As the topic of Smart Cities represents a very complex and interdisciplinary field of research entirely new approaches are required which shall go even beyond the borders of individual scientific fields in order to capture the full range of infrastructure interfaces within the energy system of cities. The main goal of the present JP is to support European cities in their transformation processes towards Smart Cities (from an energy perspective) through new scientific methods, concepts and tools covering the entire energy value chain (generation, distribution, consumption).

Italian cities towards Horizon 2020

In Italy two National Calls for bids on “Smart Cities and Communities and Social Innovation” were launched in 2012 by the Ministry of Education, University and Research (MIUR), with a total funding of about 920.5 million euro. The main aims of the MIUR smart cities calls for bids are: • Train local authorities, universities, associations, groups and scientific institutions to making the team and get involved. • Search together funding opportunities for project ideas related to the concept of "intelligent communities“ • Support and develop the Industry-Academia research skills available on the local territories • Analyze current and future needs and challenges and work together to give answers and create a "common good”.

The evolution of Earth Observation (EO) systems will make available new scenarios for the development of innovative methodologies aimed to the study of environmental phenomena.

Scientific framework (1/2)

The main challenge is to develop new methodologies for the analysis and integration of data coming from multiplatform sensors with a different spatial, temporal and spectral resolution (Sensor Synergy) in order to analyze complex environmental processes in compliance with the guidelines of international programmes such as GEOSS (Global Earth Observation System of Systems) and GMES (Global Monitoring for Environment and Security).

Integrating multiresolution observing systems with innovative technological platforms and ICT architectures in compliance with the contents of the Digital Earth and Citizen Science programs will pave the way for new applicative scenarios for the study of a wider range of environmental phenomena and the release to public authorities of innovative services and products.

The Basilicata case study

Basilicata is a small region of the Southern Italy representing only 3.3% of the Italian surface and with a population density of about 60.8 inhabitants per square kilometres, definitely under the Italian national average (about 200 inh./sq.km). Basilicata is divided into 2 provinces, Potenza and Matera, and includes 131 municipalities of which 100 falling under the Potenza Province’s administration.

The territory is prevailingly mountainous (46.9%), with only 8% of plain areas, and 20% of total surface is wooded area and is interested by two National Parks . Despite of its small size, Basilicata holds the most large oil reservoir of continental Europe and large quantity of crude oil and natural gas are extracted from its underground (about 90000 barrels per day)

Peculiarities of SMART Basilicata

Based on a careful analysis of the local economic, social and technological framework it intends to contribute to the main European initiatives on energy and climate issues at local/urban level.

SMART Basilicata proposes a systemic approach to the Basilicata region as an “urban sprawl" in order to move towards a “smart community" through the identification and development of innovative technology solutions for sustainable energy and environmental management, mobility, social participation and the use of smart services by Public Administrations and citizens. The aim is to provide a boost and a comprehensive framework to the transition towards a smart configuration of the local territorial system, by: developing experimental methods based on the integration of advanced technologies of Earth Observation and ICT. carrying out studies on the territory for Public Administrations, considering technical and economic feasibility of such projects implementing small-scale demonstrators, replicable in other contexts

Training and Professional development (2/2)

The objective of the Training and Professional Development project within the 4 Formative Objectives is two-fold.

FO1-FO4/Activity 2: Updating and qualification of employees of the public administration and staff of enterprises and companies in the environmental sector on the topics addressed by each Work Package.

FO1-FO4/Activity 1: Training and Professional development for young graduates and post-docs on the topics addressed by each Work Package.
