from the dignity of the de-

pository it may be regarded as an inter-national pledge, to follow the fortunes ofall such pledges.

Mr. Charles Edward Henson breathedhis last at the residence of Mr. J. C.White, Kukui street. The deceased,w ho w as a strong and robust man a yearago, was attacked with consumption andhe failed very rapidly. Mr. Hensonwas born in Wesbeach, Norfolk, Eng-

land, on .January 4, 1S44. The writerremembers him in 1S72 as a member ofthe Hull Kowing Club, England. Hewas one of a four-oare- d crew fromthat club which carried off manyprizes. He was a tine specimen of anathlete. Some time after this he wentto Nebraska and engaged in farming.He fore his arrival in these Islands, somesix years ago, he was in the commissionbusiness in San Francisco. During hisresidence here he has been engaged inthe produce business. He was atonetime a very regular member ofthe choir of St. Andrew's Cathe-dral. The deceased leaves a widow-t- o

mourn his death. He made a host offriends in this city by his many excellentqualities. The funeral takes place at 10o'clock this morning from St. Andrew'sCathedral.

appears information was received at theStation Hou.-- e that Chun Hook would beon that road at a certain time during theevening. A little before 7 o'clock DeputyMarshal Dayton, Captain Tell, Mr. C.H. Reynolds and three native officersleft the Station House in two hacks anddrove to the corner of King street andthe Waikiki road. There they alightedand walked on the Waikiki road a few j

yards, and then prepared to separate for !

Hefore theycould do this they received a signalwhich told them that Chun Hook wasnot far from them on his way into town.A moment afterwards they sw a figurein the middle of the road walking rap-idly towards them with the intention ofpassing them. This was Chun Hook,and when he was within a few yards ofthe officers of the law, 1 ie evidently be-

came aware of the fact that they wereafter him, and dashed on to one side ofthe road and tried to climb the fence.The officers pounced on him before hecould get over the fence, and then astruggle commenced, Chun Hook tryinghard to get away from his captors. Itwas of no avail, and he was securelyhandcuffed. Chun Hook received rathera nasty blow over the left eye from theclub of one of the officers in the struggle.He was placed in an express and atonce taken to the Station House, followed by a how ling mob of boys. Arriv-ing there he was searched, but nothingwas found upon his person. He wasdressed in a pair of pants and a blueChinese coat, with another coat of haolefashion over that, made of dark grey ma-

terial. He appeared to be in a veryweak condition, but on Mr. Dayton ask-

ing him if lie wanted anything to eat hereplied in the negative. He askedfor some water, which was givenhim in a pitcher, and he tooka long drink. After being divestedof his boots (a rather large pair), hewas locked up in a cell for the night. Thenews of his arrest spread like wildfirethrough the town, and soon a crowd col-

lected in front of the Station House,hoping to get a glimpse of the notoriousprisoner, but were disappointed. It isunderstood that Chun Hook has beenstaying lately with a Chinaman in PanoaValley, and it is he who will fall in forthe reward of $300, which was offeredby the Marshal for his capture. ChunHook escaped on Tuesday, December7th, therefore Ie: has been at large justtwenty days.

About 10 o'clock last evening ChunHook was found in his cell partaking ofa bowl of rice, which he appeared to enjoy. He stated that directly after hemade his escape on the afternoon of the7th, he climbed up a large palm tree andhid himself. From this position he sawthe gang of prisoners looking for him.At dark he got down from his hiding-plac- e

and went to the stream close byand knocked the chain off the ring riv-

eted on his ankle. The same eveninghe found a file near the Ice Works andfiled off the ring. In the yard of a Chi-

naman, near Queen Emma's Summerresidence, he came across a pair of pantshanging on a line and appropriated themto his own use. These were found onhim when captured. On the day fol-

lowing his escape he wended his way toManoa Valley, and from there to l'auoaValley, from which place he started lastevening previous to his capture. Fromthe time of his escape to his capture lastevening, he was not in the possession ofany weapons. During his brief peiiod ofliberty, he was in constant fear of vio-

lence from the officers of the law, whomhe naturally supposed would be in pos-

session of arms while engaged in theirsearch for him. However, from thetime of his eseajn? to his capture, he didnot come across anv of them.

Father Damien in his ministrationsamong the lejvrs, far from discourag-ing, has but stimulated Catholic mission-ary activity in this direction. Twopriests from I'aris and two more nunsfrom the Franciscan Convent in Syra-cuse, New York, which had previouslysix volunteers for the same work, haverecently sailed for the leper missions inthe Sandwich Islands. It is gratifyingalso to note evidence of appreciation ofFather Damien's Christ-lik- e charity.evenoutside the church. The Rev. II. H.Chapman, Anglican Vicar, in Camber-wel- l,

The opiumwas immediately counted and placedupon a hand cart in the presence of com-plainant and a receipt was given by Mr.Markham, the Port Surveyor. Theopium was forwarded to the CustomHouse, but was at once returned by theCollector General, who refused toto receive it on the ground that Mr.Markham had no authority to act in thematter. The opium was taken back tothe Police Station in charge of the sameofficer and was kept until the great tireoccurred, when it was consumed.

Counsel for the plaintiff insisted thatthe defendant was liable for the loss ofthe opium, he not having complied withthe terms of sale by entering the opiumat the Custom House.

Counsel for the defendant contendedthat the Police Station being a publicbuilding and the opium belonging to theHoard of Health by law, it must be con-

sidered to be in bond, and they evenwent so far as to, contend that if theopium was in a private house it wouldmake no difference.

His Honor does not agree with thisproposition on behalf of the defendant.He is of opinion that it was the duty ofdefendant to deliverthe opium and enterit for export at the Custom House, andthat on it being returned he should havetaken the necessary steps to so enter it.lut His Honor is of opinion that theplaintiff, in terms of sale, was not en-titl- ed

to have possession of the opiumand that therefore this action will notlie, although he may perhaps in anotherform of action substantially succeed. Headmitted it to be a hard case for theplaintiff, the latter having paid hispurchase money, which has been ac-

counted for to the Treasury, and it ed

to His Honor that it would beequitable for the Government to refundit. He was, although very reluctantly,eomjelled from the view he took of thecase to render judgment for the de-

SOME MISREPRESENTATIONS.

When the "Herald" was laudingthe London syndicate which "got awaywith the swag," it should at least nothave misrepresented the man whoscheck-boo- k really gave the country itfirst international credit.

The "Herald," speaking of the grea!success of the loan on the Iondon mar-ket a success in which the Governmentdoes not participate .ays: "Mr. Spreckels wanted from the Government of afew months ago the pledge ot the Custorn House, Water Works and harborfront as security for the debts and obli-

gations of this Kingdom, held by thatgentleman then."

In reply, we say there is not a scintillaof truth in that statement. .Mr. Spreekebnever asked stu b a thing, and thereforthe Government never once cot. iideredit. It is simply absurd to say so, because the Government had no power toinve any such siH'cial security. Mr.Spreckels had his bonds, for which tlu"good faith" of the Hawaiian Government was pledged bv law. For hisspecial loan he had the "good faith" ofthe Hawaiian Government without perhaps a legal pledge. And with this security he was satisfied in both cases. Itis a libel for which there is no excuse,after what passed in the legislature, torevive this palpable and scandalous un-

truth.The "Herald" further says, speaking

Engineer of the InterislandSteam Navigation Company, by theotficers of the Company's fleet. Mr.5ass has been in the service nearly eightyears, having entered it in the capacityof Second Engineer of their firststeamer, the James Makee. From thisposition he rose rapidly, being promotedstep by step until he filled his presentimjtortant post one formerly held byhis brother, Mr. John Sass, now pro-prietor of the Honolulu Ice Works. Hissterling qualities as a man, combinedwith his well-know- n abilities as an en-

gineer, gained him alike the good-wi- ll ofthose with whom he was brought intocontact and the confidence of the com-pany who employed him. I lis intendeddeparture, therefore, is a matter of gen-

eral regret. Mr. Sass has dischargedthe onerous duties of SuperintendentEngineer for upwards of two years; inthe course of a few dav I.e intendsleaving for the Coast with the view ofsettling in Humboldt county, California,where several years- - of his earlier lifewere spent.

Tiie party given in his honor lastnight partook of the nature of a cham-pagne supper at the Club House diningrooms, where an elegant spread was laidout by Mr. Hart. Captain Bates, theCommodore, presided, and presented theguest, on behalf of the officers of thecompany, with a valuable gold watchand chain, the former bearing a suitableinscription. The recipient warmlyacknowledged the gift, speaking in highterms of the good feeling which hadprompted it.

About thirty gentlemen sat down tothe. board, including, besides the Com-

modore, Captain Freeman and officersof the Iwalani, Captain Chaney andotficers of the C. K. Bishop, CaptainCampbell and officers of the JamesMakee, and Captain Weir and officers ofthe Waialeale, Mr. K. M. Webster, headof the freight department; Mr. Harryvon Holt, who represented the OceanicSteamship Company; Mr. John Sassand others. A long list of toasts wasgiven, chief among which were: "TheGuest," "The King ami Koyal Family,""Tha Officers of the Company," "TheSeveral Steam Vessels," "The OceanicCompany, "The United States and theReciprocity Treaty," etc., etc. A verypleasant evening was passed, the pro-ceedings throughout, speeches included,being of an informal character.
