This is an opportunity for county emergency managers to meet with the healthcare facility administrators and share ideas and answer questions about disaster preparedness. In addition, experts and those that have experienced disaster response first hand are invited to speak to the conferees and pass on lessons learned and the latest ideas. With over 500 healthcare facilities in the area, the conference serves as a perfect opportunity for face-to-face discussions and a better understanding of what to expect during and after a disaster. This year’s Mid Year session proved to be one of the most successful ever with 95 par- ticipants working on FEPA programs, projects and issues in collaboration with our partners from the Florida Division of Emergency Management (DEM). Florida Health Care Association offered continuing education credits for Nursing Homes and St. Petersburg College recognized the program for continuing education for Assisted Living Facilities, Nurses, and Allied Health Professionals. This annual conference is open to hospitals, nursing homes, assisted living facilities, home health care agencies, hospice providers and others in health care related fields. The cost of the day was only $59 including lunch. Vendors were available to show off their emergency supplies during breaks and lunch.

A few of the comments noted were: “The whole course was really interesting”, “Exercise a 24+hr scenario”, “Great Seminar, all speakers were great.”, “Larry Gispert was the best”. Deepwater Horizon Oil SpillScott Nelson, Wakulla County Emergency Management

Florida Gulf counties were rocked by the deepwater horizons on Tuesday, April 20, 2010 when the offshore oil drilling platform, Deepwater Horizon, exploded in the Gulf of Mexico near Louisiana. The rig, owned by Transocean Ltd, was under contract to British Petroleum (BP). This event was defined as a spill of national significance and managed under the Oil Spill Prevention Act of 1990. This led to many challenges for an Emergency Management community comfortable with the responses defined under the Stafford Act and local and State Comprehensive Emergency Management Plans. BP and the United States Coast Guard are the lead response agencies on the oil spill. This led to many communication gaps and response conflicts with local and state agencies. The Florida Department of Environmental Protection (DEP) was designated as the lead state agency for responding to potential impacts of the Deepwater Horizon oil spill along Florida’s shoreline. State and local agencies had no operational control, and early on in the response were not given input into the process. The State Division of Emergency Management and FDEP worked to rectify gaps and improve communications. The command structure morphed several times to try to allow for some local operational awareness. FEPA was engaged in the discussion identifying areas where they could provide assistance with the process. Many FEPA members provided Mutual Aid to the state and locals.

The response will be discussed for many years as federal, state and local officials try to wrestle with the appropriate level of communication and control in future activations of the Oil Spill Prevention Act. Economic impacts were felt across the state and many environmental impacts may not be well understood for years. The claims process continues for local business as well as for local and state governments.

The following counties were included as impacted counties according to three Executive Orders: Escambia, Santa Rosa, Okaloosa, Walton, Bay, Gulf, Franklin, Wakulla, Jefferson, Taylor, Dixie, Levy, Citrus, Hernando, Pasco, Pinellas, Hillsborough, Manatee, Sarasota, Charlotte, Lee, Collier, Monroe, Miami-Dade, Broward, and Palm Beach. Currently, Escambia, Santa Rosa, Okaloosa, Walton, Bay, Gulf, and Franklin counties remain under an executive order.

Late June is traditionally a time of relative quiet on the Jefferson County Middle/High School campus in Monticello, Florida, but the afternoon of June 28, 2010 proved to be an exception. Emergency responders from city and county agencies responded to a simulated on campus active shooter who was positioned in a classroom corridor with students, faculty and staff present.

Under the exercise scenario, the initial call to 911 Dispatch was made by school officials in response to hearing shots fired on campus. Dispatch alerted law enforcement, fire, emergency medical services and emergency management officials to the situation at the middle/high school campus and responders closed in on the scene. Under the functional exercise scenario, emergency responders were pre-positioned, but responded in real time as the active shooter situation unfolded on campus.

At the scene, responders faced

all the makings of a “real world” event through the creative use of props, simulated ammunition and staged victims. Tactical law enforcement contact teams were

bombarded with simulated gunfire from the active shooter in the classroom corridor. Student actors with realistic wounds, blood stains and injuries, courtesy of the exercise make up artist, fled the classrooms and screamed for help. This exceptional level of realism not only mimicked the tension of a real event for law enforcement responders but allowed emergency medical teams

to practice mass casualty triage and transport techniques in a high stress environment.

Participants noted the realism of the exercise during the post event “hot wash” and reported that the scenario presented a unique opportunity for the tactical entry teams to hone their skills while working with other response disciplines to safely locate, move, treat and transport victims. Evaluators from The Management Experts, the firm responsible for coordinating the Jefferson County

exercise and after action report, remarked on the incredible support and cooperation of city and county emergency response officials during the exercise. Even the local media, who were covering the exercise for an evening newscast, agreed to simulate an active media presence on scene to question school officials on emergency plans and protocols.

Sheriff David Hobbs congratulated the players on their willingness to apply the tactical training they had received earlier in the day to the exercise play. “Many of the team members came to work on their off day or off shift to participate in the training and exercise. We certainly hope that we never have to respond to a real situation like this at the school, but preparation and training are critical to the safety of our responders and the community.”

The FEPA Board of Directors met on Wednesday, July 28, 2010 in conjunction with the FEPA Mid Year Work Session in Daytona Beach Florida. At the July meeting, the Board considered a host of agenda items that documented and demonstrated progress on the Association’s many programs and initiatives.

Executive Committee and Officer reports noted the continued FEPA involvement with the Deepwater Horizon oil spill and associated issues of concern. With the generous support of Sprint-Nextel for a conference bridge, FEPA conducted a series of Emergency Management Constituency Group conference calls to provide peer to peer observations, technical support, lessons learned and other insights regarding emergency procedures and operations for the oil spill event. Representatives of FEPA’s leadership team attended the Florida Association of Counties (FAC) Annual Meeting to participate in and observe break out and general session discussions regarding Deepwater Horizon and to offer technical expertise and assistance to FAC on emergency management related issues. Letters to members of the Florida Congressional delegation based on the information gathered on the FEPA conference calls and FEPA member experiences while serving at the State Emergency Operations Center and regional command centers were crafted and provided to Florida’s national elected officials to outline local issues of concern with the Deepwater Horizon response.

Board members received updates on FEPA membership status and approved an annual Corporate membership dues level of $800 and associated membership amenities. A report on the progress on plans for the 2011 Annual Meeting at the Walt

Disney World Hilton was presented and the Training and Education Committee was asked to support the Program Committee with suggestions on training offerings at the annual meeting.

Other board actions included the approval of the slate of candidates recommended for approval under the FEPA Certification Program and continued development of a new Instructor Recognition Program in conjunction with the Division of Emergency Management. Under this program, the credentials of emergency management instructors would be jointly recognized by the Division and FEPA under a progressive three tier system. Draft information on the Instructor Recognition Program is available on

the FEPA Web Site at www.fepa.org. The July Board meeting

concluded with a review of the areas of FEPA By-Laws that are under consideration for refinement and revision. The proposed draft document will be presented to the Board for consideration at its October 2010 meeting and made available to the FEPA membership for review and comment. Please remember that the FEPA Board of Directors includes the Area Governors from each of the FEPA seven regions. Please provide your Area Governor with input on the action and direction of the Association and thank them for their commitment and service to the Association.

FEPA Mid Year Work SessionThe FEPA 2010 Mid Year Work Session attracted 95 participants to Daytona Beach to conduct the

Association’s business, receive updates on critical issues and advance the goals and objectives of FEPA committees. In conjunction with the Mid Year session, DEM conducted a Basic Instruction Skills Course and an Emergency Management Advisory Working Group meeting at the Daytona Beach venue.

The Mid Year Session included General Session topics on the Deepwater Horizon Oil Spill observations and lessons learned and the specific protocols of the Reconnaissance Teams that were utilized during the event. The Florida Division of Emergency Management (DEM) presented General Session topics of interest including the 2010-11 proposed Scope of Work for the Emergency Management, Preparedness and Assistance Trust Fund Base Grants and contract and grant updates and issues.

Consistent with Mid Year tradition, Thursday afternoon was dedicated to break out sessions for FEPA Committees to conduct their business and work on programs and projects. This year, two sets of Committee break out sessions were conducted to maximize members’ ability to participate and contribute to Committee actions. Committee representatives summarized their groups’ progress and activities during Friday morning’s General Session reports and Committee goals and objectives were refined during Friday’s closing Strategic Plan Update session. The results of this session are reflected in the draft 2011-2013 FEPA Strategic Plan which is available for comment on the FEPA web site www.fepa.org.

The FEPA Board of Directors also met during the Mid Year Work Session. The Board and the FEPA Executive Committee continue to move forward on a robust slate of programs and projects to serve the FEPA membership. FEPA extends a special thanks to Director David Halstead and DEM staff that attended the Mid Year Work Session and shared their expertise, vision and observations on statewide emergency management programs and issues.

As a co-sponsor of the Governor Hurricane Conference (GHC), many FEPA members serve on the GHC Board, as Officers and in key Committee roles for the nation’s premier hurricane conference. FEPA Participates in FEMA Strategic Foresight Initiative

EPA Secretary Anne Miller recently was selected to participate in the Federal Emergency Management Agen-cy’s Strategic Foresight Initiative. The initiative provides a series of opportunities for collaboration on a variety of emergency management related topics with representa-tives from a broad spectrum of emergency managers and practitioners from related fields of interest and expertise. The information presented below is a synopsis of FEMA’s background information on the initiative and its goals and objectives. Through Secretary Miller’s participation, FEPA will be able to inform the membership on progress of this national collaborative discussion.

FEMA STRATEGIC FORESIGHT INITIATIVE

OVERVIEWThe world around us is changing in ways that may

have profound effects on the emergency management

enterprise. Collectively, we must begin to think more broadly and over a longer-timeframe if we are to under-stand these changes and their potential impacts. To this end, FEMA has launched a Strategic Foresight initiative, the objective of which is straight-forward: to seek to understand how the world around us is changing, and how those changes may affect the future of emergency management and our community.

Our approach is rooted in an explicit attempt to innovate and move beyond the constraints of existing planning efforts. FEMA recognizes that it is only a single member of the national emergency management enter-prise. Alongside other federal partners, states, nongov-ernmental organizations, community based organiza-tions, and especially neighborhoods, towns and cities that do most of the work, the scale and coverage of the emergency management community comprises a broad and complex network of interdependencies and overlap-

Robert “Bob” Lay, Brevard County Emergency Management Director, was recently selected to serve on the Federal Emergency Management Agency’s (FEMA) National Advisory Council representing the field of Emergency Management for a one year term through June 15, 2011. The Council provides FEPA Administrator W. Craig Fugate with advice on all aspects of emergency management. The advisory council, whose authority must be renewed every two years, was originally chartered in 2007 and reauthorized in 2009. It includes representation from local, state and tribal governments as well as the public and private sectors. The Council’s mission statement is to “ensure effective and ongoing coordination of Federal preparedness, protection, response, recovery and mitigation for natural disasters, acts of terrorism and other man made disasters.”

Mr. Lay participated in the August 4, 2010 National Advisory Council meeting in Denver, Colorado. FEPA extends its congratulations to Mr. Lay on his appointment. FEMA is very fortunate to have someone with Bob’s experience, expertise and candor as a key advisor.

Governor Crist Proclaims September as Florida Preparedness Month

On August 27, 2010 Governor Charlie Crist signed an Executive Proclamation designating September 2010 as “Florida Preparedness Month”. As September is historically the most active month for tropical weather activity in Florida, the proclamation directs Floridians attention to the benefits of preparing their homes, families and businesses for disasters that may impact or threaten our state.

Florida’s preparedness month coincides with the federal designation of September as National Preparedness Month and the Federal Emergency Management Agency’s and Ad Council’s seventh annual National Preparedness Ready Campaign. The campaign is designed to encourage all Americans to take positive steps toward emergency preparedness.

THE BIG QUESTIONSThree guiding questions to consider are:(1) What are the drivers of change (e.g., demographics,

climate change) that may “dial up” or “dial down” systemic risk in the future?

(2) What has the potential to transform emergency man-agement in the future?

(3) What should we do now to better align our missions and capabilities to our future needs?
