Background – Issue Statement

MTAC Workgroup # 83

The quality of First-Class Mail service is important to both Mailers and the USPS.

BMM is not measured by EXFC.

There is a need to develop an inexpensive yet statistically reliable service measurement tool for Bulk Business First-Class Mail.
