Chancellor’s Office Tax Offset Program

BACKGROUND:

By contracting with the Chancellor’s Office Tax Offset Program (COTOP), the District can recover

outstanding student obligations such as student loans, financial aid overpayments, student fees, library fines

and personal checks written with non-sufficient funds.

The COTOP program requests the Franchise Tax Board to offset (deduct) the amount owed to a district

from the student/debtor’s personal state income tax, lottery winnings or other state refund. Any amounts

offset are remitted by the Franchise Tax Board to the Chancellor’s Office, which authorizes the State

Controller to disburse the offset amount, minus a 25% administrative fee, to the participating local districts.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board approves District participation in the COTOP program.

BACKGROUND:

It is requested that the Board of Trustees ratify the approval of the 2000-2001 Scheduled Maintenance

Program Certification Statement. The Chancellor’s Office has approved four projects for the 2000-01

Scheduled Maintenance Program totaling $1,130,834 at the 50/50 level. As in years past, a request will be

submitted to the Chancellor’s Office asking the 50/50 match be waived and funded at the 90% state/10%

local level for a total revised amount of $565,417.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees ratify the approval of the 2000-2001 Scheduled Maintenance

Program Certification Statement.

BUDGET IMPLICATIONS:

The 10% match has been budgeted and in some cases will be matched with in-kind costs making some

projects 100% funded by the state. In the event the Chancellor’s Office does not approve the 90/10 match,

some projects will be eliminated.

Surplus Property Sale

BACKGROUND:

The administration requests the Board of Trustees to declare the obsolete and non-repairable property

located in the warehouse area as surplus and to authorize a sale of this surplus furniture and equipment as

outlined in Ed Code 81360 and Board Policy 404.04. The surplus property is no longer useable by the

District.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees declares the District property as surplus and authorizes the

disposition of the property.

BUDGET IMPLICATIONS:

Any funds generated by this sale will be credited to the general fund.

those is to provide both current and prospective students with an effective and accurate presentation of

college information, support the MSJC mission, acquaint other campuses and their faculty and

administration with our school, and generate pride, interest and participation within our community.

Information on the Web must be correct, timely and relative. For these reasons, control is necessary in the

form of oversight and review within the college. This position will provide the coordination and control to

design, develop and maintain a web presence that will be consistent, cohesive and of a quality in which we

can take pride.
