CHRB COMMITTEE ADVANCES LASIX RULEBy Jeremy Balan

The California Horse Racing Board Medication

and Track Safety Committee took a step for-

ward Sept. 4 regarding potential implementation

of third-party furosemide administration on race

day in the state, but any change in California's pro-

cedures likely won't occur until 2016.

After the CHRB sent a proposal on administra-

tion of third-party furosemide, commonly known

as Lasix, back to the committee during its last

meeting Aug. 20, the committee opted to move

the recommendation forward. Administration of

Lasix via third parties—meaning not by private

veterinarians—is a key component of the National

Uniform Medication Program.

The proposal will be presented to the CHRB

at its next full meeting Sept. 16, when it could

approve the plan and move it to a 45-day public

comment period that would come after the state's

Office of Administrative Law has vetted and ap-

proved it. Following the comment period the CHRB

could then adopt the proposal. BH

TAKEOUT CONCERNS TEMPER USADA VOTEBy Frank Angst

While Horseplayers Association of North Amer-

ica members overwhelmingly support having

the United States Anti-Doping Agency regulate drug

testing in the sport, the organization will not formal-

ly support the proposed federal legislation because

of concerns over how USADA's oversight would be

funded.

In survey results released in the September issue

of HANA's HorsePlayer Monthly, 83% of the 411 mem-

bers agreed that HANA should support USADA.

Despite member recommendation that HANA

support the legislation by joining the Coalition for

Horse Racing Integrity, HANA has not joined the

coalition and is unlikely to do so, according to HANA

president Jeff Platt. The coalition is attempting to

gather industry consensus in favor of the legislation.

While the yes-no vote indicates overwhelming

backing for the legislation, Platt said member com-

ments were more of a mixed bag. He said the HANA

board's biggest concern is the federal legislation

currently does not include a specific funding mech-

anism; therefore, any increased expenses could

be passed on to horseplayers through increased

pari-mutuel takeout rates. BH

DEL MAR DIRT HAS GOTTEN 'TIGHTER'By Jeremy Balan

The first season with Del Mar's new dirt main track

has been a success from the perspective of track

superintendent Richard Tedesco, the man responsi-

ble for maintaining the surface. Though he said the

dirt has evolved since the beginning of the summer

meet in July, the comments he has received from

horsemen have been consistent.

"The feedback I'm getting is about the same,"

Tedesco said. "It has gotten a little tighter, but that's

what happens. This meet has been great. It's one of the

better meets we've had, but it's not apples-to-apples."

Tedesco, who has worked on racetracks—from

Southern California to the Middle East—since he

started at Hollywood Park in 1960, said the clay

content of the track has gone up, and that he'll add

some sand between the summer meet and the next

Del Mar meet that runs from Oct. 29-Nov. 29.

"I've already ordered the sand," Tedesco said.

"That should get us through the five weeks." BH

KENTUCKY DOWNS CONTINUES GROWTHBy Ron Mitchell

Kentucky Downs on the Tennessee border is

unique within the Bluegrass State's Thoroughbred

industry. The last few years the track has elevated its

stature with large purses that have attracted some of

the country's top horses and horsemen. For the meet

beginning Sept. 5, a record $7.5 million will be paid

over five racing days.

When it opened in spring 1990 as Dueling

Grounds, the track conducted one day of steeple-

chase racing and generated revenue the rest of the

year through bingo games and later full-card simul-

casts. Dueling Grounds quickly shifted to flat racing

on its 1 3/8-mile undulating turf course.

The track began rapid growth in 2007 when it was

acquired by Ray Reid, Corey Johnsen, and partners,

who in 2011 introduced historical race wagering, its

revenue fueling massive purse increases. They also

lowered pari-mutuel takeout across the board, and

total wagering in 2014 jumped 24% to $15.8 million

for the five-day meet.

Saturday's card features three $120,000 maid-

en races, a pair of $125,000 allowances, and three

$300,000 stakes. BH

DE SOUSA WILL MOVE TACK TO U.S.By Claire Novak

Former trainer Seth Benzel and jockey Silvestre de

Sousa will step into uncharted waters at Belmont

Park this October.

Benzel will handle de Sousa's book while the Brazil

native hopes to put down roots in the U.S. Through

Sept. 3, de Sousa had a 29-win advantage over Paul

Hanagan in Great Britain's rider standings. It would

be de Sousa's first riding title if he can stay on top

until the flat season ends Oct. 17.

"He's going to hopefully be the champ Oct. 17,

come here on the 19th, and start riding," Benzel said.

"He wants to hit the ground running."

Benzel, 40, dissolved his stable last September

and launched a new career. A star on the rise, de

Sousa, 34, won the 2014 Dubai World Cup (UAE-I)

aboard African Story.

"I've spent the last three winters in Dubai and

developed a relationship with Silvestre," Benzel said.

"When he expressed a desire to come to the U.S.,

knowing the type of competitor he is, that's some-

thing I wanted to get involved with." BH

MOMENT IS RIGHT AT KENTUCKY DOWNS

While top racing at Saratoga Race Course is

winding down, for many horseplayers one

of the highlights of the betting year begins Sept.

5 with the first of five cards at Kentucky Downs,

which rewards players with nice payouts thanks

to full fields and low pari-mutuel takeout rates.

The first card delivers the full, diverse fields

the track has produced the last several years

with 140 horses (counting also-eligibles) entered

for the 10-race, all-turf card. The horses entered

made their previous starts at 23 different tracks,

which, of course, can make handicapping chal-

lenging. But the rewards are great when the

puzzle is solved.

Let's look at Saturday's Kentucky Downs Ju-

venile Fillies Stakes, in which Ten Broeck Farm's

Moment Is Right appears to have an early pace

advantage in the seven-furlong test carded as

race 7.

According to Equibase pace figures, Moment

Is Right likely ran too

fast early in her pre-

vious start, earning a

136 in leading in the

Schuylerville Stakes

(gr. III) before fading

to fourth. But note

the Equibase Speed

Figure of 87 she

earned in that six-fur-

long dirt race ties for

the highest earned by

any filly in the Juvenile

Fillies.

Now consider

that Moment Is Right

likely went too fast in

the Schuylerville and

still earned that 87.

In her previous two

starts, both wins on

dirt, she registered a

92 and 93, the best

two figures in the field. I'm guessing she'll be

more relaxed than she was in the Schuylerville

and deliver her best effort yet.

The question is how Moment Is Right will

handle her first turf start, especially on the

unique Kentucky Downs course, which features

hills, a long far turn, and an uphill climb in the

stretch. In her favor Moment Is Right, by Med-

aglia d'Oro, is trained by Wesley Ward, who has

won with 32% of his starters going dirt to turf.

For this week's $25 play, let's take advan-

tage of the low takeout win and exacta pools by

playing a $3 exacta wheel of Moment Is Right

(8) over closers Seaside Schiller (4) and Lilly's

Dream (12). Let's back that up with a $1 exacta

box of 4-8-12. Put the remaining $15 to win on

Moment Is Right.

Note that if also-eligible Nobody's Fault (15)

makes the field, she should also be included in

Royal Posse emerged from the claiming
